Tourism is an economic sector with a clear resource orientation, or in other words, tourism can only develop on the basis of exploiting tourism resource values. From this perspective, cultural heritage values are considered a form of tourism resources to exploit to create attractive, different and competitive tourism products not only between regions and localities in the country but also between Vietnam and other countries in the region and internationally.
There are many approaches to promote the values of cultural heritage, however, tourism is considered the most effective method, especially for international friends. It is not by chance that tourism is considered a "bridge" between nations and cultures in the world. Through the activity of guiding tourists

In tourism, tourists have the opportunity not only to see with their own eyes in reality, but also to understand the value of the cultural heritages of the places they travel to. Many cultural values can only be felt in real natural settings, in traditional community life that cannot be conveyed by any film or performance. And only tourism can bring tourists special, vivid experiences.
The work of preserving cultural heritage values requires funding for heritage collection and research; protection, restoration, embellishment, etc. in addition to the requirements for experience, staff, scientific and technological level, etc. in the field of conservation. Funding sources for cultural heritage preservation activities from the state budget and international cooperation are often very limited compared to actual needs. This significantly affects the effectiveness of cultural heritage preservation work. In the above context, revenue from tourism will be an important contribution to the preservation of cultural values.
It can be seen that there is a close reciprocal relationship between preserving and promoting cultural heritage and between preserving and promoting cultural heritage with tourism development activities. These are dialectical relationships that need to be objectively and fully recognized by the authorities and people of TTH province to build an orientation for effectively exploiting cultural heritage values to serve tourism development and to build appropriate policies so that tourism can make the most positive and responsible contributions to preserving and promoting cultural heritage values, or in other words, preserving and promoting cultural heritage values is an important orientation to support tourism development. Clause 3, Article 10 of the Tourism Ordinance stipulates: “Tourism resources are natural landscapes, historical relics, revolutionary relics, and the creative labor process of people that can be used to satisfy tourism needs; forming tourist spots and tourist areas to create tourism attraction”. Thus, if we do a good job of preserving and promoting the value of cultural heritage and nature, we will contribute to preserving and promoting the value of TTH's tourism resources. In the process of linking cultural heritage with tourism, we need to pay attention to the following points:
Firstly, it is necessary to promote research and promote the unique cultural heritages of TTH in the process of tourism development.
Cultural heritage in TTH is expressed through various forms: Architecture, festivals, life... these are invaluable assets, the key to tourism development, expressed through many distinct values.
- Historical value: it is the continuity of many traditional values through historical periods: prehistoric, Champa, Dai Viet, Tay Son, Nguyen Dynasty...
- Richness and diversity of culture: including folk culture and royal culture, which are creatively inherited and complement each other.

The research method to use cultural resources effectively is even more decisive for the success of tourism than the cultural assets themselves. Here we want to talk about the value of knowledge, of knowledge hidden inside the cultural heritage. For example, the depth of Hue culture is not just a few hundred years, it is a long journey of history, a convergence of many cultural streams. This land has imprinted cultural traces from the Sa Huynh culture 3000 years ago, Cham culture more than 1500 years ago, to the relics and intangible heritage built by the Nguyen Kings and their successors, and then the French-style architectural works under the colonial period . Without understanding the origin of Hue's cultural resources, it is difficult to build a basis for presentations to guide tourists and introduce exhibits. Currently, one of the basic limitations of tourism in Vietnam in general and TTH in particular is the lack of highly competitive, unique tourism products in the region and internationally. The tourism development strategy of TTH province in the coming period will prioritize overcoming this limitation. - Promoting the value of attractive tourist destinations and some potential relics: In addition to the Imperial Citadel, mausoleums, and pagodas, it is necessary to effectively connect and improve the effectiveness of other relics such as Tinh Tam Lake, Ho Quyen - Voi Re, revolutionary historical relics such as Nguyen Tri Phuong, Nguyen Chi Thanh, Nguyen Chi Dieu, President Ho Chi Minh memorial relics... It is necessary to exploit and expand tourist routes to unique historical relics that have just been restored, museums, etc. to create rich appeal for cultural tours.
- Promoting the value of traditional craft villages to serve tourism development: There are many long-standing traditional craft villages in Hue such as Phuong Duc ward, Ke Mon jewelry village, Phuoc Tich pottery village, My Xuyen sculpture village, Hien Luong forging village, Lai An painting village, Thanh Tien paper flower village... Up to now, some of these craft villages are still maintained and integrated into the current production. These craft villages are a living entity, creating cultural characteristics, while also bringing economic benefits. The community is an indispensable part of the cultural heritage, in many cases the community is the soul, the heart of the heritage. The dialectic here is shown in that the development of heritage tourism cannot be separated from the development of the community in the heritage area and the benefits from heritage tourism must be shared with the community. In this case, the community will be a positive factor contributing to the preservation and promotion of the cultural heritage values in their homeland. People in the community must be the subject in festivals, in the protection of relics, and participate in the production of handicrafts.
Thus, the province must further strengthen propaganda and mobilization work to encourage all people to properly implement the requirements of the State and the rules of the community. In tourism, if the people want to participate specifically, the province must have long-term support policies so that they can change their careers and purchase equipment and means to produce and serve tourism.
Besides the above meaning, developing cultural tourism associated with the community will also exploit the values of local cultural heritage, contributing to diversifying and enriching destination tourism products, increasing the attractiveness and efficiency of tourism business.
Seventh, solutions to promote international cooperation in the field of preserving and promoting cultural heritage in TTH
Activities to preserve and promote cultural heritage in TTH are taking place in the context of the country opening up, strengthening international exchanges and relations, thus requiring TTH province to be aware of the important role of enhancing international integration, accessing advanced technology, mobilizing international funding sources for projects to restore and embellish tangible cultural heritage and collect and research intangible cultural heritage. To better carry out this work, TTH province needs to pay attention to the following factors:
- Firstly , in the process of international cooperation, cultural managers need to equip themselves with knowledge and understanding to cooperate with experts to restore, renovate or protect heritage in the best way.
- Second , it is necessary to improve the quality and effectiveness of propaganda work, introducing the cultural heritages in Hue to international friends to understand the true ideological and aesthetic values. That is also the most suitable way to attract tourists to visit Hue, contributing to the socio-economic development in general and the tourism industry in particular.
- Third , TTH province needs to have documents requesting the Government to ratify and participate in international conventions on the conservation of cultural heritages. At the same time, actively participate in the activities of the World Heritage Committee to implement the "Convention on the Conservation of World Cultural and Natural Heritages", responding to the specific contents and measures of UNESCO on the protection and promotion of the value of intangible cultural heritages.
- Fourth , it is necessary to participate as a member of international professional organizations on the protection and promotion of cultural heritage values. Therefore, from the reality of chapter 3, in chapter 4, the thesis has proposed a series of solutions to improve the quality of the work of preserving and promoting cultural heritage in TTH in the coming period. Those solutions include: promoting propaganda and education to raise awareness of the importance of preserving and promoting cultural heritage; promoting economic development, increasing accumulation to create conditions for increasing investment in preserving cultural heritage; improving management capacity, specific action programs for each type of cultural heritage, legal regulations; closely combining cultural heritage with tourism development; promoting international cooperation in the field of preserving and promoting cultural heritage in TTH. Affirming that the issue of preserving and promoting cultural heritage in TTH, if seriously and scientifically researched and evaluated and properly planned, will not only meet the socio-economic development needs of the province but also contribute significantly to building an advanced Vietnamese culture imbued with national identity.

The cause of preserving and promoting cultural heritage in TTH is the responsibility of all sectors and levels, in which the Party and the State play a leading role, guiding the way, and agencies participate in organizing and implementing, but the final key is still the subject of TTH people. Only when the people are aware of their responsibility and participate in building a cultural life, then the cause of preserving and promoting cultural heritage in TTH will have full meaning and value in social life according to the motto "revolution is the cause of the masses".
