CHAPTER 1: THEORETICAL BASIS OF HUMAN RESOURCE MANAGEMENT IN ENTERPRISES

1.1. CONCEPT AND ROLE OF HUMAN RESOURCE MANAGEMENT

1.1.1. Concept of management

From primitive society to modern society today, there has never been a time when people could survive as individuals or as individuals. People must be in a group, an organization because the organization can do things that individuals cannot do. A family, a business, a school, a government agency, a military unit, etc. are examples of organizations. Thus, an organization can be understood as a group of two or more people working together in certain structural forms, in order to achieve common goals.

But if a group of people working together without guidance and direction, it will be difficult to achieve the set common goal. Or it is still possible to achieve that common goal but with low efficiency, costing a lot of money, human resources, and material resources. For an organization to operate well, it needs management.

So management is the impact of the management subject on the management object to achieve certain goals in the context of an ever-changing environment (Do Hoang Toan, 2008). The management object here can be human resources, material resources, financial resources and information. In an organization, management is the process of planning, organizing, leading, and controlling the resources and activities of the organization to achieve the organization's goals with high results and efficiency in the context of an ever-changing environment (Nguyen Thi Lien Diep, 1996). Management helps organizations and members of the organization clearly see their goals and directions. Management coordinates the organization's resources, helping to increase the value of the organization. In an ever-changing environment, creating unexpected opportunities and risks, management helps organizations adapt.

1.1.2. Concept of human resource management

Human resource management is a part of organizational management with the main management object being people. It can be said that the human resources of an organization are all the workers working in that organization, and human resources are understood as the resources of each person including physical strength and intelligence. Physical strength is the health of the body, depending on the health of each person, diet, work and rest regime, medical care, age, gender, etc. Intelligence refers to the thinking, understanding, ability to acquire knowledge, talent, aptitude as well as personality, outlook on life, beliefs, etc. of each person. Human resources are different from other resources of the enterprise such as finance, capital, equipment resources, etc. It is the most valuable resource because people are always the central and most important issue in every organization and enterprise. In traditional production and business, the utilization of the physical strength of workers has been almost exhausted. However, the exploitation of human intellectual potential is still new and mysterious (Nguyen Ngoc Quan, Nguyen Van Diem, 2012).

To achieve the common goals of the organization effectively, HRM plays a very important role, and at the same time it is an extremely difficult job. Because it works with specific people, with different circumstances, aspirations, interests, emotions and cultures.

According to American professor Dimock, "Human resource management includes all measures and procedures applied to an organization's employees and resolves all cases that occur related to a certain type of work" (Nguyen Thanh Hoi, 2000).


Professor Felix Migro said: "Human resource management is the art of selecting new employees and using old employees so that the productivity and quality of each person's work reach the maximum possible level" (Nguyen Thanh Hoi, 2000).

Thus, HRM is one of the basic functions of the management process, solving problems related to people and their work in organizations or enterprises. HRM also includes planning, organizing, directing and controlling the activities of employees to attract, use and develop people to achieve the goals of the organization most effectively. More specifically, HRM is the process of recruiting labor resources for organizations and enterprises, arranging and dividing labor resources scientifically and effectively through job analysis, reasonable labor arrangement, on the basis of determining labor needs while motivating and providing labor facilities for people in the organization. The subjects of HRM are individuals, officers and employees and related issues such as their rights and obligations in the organization (Nguyen Ngoc Quan, Nguyen Van Diem, 2012).

1.1.3. The role of human resource management

To know whether an organization or a business is operating well or not, whether it is successful or not, is to evaluate its human resources. The remaining factors such as machinery, equipment, material assets, and technical technology can all be bought, learned, and copied, but people cannot. Thus, HRM plays an essential role in the existence and development of a business.

Humans are the subject of all business activities, so whether or not the human factor is promoted will determine the business's performance (Hoang Van Hai, Vu Thuy Duong, 2010). Based on the importance of humans to business activities, human resource management has special roles. Those roles are specifically expressed as follows:

Firstly , human resource management contributes to promoting human working capacity at a thorough and effective level. Under normal conditions, people only promote working efforts at an average level, however, if used and encouraged properly, people can promote working capacity at the highest level, and can even create initiatives and achievements that they normally would not think of.

Second , human resource management plays a decisive role in the success or failure of a business, because: (i) People are the subject of all activities.


( ii ) Human resources are the most valuable resource of every organization : the quality of a business's human resources determines the sustainable competitiveness of the business, not other factors in the production function such as capital, technology and land ... ; (iii) Humans are the most complex factor: each person, as a member of society, has both specific social characteristics and individual psychological characteristics. Therefore, human behavior is very complex and changes depending on both factors.

A good person can have bad behavior when faced with a situation where he cannot "resist" the temptations of this situation.

Third , human resource management is the foundational activity on which other management activities are based: all management, in the end, is human management. If we agree that management is a synthesis of activities carried out to achieve goals (ensure work completion) through the efforts (implementation) of others2 , then this means that all management, from strategic management to business operations management and other logistics management activities, is also through promoting the

performing (the labor) of other people, and that is human resource management – ​​managing the human element in business.

1.2. CONTENT OF HUMAN RESOURCE MANAGEMENT

Like a general management process, HRM also includes contents from planning, setting goals and plans for human resources, to organizing and arranging the workforce, leadership is influencing human resources to achieve the best efficiency and finally checking the work of employees.
