3.2.6. Strengthening inspection, evaluation and experience sharing in medical ethics education for students

3.2.6.1. Objectives of the measure

The implementation of the measure aims to establish criteria for evaluating emulation, rewards and discipline from the beginning of the school year. Evaluate and reward individuals and groups that do well in medical ethics education for students, and at the same time give feedback to individuals or groups that do not do well, in order to encourage and motivate both materially and spiritually, contributing to improving the effectiveness of school education. Timely advise and help organizations and individuals to do better in medical ethics education for students.

3.2.6.2. Content of measures

Based on the school's general plan, assign responsibilities to each department and individual depending on their capacity and tasks to participate in medical ethics education for students in each subject and at specific times during the year. From there, regularly monitor, check, advise and draw lessons in a timely manner.

Criteria for evaluating emulation, rewards and discipline are appropriate to the actual conditions of the school.

3.2.6.3. How to implement the measure

Checking medical ethics education through classroom subjects in the form of: observing classes, checking lesson plans, through multiple choice tests, through attending professional group activities or through direct conversation with students.

Provide medical ethics education content for students as a unit of knowledge in regular and periodic tests of students.

Checking medical ethics education through extracurricular activities:

+ The steering committees of faculties and departments organize the evaluation of the activities of each group and individual regarding the work of education and self-education of medical ethics for students.

+ The Union monitors, inspects and evaluates the activities of student groups.

+ Subject groups and homeroom teachers monitor and evaluate teachers' participation.

+ The Board of Directors checks the implementation of the operational plans of the departments.

Annually summarize the semester and school year, conduct a summary of medical ethics education for students; evaluate the implementation results; draw lessons, promote positive aspects, overcome and improve shortcomings and limitations.

The Board of Directors is highly determined, together with the grassroots trade union, the Ho Chi Minh Communist Youth Union, and the Vietnam Student Association, to perform well the role of the school's permanent emulation and reward council.

3.2.6.4. Conditions for implementing measures

Establish specific, clear, and complete criteria for evaluating competition, rewards, and disciplines for individuals and groups for management.

Timely promote advantages, overcome limitations and effectively perform the advisory role of inspection and evaluation.

Inspection and evaluation must be conducted transparently, objectively and regularly.

3.3. Relationship between measures

Each measure has a different role and position. However, the measures we propose are all dialectically related to each other. One measure is a condition, a premise for another measure, or supports and promotes each other in the overall school system.

When implementing proposed measures, they must be synchronous and have a specific plan, regularly controlled and evaluated to promptly adjust when necessary. These measures are part of a whole and they are closely related organically, complementing each other, forming a system, so this measure will be the premise, the basis, the result for the other measures and vice versa.

3.4. Testing the necessity and feasibility of proposed measures

3.4.1. Testing steps

Through theoretical research and analysis of the current status of medical ethics education management for students of Thai Nguyen Medical College, the topic has proposed 6 management measures. To confirm the necessary value and feasibility of the proposed measures, we conducted a test of the value of the measures through a questionnaire.

Consultation of managers and teachers of Thai Nguyen Medical College.

The consultation process is conducted through the following steps: Step 1: Prepare a consultation survey form (Appendix 3)

The topic evaluates measures to manage medical ethics education for students of Thai Nguyen Medical College according to two criteria:

Investigate the necessity of management measures at three levels: Very necessary, necessary, unnecessary; feasibility at three levels: Very feasible, feasible and not feasible.

Step 2: Select the survey subjects: 25 managers

60 teachers working at Thai Nguyen Medical College Step 3: Distribute survey forms

Step 4: Collect survey forms and orient research results.

To assess the necessity and feasibility of the proposed management measures, quantify the evaluation opinions by scoring as follows:

Necessity: Very Necessary 3 points

Calculation: Take the average score of the survey subjects and create a

board.

Through collecting and processing data obtained from the survey, I obtained the following results:

Comment:

Through the data shown in Tables 3.1 and 3.2, it can be seen that the measures we proposed all received quite high assessments of necessity and feasibility, with an average score of 2.73 for necessity and 2.64 for feasibility.

Measure 1: Raise awareness among school management staff, teachers and students about the position and importance of medical ethics education for students.

This measure is considered to be the most necessary with X = 2.84. Thus, the majority of managers and teachers consider that raising awareness for managers, teachers and students in the school about the position and importance of medical ethics education for students is very necessary. It can be seen that awareness greatly affects and governs the effectiveness of the activity. If there is correct and positive awareness, there will be correct attitudes and correct behaviors. At the same time, if there is incorrect awareness, there will be negative attitudes and incorrect behaviors. Specifically, the same is true for medical ethics education for students. If individuals and groups in the school are all correctly and correctly aware of the role and importance of medical ethics education for students, there will be measures and positive activities to promote the quality and effectiveness of this activity. However, raising awareness among school managers, teachers and students about the position and importance of medical ethics education for students still faces many difficulties and requires perseverance, serious implementation and

high consensus as well as investment in time and human resources, therefore the feasibility of this measure is rated in 2nd place with Y = 2.69.

Measure 2: Strengthen medical ethics education for students through

classroom subjects

This measure is rated as 3rd in necessity with X = 2.8 and 1st in feasibility with Y = 2.78. It can be seen that if we integrate medical ethics education content through the content of lessons and subjects in class, it will help bring that content to students in a more systematic and comprehensive way, without wasting much time. Teachers can integrate medical ethics education content into subjects such as: Ho Chi Minh's thought; basic principles of Marxism-Leninism; Law, health care management and medical ethics... In addition, this measure requires teachers to have integrated teaching skills and flexible use of teaching methods.

Measure 3: Organize diverse forms of medical ethics education for students through extracurricular activities.

This measure is assessed as being 4th in terms of necessity with X = 2.74 and 4th in terms of feasibility with Y = 2.63. From the current situation of medical ethics education for students at Thai Nguyen Medical College that the topic has surveyed, it can be seen that the forms of medical ethics education for students are still limited, mainly limited to integrating into the content of subjects and the internship process at medical facilities. Medical ethics education for students through extracurricular educational activities is not yet regular, continuous, rich and effective. If there is attention from the school's Board of Directors, the Youth Union - Association and educational organizations inside and outside the school to focus on promoting medical ethics education for students through extracurricular educational activities, it will attract students' interest in participating. However, in addition, to effectively implement this measure, it requires investment in facilities, time, finance and human resources.

Measure 4: Closely coordinate with internship facilities in training vocational skills and professional ethics for school students.

This measure is rated as the second most necessary with X = 2.82 and the third most feasible with Y = 2.67. This is a measure of high necessity and feasibility because in the clinical internship environment at medical facilities, students will have the opportunity to directly approach patients, medical staff and experience real situations and circumstances. Therefore, this will be a very favorable environment to foster and practice medical ethics for students. In addition, this measure requires medical staff at the internship facility to wholeheartedly care for students, to be a shining example of medical ethics for students to follow, and at the same time, there needs to be close coordination between the school and the internship facility.

Measure 5: Directing the coordination of medical ethics education for students between schools, families and society.

This measure is assessed as having the 6th level of necessity with X = 2.59 and the 6th level of feasibility with Y = 2.54. This measure is assessed as having the lowest level of feasibility and necessity among the 6 proposed measures. The topic conducted direct interviews with a number of school managers and obtained some opinions as follows: directing the coordination of medical ethics education for students between forces inside and outside the school still faces many difficulties due to some basic reasons such as: the school is located in a mountainous area, the number of students is high, so some awareness and skills are still weak, some students' families are still poor and the educational level of some parents is still low, so they have not really cooperated with the school in medical ethics education for students. In addition, students are also affected by many negative influences from the market economy society, some individual medical staff have not really been exemplary and have not properly implemented the requirements of professional qualities.

Measure 6: Strengthen inspection, evaluation and experience sharing in medical ethics education for students.

This measure is assessed as being 5th in necessity with X = 2.6 and 5th in feasibility with Y = 2.55. Testing and evaluation is an important step in all educational activities. But in reality, the work of testing, evaluating and drawing experience in medical ethics education for students at Thai Nguyen Medical College has not been well implemented and has not been highly appreciated. The testing and evaluation of students only stops at the learning results and training results of students without being specific and not being implemented regularly.
