The District Party Committee carefully studies and soon approves the master plans, general socio-economic development plans and development plans of each sector until 2015 and some major orientations until 2020. With a consistent policy of maximizing the local advantages to develop agriculture and handicrafts comprehensively towards commodity production, with preferential mechanisms to attract investment to develop industry, transport infrastructure, tourism infrastructure, etc. These are truly orientations that have decisive significance for the socio-economic development of the province, ensuring the right direction, promoting local advantages, bringing about economic efficiency and sustainable development.
In the process of innovation and integration, in addition to the Party's correct and timely leadership, it is also necessary to have a contingent of cadres with political courage, moral qualities, good leadership and management capacity. Cadre work is decisive to the success or failure of the socio-economic development process. If cadre work is done well, the Party organization and the government system will be strong, the socio-economy will develop more and more, and the material and spiritual life of the people will be improved. In particular, in economic leadership and management in all fields from agriculture, industry to services, in addition to political qualities and economic knowledge, leaders must also be good at management, science, technology, and must dare to think, dare to do and take responsibility to meet the practical requirements of each sector and field. Phuc Tho is a suburban district located in the West of Hanoi city. Basically, Phuc Tho is still a purely agricultural district. The district's economy and infrastructure still face many difficulties. The economic development gap between the district and other inner-city districts and neighboring districts is still quite large. Although in recent years, with the efforts and strong leadership and direction of the Party Committee, the government and the people of Phuc Tho district, important achievements have been made in many fields, Phuc Tho still has many advantages and untapped potentials. In addition, the economic restructuring is not yet truly sustainable and there are many issues that need to be resolved, the causes of which are both objective and subjective. In order for Phuc Tho to have rapid development, structural transformation towards progress and sustainability, and quickly integrate with the general development of the whole city, the district must have policies to promote socio-economic development - security - defense, especially promoting the process of restructuring the district's rural economy towards sustainable development in order to effectively promote the advantages and potentials of the district, accelerate the pace of socio-economic development and improve people's lives.
With the characteristics of a suburban district, the agricultural structure still accounts for a large proportion, over 58% of the labor force in the agricultural sector. Implementing the Government's Resolution on planning the capital Hanoi, in which Phuc Tho is planned as the green belt of the city. Therefore, the process of shifting the economic structure of the district towards sustainable development, agriculture is still a typical industry towards high-quality, sustainable agricultural development. With the tradition of being a heroic unit awarded by the State, with the attention of the city, the political, economic and cultural center of the whole country, it is certain that in the coming time, the process of economic restructuring of Phuc Tho district will take place strongly in the direction of sustainable development, catching up with the development of districts and being the green lung of the capital Hanoi.
