INTRODUCTION

1. Urgency of the topic

With the attention and direction of the leaders of the Party, State, National Assembly, Government, together with the active and responsible participation of ministries, branches, organizations, localities and people of all walks of life, the implementation of preferential policies for people with meritorious services and their relatives has increasingly gone into depth, solving difficult and core problems, especially those that have remained for many years, many stages and many periods. With the motto of "not allowing people with real meritorious services to not be considered for recognition and benefit from policies", the Department of Labor, Invalids and Social Affairs has accelerated the process of considering and confirming people with meritorious services to the revolution, while focusing on resolving post-war backlogs; strengthening the inspection and supervision of the implementation of preferential policies for people with meritorious services to the revolution, in order to fully, promptly and correctly implement the policies to the right beneficiaries.

Meritorious people are a very special part of Vietnamese society. Because nowhere else like in Vietnam, the struggle for national liberation and independence for the country took place for a very long time and was extremely fierce, leaving behind extremely heavy consequences in terms of human and material resources. Among them, meritorious people are the main force that suffered many sacrifices and losses.

Preferential treatment for people with revolutionary contributions is a major policy of our Party and State. It is the special treatment of the Party and State for people with revolutionary contributions and their relatives. It is a responsibility, recognition and honor for their great contributions to the country.

Policies and laws on preferential treatment for people with revolutionary contributions are important tools in social management in this field. Laws on preferential treatment for people with revolutionary contributions aim to institutionalize the Party and State's policies and guidelines for people with revolutionary contributions; create a favorable legal environment for agencies, organizations, families and individuals to raise awareness and actively participate in gratitude.

Responding to and caring for people with meritorious services, creating high consensus, contributing to ensuring social justice and creating favorable conditions for people with meritorious services to build their lives, continuing to affirm their role in the social community.

Over the years, preferential policies for people with revolutionary contributions have been gradually improved. The Ordinance on Preferential Policies for People with Revolutionary Contributions and guiding documents have clearly stipulated the conditions and standards for recognizing people with revolutionary contributions, the policy subjects for people with revolutionary contributions have been expanded, clearly demonstrating fairness, honoring contributions and social progress; receiving the consent and support of people with revolutionary contributions, their relatives and society. The construction, upgrading and renovation of martyrs' graves, martyrs' cemeteries and works honoring martyrs have received investment attention. The work of searching for, collecting martyrs' remains and identifying martyrs' remains has been actively implemented.

Every year, the State prioritizes resources to adjust the subsidy and allowance levels for people with revolutionary contributions, in accordance with the conditions of socio-economic development. The current subsidy standard is 1,624,000 VND, the state budget spends over 30,000 billion VND to implement preferential policies for people and their families; especially in the period 2016-2020, the State spends more than 11,000 billion VND to support housing for nearly 400,000 households of people with revolutionary contributions who have housing difficulties; every year, the President also spends more than 900 billion VND to give gifts to people with revolutionary contributions on the occasion of Lunar New Year and the anniversary of War Invalids and Martyrs Day. [27]

Quang Nam province is one of the localities with many policy families and families with revolutionary contributions. Therefore, in recent years, Quang Nam has implemented many support policies for people with meritorious services to repair and rebuild damaged houses to ensure stable housing. According to the plan, from 2019 to 2021, 12,734 houses will be built, of which 3,950 will be newly built and 8,784 will be repaired. Total implementation cost: Estimated at about 335 billion VND, of which the provincial budget is about 286 billion VND, the state budget
