2019 is 292,229 people, of which Catholics are 5,011 households with
28,076 people distributed in 12 communes. Dien Chau Catholics have a tradition of living a good life and following their religion, uniting to build a rich and beautiful homeland. The economy grows an average of 10 - 12% annually, average income per capita (2019): over 40 million VND.
The economic structure has shifted in the right direction, the proportion of industry and services in the economy is increasing. The district has built Dien Hong Industrial Cluster, Thap - Hong - Ky Industrial Cluster. The whole district has 956 (in 2019) Enterprises and nearly 4,000 households operating in production and business in various economic fields. Dien Thanh and Hon Cau Dien Hai sea tourism areas are being invested in and developed, attracting tens of thousands of tourists each year. Culture and society have made much progress, National Defense and Security are maintained. The construction of New Rural Areas is being actively implemented by the whole Party and people. By the end of 2020, 32/38 communes had reached the New Rural Area finish line, becoming the district with the most new rural communes in the whole province.
2.1.2. Overview of the current situation of private preschools in Dien Chau district, Nghe An province
According to statistics from the Department of Education and Training of Dien Chau district, as of September 30, 2020, in Dien Chau district there are 40 schools and 650 public preschool groups and classes, 5 kindergartens and 18 private preschool groups and classes. Along with the expansion of the scale of schools and classes, the management, investment and promotion of educational funding are focused on, especially for preschool education.
Regarding the scale and development of school scale: The Department of Education and Training of Dien Chau district has actively advised the People's Committees at the district and commune levels to plan and allocate land funds for preschool education, plan the development of schools and classes to ensure that each commune and town has at least one preschool; increase the rate of mobilization of nursery school children and 3-4 year old preschool children, maintain the rate of mobilization of 5 year old preschool children according to the regulations of the standards for universal preschool education for 5 year old children; the average rate of mobilization of children in the whole district: nursery school children reached 20.1%, preschool children reached 89.2%.
+ The size of schools, classes and groups of children increased steadily from 2016 to 2020, from 648 classes (school year 2016 - 2020) to 668 classes (school year 2020 - 2021);
+ The total number of private preschool schools and facilities increased from 6 classes (school year 2016 - 2017) to 18 private classes (school year 2020 - 2021);
+ The number of children participating in learning is increasing.

Regarding strengthening and improving the quality of universal preschool education for 5-year-old children: Dien Chau has seriously implemented Decree No. 20/2014/ND-CP dated March 24, 2014 of the Government on Universal Education and Literacy Eradication and Circular No. 07/2016/TT-BGDDT dated March 22, 2016 of the Minister of Education and Training stipulating the conditions for ensuring and the content, procedures for inspecting and recognizing the achievement of universal education and literacy eradication standards; focusing on prioritizing resources to ensure the implementation of universal preschool education goals; strengthening, maintaining and improving the quality of universalization; seriously implementing the inspection and recognition of maintaining the results of universal preschool education for communes and towns in the district.
Regarding the implementation of solutions to improve the quality and effectiveness of child care and education activities: ensure absolute physical and mental safety for children such as strictly implementing the regulations in Circular No. 13/2010/TT-BGDDT of the Minister of Education and Training on building safe schools, preventing accidents and injuries for children in preschools; regularly inspect the conditions of facilities, equipment, toys, promptly detect and fix
risk factors that cause unsafety to ensure the safety of children when participating in activities at preschools; improve the quality of nutrition and health care, ensure that 100% of children going to school are checked for health and monitored for their development using growth charts, strive to reduce the rate of underweight and stunted children to below 6% and lower than at the beginning of the school year, control the rate of overweight and obese children; innovate care and education activities, improve the quality of implementing preschool education programs; continue to innovate child care and education activities; effectively integrate educational content in implementing preschool education programs; develop education to form good habits for children; educate life skills appropriate to their age; increase the application of diverse forms and methods of child care and education according to the "child-centered" educational perspective suitable to the actual conditions of the school, class and children's abilities; Focus on innovating the organization of the educational environment to create opportunities for children to actively explore, experience and be creative according to the motto "learning by playing, playing while learning" suitable for their age; strengthen the construction of communication environments, writing environments in preschools, create conditions for children to develop language anytime, anywhere, develop communication skills for children, especially the ability to be confident, use coherent and expressive language; continue to effectively implement the topic "Improving the quality of education to develop movement for children in preschools", increase the dissemination of knowledge about child care and education at home and in the community; continue to advise on the effective implementation of priority policies in education for children with disabilities to integrate into mainstream education according to the provisions of Joint Circular No. 42/2013/TTLT-BGDĐT-BLĐTBXH; assess the quality of preschool education and build preschools that meet national standards; Strive to have 01 more national standard kindergarten (Dien Tan Kindergarten) by the end of 2020, bringing the total number of national standard schools to 34/38 schools.
Regarding strengthening facilities and teaching equipment: Dien Chau district has regularly reviewed the current situation and investment needs for building schools and facilities, prioritizing capital sources from project programs and other legal sources of revenue to invest in building enough classrooms suitable to local realities, ensuring facilities
Materials to meet the requirements of implementing PCGDMN; review, purchase, supplement documents, learning materials, tools, toys, and software to support planning and building management records to ensure conditions for implementing the preschool education program; promote the movement of making toys and tools in preschool education facilities.
Regarding the development of the team of preschool managers and teachers: Dien Chau has institutionalized through the development of a plan to implement Joint Circular No. 06/2015/TTLT-BGDĐT-BNV dated March 16, 2015 of the Ministry of Education and Training and the Ministry of Home Affairs stipulating the list of job positions and the number of employees in public preschools; developing a plan for regular training to implement the adjusted preschool education program; innovating professional activities, enhancing the forms of professional activities in clusters, blocks, teams, groups, concentrated groups, online; improving the capacity to practice organizing care and education activities according to the child-centered perspective; training and guiding the care and education of children in private independent preschools and kindergartens; fully and promptly implementing the regimes and policies for managers, teachers and staff.
Regarding the work of improving the effectiveness and efficiency of educational management: Dien Chau has many measures to improve the effectiveness of the coordination mechanism between levels in preschool education management; increase autonomy, self-responsibility and accountability for issues related to preschool education according to decentralized management; innovate and strengthen inspection work; improve the effectiveness of internal school inspection activities, strengthen professional support inspection for teachers, regular and surprise inspections; promote the application of information technology, administrative reform; ensure the management, storage and use of professional records and books in the unit to ensure streamlining and efficiency in accordance with the provisions of the preschool charter and in accordance with instructions; continue to innovate the assessment of the quality of child care and education and teacher assessment towards capacity development; strengthen measures to manage private preschool institutions.
Regarding the effective implementation of educational socialization and international integration: Dien Chau district regularly pays attention to mobilizing domestic and foreign organizations and individuals to invest resources to develop preschool education.
Regarding promoting propaganda work on preschool education: Dien Chau has many measures to promote propaganda activities, thoroughly grasp the guidelines and policies of the Party, State, Government, Ministry of Education and Training on innovation and development of preschool education; increase the initiative in propaganda work, pay attention to propaganda about the role and position of preschool education, commend typical and advanced teachers, develop plans and carry out propaganda work by month, by topics and sections during the school year; strengthen the dissemination and guidance of teachers to strictly implement legal documents on preschool education; disseminate knowledge about child rearing to parents and the community in many appropriate forms; continue to propagate in many forms to attract children with disabilities to integrated schools in preschools; raise awareness of parents, staff and the community about early detection and early intervention for children with difficulties in various areas of development; Strengthen dissemination and guidance on implementing policies on education for children with disabilities and for teachers to the community.
2.2. Current status of state management of private preschools in Dien Chau district, Nghe An province
2.2.1. Current status of promulgating state management regulations for private preschools
Based on the system of legal documents of the Central Government and Nghe An province, the Department of Education and Training of Dien Chau district, with the function of the State management agency of education in the locality, has proactively advised, developed plans, and issued a system of directive documents to 100% of private preschool education facilities in the district, as shown below:

The Department of Education and Training of Dien Chau district has developed and implemented programs and plans for developing preschool education until 2020, applicable to private preschool education facilities. Specifically:
Mobilizing children to go to class: Nursery 25% of age;
Kindergarten 98% of age (In which 100% of 5 year olds attend class).
100% of schools, groups and classes implement the new preschool education program, improving the quality of child care and education.
100% of children eat and sleep at school, are weighed, measured and have their health monitored on a growth chart, have regular health check-ups twice a school year, and are guaranteed physical and mental safety, reducing the rate of malnourished children to 6%.
Implementing well the work of Universalizing preschool education for 5-year-old children: 100% of 5-year-old children go to school 2 sessions/day. Prioritizing solid classrooms with enough space for 5-year-old classes, selecting a team of qualified and capable teachers to take charge of 5-year-old classes.
Age. Timely child survey updates accurate data to ensure progress in universalizing preschool education for 5-year-old children, 100% of communes and towns meet universalization standards.
100% of preschool schools, groups, and classes successfully implement the topic of developing children's physical activities, creating physical playgrounds, and supplementing equipment and tools to help children play and exercise effectively.
Preschool education facilities have successfully implemented emulation movements and campaigns launched by the industry and localities, with 100% of cadres, teachers and employees signing commitments.
Conduct self-assessment of criteria in the safe school checklist according to regulations in Circular No. 13/2010/TT-BGD&DT dated April 15, 2010/TT-BGD&DT. After assessment, there must be a plan and measures to overcome and complete the unmet criteria.
