3.3. Relationship between measures
Measures for managing education in general and measures for managing student ethics education in particular are very diverse and rich. Each measure has its own strengths, no measure is a universal measure. All measures proposed by the author are important and have a unified dialectical relationship, interacting with each other. The effective implementation of this measure will create conditions for other measures to develop and vice versa, a measure that is implemented ineffectively will affect the implementation of other measures. Therefore, when applying, we must implement synchronously and systematically measures for managing student ethics education.
Of the 5 measures mentioned above, measure 3: Building a management mechanism to direct and coordinate educational forces inside and outside the school to educate students' ethics is considered a key measure because educating students' ethics is not only the task of the school but must have close coordination with the family and society. Measure 4 "Improving the effectiveness of organizing and directing the plan to educate students' ethics " is considered a key measure of the School because in order to do better in the above contents, the School needs to do a good job of leadership, direction, and innovation in leadership and direction in management at all stages will contribute to improving management effectiveness. Planning is the first step of management activities in general and management of ethics education in particular. Planning plays a guiding role for all management activities, which is the process of making accurate decisions.

The statistical results in Table 3.2 show that the measures proposed by the author are all assessed by the management team, teachers and parents as very urgent, with the highest average score being 2.93 and the lowest being 2.78. The initial measures support the Principal of Quan Lan High School in managing student education activities, overcoming difficulties and limitations in the school's management and education process.
The measures were evaluated with an average score of nearly equal, proving that all measures play an important role in managing student education activities. Measure No. 3 "Building a management mechanism to direct and coordinate educational forces inside and outside the school to educate students' ethics" was assessed as the most urgent by the team of managers, teachers, local officials, and parents of students, because student education activities require close coordination of educational forces.
The remaining measures are all considered very urgent and important for the education activities of students at Quan Lan High School, Van Don, Quang Ninh.

The measures we proposed were all assessed as highly feasible with an average score ranging from 2.76 to 2.89.
Measure 3 (Building a management mechanism to direct and coordinate educational forces inside and outside the school to educate students' ethics); is considered the most feasible with an average score of 2.89. Building a coordination mechanism between the school, family and society always receives the attention of all sectors, levels and the expectations of parents.
Measure 2 "Building an exemplary pedagogical environment in schools" is assessed to be more difficult, this requires the coordination of all individuals in the school, the Principal needs to apply all
resources, close direction and more effort are needed to successfully implement this measure.
The remaining measures had average scores at the very feasible level and were relatively close to each other.

The measures we propose are relatively correlated in terms of urgency and feasibility, measures 3 and 4 have the highest urgency and feasibility, ranking in the 1st and 2nd positions.

Measures for managing moral education for students of Quan Lan High School, Van Don District are built on a scientific basis, and also come from the current practice of managing moral education for high school students in Van Don District. The system of 5 measures has an interdependent relationship, impact, and depend on each other's results. Proposing these measures is a small act contributing to improving the quality of comprehensive education to realize the goal of high school education, meeting the increasingly high demands of society for education. The proposed measures, in order to be effectively implemented, need to have a system of accompanying conditions such as: facilities, pedagogical environment, local socio-economic conditions, and the care of local authorities...
Through the initial results of testing 5 measures to manage moral education activities for students at Quan Lan High School, Van Don District, managers, staff, teachers and students highly appreciated it, which shows the significance, effect and efficiency of the research topic.
CONCLUSION AND RECOMMENDATIONS
1. Conclusion
In the process of building and developing the country, high school students are the basic force preparing the country's human resources in the future. Taking care of general education is not only the task of the school and the family but also the responsibility of the whole society. High school students are not only equipped with knowledge in the general education program but also receive a comprehensive education so that in the future, they will be the masters of the country. In which, moral education is the foundation, the root and plays an important role in forming the personality and character of the Vietnamese people.
The topic "Management of moral education activities for students at Quan Lan High School, Van Don District, Quang Ninh" initially achieved the following results:
- The topic has systematized the theoretical basis of managing moral education activities for high school students, stated factors affecting the effectiveness of managing moral education activities for students; systematized studies related to the content of the topic.
- The topic has studied the current situation and presented the following contents: the current situation of student ethics violations at Quan Lan High School, the current situation of student education management at the school; the results show that the rate of students at Quan Lan High School violating social evils is low (due to local characteristics) but violating ethics and lifestyle, violating school regulations is still high. The principal of Quan Lan High School has paid attention to directing and managing student education activities, however, many contents are not highly appreciated.
- The topic is to develop and propose 5 measures to manage student education activities at Quan Lan High School in accordance with the conditions and reality of the school. The measures are assessed as very urgent and very feasible.
