From the above table, we can see that physical education is oriented towards capacity development with the content that students are allowed to participate in learning and working activities that are reasonable and within their capabilities, with 31.0% completely agreeing, this is the highest level of agreement among the contents and 0% disagreeing. The content of physical education teaching according to the systematic program, continuously throughout the school years, aiming to develop physical capacity for students, has 18.3% completely agreeing, 36.6% partly agreeing, 40.8% undecided and 4.2% disagreeing.

12.7% of respondents disagreed with the content of designing physical education activities for students aimed at developing their capacity, because a large number of teachers still considered it important.

Lighten up on physical education, consider physical education as just a minor subject, not having much meaning in developing students' abilities.

2.3.2. Current status of organizing physical education activities for high school students according to the NL orientation

a. Current status of GDTC form:

The survey results on the current status of organizing physical education activities for high school students according to the NL orientation at Dong Hy District High School, Thai Nguyen province are as follows:

- The content of physical education for students through physical education has 49.3% of opinions as regular and 50.7% of opinions as occasional. Because, physical education with the main goal of basic physical and sports training in schools is: "Promoting the process of training students' ability to achieve physical and sports achievements, developing physical qualities, developing mental capacity, creating awareness of regular physical training, educating students on basic virtues and humanity".

- Physical education content through physical activities between classes has 36.6% of opinions often, and 32.4% of opinions rarely and never.

- 25.4% of respondents said that physical education content through building study plans/classes/school days as well as interwoven activities organized within the school never.

- Extracurricular hours are the needs and interests of students with the purpose and task of contributing to the comprehensive development of capacity and physical fitness, while contributing to improving students' sports achievements. However, 21.1% of physical education through organizing extracurricular activities regularly evaluate, 12.7% never.

b. Physical education activities organized in high schools:

Through the survey results table on physical education activities organized in Dong Hy District High School, Thai Nguyen Province, we see the following:

- Regarding the setting of physical education goals, specific goals for each activity, 43.7% of opinions assessed as regular, 35% assessed as occasional, of which 18.3% assessed as rarely and 2.8% assessed as never implemented. This is actually a low result because the goal is one of the extremely important parts of each activity. It provides the implementer with the goal to achieve. Therefore, school leaders need to focus more on building specific goals for each activity.

- The planning of physical education program implementation towards developing students' capacity was assessed by 33.8% of the subjects as being implemented regularly, 35.2% as being evaluated ...

- The organization of diverse activities within the school was evaluated by 47.9% of the subjects as regular, 31% as occasional, 19.7% as rarely and 1.4% as never. Although it is one of the factors with the best evaluation results, the results also reflect the fact that high schools have not organized many diverse physical activities and the organization has not been carried out regularly and continuously.

- Organizing students' favorite sports club activities is relatively frequent with 40.8% of opinions assessing, 29.6% assessing as sometimes, 26.8% assessing as rarely and 2.8% assessing as never. Thus, organizing clubs exists, but has not yet fully exploited its potential.

- 36.6% of the subjects assessed that the assessment of student progress was done regularly, 40.8% of the opinions assessed that it was done occasionally, 19.7% said that it was rarely done and 2.8% said that it was never done. The assessment of student progress is a very important criterion to evaluate the impact of physical education activities on student development, but in reality, the implementation is not regular and synchronous, requiring more attention and close supervision from school leaders.

- The design of extracurricular activities program content was assessed by 35.2% of the subjects as regularly organized, 25.4% as occasionally, 35.2% as rarely and 4.2% as never implemented. In general, extracurricular activities are very important to connect the community as well as improve soft skills and physical fitness for students, requiring schools to focus and improve further.

- Designing physical education program content that is suitable for students' needs and interests is rated lowest among the criteria with 32.4% of the subjects rating it as often, 33.8% rating it as sometimes, 25.4% rating it as rarely and up to 8.5% rating it as never. This shows that the physical education program content is still stereotyped and mechanical according to books, not suitable for students' needs and not interesting for them.

2.3.3. Current status of physical education management in the direction of student development in high schools in Dong Hy district, Thai Nguyen province

2.3.3.1. Current status of awareness of managing vocational education activities in the direction of human resource development

a. Awareness of the concept of managing physical education activities in the direction of human resource development

Through a survey to find out the level of awareness of managers about the concept of GDTC, the subjects assessed as follows:

The concept of "Managing physical education activities for students according to the NL approach is a system of purposeful, planned, and lawful impacts of the management subject on the management object to bring management activities to achieve the set goals", is fully recognized by 88.9% of management staff. Reality shows that the managers of high schools in Dong Hy district have a correct and complete understanding of the concept of physical education.

The concept: "Managing physical education activities for students according to the NL approach is managing teachers' professional records", is fully recognized by 77.8% of managers. This is the concept that we propose in a further scope, according to a broader approach.

The concept: "Managing physical education activities for students according to the NL approach is a learning activity of students", is fully understood by 66.7% (equivalent to about two-thirds) of managers. Thus, there is still a large number of managers who do not think that this is a learning activity of students.

Concept: "Managing physical education activities for students according to the NL approach is managing the activities of testing and evaluating students' learning outcomes", 77.8% of managers fully understand. This is one of the approaches to physical education activities from a management perspective and in fact, many managers understand it accurately and fully.

b. Awareness of physical education management content

Through a survey to find out the level of awareness of managers and teachers about the concept of GDTC, the subjects assessed as follows:

- The content of Physical Education teaching management is completely agreed by 33.3% of the subjects, agreed by 55.6% and undecided by 11.1%. This is a relatively good level, due to the management of class time and the application of methods, the use of teaching aids, the construction and close supervision of the implementation of class time and ensuring progress in content, programs, teaching plans, organizing demonstration lessons, observing lessons and proposing specific measures to effectively implement the application of teaching methods, especially the application of improvement and innovation in subject teaching methods.

- The content of Managing extracurricular activities of physical education for students was completely agreed by 22.2% of the subjects, agreed by 44.4%, and undecided by 33.3%. This is the content that was rated lowest among the contents of physical education activities. Extracurricular

Extracurricular activities are the needs and interests of students with the purpose and task of contributing to the comprehensive development of capacity and physical fitness, while contributing to improving students' sports achievements. Extracurricular activities aim to consolidate and complete the main lessons and are conducted during students' self-study hours, or under the guidance of physical education teachers or instructors.

- The content of Managing students' learning activities was assessed by 44.4% of the subjects as completely agreeing, 33.3% agreeing, and the percentage of undecided subjects was quite high at 22.2%. Managing students' learning activities includes managing time and quality of physical education, managing spirit, attitude and physical training methods. Managing students' physical training well is an important content of managing physical education activities in schools.

- Regarding the content of the physical education program for high school students, 33.3% of the subjects completely agreed and 66.7% agreed. Thus, all subjects agreed and completely agreed with the content of the physical education program for high school students.

- Regarding the management of physical education activities for students in schools, 44.4% of the subjects completely agreed, 55.6% agreed and no one was undecided. Thus, the management of physical education activities was carried out completely and seriously. This is commendable and needs to be promoted.

- Management of facilities and equipment for physical education, 22.2% of the subjects completely agreed, 66.7% agreed and 11.1% were undecided. Facilities are very necessary for physical education activities and in general, the subjects assessed the management of facilities and equipment for physical education as relatively good and should be promoted.

2.3.3.2. Current status of managing the content of physical education activities for students according to the orientation of PTNL

a. Managing physical education teaching activities:
