The family is their father and mother[29, p. 18]… This also shows a reality: the degeneration of lifestyle and morality of a part of young people in Vietnam today has many different causes, but mainly due to the limitations of family education for children.
One of the issues that need to be equipped for children is legal education. However, it seems that this content has not been paid attention to in families. Along with the process of international economic integration, recently many new business lines have been born: restaurants, hotels, motels, sauna services, internet cafes, beer clubs, dance clubs, bars... These types of businesses are partly "playgrounds that children love", partly because they are not strictly managed by functional agencies and local authorities, so the influence of violent games, from the extreme actions in action movies, swordplay, romance... has somewhat negatively affected the personality and personality development of children in families. On the other hand, due to the difficult life of some families in Vietnam today, many parents do not have much time to care for, care for, and educate their children about the law. This leads to the situation where many children violate the law due to limited knowledge of the law in general, and of juvenile justice knowledge in particular.
According to statistics from the Criminal Police Department (Ministry of Public Security), in 2012: the whole country discovered 8,820 cases of law violations caused by 13,289 minors. Compared to 2011, there was an increase of 231 cases (2.6%), of which 12,781 were men (96.1%), and 508 were women (3.9%) [30]... There are many reasons leading to children's crime, but the main reason comes from the lax management of children in some families. Legal education for children in most families has not received due attention, and the work of education and dissemination of law by authorities at all levels still has many limitations.
According to the statistical report of the Department of Social Evils Prevention, by June 2013, more than 80% of violators were minors. However, this number is much lower than the actual number. If in 2009 there were only
10,002 drug addicts, by June 2013 this number had reached over 15,000 people. Thus, after 5 years, the number of drug addicts in Hanoi has increased nearly 1.5 times. The main reason is that family management of children has not received adequate attention. On the other hand, juvenile social crimes tend to increase. Statistics in Ho Chi Minh City in 2012 showed that the number of juvenile offenders prosecuted was 1,134, accounting for 16% of the total number of prosecuted people and an increase of 6% compared to the same period in 2011[71, p.22].

It is noteworthy that the number of minors who commit murder accounts for about 5.6%, rape accounts for about 6.4% and robbery accounts for about 29%. There are many reasons that lead them to commit crimes, but the main reason is that the family abandons them, loosens management, leaves the education of their children to the school and society, and does not promptly correct them when they have wrongdoings. The above statistics also show that: 80% of children who commit crimes have previously skipped school, dropped out of school, or been disciplined by the school... without their families knowing. Thus, the crime of a part of the youth has deep roots in the education and management of the family.
Prostitution among minors is increasing at an alarming rate. According to statistics from the Committee for Child Protection and Care, Ministry of Labor, War Invalids and Social Affairs, a survey of some locations in Hanoi, Ho Chi Minh City and some provinces and cities in 2012 showed that: Out of a total of 7,000 prostitutes, 15% are minors, 1/4 of the children are pushed into prostitution when they are 13-14 years old, nearly 1/3 of the children are forced into prostitution before the age of 15. Prostitution among minors in our country is increasing at an alarming rate.

According to statistics from the Department of Child Protection and Care in 2012: nationwide, there were 1,453 minors who were sexually abused, on average in the last 5 years, each year there were nearly 1,000 minors who were sexually abused; of which, the number of rape cases of minors was up to 80%. The number of minors sexually abused in the first six months of 2012 increased by 5% compared to 2011. There are many causes leading to this social evil, including poverty, being deceived, bored with living in a violent family, divorce, laziness, etc. In addition, the exchange and opening of many streams of obscene cultural products spreading on the market has attracted and stimulated the curiosity of a group, especially minors.
The number of homeless minors in the country is increasing. The Department of Child Protection and Care under the Ministry of Labor, War Invalids and Social Affairs said: By the end of 2011, the country had about 18,126 homeless minors. By February 2013, the number of homeless minors in the country had increased to about 21,000. The Committee for Population, Family and Children conducted a survey in Hanoi and Ho Chi Minh City and said: The number of homeless minors as of August 2013 in these two cities was over 10,000. Ho Chi Minh City alone had over 8,000 and Hanoi had nearly 2,000. The provinces and cities with a high concentration of homeless minors making a living are: Hanoi, Ho Chi Minh City, Lam Dong, Binh Duong, Khanh Hoa, Thua Thien Hue, Da Nang, Hai Phong [30]…
Among the many reasons why children leave their families and wander, the main reason is that parents do not fully understand the family's responsibility to educate their children, so they do not pay much attention to their children. Many families where parents divorce and treat each other harshly and cruelly have a significant impact on the children's psychology, leading to boredom and making them easily leave their families and wander. According to the above statistics, up to 5% of minors leave their families and wander mainly because of family discord and lack of connection with their families.
2.1.2. Causes of moral education in Vietnamese families today
In the process of international integration, Vietnam has been raising many issues related to moral education in the family. The process of international integration creates favorable conditions for our country to expand foreign relations and cooperate in economic development. However, the limitations and challenges make us face many difficulties. Faced with that reality, our country needs to have appropriate strategies, need to have the cooperation and contribution of all forces, in which education plays a fundamental role. Our nation has a tradition of loving to learn and in the current trend, the learning movement is increasingly promoted. Each family is very conscious in taking care of their children, especially in terms of learning. Children have been given maximum conditions to go to school, to improve their knowledge and qualifications. Parents all clearly see the importance of learning for the development of children. However, there are still many families who do not really care about educating their children in general and moral education in particular. Nowadays, many children do not realize the difficulties and challenges of the Vietnamese economy in the context of integration, so they are lazy to study and think, causing the number of unemployed Vietnamese youth to increase. This is causing many difficulties for families and society. Biological needs are inevitable, when they do not work, do not have a source of income, it is easy for these young people to fall into social evils such as theft, smuggling, drugs...
Faced with the above realities, we see the increasingly important role of educating the younger generation, especially moral education in which the family plays a pioneering role. Regarding the content of moral education in the family, the author develops as follows:
Educate respect and filial piety to grandparents and parents
For every child, the first thing they need to understand, feel and practice is respect and filial piety towards grandparents and parents. This is a
in the first lessons that children need to do before going out into society. Therefore, this is a very important content. To evaluate the importance of this content, the author conducted a sociological investigation.
Accordingly, the results showed that 88.5% of respondents believed that it was necessary to teach filial piety to their children and 94.6% said that they had absorbed filial piety from their families through their grandparents and parents [37, p. 275]. However, the need to teach filial piety to children in wealthy families was higher than in poor families: 92.6% in wealthy families compared to 88.4% in well-off families and 82.1% in well-off families. This shows that the more the market economy develops and the higher the standard of living, the more necessary it is to teach filial piety.
Filial piety is one of the core human values of Vietnamese people and society. However, filial piety education today needs to be supplemented with new content and forms, not mechanically or stereotyped, but still ensuring the promotion of positive values suitable for modern society. New standards of filial piety in the current period need to be formed on the most basic principle - that is, building humane and sincere feelings between family members, especially the feelings between parents and children. Without a solid emotional foundation, filial piety will only be a rigid form, even distorted in today's society [37, pp. 256 - 257].
Patriotic education
The current industrialization and modernization process requires our country to open up, integrate, and exchange with international friends. This has truly impacted all aspects of social life as well as the spiritual life of each person. One of its profound effects is the impact on the morality of Vietnamese people. On the positive side, opening up and integrating has created conditions for human development in all aspects, including morality. People have the conditions to develop their personal personality. That is determination, self-reliance, and self-reliance.
Ownership, self-responsibility, dynamism, and creativity in establishing oneself and one's career are affirmed. People can access advanced knowledge of humanity to improve their level and understanding and from there can apply it to building the country and serving the Fatherland.
In addition to the positive aspects mentioned above, the process of opening up and integration also causes a series of negative phenomena for morality and social progress. That is the deep polarization of rich and poor, thereby giving rise to more social conflicts. The current market economy of our country gives rise to many social evils such as corruption, greed, the emergence of many new types of crimes, increased violence... It also stimulates greed, leading to the exhaustion of natural resources as well as the labor force, hindering the process of international integration. The market economy also stimulates pragmatism, individualism, lavish and hedonistic lifestyles, introducing toxic Western lifestyles and cultures, such as greed for fame, chasing money regardless of morality. In particular, for our country, the collision between opening up, integration, national development and traditional national moral values is becoming a difficult problem. The above mentioned negative impacts can leave serious and unpredictable consequences. Sadly, it is the youth, the people who shoulder the historical mission of building the country, who are most affected by these negative effects. That means that the current international integration process will face many difficulties when the youth force, the most outstanding people, who play the most leading role, do not have both virtue and talent, and cannot meet the requirements set by the country's renovation.
Family tradition education
Promoting family tradition for every Vietnamese person in history today has always been a legitimate spiritual need, both a manifestation of the morality of drinking water and remembering its source, and having a practical educational effect on future generations.
The successive generations make the country more and more beautiful, the country more and more civilized. However, to promote the good traditions of the family in today's society, we must fight to eliminate backward local thoughts.
The purpose of family traditional education is to educate people to become good children, good students, good citizens, intelligent workers to enrich themselves, their families and the country. In the scope of family moral education, parents need to choose moral standards appropriate to each age and the psychological development of their children. The choice of moral education methods is very important and even determines the results of the educational process. As family life and society become more democratic and open, effective educational methods require a combination of different educational methods. However, many families still do not really care about educating their children and grandchildren about family traditions.
According to survey data in Hanoi, more than half of parents (54.4%) only occasionally educate their children according to family traditions. The number of parents who regularly educate is lower (36%). The difference between the level of regular and occasional education in family traditions is not large, but the difference between the level of irregular education in family traditions (64%) is almost twice as large as the regular level [61, p. 125].
The basic requirements of new ethics in the family are clearly expressed in the principles of the Law on Marriage and Family, the Law on Prevention of Domestic Violence... on the behavior of each family member in order to build a prosperous, progressive and happy family. The equal and democratic relationship between husband and wife in the family is of great significance to children, creating for them correct concepts of respect for human rights, equality and fairness among members.
Currently, our country is in the process of international economic integration in the trend of globalization. Open exchange and integration have brought to the family
Vietnam has many opportunities. Vietnamese families have the conditions to develop the economy, exchange and integrate with advanced and civilized cultures of other countries. However, besides those positive aspects, the negative side of the market mechanism also has a negative impact on Vietnamese family life. The life of modern society with the strong development of economic sectors has affected family life, to some extent breaking the moral traditions of traditional Vietnamese families. The situation of divorce, separation, living together as husband and wife without marriage registration, premarital sex and abortion among young people is increasing, leaving serious consequences in many aspects for families and society. The good traditional family cultural values of Vietnamese people are showing signs of degradation and fading away. Many social evils such as drugs, gambling, alcohol, prostitution, HIV/AIDS have been and are infiltrating families. Generational conflicts over etiquette, lifestyles and elder care are posing new challenges. Domestic violence is on the rise at an alarming rate.
Reality shows that promoting the good cultural values of traditional families in the work of building cultural families with developed economic life and rich, healthy spiritual and cultural life is an urgent requirement of the whole society. The late Prime Minister Pham Van Dong said: "The three pillars of Vietnamese community consciousness are family (home), village and country". Today, building a fair and civilized society requires us to return to the good traditional cultural values of the family.
Vietnamese family in the current renovation period is one of the important driving forces promoting the development of the country to realize the goal of a rich people, a strong country. Building a cultural family - an important and regular goal of the work of building cultural life at the grassroots level in the renovation period. Since 1980, the movement to build a cultural family in Quynh commune
