Based on the research methods of dialectical materialism and historical materialism, the thesis uses a synthesis of the following general, interdisciplinary and specialized methods:
- Logical method is used to generalize the content and value of Ho Chi Minh's ideology on Party building; to explain and correctly evaluate the achievements and limitations in building the Party organizations of military officers according to Ho Chi Minh's ideology.
- Historical method is used to present and analyze scientific works related to the thesis; issues related to the viewpoints and guidelines of the Party and the Central Military Commission on Party building.
- Sociological investigation method, through the construction of a questionnaire system to collect objective and honest information, contributes to providing scientific and practical arguments for the implementation of the thesis topic.
- Methods of analysis, synthesis, statistics, and comparison aim to generalize, analyze, and evaluate theoretical and practical issues presented in the thesis.
- The expert interview method is used to collect opinions from scientists, researchers, leaders, and managers working at research agencies and training facilities inside and outside the Army, in order to standardize the theoretical and practical issues raised by the thesis topic.

6.1. About theory
The research results of the thesis contribute to deepening the content and value of Ho Chi Minh's thought on Party building. Providing scientific arguments to help the Standing Committee and Party Committee of the Military Academy to research and apply to building the Military Academy Party Committee increasingly stronger.
6.2. In practice
The thesis can be used as a reference document, serving research, teaching and learning of Ho Chi Minh ideology at military universities.
The research results of the topic contribute to supplementing the database for advisory and research agencies when preparing to build resolutions and topics on Party building in general and building Party organizations in the Army in particular.

1.1. RESEARCH SITUATION RELATED TO THE THESIS TOPIC
1.1.1. Research on Ho Chi Minh's thoughts on Party building and application to current Party building
* Research on Ho Chi Minh's thoughts on Party building
In the book “ Ho Chi Minh’s Thought on Party Building ” (2001), author Nguyen Quoc Bao clarified one of the origins of Ho Chi Minh’s thought on Party building, which is the views of Marxism-Leninism on building a new type of Party of the working class (GCCN). At the same time, he affirmed that Ho Chi Minh’s thought on Party building has new contents, demonstrating creative development and needs to be studied and applied to Party building in the period of innovation [4].
Author Trieu Quang Tien, in his work Ho Chi Minh's Thought on Party Building (2004), focused on the issue of building revolutionary ethics, fighting corruption and waste, and improving the working capacity and working style of grassroots Party organizations (TCCSĐ) according to Ho Chi Minh's thought. The author believes that one of the very important measures that Ho Chi Minh paid great attention to and required cadres and Party members to regularly implement in order to contribute to building a strong and democratic Party is self-criticism and criticism [121].
The book “ Some issues in Ho Chi Minh’s thought on the Communist Party of Vietnam” (2005), authored by Bui Dinh Phong and Pham Ngoc Anh (co-editors), focused on deeply explaining Ho Chi Minh’s concept of the birth, leadership role, and class nature of the Communist Party of Vietnam; the necessity of building a strong and democratic Communist Party of Vietnam, emphasizing: “Building a strong and democratic Communist Party of Vietnam is a constant concern of Ho Chi Minh and this issue occupies a particularly important position in Ho Chi Minh’s entire thought on the Communist Party”. At the same time, the authors have summarized the contents
building a strong Communist Party in terms of politics, ideology, and organization according to Ho Chi Minh Thought [106].
Author Bui Kim Hong, in the book “ President Ho Chi Minh and the work of building a clean and strong Party” (2006) presented in a scientific and systematic way the issues of revolutionary theory, political consciousness, nature, goals, ideals of the Communist Party of Vietnam and the standards of Party members. At the same time, he analyzed and clarified the importance and significance of Ho Chi Minh's thought on Party building. The author affirmed: Ho Chi Minh's thought on Party building contains great theoretical values and points out the need to apply it creatively to the current Party building work [81].
Researching Ho Chi Minh's Thought on Party building, in the book " Ho Chi Minh's Thought on the Communist Party of Vietnam" (2008), author Nguyen Duy Hung and his colleagues comprehensively mentioned issues on Party building work in Ho Chi Minh's Thought, focusing on issues of Party building in terms of politics, ideology, organization, on innovation of the Party's leadership methods and strengthening solidarity and unity [76].
In the book “ Ho Chi Minh on building and strengthening the Party organization” (2010), authors Nguyen Vu and Nguyen Thai Anh discussed the issue of building the ruling Communist Party of Vietnam according to Ho Chi Minh’s thought, focusing on educating and training a team of “both red and expert” cadres. According to the authors, this is a key issue contributing to building and strengthening the Party organization [161].
Authors Tran Dinh Huynh and Nguyen Thi To Uyen in the book " Ho Chi Minh's thoughts on Party and State building" (2018) presented Ho Chi Minh's thoughts on the Communist Party of Vietnam and the State of Vietnam. In the section on Ho Chi Minh's thoughts on building the Communist Party of Vietnam, the authors clarified the content of building the Communist Party of Vietnam in all aspects, including: Building theory; Building the Party in politics; Building the Party in ideology; Building the Party in organization, and focused on analyzing and clarifying
requirements for the Party in terms of intellectual capacity, theoretical thinking, and policy planning in the condition that the only Party is in power [83].
Research on Ho Chi Minh's thoughts on Party building also includes articles
published in scientific journals.
In the article “Party building in terms of politics, ideology and organization in Ho Chi Minh’s thought”, published in the Journal of Philosophy , No. 8 - 2004, author Doan Duc Hieu presented the basic contents of Ho Chi Minh’s thought on Party building in terms of politics, ideology and organization. According to the author, Party building in terms of politics is essentially improving the theoretical level of cadres and party members, Party building in terms of ideology is extremely important and Party building in terms of organization is of key significance. The author emphasized: In Ho Chi Minh’s thought, Party building in terms of politics, ideology and organization are three aspects that are closely related, closely linked and have the same purpose [71, p.16].
Author Le Mau Han, in the article "President Ho Chi Minh with the training and founding of the Communist Party of Vietnam", published in the Communist Magazine , No. 10 - 2006, affirmed: President Ho Chi Minh is a person with great contributions to the birth of the Party and it is the light of Ho Chi Minh's ideology that has illuminated the work of building and rectifying the Party, making the Party become "the pioneer revolutionary Party, the embodiment of the intelligence, honor and conscience of the working class, of the Vietnamese nation". The author believes that Ho Chi Minh's views on the ruling party are like a truth, reflecting reality and a profound warning to the entire Party and each cadre and Party member [70, p.22].
Author Tran Thi Minh Ngoc, in the article "Ho Chi Minh's thoughts on Party building in the Testament", in the Journal of Philosophy , No. 1 - 2016, has interpreted Ho Chi Minh's profound thoughts on Party building as stated in his Testament. The author emphasized: The most comprehensive content that creates the scientific value and profound practical significance of the Testament is his especially important thoughts on Party building. According to the author, Ho Chi Minh's thoughts on Party building still retain their value, have profound theoretical and practical significance, and contribute to
train and foster the Communist Party of Vietnam to truly be the vanguard of the working class, of the working people and of the Vietnamese nation [104].
In the article “Humanity in Ho Chi Minh’s viewpoint on Party building on ethics”, published in the Journal of Party History , No. 332/2018, author Tran Thi Minh Tuyet said: Ho Chi Minh’s viewpoint on Party building on ethics exudes a profound humanistic spirit. That is reflected in the purpose of Party building on ethics, viewpoints on revolutionary ethical standards, culturally rich ethics building methods and the harmonious handling of core issues of Ho Chi Minh’s Party building work. The author emphasized that Party building on ethics is building the Party from the root and that is the unique feature of Ho Chi Minh’s thought on Party building [146]
In the article “Ho Chi Minh’s thought on Party building “is morality, is civilization”, in the Ho Chi Minh Studies Journal , No. 2/2020, author Nguyen Minh Tuan stated: Ho Chi Minh’s thought on Party building “is morality, is civilization originating from Marxism-Leninism, from the national cultural tradition to realize the goal of national independence associated with socialism. The author emphasized: Party building “is morality, is civilization” according to Ho Chi Minh’s thought, which means that the Party must constantly renew and self-rectify itself, so that the Party is always worthy of being the leading force in social development, meeting the trust of the people [143].
Author Nguyen Vinh Thanh, in the article "Ho Chi Minh's thoughts on preventing and combating the degradation of political ideology, morality and lifestyle of cadres and party members and some issues raised in the current Party building work", published in the Ho Chi Minh Studies Journal , No. 3/2020, said: Ho Chi Minh's views on preventing and combating the degradation of political ideology, morality and lifestyle of cadres and party members contain profound theoretical and practical values. From the thorough analysis and frank criticism of bad habits within the Party, Ho Chi Minh simultaneously proposed methods and ways to correct those diseases with the core purpose: Party rectification is to hone cadres and party members into worthy soldiers who are servants of the people. The author has summarized
The ways and measures to contribute to building the Party according to Ho Chi Minh's thought are to build a solid class stance; to correctly implement the Party's and the Government's policies and follow the mass line in all matters; to thoroughly fight against bureaucracy, formalism, embezzlement, and waste; to truly practice democracy within the Party and among the masses; to honestly self-criticize and criticize; to study Marxism-Leninism and imbibe the Party's policies to always progress [142].
In the article "Ho Chi Minh's thoughts on preventing and combating signs of degradation in political ideology, morality, and lifestyle of cadres and party members", in the Journal of Political Theory , No. 3/2020, author Ly Viet Quang said: As the founder, leader, and trainer of the Communist Party of Vietnam, President Ho Chi Minh always paid special attention to the work of building a strong and virtuous Party in both aspects: establishing principles, regulations, and standards on ideology, politics, organization, and morality to unify will and action throughout the Party; at the same time, pointing out the diseases, bad habits, and vices that each cadre and party member needs to prevent, especially since the Party became the ruling Party. The author mentioned his views on preventing and combating diseases, bad habits, and vices among cadres and party members, with the meaning of preventing and combating signs of degradation in political ideology, morality, and lifestyle. To effectively prevent and combat these signs of degradation, it is necessary to promote the role of the Party organization and the role of each cadre and Party member. In particular, for the Party organization, it is necessary to do a good job of educating each cadre and Party member to imbue them with communist ideals, understand the Party's guidelines, viewpoints and policies, and the duties and ethics of Party members; strictly implement self-criticism and criticism within the Party; the Party cell's living regime must be carried out seriously; Party discipline must be strictly implemented; Party inspection work must be carried out closely. On the individual level, cadres and Party members must always put the interests of the Party, the revolution and the people above all else. * Research on applying Ho Chi Minh's thought to Party building today
Authors Bui Dinh Phong and Pham Ngoc Anh, in the book “ Applying and developing Ho Chi Minh’s thought on Party building in the period of renovation” (2006) , analyzed the basic issues in Party building work under the light of Ho Chi Minh’s thought such as: The Party’s leadership is the leading factor determining the success of the revolutionary cause, maintaining, consolidating and enhancing the nature of the working class; improving the intellectual level, political capacity, moral qualities and working capacity of cadres and party members; building and developing grassroots party organizations; innovating the Party’s democratic leadership method and the issue of strengthening the Party’s international relations. On that basis, the authors affirmed the need to continue to correctly and creatively apply Ho Chi Minh’s instructions on Party building in order to contribute to building a cleaner and stronger Party to meet the requirements of leading the revolutionary cause in the period of national renovation [105].
In the book “ Some urgent issues on Party building today under the light of Ho Chi Minh’s thought” (2017), author Bui Dinh Phong said that when studying Ho Chi Minh’s thought on Party building, there are two approaches. In which, the first approach is to build the Party in terms of politics, ideology, and organization. The second approach is to build the Party in each specific aspect such as: the ideological and theoretical foundation of the Party; on the principles of Party organization and activities; Party member qualifications and cadre issues; the relationship between the Party and the People; on revolutionary ethics. The author said that the second approach is clearly reflected in the entire legacy of Ho Chi Minh on Party building [107].
Author Le Kha Phieu, in the book " Ho Chi Minh's thoughts on Party building and rectification and its application in Party building on ethics today " (2019), focused on analyzing and explaining the content of Ho Chi Minh's thoughts on the Communist Party of Vietnam, on the work of Party building and rectification.
