In addition, the Board of Directors of the Faculty of Secondary Education coordinated to organize the "Book Fair to celebrate the 6th Vietnam Book Day" stating: "In response to the Vietnam Book Day on April 21, Ho Chi Minh City University of Education Publishing House coordinated with the library, the Faculty of Secondary Education and the Faculty of Literature to organize the Book Fair - the 6th Vietnam Book Day in 2019 with the theme "Reading Culture" from April 18 to April 19, 2019". 2.6. General assessment of the current situation

2.6.1. Strengths

Through the survey of the current situation, it is shown that on the student side, the learning activities in class are performed very well by students when studying according to the school's timetable. Because the study schedule is more proactive for students when they are free to register for courses and choose subjects that suit their personal time. Thanks to that, the learning activities of NGLL are actively arranged by students for self-study, flexibly studying via the Internet to acquire knowledge in the most effective way; choosing a form of learning with the support of the network through smart devices such as phones and computers helps students to learn knowledge outside of the teacher's lectures, changing the learning atmosphere of autonomy in terms of time.

Students are aware of the importance of planning their studies, which affects the output standards of the higher education sector, focusing on qualities and abilities. Therefore, students are interested in studying outside of class hours to cultivate their own soft skills and knowledge, promoting their motivation to study. When they deeply understand the requirements of the major, it supports students in the process of orienting their future careers, and is the basis for comparing themselves with their existing qualities and the profession, forming the right personality, striving, and dedication to the teaching profession.

Currently, the learning activities of students in the primary education sector are mainly carried out under the guidance of teachers. That is, teachers are the ones who guide students to find knowledge through many different teaching methods that are flexibly organized such as problem solving methods, group discussion methods, presentation methods; Students follow the requirements set by teachers and report on time the learning activities and learning results. In addition, the study planning work that students do not perform effectively may be because students are not fully equipped with the awareness of the process of building a correct study plan, so when implementing it, they encounter difficulties because it is not true to reality, the plan does not aim to achieve the set goals; the time to implement the content is not arranged reasonably. However, when assigned exercises, students proactively plan and arrange the time to do it without having to write it down on paper.

Students studying in the library is quite limited, although the library is equipped with thousands of specialized books, thesis documents, scientific research related to higher education; The learning space is large, with enough tables and chairs, computers connected to the internet, full lighting and fan equipment, quiet space. However, it does not attract students to study because it is located quite far from the main campus, traveling is inconvenient and time-consuming. On the other hand, currently, online documents are very popular, diverse in topics and suitable for reality; no time is wasted traveling, can be read at any time, creating interest in the learning process.

2.6.3.Related factors

Students are not proactive in their study time, most of them are students from provinces and cities with unstable economies when living in the city, so they spend time working outside to take care of themselves, so their studies are greatly affected; Through observation, due to the learning conditions at school not creating excitement for students such as old desks, chairs, projectors, and screens, small classrooms, and many students in the class, there is not much interaction between teachers and students during the learning process, and managing many students at the same time is very difficult for teachers; The class committee has not fully promoted its role, responsibility, and authority, but left it to the self-awareness of the students.


Each student therefore the class is not arranged into rules, during class time students do not pay attention to the lecture but do their own work.

The guidance for students to make plans is not specific yet, although the professional capacity of teachers is sufficient. Teachers clearly state the importance of building a study plan, which is well received by students. However, the steps for guiding students to make plans are still general and do not specify the requirements of a suitable study plan in terms of goals, time, content, support person, implementation method, and evaluation. With the change in the learning environment at the university level, which is much different from that at the high school level, if in high school students study according to the school's arrangement, then at the university level students arrange their own study schedule, so the skill of making a study plan is very necessary to ensure that students have the ability to build and implement their own study plan.

Teachers have not had much experience in teaching new methods. Currently, in order to ensure the improvement of the quality of student output, there are changes in the content of the teaching program compared to previous school years, the forms of learning are more diverse, the teaching method needs to be focused but not boring for students, taking students as the center of teaching and learning, teachers with the role of guides, controllers, and supporters when necessary in learning, requiring teachers to have extensive expertise and knowledge, experience in handling situations that arise as well as experience in organizing and building lectures to stimulate creativity, exploration, and research in students.

The current conversational teaching method is not popular in the classroom, mainly learning according to the old method where teachers teach, students listen and take notes; learning by conversational method has many advantages such as understanding the problem more deeply, having high positive interaction, focusing attention. Maybe because the time to study in class is not much while the amount of knowledge to master in many contents, so there is no plan to use the conversational method.

2.6.4. Solution

Improve library resources to students through online connection to the Internet. In this way, students can access library resources without having to go directly to the library to view documents. In addition, regularly organize open libraries at educational institutions of Ho Chi Minh City University of Education to introduce specialized books and documents on primary education at the faculty, convenient for students to find and read books, popularize and create favorable reading spaces, comfortable atmosphere, and enthusiastic library management staff to support students in the process of finding and reading books.

Teachers regularly organize diverse learning methods for students by being flexible in learning organization, assessment methods, creating a vibrant classroom atmosphere that requires teachers to have a lot of experience in organizing according to new methods; Increase the support and assistance of class supervisors in classroom management during the learning process.

Facilitate the use of teaching and learning equipment such as projectors, screens, speakers, and wireless microphones when conducting learning activities for students by mobilizing the Faculty's educational socialization resources from alumni and social organizations.


2.7. Measures to manage learning activities of primary education students at Ho Chi Minh City University of Education

This shows that the management of student learning activities is an important content in implementing the tasks set by the Ministry of Education for the whole sector, aiming to improve the quality of student output to meet the requirements of innovation in education. Therefore, this is the basis for recommending some measures related to the management of learning activities for students majoring in Primary Education at Ho Chi Minh City University of Education.

2.7.1.2. Principles for recommending measures

a) Practical principles
