3.1.2.3. Is the political, cultural and commercial center of Quang Ninh province.

Ha Long City has invested in building a system of markets, commercial centers, and supermarkets that operate effectively, not only serving the daily life of the people but also serving the shopping needs of tourists when coming to Ha Long such as: Ha Long I Market, Ha Long II Market, along with commercial centers and supermarkets, the City has invested in building the new Vuon Dao market in Bai Chay ward, and is building a modern multi-functional commercial center in Bai Chay area. Along with improving the operational efficiency of seaports serving the loading and unloading of goods and serving the shopping needs of tourists, Hong Gai international cruise port has been renovated and upgraded, meeting the conditions to welcome foreign tourist groups to visit Ha Long Bay and Ha Long City by ship.

The natural landscape of the city is preserved and eco-tourism areas are gradually built, such as Hung Thang, Yen Cu, Dai Dai tourist areas connected with Hoang Tan, Yen Hung eco-tourism complexes, eco-tourism spots in Cua Luc Strait. Bai Chay central beach park, Ha Long Ecological Museum and Lan Be park are being built, opening up diverse types of tourism, meeting the increasing needs of tourists.


3.1.3. Labor situation of Ha Long City

Ha Long City is a city with abundant human resources (currently over 200 thousand people), with high technical level, this will be the resource to meet the development of tourism types, promote tourism to become the main economic sector and Ha Long City will be a tourist city in the future. Abundant labor resources also help tourism businesses develop.

Ha Long City has a young and abundant labor force, the number of people of working age accounts for a large part of the total population of Ha Long City and has tended to increase in recent years. In 2012, the ratio of labor to population of Ha Long City reached 54.87%. However, in 2013 and 2014, the ratio of labor to population of Ha Long City decreased but not significantly. It can be said that the number of people of working age over the years has remained relatively stable.

The labor structure of Quang Ninh province is dominated by laborers in the agricultural, forestry and fishery sector due to the characteristics of the agricultural, forestry and fishery sector which requires a lot of unskilled labor and the province's location near the sea also contributes to the development of this sector. The second position is the service sector with the number of workers in 2014 being 43.1 thousand people, accounting for 34.54% and the third position is laborers in the industrial and construction sector. Through table 3.1, we can see that the number of workers in Ha Long city participating in the service sector over the years tends to increase. Ha Long city, with its rich cultural and tourism resources, also attracts a large labor force to the service sector. It can be said that the labor structure of Ha Long city tends to shift from the agricultural, forestry and fishery sector to the industrial-construction and service sector. The tourism industry has contributed significantly to creating jobs for a large number of workers in the city.

3.1.4. Infrastructure of Ha Long City

Currently, tourists can reach Ha Long by both road and sea. Ha Long City is connected to other localities in the province and neighboring provinces through a network of national highways and roads, but many roads are currently in a state of disrepair, significantly increasing


travel time on the way to Ha Long. There are currently 3 main national highways with the route with the largest traffic volume being the route from Hanoi to Ha Long (160 km), Hai Phong to Ha Long (30-70 km) and Mong Cai to Ha Long (170 km). Due to the poor condition of the roads, the average traffic speed is usually only 50 km/h, making travel time more time consuming even on a short distance. There is currently no express train route to Quang Ninh (although there is currently a railway route for cargo ships). Tourists can also reach Ha Long by sea through various ports in the province, such as Hong Gai, Bai Chay, and Tuan Chau ports. Among them, Bai Chay and Tuan Chau ports have good infrastructure, other ports are still lacking in facilities, not enough and do not have the necessary signs and information, often in foreign languages, for international tourists. Because there is no airport, all tourists use air to Noi Bai International Airport - Hanoi and Cat Bi Airport - Hai Phong, and then go to Ha Long city by road.

Regarding transportation, tourists can go to Ha Long city by taxi, bus, rental car or cruise ship. To visit the bay, tourists can use overnight boats or regular tourist boats. Regarding the quality of tourist services, overnight boats on the bay often provide high-quality services, however, buses and other means of transportation do not meet the full range of amenities and services are still poor. Although there are bus routes from Hanoi to Ha Long and other cities in Ha Long city, there are no adequate signs and bulletin boards at bus stations in tourist areas with international tourists.

Over the years, Ha Long City's tourism infrastructure has always been consolidated and upgraded. If in 2010 there were only 196 tourist accommodation establishments, 13 hotels with 1 to 4 star standards, 1,834 rooms with 3,118 beds, 152 restaurants, 169 cruise ships, by 2014 it had increased to 485 accommodation establishments, 73 hotels with 1 to 4 star standards, 1 hotel with 5 star standards, more than 9,200 rooms with 16,800 beds, more than 600 restaurants, more than 500 cruise ships capable of receiving tens of thousands of guests per day. Over the past 4 years, the city's tourism infrastructure has increased significantly. The number of accommodation establishments increased by 289 establishments with a high growth rate of 247.45%. The number of hotels, restaurants, and cruise ships also increased at a high rate. The total capital Ha Long city invests in tourism every year reaches over 2,000 billion VND.

3.1.5. Situation of tourists coming to Ha Long city

In the tourism business, the number of tourists is a decisive factor affecting the revenue, profit and survival of tourism businesses. The increasing number of tourists means that businesses have focused on improving the quality of their services. Ha Long City with many advantages for tourism business development has attracted a large number of visitors every year.

Through table 3.2, we can see that the number of tourists to Ha Long city in the period 2010-2014 tends to increase in quantity. In particular, in 2011, the number of tourists to Ha Long city increased by 38%. This shows that Quang Ninh tourism in general and Ha Long city tourism in particular are increasingly attractive and appealing to tourists. The increasing number of tourists to Ha Long city is a favorable condition for tourism businesses to develop.

Based on chart 3.1, it can be seen that the growth rate of tourists to Ha Long city has increased over the years, the highest growth rate was 138.1% in 2012, the reason is that in 2012, the People's Committee of Quang Ninh province oriented tourism development "Innovation and improvement of tourism service quality". It can be said that in 2012,


2012 is a landmark year for Ha Long tourism. The tourism industry has established intra-provincial tourism routes to more closely connect cultural heritages between regions in the province such as: Uong Bi - Ha Long - Van Don; Yen Tu - Cua Ong - Van Don; Uong Bi - Yen Hung - Cua Ong... or intra-provincial tours such as Ha Long - Mong Cai; Van Don - Quan Lan; Ha Long - Minh Chau; Ha Long Bay - Tuan Chau... with many new and diverse product packages that have attracted a large number of visitors to visit and experience. By 2013, this rate decreased by 27.7% compared to 2012 due to the impact of the economic crisis with inflation, the number of domestic tourists decreased significantly. But by 2014, inflation was controlled, the rate of tourist growth returned, increasing by 12.8% compared to 2013.

3.2. Current status of tourism business development in Ha Long City, Quang Ninh Province

Tourism businesses are an important factor in the formation and development of the tourism industry, because businesses are the ones that contribute greatly to increasing the revenue of the city as well as the province. The purpose of this section is to examine the change in the number of tourism businesses in Ha Long city.

Through table 3.3 on the number of tourism businesses over the years, we can see that the total number of tourism businesses tends to increase from 2010 to 2014. In 2010, there were 238 businesses, but by 2014, the number of tourism businesses had increased to 315 businesses, an increase of more than 77 businesses in just 5 years. This is a relatively high increase compared to other tourist cities and provinces across the country.

Since 2009, the global economy has been in a crisis, so all people's needs have been cut. Faced with this situation, the tourism industry in Quang Ninh has also encountered many difficulties. Many tourism businesses have fallen into a state of ineffective business operations leading to bankruptcy. However, the tourism industry in Ha Long city has continued to develop, leading to an increase in tourism businesses. In 2011, the number of tourism businesses increased by 116.39%, up to 277 businesses. In 2011, the local government also invested in promoting the development of the tourism industry to create conditions for existing businesses to continue to promote their competitiveness and create favorable conditions for new businesses to enter the tourism business sector.
