Saigon University was established under Decision No. 478/QD-TTg dated April 25, 2007 of the Prime Minister on the basis of upgrading Ho Chi Minh City Pedagogical College. Saigon University is a public higher education institution under the People's Committee of Ho Chi Minh City and is under the state management of education of the Ministry of Education and Training.

Saigon University has legal status, its own seal and is allowed to open accounts at banks and the State Treasury.

Mission and vision

Saigon University is a public university and scientific research institution, training high-quality human resources to meet the socio-economic development requirements of Ho Chi Minh City and the whole country.

Saigon University innovates and contributes to the development of Vietnamese higher education, striving to develop Saigon University into a research-oriented university that meets international standards by 2035.

To build, develop and improve the quality of operations of Saigon University to ensure sufficient conditions for regional and international integration, contributing to meeting the socio-economic development goals of Ho Chi Minh City.

Organizational structure and training scale

Saigon School is a multi-disciplinary, multi-level school; training at college, university and postgraduate levels. Saigon School trains in two forms: formal education and continuing education (work-study, 2nd degree and


communication).

The school has 14 departments and functional offices; 03 affiliated units; 07 centers; 20 training faculties with 11 postgraduate training majors; 35 undergraduate training majors and 32 college training majors, in the fields of: economics - technology; culture - society; politics - arts; law and pedagogy. Since 2018, the school has only recruited students for undergraduate and postgraduate training. Currently, the school is organizing training in 30 undergraduate majors, 24 college majors, 4 intermediate majors with more than 30 thousand students.

In addition to training and granting degrees, the School is also permitted to train and grant English language certificates according to the 6-level foreign language competency framework for Vietnam; basic and advanced information technology certificates according to the standards of the Ministry of Information and Communications; certificates of application of information and communication technology in teaching; level II pedagogical certificate; professional certificate of equipment and library work and other short-term training certificates.

Duties and Powers

1. Develop strategies and plans for the development of Saigon University.

2. Implement training, science and technology, international cooperation activities, and ensure educational quality.

3. Develop training programs according to defined objectives, ensuring connectivity between programs and training levels.

4. Organize the apparatus, recruit, manage, build and train a team of lecturers, managers, civil servants and workers.

5. Manage learners, ensure the legitimate rights and interests of lecturers, civil servants, employees, managers and learners; allocate funds to implement social policies for beneficiaries of social policies, subjects in ethnic minority areas, areas with especially difficult socio-economic conditions; ensure a pedagogical environment for educational activities.

Faculty of National Defense and Security Education and Physical Education

Saigon University currently has the Department of National Defense Education and Physical Education. The Physical Education Department teaches physical education to students of all faculties to educate morality, train team spirit, sense of discipline, positive and healthy lifestyle, build trust, maintain and strengthen students' health, participate in sports club activities, and ensure physical training standards according to regulations of the Ministry of Education and Training.

- Assess the quality of vocational education programs according to AUN-QA standards.

- Develop and improve new physical education programs suitable to practical conditions.

- Invest in developing the sports movement with the formation of 7 clubs including: football, table tennis, volleyball, basketball, martial arts, badminton, shuttlecock. Form teams, club teams, participate in competitions inside and outside the school.

- Regarding the current teaching staff, the school is still lacking and limited in terms of expertise, in which the male ratio is 75% and the average age is over 37. In addition, the issue of training grounds and equipment is also limited. Currently, the school has 1 soccer field, 1 basketball court, 4 volleyball courts, 1 multi-purpose gymnasium, 8 table tennis tables. Therefore, in addition to implementing the main curriculum, it is extremely necessary to research and improve the forms and forms of organizing extracurricular training for students of the school to improve the learning efficiency of main hours. That is to change the forms, training content, training organization measures, as well as teaching aids to achieve the goal of improving the efficiency and quality of professional and technical training to meet the increasingly high requirements of physical education in general schools at all levels in the current period. Therefore, researching solutions to improve the effectiveness of extracurricular sports activities for students to improve the quality and effectiveness of learning is extremely necessary. It not only includes the purpose of creating motivation to promote the learning process of students but also contributes to improving the overall training effectiveness.

- The physical education work of Saigon University still faces many difficulties and limitations such as: The physical education curriculum is not really diverse and rich, only has the nature of mass education for all subjects; The physical education curriculum is not really suitable for the school's physical facilities; The teaching staff is both lacking in quantity and quality, and their professional qualifications are not high; The duration and the physical education curriculum of the internal physical education program do not meet the needs of improving the physical fitness of students; The extracurricular physical education program initially attracts students to participate in training.

1.7. Related research works

1.7.1. Some related research works on Extracurricular Physical Education and Sports in schools around the world


Research on extracurricular physical education and sports has been of interest to many experts and coaches and is being implemented by many schools. However, research on solutions to improve the effectiveness of extracurricular physical education and sports in schools specializing in physical education and sports has not been mentioned by many authors. The following is an overview of some domestic and foreign research projects closely related to the research problem of the thesis.

In the very famous work "Building the curriculum" by author Kimiko Fujita, he comprehensively analyzed the purpose of education, the relationship between teaching and learning, in which he especially emphasized the role of self-study, the impact of extracurricular activities on formal activities [88 ].

In the document "The role of extracurricular sports activities" by Riman Demond, the author presented and analyzed the positive role of extracurricular sports activities on the physical and mental aspects of the trainees. In particular, the author proposed a number of measures to attract trainees, promote the positive and proactive self-awareness of the trainees, thereby improving the effectiveness of physical education work [94 ].

With the study "Research on measures to organize extracurricular sports activities to reduce obesity for high school students in the inner city of Shanghai" by authors: Vi Tuong Hoan, Ly Hai Bach (1998) organized a variety of extracurricular sports clubs for high school students, thereby helping to reduce obesity and improve students' physical fitness. It is necessary to socialize sports and organize optional sports according to the needs of the practitioners.

With the research: "Building a group of solutions to attract students to participate in extracurricular sports training" (2001), МаксименкоА.М (Russia) came to the conclusion: The number of students participating in extracurricular sports activities increased 3 times, along with the rate of students involved in social evils decreased by 10% and through extracurricular activities, students have more life skills, improve their health, feel comfortable and achieve higher learning results [91 ].

1.7.2. Some related research works on Physical Education and Sports

The young generation is always a special concern of all levels and sectors. Assessing the physical development of students is the basis for controlling and orienting the physical education program in particular and the factors ensuring good physical development in general. In recent years, the authors can be mentioned:

Pham Khanh Minh with the topic: "Research on improving the organization and management of extracurricular sports activities to improve physical fitness for students of the University of Mining and Geology" [54 ];

Tran Thuy Linh with the topic "Research on the effectiveness of compulsory extracurricular physical training to develop physical fitness for female students at Hue University of Education" [47]. The research results of the authors have proposed models and solutions for organizing extracurricular training in the form of compulsory and optional for students [47], [54 ]. The forms of organizing extracurricular training are:

- Organize club model.

- Organized according to team model.

- Organized according to the model of advanced classes with optional sports...

- Extracurricular training models all have teachers and coaches directly in charge. The teacher's task is to organize and guide students to practice properly to achieve the set goals and requirements, as well as improve the learning efficiency of subjects in the physical education program for students.

The thesis "Assessing the current situation of solutions to improve the effectiveness of physical education and sports activities in high schools in Da Nang" by author Vo Duc Van [85 ] studied the model of sports clubs in schools, which has a particularly important position in school sports activities, has effectively promoted the positive effects of extracurricular sports activities for students, the number of sports has been expanded in 2 forms: teams and classes, the number of people practicing has increased and the training attitude and physical fitness of students participating in the club has also increased significantly.

Thesis "Measures to develop extracurricular sports movement for students"


In the article "Students in the dormitory of Hanoi National University of Education", author Vu Viet Hung mentioned the role of the Youth Union in organizing clubs and teams. This is a political organization that has the ability to mobilize, gather and attract students to participate in extracurricular activities most effectively [43 ]. On the other hand, this is also an organization that has the ability to mobilize sponsorship from businesses and corporations to create funding for extracurricular activities. Thus, the organization of extracurricular sports activities cannot lack the coordination between functional departments and subjects in the school, especially the coordination of the Youth Union and the trade union.

The thesis "Research on extracurricular physical education and sports activities of secondary school students in Thu Duc district" by author Huynh Tien Dung, has shown that the experimental application of extracurricular physical education and sports activities solutions, with appropriate training content and organized in a planned and systematic manner under the guidance of teachers in secondary schools in Thu Duc district, has improved morphological and functional indicators, physical qualities. On the other hand, extracurricular physical education and sports have become an urgent need for students in general schools [39 ].

In the thesis "Building content and organization of extracurricular sports activities for students of some universities in Ho Chi Minh City", author Nguyen Duc Thanh has built solutions to organize extracurricular sports activities in which the training content includes popular sports, easy to practice, suitable for students' interests and the conditions of the fields and facilities of schools in Ho Chi Minh City: Soccer, volleyball, basketball, badminton and martial arts. The basic training forms for both male and female students are clubs, class groups, and school teams [66 ].

The doctoral thesis of author Truong Hoai Trung: "Research on solutions to improve physical fitness for students of Nha Trang University through extracurricular activities" defended in 2019, selected and built 05 solutions to improve physical fitness for students of Nha Trang University through extracurricular sports activities including: Building content and organization form


Organize extracurricular physical education and sports activities in accordance with the needs of students as well as the actual conditions in the school; Regularly organize information, propaganda and education activities to raise awareness of the meaning and role of extracurricular physical education and sports activities for students in the school; Invest in and upgrade the system of upgrading facilities, equipment and playgrounds of the school to serve extracurricular physical education and sports activities for students; Develop a team of collaborators and instructors to serve extracurricular physical education and sports activities in the school for students and Improve the professional qualifications of human resources serving extracurricular physical education and sports activities in the school [73 ].

Through a number of research works and documents on solutions for organizing extracurricular sports activities that the thesis has known and referred to, which have been presented in general above, the thesis finds that research works and documents focusing on studying to improve the effectiveness of physical education at all levels with theoretical viewpoints and theories on building content, forms, methods and measures for organizing extracurricular sports activities all have their own strengths. These theoretical viewpoints can be used to solve the content of the thesis topic, however, there is no topic mentioning research topics in the direction of studying solutions to improve the effectiveness of extracurricular sports activities for students of Saigon University.

Chapter 1 Conclusion

Through the analysis of the above overview, it can be seen that the Party and the State attach importance to school physical education in order to develop and improve the physical fitness of young people and children. Physical education is a compulsory subject for students and is implemented in the national system from kindergarten to university. School physical education includes implementing a compulsory physical education program and organizing extracurricular physical education activities for students.
