Using Information Technology in Managing Training Courses/Classes

training needs, training objects, time, content, location, documents, training methods. To build a training program, compile documents and teach in accordance with the requirements, the development and compilation must follow the following steps:

*) Conduct field surveys at Power Corporations, Transmission Corporations, Technical Training Schools, etc. to collect information on training needs, training forms, etc.

*) Analyze survey results, determine training content for each type of CNKT worker.

*) Advanced training in specialized fields to form a system of experts; highly skilled workers with specialized skills.

In summary : The development of training programs and advanced training for the team of electricity technicians is still new and not standardized, so the compilation of lecture materials will encounter many difficulties. However, with the motto of both teaching and learning, researching and improving professional knowledge, these obstacles will be overcome. Not only self-reliance, but also learning from the knowledge and experience of domestic and foreign experts and scientists so that in the near future, EVN can complete the content of the training program, develop textbooks for specialized subjects, contributing to improving the quality of training of technicians in schools under EVN.

c) Management measures and innovation in teaching methods

Using Information Technology in Managing Training Courses/Classes

Raj Roy Singh’s “Education for the 21st Century” points out that: “Today’s education system, despite its extensive infrastructure, is largely unproductive of knowledge, as it emphasizes the transmission of subject material. Today, the individual learner is both the subject and the ultimate goal of the process of knowledge generation. The position of the learner at the center or the periphery is the distinguishing feature of one education system from another.”

From the above comments, we see that considering the learner as the center comes from the perception: "the learner is the reason for the existence of education", so we must teach what the learner needs, not what the teacher has. Thus, the learner is the subject.

of the teaching and learning process. This leads to changes in teaching methods, leading to teaching methods that promote students' active learning ( active teaching methods ).

The training products that society requires today are autonomous, dynamic people with creative thinking and the ability to solve practical problems. Therefore, teaching methods must aim to arouse, train and develop the ability to think autonomously and dynamically. Another reason is that education in general and training and development in particular are facing a series of paradoxes and challenges: the unlimited expansion of information and limited time, the pressure of learning needs and financial resources, quantity and quality, internationalization and localization, tradition and modernity, etc., in which, the problem of information explosion and pressure of learning needs have the greatest impact on teaching methods.

In the above section, the thesis analyzed the situation of managing teaching methods of teachers in self-training courses/classes at enterprises. To overcome the above limitations and contribute to improving teaching quality, we would like to propose some specific solutions:

- Practical training on simulation equipment: manufacturing technologies all have simulation equipment based on actual production data. With this type of simulation equipment, it will help learners easily acquire knowledge and have good practice skills when doing real work, allowing them to conduct research on scientific and technical issues in advance, in order to prepare for future development. On the other hand, it allows them to receive and solve scientific and technical problems, major research topics, and production problems proposed by the State or units. However, with this equipment, teachers are required to constantly improve their qualifications, master theory and practice.

- Teaching method of lecturing combined with problem-posing: In the development trend of science and technology, teachers have many means to convey information and teach. These can be textbooks, technical means, programming exercises, etc. Each means has a certain role in the teaching process. But there is one means that stands above all means (linking, coordinating,

control them) that is the lively words of the teacher. Therefore, explanation, combined with raising problems, to some extent has the effect of directing all other forms of teaching organization and with the conditions of Vietnam, explanation will certainly exist for a long time, so each teacher needs to cultivate this teaching method.

- Group teaching method: With this method, the teacher raises a problem for the class and divides them into groups for discussion, and each group presents and draws conclusions. Students can easily absorb the knowledge that has been discussed, combining theory and practice. However, with this method, teachers must be in control of their teaching hours, not be caught up in students' discussions, and have solid knowledge of the subject they teach. In addition, teachers need to guide students in self-study methods, because self-study is the shortest way to acquire and acquire knowledge.

d) Innovation and management of training quality assessment and inspection work

During the training process, assessment is a regular activity, playing an important and decisive role in the quality of training. Assessment not only shows the knowledge of students but also helps teachers adjust the process, methods, content and teaching methods of each subject.

Over the years, the assessment of learning outcomes of training courses has often not been taken seriously, 100% of the students' assessment scores are good or excellent for many reasons; the most important of which is that students from production units go to school, if their learning is assessed as average or poor, it will affect their efforts to improve at the unit, not encouraging students to make efforts in their studies. Through many years of teaching and grading, lecturers have noticed that a large number of students are not self-motivated in the learning process, have not actively invested in studying lessons, and during the test, they still exchange and copy each other's work, etc.

Some training courses have applied the multiple choice test method. The advantages of this method are:

- The number of questions is large, distributed throughout the chapters of the subject, forcing learners to learn all the subject content;

- Time for each question is short (from 1-3 minutes);

- Train students' agility and creativity;

- Exam scores are determined by the student's ability, limiting external influences.

However, this method also has the disadvantage that the test questions are available, so it is difficult to assess the learner's reasoning ability, and if the number of test questions is not large enough, it cannot be kept confidential.

In addition, some classes also use the method of writing essays or thematic reports. For this method, students must apply both the theory they have learned and the practical production activities at the unit. Through the practice of grading theses and thematic reports, teachers commented: in general, the reports have shown the requirements of the reality at the unit, some recommendations are feasible and can become reference opinions for policy makers. However, besides that, there are also general, formal reports, and the phenomenon of referring to each other, ...

From the above shortcomings, the author realizes that, in the current situation of expanding both the scale and types of training, when the number of learners is large, objective testing methods and writing specialized reports are appropriate and necessary, especially with the testing method, it is possible to use computer software to analyze, synthesize test questions, and process test scores.

*) Evaluating the quality of training programs after the end of the course is very important; however, most training courses at the Group, at the General Corporation as well as the units do not do it; if anything, it is only comments based on the test of the trainees; the author proposes to apply the " Set of criteria for evaluating the quality of training programs " to evaluate the training quality of EVN's training programs. (Please see Appendix 3: Evaluation form for training program quality; form A; B )

3.4.2.3. Using information technology in managing training courses/classes

- EVN needs to build a training system management program according to standards.

ISO.

- Develop and deploy software to manage CNKT training classes on computers.

specifically:

+ Manage outlines and programs;

+ Manage students and teachers;

+ Manage software for exams, tests, and assessments of vocational skills;

+ Manage points, certificate numbers, certificate issuance dates.

3.4.2.4. Handling financial mechanism issues for training classes/courses organized by the

self-organized unit

Through the actual management of EVN's short-term regular training courses, through the survey, 100% of the students' opinions suggested that Vietnam Electricity Group should open many training courses for many majors in the Group, so that each employee can receive periodic training 1-2 times/year. After each course, students can exchange and learn from each other, typical advanced units need to be promptly reported and replicated for other units to learn. Creating conditions in terms of time, having a policy to support funding for students, especially for short-term regular training courses, EVN needs to create conditions for students to go on field trips. After each course, students are required to report on the results of knowledge acquisition and give feedback on the course.

To facilitate the organization and implementation of short-term regular training courses and report on the class situation, after having a document assigning tasks to schools to open classes, the Group needs to decentralize to the Principals of the schools to take the initiative in estimating and settling payments according to EVN's regulations.

3.4.2.5. Strengthen inspection activities for self-training systems at enterprises

a) The need to strengthen EVN's inspection activities for the self-training system at enterprises

The control function is especially important, because the management process requires accurate and timely information about the current status of the management object, about the implementation of the proposed decisions, which means requiring accurate and solid feedback links between the management subject and the management object. Management without control and supervision is ineffective and becomes bureaucratic management. In management, the planning function

The important thing about planning is that it lets the manager know how the work is actually being done and whether it is in accordance with the decision. At the same time, it lets the manager know whether the decision is correct or not, and knows the qualities and abilities of the person doing it so that they can train and use it better.

b) Contents of inspection activities

To achieve the inspection's objectives, EVN can set requirements and contents as follows:

- Inspection aims to urge and promote the implementation of decisions, review the quality and progress of work compared to the set goals and standards to better complete training work.

- Detect strengths that need to be promoted and weaknesses that need to be promptly corrected.

- Collect feedback to adjust management actions and test decisions.

- Test teachers and managers of EVN to master the staff, evaluate and train teachers through practice.

- Inspection can be carried out periodically, suddenly, or regularly according to the following principles:

- Every decision made must be checked.

- The test must have a clear purpose, and after the test there must be a clear conclusion.

true or false, determine responsibility and discuss with the auditee.

- Inspection must be public, objective, and respectful of the inspected subjects.

- Before the test, the person being tested must understand the purpose and

agree to the inspection.

- After checking, we must monitor the correction of defects and promote advantages.

point.

To test for good results, it is necessary to use many methods,

The following method can be used for reference:

- Class observation: The Head of Department or Head of Training Department regularly observing or visiting classes is of particular importance, both to check the teaching level of the lecturer and the level of understanding of the students as well as the

Science of the curriculum. Giving feedback to teachers after observing a class is a form of practical teacher training.

- Encourage teachers to observe each other's classes. Conclusions and recommendations should be recorded in the inspection form and kept in the teacher's file so that at the end of the year there is a basis for evaluating the teacher's work.

- Discussion and informal conversation are common forms of testing.

through

- Check the lecturer's lesson plan.

- Regulate and organize the implementation of periodic reporting regime (monthly, quarterly, annually) to

Regularly update information on management of teaching technical equipment. Regularly check maintenance and upgrading activities of laboratories and workshops of the Department, Faculty, and School.

- In particular, it is necessary to evaluate the quality of training courses/programs; develop a questionnaire to evaluate training quality based on Kirkpattrick's criteria for evaluating training program quality (see Appendix 3 on training quality evaluation); Evaluate with 4 levels, evaluate based on receiving information from 2 sides: trainees and direct managers; from there, there will be changes in training programs, training methods, training management methods, training facilities, training environment... to suit actual production needs to help improve training quality.

3.4.3. Group of solutions to improve training quality for training facilities under Vietnam Electricity Group

3.4.3.1. Identify training objects and needs from actual production and business practices

In recent years, the identification of training needs and subjects for improving the qualifications of employees in the Group has been based on each affiliated unit, based on data analysis according to the structure of educational level, occupation, and position held.

The basis for building a framework program for training of technical staff in EVN in the fields of management, new techniques, business, foreign languages, information technology and some other professional fields is proposed above, and as analyzed, the number of people trained at EVN training facilities must be sufficient in quantity and ensure quality to meet the requirements of the country's industrialization and modernization. On the other hand, in order for learners to easily grasp professional knowledge and teachers to be able to delve into each content and each topic, each training and refresher course should be arranged for the same subjects and profession (the majority of trainees in training classes are people with extensive work experience, easily influenced by their own experience, psychological inertia, and the class includes many ages, so conflicts between generations of students are likely to occur. On the other hand, because they are working people, students are very busy, have little time and cannot concentrate fully on studying).

Based on the actual production needs of the Group, training and development work needs to be "Master-planned" and the following issues need to be considered:

- Training a team of teachers and experts specializing in each field;

- Establish a system of "collaborators and partners" in scientific research and training support;

Within the framework of this thesis, only a few training programs have been developed to further improve the quality of CNKT training. The author suggests that it is necessary to closely follow the training subjects and investigate training needs before developing training programs according to professions.

3.4.3.2. Improve the efficiency of technical facilities serving training work

a). Improve the efficiency of using teaching equipment, be flexible in combining the use of teaching techniques of production units:

In the training system, teaching equipment and technical facilities are important conditions that contribute to determining the training quality of the school and other training institutions. If the training objectives, training program content, educational environment, teaching staff and educational management... are all good, but not
