According to teachers, currently, legal education for students at continuing education centers mainly focuses on the following forms: Oral propaganda (83.3%), through subjects (85.5%), dissemination and education of law through extracurricular activities (88.9%), dissemination and education of law on mass media (82.2%).

Therefore, a solution is to strengthen and expand the forms of education and dissemination of the law. Especially the form of organizing extracurricular activities and launching emulation campaigns. Through that, students will have more motivation to acquire legal knowledge and increase collective solidarity.

In addition, the centers need to integrate education on preventing social evils, drugs, crime, HIV/AIDS into the curriculum of the subjects. Consider propaganda and education as a basic task and must be carried out regularly and continuously, organize and implement school counseling and education.

Law, sex education, life values ​​education - life skills, education on prevention and combating prostitution for students, organizing extracurricular activities during the school year such as: Painting, writing wall newspapers, performing arts competitions to learn about the Law on Drug Prevention and Control, the Law on HIV/AIDS Prevention and Control... setting up mailboxes, launching a denunciation movement, mobilizing voluntary reporting of law violations and school violence among officials, civil servants, and students. In addition, units and schools need to establish red flag teams, youth volunteer teams, strengthen inspection and detection of students suspected of being involved in drugs and crimes to have timely educational measures. Strengthen management and education of students showing signs of suspected criminal activities and social evils.

* The author used the method of interviewing students and teachers of continuing education centers about the implementation of methods and forms of general education and obtained the following results:

Student's suggestion:

- First opinion: Regularly organize extracurricular GDPL classes

- Second opinion: Traffic safety competitions should be held annually.

- Third opinion: Integrate legal education through class activities and Youth Union activities.

- Fourth opinion: Reduce the theory of civic education subject

- Fifth opinion: Integrate legal education into other subjects such as: Biology, geography, literature.....

Teachers' opinions Limitations:

- GDPL has not been integrated into core subjects.

- Not regularly organizing legal education activities for students

- Have not organized specialized discussions on GDPL

Reason:

- The number of students and teachers in the centers is small, so it is difficult to organize movement activities.

- There are no teachers specifically in charge of legal work, most of them are part-time teachers.

- The centers' budget is low: They do not have adequate equipment to serve the dissemination and education of law.

2.2.4. Current status of legal education results for students at continuing education centers in Thai Nguyen province

According to the assessment of teachers at GDTX centers about the level of understanding of students. The author used question 6 - Appendix 2, obtained the following results:

Among the 90 teachers surveyed, 44.4% of opinions assessed students' legal knowledge at an average level, 33.3% of opinions assessed students' legal knowledge at a low level, and 22.2% of opinions assessed at a very low level.

Thus, it can be seen that the level of legal knowledge of students at vocational training centers is only average and low, leading to a lack of knowledge related to legal standards, citizens' rights and obligations, children's rights, students' rights and duties, self-protection skills against violence, child trafficking, and injury prevention skills are still quite common, legal awareness is limited, and there is a lack of trust in the law.

2.2.5. Current status of student conduct classification at continuing education centers, Thai Nguyen province

Through a survey of the current state of legal education at continuing education centers, in general, the majority of students are aware of respecting and complying with the law, rules and regulations of the Center. And to assess the reality of this issue, the author analyzed student records and obtained the results of the conduct classification of students at 3 continuing education centers in the 2014-2015 school year, specifically as follows:

The chart shows: The conduct classification of students at the 3 GDTX centers is not the same.

Song Cong Continuing Education Center: Good conduct rating: 53 students (88.3%)

%), good: 7 students (accounting for 11.7%), no students with average conduct. Although the number of students is small, most of them are well-behaved, there are no students who violate the law or seriously violate the center's regulations.

Dai Tu District Continuing Education Center: Good conduct: 28 students (46.7%), fair: 27 students (45%), average: 5 students (8.3%). There are still students with average conduct, but the small number does not affect the training quality of the center, and there are no students who have seriously violated the law.

Dong Hy District Continuing Education Center: Good conduct: 27 students (45%), Fair: 25 students (41.7%), Average: 8 students (13.3%). Compared to Song Cong Continuing Education Center, there are still quite a few students with average conduct.

*Interviewing teachers and staff about the results of legal education in the center obtained the following results:

- First opinion: Students' level of understanding of the law is still low.

- Second opinion: Students' awareness of law compliance is still poor, there are still many students violating the law.

Reason:

- The number of students and teachers in the centers is small, so it is difficult to organize movement activities.

- There are no teachers specifically in charge of legal work, most of them are part-time teachers.

- The centers' budget is low: They do not have adequate equipment to serve the dissemination and education of law.

- Because students are affected by too many negative external influences: the internet...

2.2.6. Current status of legal education measures for students of continuing education centers in Thai Nguyen province

For the education sector in general and for continuing education centers in particular, if we want to raise awareness of the purpose and significance of legal education, making Law Day a broad political and legal activity, contributing to raising awareness of law compliance; Contributing to creating a new qualitative change in the dissemination and education of law to teachers, learners, and managers in the education sector, proposing measures for legal education is extremely important. Through chart 2.8, it can be seen that: Teachers at the Continuing Education Centers have recognized the role of synchronously implementing measures to contribute to improving the quality of legal education. Specifically: Diversifying forms of legal education for students (100%), improving the qualifications of teachers teaching civic education (98.9%), strengthening inspection and evaluation of legal education work (97.8%), innovating the content of legal education for students (96.7%), good coordination between families, schools and society in legal education for students (94.4%), establishing a legal team in the Center (88.9%).
