- The post-licensing inspection of the investor's compliance with the plan for collecting, transporting and treating construction waste, proving the dumping point according to regulations and ensuring environmental sanitation in the construction sector has not been well implemented by functional units, and has not created high management efficiency for the construction waste sector.
- Coordination in management and organization of collection and transportation between local authorities, functional forces and maintenance units is not tight, leading to the situation of illegal dumping of waste in the wrong place still happening.
- The supervision of non-environmental units participating in the transportation and treatment of construction waste in localities is not strict (no tracking or confirmation of departure and arrival), thus creating healthy competition between units.
- The road to the construction waste yard must go through a residential area, the road surface cannot withstand the load of trucks > 5T while the transportation of waste is mainly concentrated at night, so it is very difficult for people to prevent waste dumping. The yard is located outside the dike, so transporting waste to the yard for treatment during the rainy and flood season is difficult.
- Units responsible for collecting and transporting construction waste in the district have not proactively contacted to find contracts to carry out the work.
c. For industrial solid waste
The process of collecting industrial waste in the district still faces some difficulties because the volume generated by most industrial production units in the district is not much, fluctuating between 5-30 kg/month, so collection is usually only organized monthly or quarterly. Moreover, due to the diverse composition of waste, the classification at waste generating facilities is not thorough, so the classification when transporting to the treatment site also encounters certain difficulties.
d. For medical waste
Medical waste mainly arises at large-scale medical facilities, where the collection and storage of medical waste is sometimes not thoroughly considered, so there is still a situation of mixing different types of waste together.
Medical waste generated at small and medium-sized private medical facilities is mostly not collected, transported, and treated in accordance with legal regulations, but is often collected together with household waste.
3.3.3. Proposing some solutions to control solid waste in Long Bien district
Based on the initial investigation and analysis of the current situation of solid waste management in Long Bien district, I propose some solutions to control solid waste as follows:
3.3.3.1. Management measures.
a. Policy solutions.
- Issue policies to encourage organizations to participate in the collection, treatment and disposal of solid waste, including industrial and medical waste, to reduce the pressure on solid waste management for state agencies and public service agencies.
- Improve solid waste management regulations to facilitate private enterprises to participate in collecting, transporting and treating solid waste and enhance the capacity to enforce waste management regulations.
- Socialization of waste collection: If the socialization of waste collection and treatment is carried out early and expanded to the remaining wards in Long Bien district, it will help solve the problem of enhancing waste management capacity due to the participation of organizations and individuals. At the same time, it will enhance the role of the community in waste management. To facilitate this work, it is necessary to soon issue policies to encourage and support organizations and individuals to participate in waste collection and treatment and organize the good implementation of this policy.
b. Propose to develop a Plan to control industrial waste and medical waste in Long Bien district (2011-2015 period).
To solve the problems in solid waste management in Long Bien district as mentioned above, it is really necessary to develop a Plan to control industrial waste and medical waste in Long Bien district (2011-2015 period), focusing on the following contents:
+ Control solid waste at source.
+ Control the collection, transportation and treatment of units responsible for collecting, transporting and treating industrial waste and medical waste in the District.
+ Develop a process for collecting, transporting, and treating industrial waste and medical waste in accordance with the actual infrastructure and actual generation of industrial waste and medical waste in the district.
c. Implement the Plan to relocate industrial production facilities that cause environmental pollution or are not in accordance with planning out of urban areas and residential areas in Long Bien district, Hanoi city.
The People's Committee of Long Bien District has developed a Plan to relocate industrial production facilities that cause environmental pollution or are not in accordance with planning out of urban and residential areas in Long Bien District, Hanoi City, in which it proposes a relocation roadmap from now until 2015, specifically as follows:
- Immediately relocate facilities with large land use areas or facilities that are causing serious environmental pollution or are not in accordance with the planning in the district before 2012. Focus on facilities in Thuong Thanh, Duc Giang, Bo De wards... belonging to the following production industries:
+ Chemical industry: production of chemicals, pesticides, detergents, paints.
+ Recycling and waste trading industry.
+ Bleaching and dyeing industry on textile and garment products.
+ Leather industry.
+ Pulp manufacturing industry.
+ Fresh food processing industry.
+ Livestock slaughter industry
- The remaining cases require environmental treatment or relocation to be completed in 2015.
- Resolutely handle cases of failure to implement the relocation plan by coercive measures to stop production or reclaim land; for units that relocate early and on schedule, propose support and rewards for the units.
d. Raising awareness: People's awareness of waste management, environmental and health impacts due to waste pollution is still low, so it is necessary to develop an awareness raising program to disseminate knowledge about waste management, environmental protection and health to all organizations and individuals in the district. This program can be implemented by the People's Committees of wards, the Fatherland Front, women's unions, youth unions, residential groups and environmental sanitation service providers.
Organize communication campaigns, promote movements: green - clean - beautiful, clean water week, environmental sanitation, women's movement not to litter on the streets, Sunday without plastic bags campaign.
3.3.3.2. Control measures.
a. Control solid waste at source.
Regularly update information on the quantity of waste sources; volume and composition of solid waste generated at the source to control solid waste discharge activities at the source.
b. Control the collection, transportation and treatment of solid waste.
* For domestic waste: Control the waste collection, transportation and treatment units according to approved procedures. Control the volume of domestic waste generated and the volume collected and treated.
* For construction waste
Regarding the plan for management, collection, transportation and treatment of construction waste: General requirements: Units participating in the collection, transportation and treatment of construction waste must register construction waste treatment points at the sites in accordance with the regulations of the City and district, and the entire schedule for transporting waste for treatment.
Must register with the Transport Inspectorate, Construction Inspectorate, and Urban Management Department to organize inspection and supervision.
- For small repair works, no permit is required.
3 days before starting the project, the project owner must go to the Ward People's Committee to report on the content of the project's repair and renovation and sign a contract for collection, transportation and treatment with the assigned sanitation units in the District, and pay a contract performance guarantee (equivalent to 70% of the contract value). The Ward People's Committee notifies the sanitation unit to organize the contract performance. After accepting the completed volume, the project owner will pay the implementation costs according to the contract agreement. The Ward People's Committee is the agency that supervises the implementation of the contract between the project owner and the sanitation unit, and handles violations of these units if any.
- For projects requiring permission from the District People's Committee
The project owner must develop a plan for collecting and transporting the volume of construction materials including demolition waste and waste generated during the construction process, and submit it with the application for a construction permit. The District Urban Management Department, based on the design documents, appraises the volume of implementation, assigns the Environmental Sanitation Unit to sign a contract with the project owner, collects a contract performance guarantee (equivalent to 70% of the contract value), inspects and supervises the implementation of the contract between the Environmental Sanitation Unit and the project owner, and handles violations (if any). After accepting the implementation volume, the project owner shall pay the costs according to the contract agreement.
- For construction works licensed by the City and investment projects
The project owner registers with the ward People's Committee and pays the contract performance guarantee before starting construction. The next steps are the same as in section a. During the implementation of the construction inspection contract, the Traffic Inspectorate is the unit that supervises the implementation and handles violations of the investor and the implementing unit (if any).
* For industrial solid waste, medical waste.
- Inspect and supervise the classification and storage of solid waste at waste generating facilities. During the inspection process, based on the characteristics of each industry and scale
production of each facility to determine the volume and type of solid waste generated, avoiding the case where the facility incorrectly declares the volume and type to sell to independent purchasing units without functions, causing negative impacts on environmental quality.
- Check and supervise the transportation and treatment of domestic waste, construction waste, industrial waste, and medical waste to the treatment site.
c. Investment control
Select appropriate means and investment methods based on the actual waste situation and the overall development of the District.
*Transfer station
Speed ​​up the progress of the project to build garbage compression stations at 02 technical infrastructure planning blocks in Ngoc Thuy and Phuc Loi wards to strengthen 02 temporary stations in Tram village - Long Bien ward and Bo De ward (these are 02 stations located outside the dike, affected by the annual flood season). Implement the investment in building the compression stations in July 2011, expected to be completed in 2013;
* Garbage collection point:
Review locations of vacant land, vacant land, and public land with convenient traffic, with distances from 500m to 1,000m (3 to 5 points per ward), each point has an area of ​​100-150m2 (Priority is given to reviewing locations on newly opened planned routes, or those about to be invested in and built).
Investment method: Long Bien District People's Committee allocates land to environmental sanitation maintenance units so that the units can invest in building garbage collection points, garbage trucks, and manage and use them.
