In fact, in recent times, the security and order situation in Hai Phong still has many complicated issues. Although the number of incidents has decreased, it is still quite high. The rate of reduction of incidents has not reached the set plan due to many reasons, including the limitations of awareness, subjectivity, negligence, and lack of vigilance in the work of maintaining security and order and in the leadership of the City Party Committee in the work of security and order. Therefore, to strengthen the leadership of the City Party Committee, the City Party Committee has issued a number of policies to improve the security and order situation in Hai Phong.
To achieve results in the work of security and order, first of all, it is necessary to raise awareness for all cadres, party members, civil servants, public employees and each citizen to understand the content, requirements, meaning and importance of security and order work; fully understand the role, responsibility, rights and obligations of each person in the work of maintaining security and order. This is the first solution, of great significance in the work of ensuring security and order.
