As presented, morality is formed based on the recognition of the whole community, so it is usually implemented quite seriously. On the other hand, morality is guaranteed by public opinion, the impact is sometimes even more powerful than state coercion. However, this is only true for people with morality, public opinion will become ineffective against immoral people, in this case, if only by the "empty talk" impact of public opinion will not be able to achieve results. In certain circumstances, due to limited awareness, due to the influence of economic, political, social conditions..., leading to not fully recognizing the role of morality, causing social morality to degrade... In such cases, the law is considered one of the important tools to eliminate evil, prevent moral degeneration, protect, preserve and promote the moral values of the nation.
By recording ethical concepts and standards into law, the state ensures that they are strictly implemented in practice. Once institutionalized into law, the implementation of those ethical standards becomes the obligation of the whole society, and individuals and organizations must comply, whether they want to or not. State agencies within their scope of functions are responsible for organizing the implementation of those regulations through many measures such as propaganda, education, organization, administration, economy, etc. In particular, by strictly handling subjects whose behavior goes against the values of socialism, the law contributes to protecting and preserving the values of socialism, preventing the degeneration and degradation of morality.
Violations of social ethics standards are not only condemned by public opinion but also affected by state measures. It can be said that when institutionalized into law, the state, with its capacity and responsibility, can do everything to influence society, make ethics receive due attention throughout society, and "awaken" social awareness in preserving and promoting the value of ethics. Thanks to that, social ethical concepts and standards have been respected and strictly implemented, thereby preserving, protecting and promoting them.
Depending on the case, the law stipulates what members of society can do, cannot do, must do, and how to do it in accordance with the law.
Social ethics standards. For example, Article 7 of the 2002 Law on the Organization of Vietnamese Courts stipulates: "The court shall conduct trials in public, except in cases where closed trials are required to protect the nation's fine traditions" [35] . In other cases, the law stipulates: " acts contrary to social ethics are strictly prohibited" . However, as mentioned, social ethics are often not officially recorded in specialized documents, so the concept of behavior that is not contrary to social ethics is not a simple matter. This requires authorities not only to be aware of preserving and protecting social ethical values but also to have rich ethical knowledge.

Third , the law eliminates unorthodox and outdated ethical concepts and standards.
In addition to disseminating, preserving and protecting orthodox moral views in society, the law also plays an important role in eliminating unorthodox views, thoughts and moral standards from social life. Unorthodox morality is first of all the concepts and moral views of opposing forces that are not in power, besides the moral remnants of the old society, the moral concepts that are budding but are contrary to social progress, therefore not recognized by the community...

By law, the state first seeks to eliminate the moral concepts and viewpoints of the ruled class. Next, the law plays an important role in eliminating the moral concepts that are remnants of the old society. As mentioned, morality is a form of social consciousness with a relatively strong conservative nature, it is firmly rooted in the psychology of each person, it becomes the behavioral habits of each member as well as the whole community. Although socio-economic conditions have changed, people do not easily change old habits. In these cases, the law is an effective means to eliminate them. On the one hand, the law stipulates measures to propagate and mobilize members of society not to perform acts according to old, outdated moral concepts and viewpoints. On the other hand, the law strictly prohibits such acts, and stipulates strict sanctions for the subjects who perform such acts. At the same time, the law encourages and forces
forcing members of society to perform behaviors in accordance with new ethical standards... In general, when a new ruling class comes into being, along with building a new legal system to replace the old legal system, they also build new ethical standards to replace the old ethical standards that are no longer suitable. New laws must be consistent with new ethics, so basically the ethical views and concepts in the old society are eliminated. However, it is necessary to pay attention to the dialectical negation of Marxism-Leninism to inherit and promote the traditional ethical values of the nation. Failure to grasp this will lead to extremism, completely negating the past.
This role of law in ethics depends on many factors. One is the level of penetration of ethical concepts in the people; two is the appropriateness of sanctions, the weight of those measures; three is the work of organizing the implementation of the law by the state...
Fourth , the law contributes to the formation of new ethical concepts.
When the law truly reflects the will and aspirations of the community, it will be recognized and implemented seriously, voluntarily and consciously by the community. In this case, the law has become ethical. Views and concepts about the law therefore also become ethical concepts and ideas, "the requirements of the law are also conveyed into concepts, ethical standards, consciousness and ethical behavior of people" [25, p.275]. At that time, the community's assessment of a member is not only in terms of morality but also their legal consciousness. It is impossible to be evaluated as a perfect person from an ethical perspective if that person commits illegal acts. "A person with a noble personality must first of all be a person who implements the law in an exemplary manner, setting a good example for everyone around" [24, p.584]. Thus, it is clear that the law has contributed to the formation of new ethical concepts. By severely punishing old ethical behaviors and forcing new ethical behaviors, the law contributes to affirming the new ethical viewpoint, making it exist firmly in social life.
Although it has an irreplaceable role and position in social management, law is not the only one, because no matter how complete it is, law can only meet the need to regulate basic social relations related to national interests and destiny. Because human existence is always communal, morality is the foundation of human life and society. It is morality and other social rules that will supplement and fill the "gaps" that law has not and cannot fully regulate. Moreover, the effectiveness of social management cannot be achieved only through the authority of law but also through the moral example of those who perform public duties; as well as law built on the foundation of revolutionary moral values will create voluntary legal sentiments of subjects in the implementation of legal rights and obligations. Therefore, along with improving understanding and the need to comply with the law, strengthening moral education will contribute to forming cultural and civilized standards of behavior between people, improving management efficiency and improving social relations . Historical reality also shows that moral values and standards only have practical significance when they are the basis and favorable environment for receiving, perceiving and enforcing the law. On the contrary, the civilized and progressive nature of a legal system ultimately lies in reflecting, protecting and increasing new moral values. Morality and law can only maximize their role and effectiveness when they are placed in an organic and dialectical unity with each other, for the development of society and for the happiness of the people. The combination of legal values with moral values is a principle in building a legal cultural environment; is the basis for "forming a system of values and social norms in accordance with tradition, national identity and the requirements of the times" [4, p. 113]. Therefore, while considering the law as the main social management tool of the state, to promote the people's power in all areas of social life, it is also necessary to attach importance to education to improve socialist ethics, to mobilize other non-official factors such as good customs and traditions, traditional ethical standards; to open up many forms of people's participation in self-management at the grassroots level by re-establishing conventions and village regulations to support the law in regulating social relations. On the basis of promoting the
Strengthening and overcoming the limitations of the two legal and ethical tools; implementing the motto of unifying legal values with ethical values, taking revolutionary ethics as the standard value system is an effective way to create social order.
Chapter 1 Summary
Ho Chi Minh's ideology on cadre ethics is a system of comprehensive and profound views of the President on standards and principles for building a new ethics compared to the old ethics (ethics of feudal times) to comprehensively develop people in the new era.
According to his ideology, the moral qualities that a cadre must have are: Loyalty - Filial piety; love for people, living with meaning, affection, diligence, thrift, integrity, justice, impartiality, and a pure international spirit. These are the basic moral qualities of every person in general, and of cadres in particular, all play a decisive role in personality, humanity, and the completion of tasks assigned by the country. Ho Chi Minh's teachings on cadre ethics have been inherited and institutionalized by our Party and State into regulations on ethical standards required for cadres of the Party, State, and other organizations in the political system.

* Current status of regulations on ethical standards for party members and officials of the Communist Party of Vietnam.
The Party's documents clearly define the ethical standards of cadres as follows:
Draft Documents of the 12th Party Congress on Party building and the political system: Innovation in Party elections, methods of selecting and appointing cadres,... to select people with strong political will, good moral qualities, dynamism, daring to think, daring to do, daring to take responsibility to hold leadership positions, especially heads. Focus on building a cadre team, especially a strategic-level cadre team, with sufficient capacity and qualities, equal to the task. Have mechanisms and policies to discover, attract and use talents.
Propaganda and political and ideological education work has been innovated. More importance has been given to the task of building ethics among cadres , party members and people; and the campaign "Studying and following Ho Chi Minh's moral example" has been directed with initial results.
Regarding personnel work, our Party has determined to "Build a team of cadres with strong political will, ethics, healthy lifestyle, free from bureaucracy, corruption, waste, and resolutely fight against bureaucracy, corruption, and waste" [8, pp. 292-293].
- Regarding political qualities : Cadres must have a strong political stance because that is the most important foundation for cadres to be able to handle situations arising from life and work related to practice. Political stance and
The working tendency of the cadre is a factor that directly affects the success or failure of the work of building a team of cadres. When applied to specific cases, it determines the success or failure in arranging cadres suitable for the job and achieving the highest results in excellently completing the tasks assigned by the Party.
- Regarding ethics and lifestyle : Talking about ethics is talking about a basic attribute that is of decisive importance to the honor, personality and inner qualities of a cadre, talking about humanity, goodness, talking about the ethics and morality of each person, as well as the standards that each person must follow. The ethics of a cadre are summarized by Ho Chi Minh in the following four words: Diligence, Thrift, Integrity, Uprightness, those qualities of a cadre are evaluated comprehensively based on their behavior towards themselves, towards subordinates, towards work and towards the masses.
Thus, the above mentioned standards on the ethics of party cadres stipulated in the above Party documents have basically demonstrated the current status of regulations on cadre ethics in the cadre work of our Party.

We consider the Party's personnel work in recent times from two perspectives: the advantages and limitations of the application process:
Advantage:
- The application of Ho Chi Minh's ideology on cadre ethics in the cadre work of the Communist Party of Vietnam in recent times has had great achievements such as building a team of cadres with full moral qualities, both virtuous and talented to meet the requirements of the international economic integration period. The majority of cadres and party members are conscious of training and improving their political qualities, ethics, lifestyle, have a sense of serving the people, and are trusted by the people.
- For the collective, party members and cadres always have a high sense of discipline, respect the collective, love and solidarity with colleagues and have a constructive spirit.
- Each party official has a clear understanding of himself when standing in the party.
The party ranks are absolutely loyal to the revolutionary ideal, loyal to the Fatherland, wholeheartedly serving the people, and being servants of the people. Always aware of and acting correctly with the historical mission assigned by the Party and State.
- Having the awareness to participate in collective movements, party members and cadres have the awareness to actively participate in training and education for cadres and party members when the world situation has many complicated developments.
Currently, our Party has basically built a team of cadres and party members imbued with revolutionary ethics, daring to think, daring to do, matching words with deeds, and having the right orientation according to the Party and State's policies and guidelines.
Limit:
In addition to the remarkable achievements of the cadre team in recent times, it is also necessary to see that society is a collection of relationships, people, some good, some bad, some good, some not so good... all together creating a society and in every period there are people with individualistic thoughts, as Ho Chi Minh stated in the past that there is still "A not small part that has degraded politically and morally, taking advantage of their positions to embezzle, waste, be bureaucratic, factional, disunity, opportunistic pragmatism. Many cadres have lost their prestige and are no longer public servants of the people, even oppressing and bullying the people" [12]. Today, the figures of the Central Party Organization Committee in the "Draft report summarizing the implementation of Resolution VI of the Central Committee (10th term) on a number of tasks of Party innovation and rectification, building the Party to meet the requirements of the new period" have partly proven that. From 2008 to 2011 alone, the number of cadres disciplined and expelled from the Party for violations of ethics and lifestyle was 78,555, most of whom were leaders. This situation shows that the signs of degeneration of many cadres are at an alarming level.
- Due to the negative impact of the market economy, international economic integration has negatively affected the culture and lifestyle of the people in general and of party members in particular. At the 4th Conference of the 11th Party Central Committee, it was clearly stated that "The state of political, ideological, moral and lifestyle degradation in a part of the
