3.2.6. Inspect, examine and strictly handle violations; summarize and review the implementation of cultural development policies in Tuy Duc district, Dak Nong province.
President Ho Chi Minh once said: “Correct policy is the source of victory. However, from the source to real victory, there must be organization and struggle. When there is a correct policy, the success or failure of that policy depends on the way the work is organized, the selection of cadres and the inspection. If these three things are sloppy, then no matter how correct the policy is, it will be useless”. According to him: “It can be said that nine-tenths of the shortcomings in our work are due to lack of inspection. If the inspection is organized carefully, our work will definitely progress tenfold, a hundredfold”.

In cultural activities, it is necessary to do a good job of inspection and examination; summarize and evaluate the achieved results, draw out the shortcomings and limitations to ensure effective cultural activities in the next stage, and avoid chasing after achievements in implementation.
Evaluation and inspection activities are not only the activities of state management agencies but also need to encourage the participation of all people and social organizations. Localities must develop and seriously implement a mechanism for public and transparent information. This is a resolute requirement to ensure the proactive participation of people in the implementation plan.

Implementing the reporting regime is one of the essential elements of the state management process on poverty reduction for ethnic minorities, through which state management agencies analyze, evaluate, make decisions, and direct the implementation of tasks.
In addition, pay attention to conducting preliminary and final reviews: monthly and quarterly meetings on poverty reduction should be held, 6-month preliminary conferences should be held, and annual summaries and assessments of program implementation should be organized, with specific evaluation content.
What has been done, what has not been done, propose measures for the coming time, discuss and draw experience for the next direction.
3.3. Recommendations for Central and local levels
3.3.1. For the Central
- Have a long-term Project and Strategy to guide the preservation, promotion and enrichment of cultural heritage of ethnic groups in the Central Highlands in general, in Tuy Duc district, Dak Nong province in particular, so that provinces in the region and Dak Nong province can develop implementation plans suitable to the practical situation of each locality.
- There are policies to support and subsidize monthly or quarterly for "People's Artists" and "Excellent Artists" to encourage artisans to contribute more to the work of preserving and promoting the value of gongs in the coming years.
3.3.2. For local
- Propose the Provincial People's Council to issue a Resolution on preserving and promoting gong culture of Dak Nong province, period 2021-2025.
- Develop and issue a Resolution on mechanisms and policies to support, encourage and motivate artisans to continue to contribute, preserve, conserve, promote and enrich the national cultural heritage and Central Highlands gongs in the province.
- Gradually prevent and push back the degradation of social ethics, gradually reduce criminal offenses and social evils. Continue to build a cultural environment, promote the movement "All people unite to build a cultural life" associated with the movement to build new rural areas.
- There should be reasonable decisions in implementing the criteria for building cultural families, cultural villages and hamlets so that the movement can truly bring material and spiritual benefits to the people, create high consensus in society, bring stability, a friendly living environment, reduce social evils, preserve and promote cultural values and ethical traditions. In the immediate future, mobilize the strength of the political system and all social resources to focus on two areas: solidarity in building ideology, ethics, lifestyle and solidarity in building a rich and healthy culture.
- Continue to promote information and propaganda work, bring culture to the grassroots to mobilize the entire population to build a new cultural life. Strengthen state management of cultural activities. Promote the restoration, embellishment, preservation and promotion of the value of historical and cultural relics, at the same time exploit and promote effectively to serve the task of traditional education as well as research and study tours and effectively link with tourism. Promote socialization and mobilize capital sources to build cultural institutions, synchronously upgrade the system of cultural institutions, especially at the grassroots level; effectively exploit all existing facilities to contribute to supporting the development of the industry.
- Use information technology to digitize data, scientific records, and create a systematic catalog for all identified historical and cultural relics and facilities with signs of relics in the district. Improve the quality of district and commune radio programs; focus on providing information to guide the implementation of legal policies and promote socio-economic development, especially in agriculture and rural areas; participate in the fight against social evils, encourage production emulation movements, and build a cultural family lifestyle.
Chapter 3 Summary
From the current implementation of cultural development policies in Tuy Duc district, Dak Nong province and the requirements of effective implementation of policies in the new period, it is necessary to have guiding viewpoints, directions and creative and specific solutions to create strong changes in the implementation of cultural development policies: Must originate from the viewpoints and guidelines of the Party, policies and laws of the State in each period; Must originate from practical requirements, in order to meet the current process of industrialization, modernization and building of cultural life; Must pay attention to synchronization and comprehensiveness, at the same time must have focus and key points; Must be closely linked to the organization and operation of local authorities.
From that perspective, the author proposes solutions: Strengthening the leadership of the Party, the management of the State in implementing cultural development policies and the participation of the entire political system in implementing cultural development policies;
Develop and implement plans to implement cultural development policies in accordance with local conditions; Organize training, fostering, and coaching on management skills and professional expertise in implementing cultural policies; Inspect, examine, and strictly handle violations; summarize and review the implementation of cultural development policies in Tuy Duc district, Dak Nong province; Increase support from the state budget and mobilize financial resources and facilities from socialized resources for cultural development.
Based on the characteristics, situation and reality of implementing cultural development policies in Tuy Duc district, Dak Nong province, the author of the thesis initially proposes a number of solutions to improve the work in Tuy Duc district in particular, to meet current requirements and tasks.
CONCLUDE
President Ho Chi Minh once gave a fairly complete definition of culture: “For the sake of survival as well as the purpose of life, humans created and invented languages, writing, ethics, laws, science, religion, literature, art, daily living tools for clothing, food, housing and methods of use. All of those creations and inventions are culture. Culture is the synthesis of all living methods and their manifestations that humans have produced to adapt to the needs of life and the demands of existence”[13, p.16].
From the important role of culture, our Party and State have proposed many policies for cultural development. Initially, some important results have been achieved.
In the recent past, there have been many efforts in developing programs and plans to implement cultural development policies suitable for the locality. The rate of cultural households, cultural villages and hamlets, agencies and units meeting cultural standards has increased annually. The infrastructure of the cultural and sports institutions from the district to the hamlet and hamlet has been invested in and built, and basic cultural equipment and institutions operate effectively, meeting the requirements of serving the cultural and spiritual needs of the people.
However, in the implementation process at the local level, there are still many shortcomings and urgent issues. The concretization of the Party's policies is still slow, lacking in specificity, and not close to practical conditions. The situation of religious and belief activities in Dak Nong province in general and Tuy Duc district in particular still has many complicated developments, with potential factors that can cause instability. The system of mechanisms and policies, although a large number of documents have been issued, is not consistent, and there are no specific instructions for implementation that are suitable for the lives of ethnic minorities. The resources for implementation are not strong enough. The arrangement of cultural staff is not appropriate. Inspection work has not been focused on, and the work of preliminary and final evaluation has not been carried out.
Given the above situation, the author has proposed a number of solutions, including some important ones such as: Strengthening the leadership of the Party, the management of the State in implementing cultural development policies and the participation of the entire political system in implementing cultural development policies; Building and implementing plans to implement cultural development policies in accordance with local conditions; Organizing training, fostering and coaching on management skills and professional expertise in implementing cultural policies; Inspecting, examining and strictly handling violations; summarizing the implementation of cultural development policies in Tuy Duc district, Dak Nong province; Increasing support from the state budget and mobilizing financial resources and facilities from socializing resources for cultural development. The above solutions are based on local realities, ensuring implementation conditions. Therefore, the research and synchronous implementation of the group of solutions presented in Chapter 3 will ensure effective implementation of cultural development policies in Tuy Duc district, Dak Nong province.
