Chapter III Conclusion
Through the issues presented in Chapter II, we can come to some conclusions:
Based on the strengths of available tourism resources, the types of tourism in Tien Lang that need to be promoted in the coming time are sightseeing and resort tourism, discovery tourism, weekend tourism. To improve the quality and diversify tourism products, Tien Lang district needs to combine with local cultural tourism resources, at the same time combine with surrounding areas, build rich tourism products. The strengths of Tien Lang tourism are eco-tourism and cultural tourism, so developing Tien Lang tourism must always go hand in hand with restoring and preserving types of cultural tourism resources. Some necessary measures to support and improve the efficiency of exploiting tourism resources in Tien Lang are: strengthening the construction of technical facilities and labor force serving tourism, actively promoting and advertising tourism, and expanding forms of capital mobilization for tourism development.

1. Based on the results achieved within the framework of the thesis's needs, some basic conclusions can be drawn as follows:
Tien Lang is a locality with great potential for tourism development. The relatively abundant cultural tourism resources and ecological tourism resources have great appeal to tourists. Based on this potential, Tien Lang can build a unique tourism industry that is competitive enough with other localities within Hai Phong city and neighboring areas.
In recent years, the exploitation of the advantages of resources to develop tourism and build tourist routes in Tien Lang has not been commensurate with the available potential. In terms of quantity, many resource objects have not been brought into the purpose of tourism development. In terms of time, the regular service time has not been extended to attract more visitors. Infrastructure and technical facilities are still weak. The labor force is still thin and weak in terms of expertise. Tourism programs and routes have not been organized properly, the exploitation content is still monotonous, so it has not attracted many visitors. Although resources have not been mobilized much for tourism development, they are facing the risk of destruction and degradation.
2. Based on the results of investigation, analysis, synthesis, evaluation and selective absorption of research results of related topics, the thesis has proposed a number of necessary solutions to improve the efficiency of exploiting tourism resources in Tien Lang such as: promoting the restoration and conservation of tourism resources, focusing on investment and key exploitation of ecotourism resources, strengthening the construction of infrastructure and tourism workforce. Expanding forms of capital mobilization. In addition, the thesis has built a number of tourist routes of Hai Phong in which Tien Lang tourism resources play an important role.
Exploiting Tien Lang tourism resources for tourism development is currently facing many difficulties. The above measures, if applied synchronously, will likely bring new prospects for the local tourism industry, contributing to making Tien Lang tourism an important economic sector in the district's economic structure.

INTRODUCTION
1. The necessity of the topic
The Resolution of the 11th National Congress of the Party has identified the goals: “…to comprehensively promote the innovation process; build a clean and strong political system; promote democracy and the strength of great national unity; develop the economy rapidly and sustainably; improve the material and spiritual life of the people; maintain political and social stability; strengthen foreign affairs activities; firmly protect independence, sovereignty, unity and territorial integrity; create a foundation for our country to basically become a modern industrialized country by 2020”. To achieve the stated goals, one of the main tasks identified in the Resolution is: “Develop and improve the quality of education and training, the quality of human resources; develop science, technology and knowledge economy”.
On that basis, the Prime Minister issued Decision 1748/QD-TTg dated September 27, 2013 approving the Project to build Nam Cao University Area in Ha Nam province to meet the requirements of expanding the scale of university training, improving the quality of human resources, scientific research potential, developing technology to serve the socio-economic development of the Red River Delta, Hanoi Capital region and Ha Nam province, in accordance with the education development strategy, science and technology strategy, and network planning. The scale of Nam Cao University Area in Ha Nam province is specifically as follows:
- Land for basic functional areas (School 282.07ha): 388.04ha
- Residential land: 180.98ha
- Other land (traffic, infrastructure, parking): 185.46ha
- Land of Tan Ha New Urban Area: 158.07ha
- Training scale: 50,000 students, 4,000 teachers.
- Population size: 30,000 people (including the population of Tan Ha New Urban Area, of which the current population is 7,500 people).
Thus, construction investment is one of the important factors in the development of the national education system in general as well as the development of Nam Cao University Area in Ha Nam province in particular. With the position and importance of the field
In the context of economic transformation and the process of international economic integration, this issue is more urgent and necessary than ever.
Construction of technical infrastructure works in Nam Cao University Area to ensure attracting investment from universities and colleges is very necessary (roads, electricity, water, telecommunications... to the fence of the schools) and in line with the policy of the Party and State to relocate a number of educational institutions out of the inner city of Hanoi. The demand for investment and construction in Nam Cao University Area, Ha Nam province (912.55ha) is very large, but in reality, the management process, quality and efficiency of investment and construction projects are very limited and face many difficulties. This situation may stem from many different causes, but mainly due to the incomplete management structure, the loose management process, the low level of professionalism and the quality of the staff in the management of construction projects that do not meet practical requirements.
In the past decade, along with the trend of regional integration and globalization in all economic sectors and the field of construction investment, construction investment management has become increasingly complex, requiring the coordination of many levels, many sectors, many partners and many related departments. Therefore, construction investment project management requires extensive development and more professionalism to meet the needs of civil construction in our country in the coming time. This reality has promoted the birth of a new "profession" with true professionalism: Project Management, a profession that requires synthesis and professionalism from organizations and individuals participating in consulting activities.
In the past, investment projects invested by Nam Cao University Management Board still have some problems such as: project implementation progress is too slow, quality of some projects is not guaranteed, overlapping management is not scientific, some investment procedures are not implemented in accordance with regulations.... This is basically due to certain difficulties and shortcomings in management, so the completion of projects is not easy.
Improving that management work is necessary, and after acquiring knowledge from the course, I chose the topic "Management of investment projects at the Management Board of Nam Cao University Area, Ha Nam Province" for my graduation thesis.
2. Research objectives and tasks
The research purpose of the topic is to propose solutions to improve the management of investment projects at the Nam Cao University Management Board.
Research mission:
- Synthesize theoretical basis on investment project management;
- Analyze and evaluate the current status of investment project management at Nam Cao University Management Board;
- Proposing solutions to improve the management of investment projects at the Nam Cao University Management Board: Ensuring effective use of investment capital and orienting and planning the management of investment projects in the future.

The research object is the management of investment projects at the Management Board of Nam Cao University Area, Ha Nam province.
4. Scope of research
Scope of research: The thesis only focuses on the management of construction investment projects using state budget capital and other capital sources invested by the Management Board of Nam Cao University Area, Ha Nam province.

OVERVIEW OF RESEARCH SITUATION AND THEORETICAL BASIS ON INVESTMENT PROJECT MANAGEMENT AT STATE MANAGEMENT AGENCIES
1.1. Overview of research situation
Investment project management to carry out project investment and selection for the project investment process accurately, project management is an important activity in the process of project formation and implementation, is a tool for implementation and making appropriate investment decisions. There are many subjects participating and influencing the investment project management process such as: enterprises as investors, the state represented by state management agencies, banks, credit financial institutions, consulting organizations... Research on investment project management has had research and theoretical works on many topics as well as investment project management processes. However, the scope and level of research mainly focuses on reviewing and discussing project analysis and evaluation techniques, on financial content and on the macro management level such as:
- Hoang Do Quyen (2008), Master's thesis in economics (National Economics University), "Improving the management of investment projects at the Northern Power Project Management Board" . The topic deals with the improvement of the management of investment projects at the Northern Power Project Management Board, providing basic theories on project management, analyzing the current situation and proposing solutions to improve the management of projects at the Northern Power Project Management Board. The topic focuses mainly on the management of projects during the project implementation phase at projects under the management scope of the Project Management Board.
- Tran Thi Hong Van (2005), Master's thesis in economics (National Economics University), "Improving the management of investment projects of the Voice of Vietnam". The topic deals with the improvement of the management of investment projects of the Voice of Vietnam, providing theoretical bases, current situation and solutions to improve the management of projects at the Voice of Vietnam. The topic focuses mainly on analyzing the project management work during the project implementation phase at project groups invested by units under the Voice of Vietnam.
- Thesis of Associate Doctor of Economics "Improving the management mechanism to improve the efficiency of basic construction investment in Vietnam" by author Nguyen Manh Duc from Hanoi National Economics University, defended in 1994. The topic analyzed and evaluated the current situation and shortcomings of the organization of basic construction investment management in Vietnam, studied the scientific theory to improve the management mechanism of basic construction investment in Vietnam, the scientific theory to improve the management mechanism of basic construction investment according to the requirements of the market mechanism and proposed some basic solutions to improve the management mechanism to improve the efficiency of basic construction investment in Vietnam in the following years. - Doctoral thesis in Economics “Improving state management of capital construction investment from the state budget in the transport sector of Vietnam” defended on December 8, 2013 by author Nguyen Thi Binh from the National Economics University. The thesis studied the basic issues of state management of capital construction investment from the state budget in the market economy, assessed the current state management situation, and proposed directions and solutions to improve state management in the transport sector of Vietnam in the past two years. Research works on investment project management often focus on techniques for analyzing and evaluating benefits and costs for the purpose of maximizing profits (maximizing dividends for shareholders) or conducting analysis and evaluation of benefits and costs for the project. Some works (master's theses) consider the technique
Financial appraisal in commercial banks in Vietnam focuses more on the technical aspects that banks apply to meet the ability to borrow capital according to the trend than on the actual analysis of the project's effectiveness.
Thus, in general, the topic of investment project management is a topic that has received attention from many scholars from many different units over the years, and is also a topic that has been researched in terms of theoretical basis, current status and solutions, the scope of research is also in many different localities and provinces across the country and the research content also includes many different aspects in the content of investment project management. However, in terms of research topics on investment project management at the Management Board of Nam Cao University Area, Ha Nam province and at the present research time, there is no such thing. Therefore, the duplication when choosing this research topic does not exist, at the same time, the topic also has practical significance for the Management Board of Nam Cao University Area, Ha Nam province, especially in the period when the requirements and demands for investment project management at the agency as well as other units are increasingly high.
During the implementation process, the author inherited and learned the advantages of previous research works to complete his thesis.
1.2. Theoretical basis of investment project management
1.2.1. Basic concepts
1.2.1.1. Project:
There are many ways to define a project, depending on the purpose, emphasizing a certain aspect. In terms of development, there are two ways to understand a project: the "static" way and the "dynamic" way. According to the "static" way, a project is an image of a situation (a state) that we want to achieve. According to the second "dynamic" way, a project can be defined as follows: " A project is a specific field of activity, a task that needs to be carried out with its own method, its own resources and according to a schedule to create a new entity" . In terms of management, a project can be defined as follows: “ A project is a temporary effort to create a unique product or service .” (TCVN ISO 9000:2000). This definition emphasizes two characteristics:
- Temporary (or time-bound) endeavor , meaning that every investment project has a definite beginning and end. The project ends when the project's objectives are achieved or the project is abandoned;
- Unique product or service, meaning the product or service is different from similar existing products or other projects.
1.2.1.2. Construction investment project:
- Concept: A construction investment project is a collection of proposals related to the investment of capital to build new, expand or renovate construction works for the purpose of developing, maintaining and improving the quality of works or products and services within a specified time and cost. At the stage of preparing a construction investment project, the project is approved by the Pre-Feasibility Study Report on Construction Investment, the Feasibility Study Report on Construction Investment or the Economic - Technical Report on Construction Investment. (According to Clause 15, Article 3 of the Construction Law No. 50/2014/QH13)
- Structure of construction investment project: Depending on the characteristics, nature and scale of the project, the project content may change, however the main components of a project always include 2 parts:
+ Explanation: Explanation of the need for investment, plans, analysis of capital and implementation time, project components, implementation solutions and total investment.
+ Basic design section: Shows requirements, technical parameters, drawings, formats of project items and includes analysis and explanation of technical indicators and parameters.
Construction investment products are completed construction works (including the installation of technological equipment inside) . Construction products are the crystallization of scientific and technological achievements and production organization of the whole society at a certain period. It is a product of interdisciplinary nature, in which the forces
