1. Reason for choosing the topic
INTRODUCTION
Education is the most important part of the Socio-Economic Development Strategy, in which the educational goal must be considered one of the top goals of development "Education and Training is the key to open the door to the future" (Resolution 4 - Session 7). In the process of international economic integration and cultural and artistic exchange with countries around the world, the Education and Training career of our country has been achieving encouraging achievements, including the field of cultural and artistic training.
Can Tho College of Culture and Arts, formerly Can Tho Intermediate School of Culture and Arts, has undergone 23 years of construction and development. The school has the function of training and fostering cultural and artistic human resources for Can Tho city and the Mekong Delta region, at the same time, carrying out the task of researching and exploiting the value of indigenous culture to carry out political tasks, contributing to preserving and promoting national cultural identity. Over the past 23 years, the school has achieved outstanding results in terms of training and team building, worthy of the title of an art school in the land of Tay Do.
Can Tho College of Culture and Arts is under the State management of vocational education of the Ministry of Labor - Invalids and Social Affairs, operating under the Law on Vocational Education, College Charter and legal regulations on vocational education. The school provides regular primary, intermediate and college training and short-term regular training in the field of Culture - Arts. Teaching and learning activities aim to equip learners with the necessary knowledge, skills and professional attitudes to be able to find a job or create their own job after completing the course or to improve their professional qualifications. Over the years, the school has always been aware of and strived for the goal of quality vocational education to meet the needs of human resources with political qualities, professional standards, and the ability to integrate into the labor market. However, in the current situation of educational innovation, Can Tho College of Culture and Arts is on the path
development. The top priority is to build a healthy social environment, improve the quality of teaching, and create a brand for the school. Currently, the school has 4 faculties: Faculty of Music & Dance, Faculty of Fine Arts, Faculty of Theater, and Faculty of Culture. The Faculty of Music & Dance includes majors: Vocal Music, Dance, Traditional Musical Instruments, Western Musical Instruments. Professional vocal training in our country officially began when the Vietnam Conservatory of Music was established in 1956. After 61 years of training, a system of music training institutions has been formed, including vocal training, reaching a fairly large scale, including: 2 Academies, 1 Conservatory, many universities, colleges, and intermediate schools. In addition, universities, colleges, and intermediate schools of music education have also developed strongly. In the training of arts in general and vocal training in particular, the vocal department always holds an important position. At Can Tho College of Culture and Arts, the Vocal Department of the school is currently developing strongly, training professional singers and actors following the model of the National Conservatory of Music. In addition, the school is also proactive in applying other training models to meet the requirements of activities in serving politics and society.
In the strategy of developing cultural human resources, Can Tho College of Culture and Arts focuses on orientations such as training artistic talents for Can Tho city in particular and the Mekong Delta in general, training human resources at college and intermediate levels of professional arts and popular training, improving people's knowledge of orthodox music. Professional vocal training in the new period is not outside the above orientations. Faced with that innovation orientation, vocal training at music academies, conservatories and art training schools as well as Can Tho College of Culture and Arts cannot avoid confusion between the desire to maintain what is currently available and training to meet the requirements of innovation, between the requirements of innovation and the capacity to meet innovation, towards regional and world integration. Meanwhile, the practice of vocal performance activities in society is taking place vigorously and relatively complicatedly. There is a tendency to indulge the low tastes of a section of the public, downplay the educational function, and one-sidedly emphasize the entertainment function.

Does the capacity of vocal teachers in music academies, conservatories and art training schools need to be standardized and improved? How should teaching methods be adjusted to suit the new requirements of professional vocal training in the new period?
Entering a new phase, facing new requirements, professional vocal training needs to be researched, gradually meeting the general development requirements of the country. However, the topic only focuses on studying the management of training at College and Intermediate levels in Vocal Music (full-time system) of the school.

Approaching the structural system perspective in the study of training management is to consider the dialectical relationships of the elements: goals, plans, programs, organizational forms, and directions. To correctly perceive a thing or phenomenon, one must grasp the history of the thing or consider its origin, development, and current state. Thus, one must study and discover the origin and development of the training process and the training management process of the Vocal Music major at Can Tho College of Culture and Arts.
Researching the management of vocal music training activities at Can Tho College of Culture and Arts, it is necessary to start from practice to find out the advantages and limitations, advantages and difficulties, outstanding and urgent problems, detect the causes to solve in order to improve the current situation and propose some measures to manage vocal music training suitable to the practice at Can Tho College of Culture and Arts.
