First of all, at some levels of Party Committees, local authorities, departments, offices, and organizations have not yet deeply recognized the important position and role of emulation and reward work in the new situation, so they have not really paid attention to and promoted their responsibilities in leading, directing, and organizing the implementation of emulation and reward work. In some places, Party and government leaders still take emulation and reward work lightly, and the core role of cadres and Party members in the emulation movement has not been properly promoted. The coordination between the government, the Front and organizations in organizing emulation and reward movements is sometimes not tight and synchronous.

2.4. Current status of inspection, examination and handling of violations in state management of the health sector regarding emulation and rewards

Previously, especially when there was no Law on Emulation and Commendation, when there was no directive from the Politburo on innovation in emulation and commendation work, inspection and examination were not given due attention, and inspection skills in the field of emulation and commendation were not trained. The State Inspectorate gave general instructions, but did not go into depth in inspection and examination in the field of emulation and commendation. Up to now, the inspection and examination work on emulation and commendation has been innovated. The awareness of Party committees at all levels, authorities, and organizations about the meaning and importance of inspection, examination, settlement of complaints and denunciations, and handling of violations of the law has been raised. In recent years, sectors and localities have paid great attention to and focused on inspection, examination, settlement of complaints and denunciations to ensure the legitimate rights of the people.

The work of inspecting and examining the implementation of regulations on reward policies, participating in resolving complaints and denunciations about emulation and reward work has been carried out quite seriously. During and after the end of a plan, an emulation movement and the implementation of rewards, there must be periodic inspections and monitoring, or surprise inspections to grasp and resolve requirements arising from reality. In recent years, after the issuance of Decree No. 122/2005/ND-CP dated October 4, 2005 of the Government regulating the organization of emulation and reward work and Instruction No. 3499/BNV-TCBC dated November 29, 2005 of the Ministry of Home Affairs on the implementation of Decree 122 of the Government, most provinces have promptly reorganized the apparatus for emulation and reward work and have staff in charge of Inspection, handling complaints and denunciations specifically for the emulation and reward sector.

The Health sector has conducted inspections and audits of the implementation of the Party and State's reward policies as specifically stipulated in the Law on Emulation and Rewards, and local policies and regulations such as reward policies with bonuses, preferential policies, and treatment for those who are rewarded. The inspections and audits have been included in the monthly and quarterly work programs; after the inspections and audits, there are assessments and results at each unit, each sector, and each level in the implementation of the reward policy.

The work of resolving complaints, denunciations, and handling violations of the law on emulation and rewards, such as rewards that do not meet standards, are not given to the right subjects, or are falsely declared achievements... has been resolved promptly, publicly, and democratically.

The inspection, examination, settlement of complaints, denunciations and handling of violations of the law on emulation and rewards have had significant results, creating public trust in the Party and State's policies and guidelines, creating momentum in organizing emulation movements and ensuring fairness and objectivity in emulation and rewards.


Chapter 2 Conclusion

In recent years, the emulation and reward work has been directed by the Party and the State, regularly encouraged and promptly encouraged; the Party Committee of the Ministry of Health, the Party Committee of the Ministry, the leaders of the Ministry and Party committees at all levels are aware of the role and importance of emulation and reward work, so they regularly lead and direct the implementation to promote the movements and activities of the sector; The system of legal documents on emulation and reward work has been issued in full and timely manner in accordance with the requirements and tasks in the new situation, creating a favorable legal corridor for the implementation of emulation and reward work. However, from the current state management of emulation and rewards, the health sector still has many limitations and shortcomings in the process of performing its tasks. Therefore, chapter 2 of the thesis focuses on studying the factors affecting state management of emulation and rewards, thereby stating and assessing the current state of building and perfecting the law on emulation and rewards; on organizing the implementation of state management of emulation and rewards in practice and on inspection, examination and handling of violations in state management of emulation and rewards in the health sector. This is the premise and basis for developing solutions to strengthen state management of emulation and rewards for the health sector in the next chapter of the thesis.

VIEWPOINTS AND SOLUTIONS TO STRENGTHEN STATE MANAGEMENT OF EMULATION AND COMMENDATIONS IN THE HEALTH SECTOR


3.1. General viewpoints and solutions to strengthen state management of emulation and rewards in the health sector

The Ministry of Health - a unit in the executive organization system of the Government - is a specialized strategic advisory body, performing the state management function of caring for and protecting people's health in the fields of preventive medicine; medical examination and treatment; rehabilitation; medical examination, forensic medicine, psychiatry; traditional medicine; pharmaceuticals; cosmetics; food safety and hygiene; medical equipment; health insurance; population - family planning; maternal and child health; and at the same time managing social public services in the fields managed by the Ministry according to the functions of the sector. In addition to political tasks, the Ministry is also responsible for directing emulation movements from the central to local levels in the entire health sector. All are directed towards the common criterion "For the health of the community - For the cause of a strong people and a prosperous country" with the virtue of "a good doctor must be like a kind mother, a doctor must be like a kind mother" that Uncle Ho taught to health workers and staff. Second , linking patriotic emulation movements of medical staff with studying and following the moral example of Ho Chi Minh according to Directive No. 03-CT/TW dated May 14, 2011 of the Politburo. Paying attention to discovering and building typical examples and having many forms of commendation and honoring advanced examples in studying and following the moral example and style of Uncle Ho, creating a widespread influence throughout the industry, taking the results of studying and following the moral example of Ho Chi Minh as one of the criteria for evaluating, considering emulation and rewarding annually.

Third , organize and launch emulation movements in the direction of closely following political tasks to create emulation content, focusing on the goal of striving to comprehensively complete and exceed the tasks and targets in the program and plan. Each emulation movement must identify specific, practical goals and contents, suitable to the functions, tasks and characteristics of each locality, agency and unit; it is necessary to focus on the grassroots and organize, launch emulation with diverse and attractive forms, with specific emulation criteria. Strictly implement the urging, inspection, preliminary and final review of the movement; select collectives and individuals with outstanding achievements for timely rewards.

3.2. Specific solutions to strengthen state management of emulation and rewards in the health sector

3.2.1. Continue to develop and perfect policies and laws on emulation and rewards in the health sector.
