In cases eligible for support under the approved Project but changing the form of support from new construction to repair or vice versa without generating additional funds from the Central budget, it is allowed to continue implementation; in other cases, the locality balances the budget from the local annual budget or mobilizes from contributions of other organizations, unions and individuals to implement support.

The project management board presides over and coordinates with the district Finance Department to balance capital sources from the central and provincial budgets and report to the district People's Committee for consideration and decision on the advance funding from the budget to provide to localities to implement phase 2 support. At the same time, the Finance Department advises the district People's Committee to proactively allocate and immediately distribute additional funding to localities to implement support for NCC with the revolution. In addition, businesses, organizations, unions and communities are called upon to actively participate with the State to support NCC with the revolution to improve the quality of newly built or renovated houses in Dong Giang district.

The implementation of housing support policies for NCC with revolution is very important, needs to be done immediately and must be really drastic. The District People's Committee requests localities and related sectors to coordinate closely, urgently review and inspect the reality, ensure that the subjects considered must have real difficulties in housing, create consensus among the people, and ensure fairness for NCC with revolution.

To effectively implement the housing support policy for NCC with the revolution, it requires the entire ruling system to take drastic action, at the same time, it is necessary to promote all internal resources, join hands to take care of families with meritorious services to the revolution. Sectors and levels must implement it in a determined, strict, timely, and targeted manner, so that the state's support policy can truly be effective, contributing to improving the living standards of policy families in the district. Continue to Implement the Project on Continuing to Support Housing Construction for Meritorious People, Phase 2019 - 2021

In recent years, together with Quang Nam province, Dong Giang district has implemented housing construction for NCC according to Decision No. 22/2013 of the Prime Minister. However, from the end of 2019, this policy will end. Therefore, local authorities at all levels are making efforts to complete the goal, as well as develop a plan to continue implementation when the support source ends.

Decision No. 22/2013 of the Prime Minister on supporting funding for repairing and building new houses for policy beneficiaries has expired. The Department of Construction of Quang Nam province has developed a new plan to propose the People's Council and the Provincial People's Committee to report to the Central Government to continue to have housing support policies for policy beneficiaries. Quang Nam has also estimated the total funding for housing support for policy beneficiaries in the whole province at present to be more than 335 billion VND, of which 85% is from the provincial budget and the rest is from the district budget. This is the responsibility of leaders and authorities at all levels in implementing the morality of "When drinking water, remember its source" and "Repaying gratitude" in the revolutionary land of Quang Nam.

Continue to direct and implement the approved support for housing construction for NCC families with the revolution; widely announce on mass media and to each qualified NCC household that has not yet built or renovated a house to know the time to register for support according to regulations.

Localities continue to review families of revolutionary contributors facing housing difficulties, ensure the right subjects, requirements and arrange priority order of support; develop a specific Project to support families with revolutionary contributions facing housing difficulties, including a plan to mobilize social resources to ensure funding for implementation; effectively integrate housing programs; ensure publicity and transparency when implementing the Project; strengthen inspection, examination and supervision during the support implementation process; promptly resolve reasonable proposals and recommendations of families of revolutionary contributors.


Develop and complete a housing support project for meritorious people in each locality, clearly stating the implementation plan, specifying resources, and plans to mobilize social resources from the people. At the same time, it is necessary to review and harmoniously integrate the housing programs currently being implemented in the area, avoiding dispersion and waste.

Agencies, departments, and localities at all levels must ensure publicity, transparency, and prevent loss in the process of developing housing for people with meritorious services and other social housing programs.

Local authorities at all levels have developed policies and mechanisms to implement the Program to support the construction of houses for meritorious people, poor veterans, and poor households with housing difficulties in Dong Giang province from socialized funds. This is an activity of profound humanitarian significance, demonstrating the practical concern of the Party, government, and the whole society for policy families, poor veterans, and poor households, especially poor households in border communes with housing difficulties in Dong Giang district.

Dong Giang is a district that still faces many difficulties. Hopefully, all levels, sectors, and business communities nationwide will continue to join hands with Dong Giang to support the construction of houses for meritorious people and the poor, creating livelihoods for people to escape poverty sustainably, contributing to the goal of rising out of poverty, developing the economy, and sustainable social security. 3.1.2. Effectively implement Resolution No. 46/NQ-CP on implementing housing support policies for people with revolutionary contributions

Continue to implement the housing support policy for NCC with the revolution according to the provisions of Resolution No. 63/NQ-CP dated July 25, 2017 of the Government until December 31, 2019; the extension of the disbursement period of capital arranged in 2018 to implement the housing support policy for NCC with the revolution is carried out according to the provisions of the Law on Public Investment and Decree No. 120/2018/ND-CP dated September 13, 2018 of the Government.

For households whose names are in the Project that have been examined by the Ministry of Labor, War Invalids and Social Affairs as of May 31, 2017, have advanced funds to build houses, but have not reported to the People's Committee at the commune level for inspection, list making and payment according to regulations, the locality must review and compare the subjects, the construction and repair of new houses, if they meet the regulations of Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister on supporting people with revolutionary contributions in housing, they will be supported.

For households whose names are in the Project that have been examined by the Ministry of Labor, War Invalids and Social Affairs as of May 31, 2017, have advanced funds to build houses but have moved elsewhere, households that have completed the construction of houses or are in the process of construction but have sold these houses to others, support will not be provided.

For households whose names are in the Project that have been examined by the Ministry of Labor, War Invalids and Social Affairs as of May 31, 2017, but have been supported by organizations and individuals to build and repair houses, if the houses are currently damaged and meet the regulations in Clause 2, Article 2 of Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister on supporting NCC with the housing revolution, they will continue to receive support.

For localities with surplus funds allocated by the central budget to support NCC in housing for phase 2, the People's Committees of provinces and centrally run cities shall direct specialized agencies to refund the central budget according to the provisions of the State Budget Law and implementing guidelines.

The program to support the construction of houses for poor veterans, poor households with housing difficulties in the district is determined to use the state budget allocated and the budget from social mobilization and capital mobilization from agencies, organizations, businesses, and residential communities in the province. The level of support in cash is 60 million VND/household, along with public contributions.

3.1.3. Implementation of housing support levels for people with revolutionary contributions, period 2019-2021

Applicable objects

Is a household with revolutionary activists recognized by a competent authority, including revolutionary activists before January 1, 1945; Revolutionary activists from January 1, 1945 to the August 1945 uprising; Martyrs' relatives; Vietnamese heroic mothers; Heroes of the People's Armed Forces; Labor heroes during the resistance war; War invalids and people enjoying policies like war invalids; Sick soldiers; Resistance activists infected with toxic chemicals; Revolutionary activists and resistance activists imprisoned or exiled by the enemy; Resistance activists to liberate the nation, protect the Fatherland and perform international duties; People with meritorious services to the revolution.

Currently living and having registered permanent residence before the effective date of this Resolution at a house that has one of the following conditions: The house is severely damaged and must be demolished and a new house must be rebuilt at the current location; The house is damaged and dilapidated and needs to have the frame, walls repaired and the roof replaced.

Housing construction must be carried out on the residential area where the meritorious person is living. In case of force majeure, construction cannot be carried out on this area, the meritorious person is allowed to build on the legal residential land area in the locality where the permanent residence is registered. Force majeure cases are specifically regulated as follows: Housing in areas at risk of landslides but not yet supported by housing relocation and resettlement support programs;


The beneficiaries are the elderly and disabled who need to live near their relatives to be cared for and supported.

Cases of NCC with the revolution ensuring the provisions of this Resolution have been listed by districts, towns and cities for implementation according to Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister but are not on the list reviewed by the Ministry of Labor, War Invalids and Social Affairs in October 2016 and have not been approved by the Central Government for supplementation, have self-funded to implement housing improvement. The Provincial People's Committee is assigned to specify in detail the components of the dossier and implementation process for these cases.

Cases of NCC with revolution ensuring the provisions of this Resolution and approved for implementation under Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister but have not yet implemented housing improvement in the period 2013-2019.

Households that have received support from organizations and individuals to build or repair houses (except for the cases specified in Clause 7 of this Article), at the time of housing support, must meet the provisions in Clauses 1, 2, 3, 4, and 5 of this Article.

Cases that have been supported under other programs are not supported under the provisions of this Resolution:

a) Households eligible for housing support under Decision No. 1776/QD-TTg dated November 21, 2012 of the Prime Minister on approving the Population Distribution Program for areas: Natural disasters, special difficulties, border areas, islands, spontaneous migration, special-use forests for the period 2013 - 2015 and orientation to 2020.

b) Households eligible for housing support under Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister supporting people with revolutionary contributions in housing.

c) Households eligible for housing support under Decision No. 716/QD-TTg dated June 14, 2012 of the Prime Minister on piloting solutions to support poor households to improve housing safety conditions and respond to floods in the North Central region and Central Coast.

d) Households eligible for housing support under Decision No. 48/2014/QD-TTg dated August 28, 2014 of the Prime Minister on Policy to support poor households in building houses to prevent storms and floods in the Central region.

e) Households eligible for housing support under Decision No. 33/2015/QD-TTg dated August 10, 2015 of the Prime Minister on housing support policy for poor households according to poverty standards for the period 2011 - 2015.

Number of supported housing

It is expected that the support will be implemented in 3 years 2019 - 2021 with a total estimated number of temporary houses of 12,734 houses (new construction: 3,950 houses, repair: 8,784 houses).

To be implemented in 2019-2020 with a number of 10,869 houses. Priority will be given to cases where houses have been built due to extreme deterioration, cases on the list of those eligible for support under Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister but have not been implemented in time according to the Government's regulations and subjects who are currently eligible and have urgent housing needs; the remaining cases will be completed in 2021.

Support policy

Support 40 million VND/household for cases where houses are severely damaged and must be demolished and a new house rebuilt in the current location.

Support 20 million VND/household for damaged, dilapidated houses that need to repair the frame, walls and replace the roof.

Cost and funding sources

Total implementation cost: Estimated at about 335 billion VND, of which the provincial budget is about 286 billion VND, and the district budget is about 49 billion VND.


Implementation capital: Provincial budget capital and district budget capital support at the following ratio:

a) For the plain areas: The provincial budget supports 90%, the district budget supports 10% according to the prescribed level (districts: Dai Loc, Duy Xuyen, Que Son, Thang Binh, Phu Ninh). The provincial budget supports 70%, the district budget supports 30% according to the prescribed level (districts, towns, cities: Tam Ky, Hoi An, Dien Ban, Nui Thanh).

b) For mountainous areas: Provincial budget supports 95%, district budget supports 5% according to regulations (districts: Hiep Duc, Nong Son, Tien Phuoc, Phuoc Son, Bac Tra My, Nam Tra My, Nam Giang, Dong Giang, Tay Giang).

c) In case localities do not have additional revenue sources or exceed provincial budget revenue, they must promptly supplement the balance so that localities can complete housing support for meritorious people on schedule.

d) In addition to the support level from the provincial budget and district budget at the above rate, the district budget can allocate additional support funds and mobilize other capital sources from the Fatherland Front and mass organizations, families, clans and communities.

Management costs for implementing housing support policies for people with revolutionary contributions according to this Resolution are at a maximum of 0.5% of the total budget support, including:

District-level budgets allocate a maximum management budget of 0.45%. Provincial-level budgets allocate a maximum management budget of 0.05%. [24]
