In the results of the assessment of the current status of testing and evaluating the application of IT in students' learning (Table 2.9), the content of testing the ability to exploit resources on the Internet ranked highest. However, this content has not yet achieved high scores, both the implementation level and the implementation results ranked first but with modest scores of 2.28 for the implementation level and 2.26 for the implementation results, respectively. This result reflects that the level of testing the ability to exploit resources on the Internet is not conducted regularly and the implementation results are only at an average level .
The content of the assessment of the results of applying IT to solve homework in class was ranked second for both the level of implementation and the results of implementation. However, the average score was not high and there was no significant difference between the level and the results of implementation. The level of implementation was 2.10 points, the results of implementation was 2.11 points . The assessment of the results of applying IT to solve homework was not good and had more limitations than the assessment of the results of applying IT to solve homework in class. This activity received an average score of 1.90 for the level of implementation and 1.96 for the results of implementation. Thus, the content of the assessment of the results of applying IT to solve homework in class and at home only received the corresponding score of infrequent implementation and average results . Interview code CBQL01 said that " The current assessment and evaluation activities on the application of information technology in learning at schools have not really been effective, there are many reasons. The main reason is that there is no legal basis, so the management work has no basis to bind.
The next reason is that the current assessment criteria mainly focus on test scores, final exams, and year-end exams. Qualitative assessment of students' performance has not been applied, which is somewhat disadvantageous for students .
The activity of testing the ability to use IT equipment is also not highly appreciated. The level of implementation only received an average score of 2.00, the implementation results reached 1.93 points and ranked at the bottom of the table 2.9. This result reflects the infrequent implementation and average implementation results . Most of the opinions asked said that this activity only took place in some subjects and was not regular.
The average score of the implementation level is 2.07 points, corresponding to the assessment of the implementation level is less frequent . The implementation results section has an average of 2.07 points, corresponding to the average implementation efficiency . From that, it can be concluded that the current status of testing and evaluating the application of IT in students' learning has not fully reflected the importance of this activity in the learning process and has not brought high efficiency.
2.4. Current status of IT application management in primary school students' learning
2.4.1. Decentralization of management of IT application activities in primary school students' learning
The management subject plays a very important role in guiding students' learning. Especially in the application of information technology in learning, the position of the management subject determines the effectiveness of learning activities. Table 2.10 below is the result of a survey evaluating the role of the management subject in learning activities using information technology.

Based on the survey results in Table 2.10, we can see that the management team and teachers understand the level of importance of the subject of management in IT application activities in learning. Specifically, in this table, all three contents of IT application management in learning such as "helping teachers determine the content, form of organization and mobilize resources"; "helping students' IT application activities in learning meet their needs" and "helping teachers and teachers control and evaluate the effectiveness of IT application activities in learning" are all assessed at the level of agreement and strong agreement. In that table, we can also clearly see that the third content is ranked first with an average score of 2.55, level: strongly agree. The second content is ranked last with an average score of 2.29, level: agree. Thus, it can be said that the management of IT application in learning is perceived by the majority of management staff and teachers to be of considerable importance. However, besides that, it shows that teachers still do not fully appreciate the importance of the subject of management in applying IT to students' learning. On the other hand, this perception is also caused by the fact that a part of teachers themselves do not have the conditions to regularly contact the internet as well as learn about the current development of educational software.
This basically proves that the surveyed subjects do not deny the importance of management in promoting the application of IT in learning. In fact, in each school, this management is planned from the beginning of the year and implemented throughout the school year. The few opinions that this issue is not important probably do not properly perceive the importance of management work in schools.
2.4.2. Current status of planning management with IT application for students
The plan for organizing and managing educational activities has a direct impact on the overall results of the activity. Table 2.11 below is the survey result of the management of the content of building learning plans with information technology applications for students.

The content of the directive for subject groups to evaluate the application of IT in students' learning ranked lowest in table 2.11. The assessment score for this activity was only 1.87 for the level of implementation and 1.82 for the implementation results, corresponding to the level of implementation not being regular and the implementation results being average. This result reflects that this activity has not been focused on and implemented effectively. The role of subject groups in evaluating the application of IT in students' learning has not been clearly demonstrated.
The activity of collecting data on the results of students' IT application in recent times has not been done well. The assessment score of this activity is not high, ranked at the bottom of the statistical table. The implementation level only reached
1.91 points, corresponding to the level of irregular implementation , the implementation results reached 1.77 points, corresponding to the average implementation results . The activity of collecting statistical data to evaluate the results of IT application of students over the years plays an important role in analyzing the results, trends, and effectiveness of this activity, thereby making appropriate plans and methods to improve the quality of IT application in learning. However, the statistical results show that this activity has not been implemented well and effectively.
The results of the assessment of the content of directing subject groups to plan and design lesson plans in the direction of applying IT achieved a relatively high average score, both the implementation level and the results were ranked 3rd. The implementation level reached 2.13 points, corresponding to the level of implementation less often , the implementation results reached 2.07 points, corresponding to the average implementation results . This shows that the management staff have paid attention and focused on directing subject groups to plan and design lesson plans in the direction of applying IT. The direction of teachers to plan and guide students to apply IT in learning at schools was also carried out relatively well. The implementation level reached 2.37 points, corresponding to the level of implementation often , the implementation results reached
2.23 points, corresponding to quite good performance . Most of the opinions asked said that every year the school has relatively clear guidance and direction documents on the application of IT for subject groups and teachers. This is a necessary task, clearly demonstrating the role of the school in management and needs to be promoted and implemented better.
In the assessment results of the current status of management of planning to apply IT for students in learning, the content suggests that subject groups add criteria to test and evaluate learning outcomes with IT application.

It is necessary to strengthen the direction of subject groups to assess the situation of IT application in learning; collect, analyze and evaluate annual results; develop and complete sets of exam questions capable of assessing students' IT application capacity.
The Cronbach's Alpha statistical index is 0.952 and 0.910, showing that the reliability of the scale in Table 2.11 is high. This level allows confidence in the survey results. The Preason correlation coefficient of 0.987** indicates that there is a correlation in the assessment of the implementation level and implementation results with a high level of reliability.
