propagating the study and following of Ho Chi Minh's ideology, morality and lifestyle; the role of political and social organizations in advising, proposing and supervising the propaganda of studying and following of Ho Chi Minh's ideology, morality and lifestyle; on promoting the role of self-study and self-cultivation of cadres, party members and the masses in studying and following Ho Chi Minh's ideology, morality and lifestyle.
1.3.3. Propagating the causes and results in studying and following Ho Chi Minh's ideology, morality and style
The causal relationship is objective and inevitable, so it is necessary to find the cause of things and phenomena that lead to results in the objective real world. Pointing out the cause of the result of a certain activity helps the subject of that activity to realize the origin, the correctness or incorrectness of the impact and action that creates today's result. A good result is due to the cause, the root of the impact that creates the correct and appropriate result. That cause - root needs to be recognized and continue to promote the development of things. And conversely, the result of an activity is not good because the origin - the cause that makes that result is not appropriate; to improve the result, it is necessary to adjust, change the practice, the way of impact, the operation... that makes that result. For television stations when promoting the result of a certain activity, pointing out the cause is necessary. Because this will help the subject of the research activity, refer to adjust the way of working of a certain job to be more suitable and effective. Television stations propagate this through news works, articles, reports... will help management agencies, managers, those who build plans to study and follow Ho Chi Minh's ideology, morality, and style to adjust their action plans accordingly to achieve the best implementation results.

of the islanders. Therefore, this indicator will be divided into two sub-indicators:
a1. Natural tourism attractiveness a2. Cultural tourism attractiveness
b. Tourist capacity
The two island communes in Quan Lan have different capacities to receive tourists. Minh Chau Commune is home to many standard hotels and resorts, attracting high-income domestic and international tourists. Meanwhile, Quan Lan Commune has many motels mainly built and operated by local people, so the scale and quality are not high, and will be suitable for ordinary tourists such as students.
c. Time of exploitation of Quan Lan Island Commune:
Quan Lan tourism is seasonal due to weather and climate conditions and festivals only take place on certain days of the year, specifically in spring. In Quan Lan commune, the period from April to June and from September to November is considered the best time to visit Quan Lan because the cultural tourism activities are mainly associated with festivals taking place during this time.
Minh Chau island commune:
Tourism exploitation time is all year round, because this is a place with a number of tourist attractions with diverse ecosystems such as Bai Tu Long National Park Research Center, Tram forest, Turtle Laying Beach, so besides coming to the beach for tourism and vacation in the summer, Minh Chau will attract research groups to come for tourism combined with research at other times of the year.
d. Sustainability
The sustainability of ecotourism sites in Quan Lan and Minh Chau communes depends on the sensitivity of the ecosystems to climate changes.
landscape. In general, these tourist destinations have a fairly high level of sustainability, because they are natural ecosystems, planned and protected. However, if a large number of tourists gather at certain times, it can exceed the carrying capacity and affect the sustainability of the environment (polluted beaches, damaged trees, animals moving away from their habitats, etc.), then the sustainability of the above ecosystems (natural ecosystems, human ecosystems) will also be affected and become less sustainable.
e. Location and accessibility
Both island communes have ports to take tourists to visit from Van Don wharf:
- Quan Lan – Van Don traffic route:
Phuc Thinh – Viet Anh high-speed boat and Quang Minh high-speed boat, depart at 8am and 2pm from Van Don to Quan Lan, and at 7am and 1pm from Quan Lan to Van Don. There are also wooden boats departing at 7am and 1pm.
- Van Don - Minh Chau traffic route:
Chung Huong high-speed train, Minh Chau train, morning 7:30 and afternoon 13:30 from Van Don to Minh Chau, morning 6:30 and afternoon 13:00 from Minh Chau to Van Don.
f. Infrastructure
Despite receiving investment attention, the issue of infrastructure and technical facilities for tourism on Quan Lan Island is still an issue that needs to be resolved because it has a direct impact on the implementation of ecotourism activities. The minimum conditions for serving tourists such as accommodation, electricity, water, communication, especially medical services, and security work need to be given top priority. Ecotourism spots in Minh Chau commune are assessed to have better infrastructure and technical facilities for tourism because there are quite complete and synchronous conditions for serving tourists, meeting many needs of domestic and foreign tourists.
3.2.1.4. Determine assessment levels and assessment scales
Corresponding to the levels of each criterion, the index is the score of those levels in the order of 4, 3, 2, 1 decreasing according to the standard of each level: very attractive (4), attractive (3), average (2), less attractive (1).
3.2.1.5. Determining the coefficients of the criteria
For the assessment of DLST in the two communes of Quan Lan and Minh Chau islands, the students added evaluation coefficients to show the importance of the criteria and indicators as follows:
Coefficient 3 with criteria: Attractiveness, Exploitation time. These are the 2 most important criteria for attracting tourists to tourism in general and eco-tourism in particular, so they have the highest coefficient.
Coefficient 2 with criteria: Capacity, Infrastructure, Location and accessibility . Because the assessment area is an island commune of Van Don district, the above criteria are selected by the author with appropriate coefficients at the average level.
Coefficient 1 with criteria: Sustainability. Quan Lan has natural and human-made ecotourism sites, with high biodiversity and little impact from local human factors. Most of the ecotourism sites are still wild, so they are highly sustainable.
3.2.1.6. Results of DLST assessment on Quan Lan island
a. Assessment of the potential for natural tourism development
For Minh Chau commune:
+ Natural tourism attractiveness is determined to be very attractive (4 points) and the most important coefficient (coefficient 3), so the score of the Attractiveness criterion is 4 x 3 = 12.
+ Capacity is determined as average (2 points) and the coefficient is quite important (coefficient 2), then the score of Capacity criterion is 2 x 2 = 4.
+ Exploitation time is long (4 points), the most important coefficient (coefficient 3) so the score of the Exploitation time criterion is 4 x 3 = 12.
+ Sustainability is determined as sustainable (4 points), the important coefficient is the average coefficient (coefficient 1), so the score of the Sustainability criterion is 4 x 1 = 4 points
+ Location and accessibility are determined to be quite favorable (2 points), the coefficient is quite important (coefficient 2), the criterion score is 2 x 2 = 4 points.
+ Infrastructure is assessed as good (3 points), the coefficient is quite important (coefficient 2), then the score of the Infrastructure criterion is 3 x 2 = 6 points.
The total score for evaluating DLST in Minh Chau commune according to 6 evaluation criteria is determined as: 12 + 4 + 12 + 4 + 4 + 6 = 42 points

b. Assessment of the potential for humanistic tourism development
For Quan Lan commune:
+ The attractiveness of human tourism is determined to be very attractive (4 points) and the most important coefficient (coefficient 3), so the score of the Attractiveness criterion is 4 x 3 = 12.
+ Capacity is determined to be large (3 points) and the coefficient is quite important (coefficient 2), then the score of the Capacity criterion is 3 x 2 = 6.
+ Mining time is average (3 points), the most important coefficient (coefficient 3) so the score of the Mining time criterion is 3 x 3 = 9.
+ Sustainability is determined as sustainable (4 points), the important coefficient is the average coefficient (coefficient 1), so the score of the Sustainability criterion is 4 x 1 = 4 points.
+ Location and accessibility are determined to be quite favorable (2 points), the coefficient is quite important (coefficient 2), the criterion score is 2 x 2 = 4 points.
+ Infrastructure is rated as average (2 points), the coefficient is quite important (coefficient 2), then the score of the Infrastructure criterion is 2 x 2 = 4 points.
The total score for evaluating DLST in Quan Lan commune according to 6 evaluation criteria is determined as: 12 + 6 + 6 + 4 + 4 + 4 = 36 points.

Basically, both Minh Chau and Quan Lan localities have quite favorable conditions for developing ecotourism. However, Quan Lan commune has more advantages to develop ecotourism in a humanistic direction, because this is an area with many famous historical relics such as Quan Lan Communal House, Quan Lan Pagoda, Temple worshiping the hero Tran Khanh Du, ... along with local festivals held annually such as the wind praying ceremony (March 15), Quan Lan festival (June 10-19); due to its location near the port and long exploitation time, the beaches in Quan Lan commune (especially Quan Lan beach) are no longer hygienic and clean to ensure the needs of tourists coming to relax and swim; this is also an area with many beautiful landscapes such as Got Beo wind pass, Ong Phong head, Voi Voi cave, but the ability to access these places is still very limited (dirt hill road, lots of gravel and rocks), especially during rainy and windy times; In addition, other natural resources such as mangrove forests and sea worms have not been really exploited for tourism purposes and ecotourism development. On the contrary, Minh Chau commune has more advantages in developing ecotourism in the direction of natural tourism, this is an area with diverse ecosystems such as at Rua De Beach, Bai Tu Long National Park Conservation Center...; Minh Chau beach is highly appreciated for its natural beauty and cleanliness, ranked in the top ten most beautiful beaches in Vietnam; Minh Chau commune is also home to Tram forest with a large area and a purity of up to 90%, suitable for building bridges through the forest (a very effective type of natural ecotourism currently applied by many countries) for tourists to sightsee, as well as for the purpose of studying and researching.

3.2.2. Using SWOT matrix to evaluate Quan Lan island tourism
General assessment of current tourism activities of Quan Lan island is shown through the following SWOT matrix:
Table 3.5: SWOT matrix evaluating tourism activities on Quan Lan island
Internal agent
Strengths- There is a lot of potential for tourism development, especially natural ecotourism and humanistic ecotourism.- The unskilled labor force is relatively abundant.- resource environmentunpolluted, still
Weaknesses- Poorly developed infrastructure, especially traffic routes to tourist destinations on the island.- The team of professional staff is still weak.- Tourism products in general
quite wild, originalintact
general and DLST in particularalone is monotonous.
External agents
Opportunity- Tourism is a key industry in the socio-economic development strategy of the province and Van Don economic zone.- Quan Lan was selected as a pilot area for eco-tourism development within the framework of the green growth project between Quang Ninh province and the Japanese organization JICA.- The flow of tourists and especially ecotourism in the world tends toincreasing
Challenge- Weather and climate change abnormally.- Competition in tourism products is increasingly fierce, especially with other localities in the province such as Ha Long, Mong Cai...- Awareness of tourists, especially domestic tourists, about ecotourism and nature conservation is not high.
Through summary analysis using SWOT matrix we see that:
To exploit strengths and take advantage of opportunities, it is necessary to:
- Diversify products and service types (build more tourism routes aimed at specific needs of tourists: experiential tourism immersed in nature, spiritual cultural tourism...)
- Effective exploitation of resources and differentiated products (natural resources and human resources)

1.3.4. Propaganda about the advantages and difficulties in studying and following Ho Chi Minh's ideology, morality and style
* Propaganda about the advantages of studying and following Ho Chi Minh's ideology, morality and style

Studying and following Ho Chi Minh's ideology, morality and lifestyle is of great significance to the cause of building and defending the Socialist Republic of Vietnam in the current period, especially important for cadres and party members, having a great, profound and direct impact on the lives and thoughts of the people. Therefore, studying and following Ho Chi Minh's ideology, morality and lifestyle, so the implementation and propaganda is an important and urgent task. Reality shows that bringing Ho Chi Minh's ideology, morality and lifestyle into life is difficult, requiring diligence, dedication, determination of cadres and party members and especially a very high sense of responsibility of leaders. In the difficulties of the implementation process, there are also advantages. Pointing out the advantages in the implementation process, bringing studying and following Ho Chi Minh's ideology, morality and lifestyle into life needs to be properly recognized and evaluated for widespread implementation. When stating the advantages in implementation, it also affirms the correctness, because the goal is determined to be suitable for actual conditions, suitable for the wishes and aspirations of the people... which means also smashing the things that hostile forces, discontented elements, political opportunists distort about the life, career and life of President Ho Chi Minh. The advantages in studying and following Ho Chi Minh's ideology, morality and style are the attention of local Party committees and authorities on this issue; the experience of the leadership team has helped them build correct and practical propaganda plans; the cadres and party members improve their self-awareness, sense of responsibility, exemplary, regularly cultivate and practice in work and life; the consensus and determination of
Party members and the masses with the highest determination to study and follow Ho Chi Minh's ideology, morality and style...
* Propaganda about difficulties in studying and following Ho Chi Minh's ideology, morality and style
The study and following of Ho Chi Minh's ideology, morality and style has not yet been put into practice because in practice there may be difficulties in the level of the team of people who implement and execute; from the broadcasting work of television stations... Therefore, in addition to promoting the advantages, television stations also need to promote the limitations and difficulties in implementing the study and following of Ho Chi Minh's ideology, morality and style - that is, pointing out the barriers and difficulties in bringing Ho Chi Minh's ideology, morality and style into life. Pointing out the limitations from an objective perspective will be an opportunity for those involved in studying and following Ho Chi Minh's ideology, morality and style to look at and find appropriate solutions.
Difficulties in propagating the study and following of Ho Chi Minh's ideology, morality and lifestyle include: confusion in implementing directives and resolutions at the local level; the exemplary role of cadres and party members, especially key cadres and leaders in some localities and units, with unclear results; the development of plans to follow Ho Chi Minh's ideology, morality and lifestyle by party committees, party organizations and leaders at all levels is not very specific, and progress is slow compared to requirements; the vanguard role model and self-awareness of cadres, party members, civil servants and public employees are still limited; propagating and criticizing distorted perceptions and signs of moral and ideological degradation; achievement disease, formalism, bureaucracy, etc.
1.3.5. Propagating typical models and individuals in studying and following Ho Chi Minh's ideology, morality and style
Carrying out propaganda about typical individuals and groups on television is to propagate pioneering and exemplary models who have made many positive contributions with their efforts and initiatives to realize the study and follow of Ho Chi Minh's ideology, morality and style. To bring Ho Chi Minh's ideology, morality and style closer to the masses, the best solution is to constantly strengthen propaganda about advanced and typical examples, good models, effective methods, and lessons learned by individuals and groups during the learning process. In addition, carrying out these propaganda methods is also a very good measure to suggest new directions of propaganda, new ways to bring Ho Chi Minh's ideology, morality and style into real life. Each of these examples can be an individual or an organization; a party member or a citizen who has made practical contributions in the process of bringing Ho Chi Minh's ideology, morality and style into life. Propagating about party members who are role models to the masses, propagating the study and following of Ho Chi Minh's ideology, morality and style on television requires information about party members who must have a correct understanding of their role so that they can be self-aware, honest, and exemplary; must be responsible for their work and unit; have ethics and lifestyle; have a sense of organization and discipline, and at the same time have close relationships with the masses.
1.4. Requirements for propaganda on studying and following Ho Chi Minh's ideology, morality and lifestyle on television
1.4.1. Propaganda content must be diverse and rich.
Accordingly, the work of propagating the study and following of Ho Chi Minh's ideology, morality and style on television can be summarized in a number of key contents that stations need to propagate, which are: popularizing the world
Introduce the core content of Ho Chi Minh's ideology, morality and lifestyle; learning results, causes of results, advantages and difficulties, models, typical individuals... in studying and following Ho Chi Minh's ideology, morality and lifestyle. In order to effectively propagate the study and follow Ho Chi Minh's ideology, morality and lifestyle, the propaganda content must be rich, diverse, complete as well as select important content, associated with the characteristics and key tasks of the locality to conduct propaganda. Based on the weaknesses and limitations in studying and following Ho Chi Minh's ideology, morality and lifestyle in localities, determine the content of propaganda that breaks through those issues, thereby changing the awareness of cadres, party members and people in that locality.
When propagating, it is necessary to diversify the aspects of the implementation of the contents, this will help cadres, party members and people have a comprehensive view of the situation and results of bringing the content of studying and following Ho Chi Minh's ideology, morality and style into life. Through articles, news, reports... the frequency of appearance of the content can see the level of reception and effectiveness of studying and following Ho Chi Minh's ideology, morality and style in life... Which aspects are well implemented and suitable for learning; which aspects need more active investment; which aspects are not reasonable and need to be adjusted to be more suitable... Propagating the study and following Ho Chi Minh's ideology, morality and style on television will also be an important information channel in leadership and direction, contributing to helping policy makers review the policies and guidelines they have put forth and make more reasonable adjustments. However, propaganda content must be diverse but accurate, timely and ensure national and ethnic interests.
1.4.2. The form of propaganda must be vivid and attractive.
A propaganda program on studying and following Ho Chi Minh's ideology, morality and style, if only carefully crafted and focused on propaganda content, is not enough to attract the public. In fact, the number of viewers is one of the criteria for evaluating the quality and effectiveness of a radio and television station and its editors and reporters. In order for the work to reach a large audience, it is necessary to pay attention to the form of propaganda. A lively, creative and attractive form of propaganda on studying and following Ho Chi Minh's ideology, morality and style will contribute to attracting the attention of a large audience.
Nowadays, with the rapid development of science and technology, the public's reception of television programs has also changed dramatically. The public will ignore "boring" programs, lacking highlights and appeal. Because of such practical requirements, propaganda programs on studying and following Ho Chi Minh's ideology, morality and style need to change, choosing more vivid and attractive propaganda forms to increase the public's ability to receive and remember propaganda information. The propaganda form not only chooses traditional program genres such as reports, documentaries, in-depth analysis programs but can also be exploited in the direction of building fast news programs, general news with many short news about typical models, about good or bad examples, about bringing Ho Chi Minh's ideology, morality and style into real life...
There needs to be a further rejuvenation of television programs promoting Ho Chi Minh’s ideology, morality, and style to reach a younger audience. At the same time, there needs to be changes in the use of images and sounds. Program makers need to try to be more youthful in the use of images and sounds; exploiting bright, colorful images.
Brighter, more youthful sound to help the public increase attention, avoid boredom, and avoid forgetting the parts of the program they have followed. Use a variety of press information methods flexibly, use a variety of press genres such as news, reflection articles, reports, portraits, etc. to bring the content of propaganda on studying and following Ho Chi Minh's ideology, morality, and style to the public in the most appropriate and effective way. It is necessary to organize news and articles according to an information structure with many components such as: introduction, moving images; sound including speech, noise, music; capacity, duration of the work, reasonable organization of program structure; arrange broadcasting time suitable for the audience, specifically:
- The structure of the work is coherent and modern, the content is arranged and placed in a series of articles with important content, videos and graphics, contributing to making the propaganda series clear, seamless, scientific, easy to understand and inspiring to the information recipient.
- Exploit and use genres appropriately: Depending on the propaganda content, choose the appropriate form of transmission. For example: large, complex content, using news genres to convey information is not necessarily appropriate; or vice versa: small content, only need news genres to convey but choose news, event genres, or in-depth reports and commentary...
- Flexibility in exploiting and using language, images and sounds - multimedia elements on television such as: The language of expression must be based on the recipient, each program will have different languages of expression. For example, mass propaganda programs will use simple, flexible languages, closely related to real life, easy to understand, easy to remember. In programs for cadres, party members, people with ideological and theoretical foundations will choose highly theoretical and more general language. With programs on local stations, the editor
The trainer will use many native languages to increase the closeness and ease of understanding with the public. From there, increase the ability to attract and follow the public with the program. The spoken language needs to be deep, with emphasis on important content so that the public can receive more information. If possible, it is necessary to exploit the most important and impressive details in the article to help the public deeply remember and remember for a long time, thereby influencing actions. In addition, the use of diverse images, exploiting even colorless documentary footage that is archived to bring Ho Chi Minh's ideology, morality and style to the masses in a profound, realistic, honest and close way. At the same time, harmoniously coordinate historical documents, real images of the locality so that the public does not feel strange, but rather real life, things that happen to themselves every day. Only then will the public increase its ability to receive and remember the good values in the ideology, noble morality and lifestyle of President Ho Chi Minh. However, it is necessary to especially avoid the abuse of advertising images that are not suitable for the propaganda content, images that do not ensure good customs and traditions, and are not suitable for the ethical standards and aesthetic concepts of the Vietnamese people. This violation can ruin the entire content of the propaganda program, reducing the attention of the public. Finally, the use of sound in propaganda works about Ho Chi Minh's ideology, morality and lifestyle must be simple, harmonious, easy to listen to and easy to receive. Appropriately selected sounds will help the propaganda content not be dry, not dogmatic and difficult for the public to remember.
1.4.3. Other factors
In addition to the above content, the frequency, structure, timing, and broadcasting capacity... also contribute to promoting the study and following of Ho Chi Minh's ideology, morality, and style on television with quality and effectiveness, specifically:
