INTRODUCTION
1. Reason for choosing the topic
In the platform for national construction during the transition period to socialism in our country, our Party has clearly defined: “ Education and training have the mission of improving people's knowledge, developing human resources, nurturing talents, making an important contribution to the development of the country, building Vietnamese culture and people; Developing education and training together with developing science and technology is the top national policy; investing in education and training is investing in development; Fundamentally and comprehensively innovating education and training according to the development needs of society; improving quality according to the requirements of standardization, modernization, socialization, democratization, effectively serving the cause of building and defending the Fatherland. Promoting the building of a learning society, creating opportunities and conditions for all citizens to learn for life.”
Resolution No. 29-NQ/TW dated November 4, 2013 of the 8th Central Executive Committee, 11th tenure, clearly stated: Comprehensively and fundamentally reforming Vietnamese education, shifting from a content-based education program to a competency-based education program, focusing on practical teaching and practical learning [1].
Resolution No. 88/2014/QH13 dated November 28, 2014 of the National Assembly clearly defined the goal of innovating general education programs and textbooks as aiming to create fundamental and comprehensive changes in the quality and effectiveness of general education; developing Vietnamese people comprehensively in terms of qualities and abilities, harmonizing morality, intelligence, physical strength and aesthetics, towards "global citizens", in accordance with the Declaration of the United Nations Educational, Scientific and Cultural Organization: " Learning to know - Learning to do - Learning to live together - Learning to be ".
Resolution No. 88/2014/QH13 of the National Assembly also clearly stated the requirements for innovation of general education programs and textbooks: " Inheriting and developing the advantages of current general education programs and textbooks, promoting the good traditional values of Vietnamese culture and conforming to international trends, at the same time comprehensively innovating the goals, contents, methods and forms of education organization, exams, tests, and quality assessment.

Thus, to achieve results in the innovation of general education in the current period, along with the innovation of programs, textbooks, and organization of teaching and learning in general education, the management of teaching and learning activities of subjects in schools plays a key role [14].
On December 27, 2018, the Ministry of Education and Training (MOET) officially announced the overall program and 27 subject programs and educational activities in the new general education program, including Physics. The new high school Physics program is characterized by a close combination of theory and practice, connecting other sciences and natural sciences such as Mathematics, Chemistry, Medicine, etc. In the new general education program, Physics belongs to the group of natural sciences, a subject chosen by students according to their career orientation, interests, and abilities. This is a completely new point compared to the current high school program. The goal of the new high school Physics program clearly states that it is necessary to form and develop Physics capacity in students while contributing to the formation and development of key qualities and general capacities in students with other subjects. Especially scientific worldview, interest in learning, attitude towards nature and ability to choose a career suitable to students' abilities....[03].
With the new points in the general education program in general and the high school Physics program in particular, to meet the above requirements, the Department of Education and Training of Quang Ninh province as well as high schools in Mong Cai city need to have appropriate management measures for this change such as improving the quality of the teaching staff through organizing training and fostering activities; organizing and implementing teaching and learning activities of Physics according to the new program to help schools quickly access innovations in new knowledge, new skills, constantly update and improve knowledge, capacity
Teaching force to meet the political tasks assigned by the Party and State, the Education and Training Sector and authorities at all levels.
Based on the above reasons, we chose to research the topic "Management of Physics teaching according to the new general education program in high schools in Mong Cai city, Quang Ninh province".
2. Research purpose
Based on the theoretical research and the current situation of managing Physics teaching activities according to the new general education program in high schools in Mong Cai city, Quang Ninh province, from there, propose measures to manage Physics teaching according to the new general education program to improve the quality of Physics teaching in high schools in Mong Cai city, Quang Ninh province.

5. Scientific hypothesis
The new general education program in high schools has many differences from the current program. If we can propose systematic and synchronous measures to manage the teaching of Physics, promoting the teaching capacity of teachers and the conditions of the school, it will improve the effectiveness of teaching Physics, contributing to improving the quality of implementing the general education program in high schools in Mong Cai city, Quang Ninh province.
6. Limitation of research scope
- Regarding content: System of measures to manage teaching Physics in high schools in Mong Cai city, Quang Ninh province according to the new general education program.
- Regarding location: The study was conducted at Tran Phu High School, Chu Van An High School, Ly Thuong Kiet High School in Mong Cai City, Quang Ninh Province in the 2019 - 2020 school year.
- Regarding the survey subjects: 22 managers at all levels: Department level; school level and subject level; 34 Physics teachers at high schools and high school Physics teachers; integrated natural science teachers at high schools; 150 students at 3 high schools.
7. Research Methods
7.1 Theoretical research methods group
- Using theoretical research methods to analyze and synthesize research works on Physics teaching and Physics teaching management in high schools, studying political documents of the Party and State, Education Law, resolutions of the National Assembly and Government on education and training innovation, new general education programs; criteria for assessing teaching capacity of high school teachers. Studying documents and scientific works on education related to the topic;
Based on the study of the system of documents, the author of the thesis analyzes, synthesizes, generalizes and builds a theoretical basis system for the topic.
7.2 Group of practical research methods
- The topic uses questionnaire survey methods to survey and evaluate the current status of Physics teaching and Physics teaching management according to the 2018 general education program.
Using the method of consulting experts on the urgency and feasibility of measures to manage Physics teaching in high schools in Mong Cai city, Quang Ninh province according to the new general education program.
- The topic uses the method of observing teachers teaching in the classroom. The results will be used to evaluate the current status of teachers' physics teaching capacity.
- The topic uses the interview method with managers and teachers about the current status of Physics teaching management in high schools in Mong Cai city, Quang Ninh province according to the new general education program to further consolidate the evidence.
- Research on teaching products and teaching management products for Physics according to the new general education program at high schools in Mong Cai city, Quang Ninh province.

The thesis uses statistical mathematics to process practical survey data to evaluate the current status of Physics teaching and the current status of Physics teaching management according to the new general education program in high schools in Mong Cai city, Quang Ninh province.
