Planning and Implementing the Investment Plan for Exploiting Khmer Cultural Tourism in Tra Vinh in Specific Phases with the Participation of Society and Government


Currently, scientists have only introduced concepts and definitions of “cultural tourism” and “green tourism”, which shows that these two types of tourism are currently being exploited and put into business separately. However, with the proposal of the brand “Tra Vinh Tourism – Green Cultural Tourism”, the author temporarily introduces the concept of green cultural tourism as follows: Green cultural tourism is a type of tourism based on nature and culture, with educational, economic and community health significance. In addition, green cultural tourism helps reduce the pressure on exploiting natural and cultural resources when resource elements are put into service for tourists.

3.2.3. Planning and implementing investment plans to exploit Khmer cultural tourism in Tra Vinh in specific stages with the participation of society and local authorities

Planners and tourism developers need to strictly adhere to the principles of sustainable tourism development so that Khmer cultural tourism products are always a bright spot in the Vietnamese tourism industry. Because this is a type of cultural tourism with many sensitive and difficult issues, so how to use it well, effectively and sustainably is a problem for the tourism team in Tra Vinh province and Soc Trang province.

To achieve the goal of sustainable Khmer cultural tourism development, Tra Vinh and Soc Trang need to cooperate, exchange, learn from each other's experiences, and find out the unique and different points of the Khmer community in the two localities. In order to jointly build a unique "Khmer cultural tourism" brand for each locality, support, cooperate and develop together; solidarity is always the strength for us to move from a competitive position to a position where both sides can develop together (ie a "win-win" business strategy).

During the tourism exploitation process, tourism businesses need to respect the indigenous culture and traditional characteristics of the Khmer people in order to carry out exploitation activities well, along with protecting and embellishing Khmer cultural resources. Because in principle, cultural tourism is a bridge between tourists and local communities, enhancing indigenous ethnic cultures, creating attraction to retain tourists. Avoid "cultural mixing" or "commercialization of Khmer culture", which will cause the fading and loss of the purity of a national culture.


Strengthening the creation of open policies and supporting businesses to invest in exploitation, creating momentum for investment and exploitation by domestic and foreign businesses. Through interviews, discussions and research by the author, most businesses are hesitant to invest in Tra Vinh tourism in general and Khmer cultural tourism in particular because Tra Vinh has not yet had a clear orientation for tourism investment and business, and policy support for businesses is still weak. On the other hand, the province's tourism planning and exploitation plan are still only on paper, not yet put into practice and the locality is calling for investment in a mass way. The Promotion Center and the Department of Culture, Sports and Tourism need to identify which units are capable and suitable for the project's requirements; filter and approach, thereby shortening the waiting time for investment calls. Gradually bring the good planning of the Khmer cultural tourism service system and products into the local tourism reality.

Ensure fairness and transparency in finance and benefit sharing of tourism business investment units, especially the interests of cultural entities, thereby creating trust for units participating in tourism activities. Stimulate individuals and organizations to participate in the tourism service supply chain.

For State management agencies on tourism

Issue preferential policies for businesses investing in cultural tourism activities of ethnic minorities in Vietnam. The Ministry of Culture, Sports and Tourism cooperates with tourism management agencies of countries with developed tourism to exchange, communicate, cooperate and train tourism workers in our country.

Implementing a stable mechanism in the tourism policy system helps investors and individuals/organizations operating in tourism feel secure in operating and contributing to the Vietnamese tourism industry.

Establish an agency to protect the legitimate rights and interests of individuals/organizations operating in tourism, especially ethnic cultural tourism and community tourism.

Enterprises that have invested need to be smart, flexible and grasp the opportunity to promote, invest, build relationships and link up with businesses. In addition, enterprises need to be patient with their choices, because although the type of tourism to learn about Khmer culture has its own appeal, it is also quite picky about visitors.

Invest in building specific tourism products in the direction of specialized tours and small service packages to create favorable conditions for tourists when coming to Tra Vinh, stimulating the demand for Khmer cultural tourism of each tourist.

Strengthen relationships and links with tourism businesses outside the province: Soc Trang, Ben Tre, Can Tho, Ho Chi Minh City to receive guests and learn business experience.

3.3. Conclusion and Future Research Directions

With the effort in researching the topic in an applied direction, the author has made personal assessments of the tourism potential of the Khmer cultural resources in the South of Tra Vinh based on a set of criteria compiled from the opinions of experts. From there, it shows that Tra Vinh tourism can be fully exploited according to the Khmer cultural orientation that the province has determined. However, in order for Tra Vinh to achieve the goal of making Khmer cultural tourism its strength, the locality also needs to recognize the strengths, limitations, opportunities and challenges of this orientation.

Khmer cultural tourism has been and is being fueled by the fire of profession and love for the homeland of Tra Vinh people through their work, orientations, planning or small actions to share and promote the image of tourism.


Tra Vinh tourism for friends to know. From the author's personal suggestions and solutions, hopefully this is also a way for the research topic, Khmer cultural tourism activities to be put into practical application in Tra Vinh.

Although the research topic was conducted by the author in the direction of potential applied research, it has not been piloted yet. Therefore, there are still shortcomings in evaluating customer satisfaction with the quality of Khmer cultural tours in Tra Vinh, which makes the topic not really complete as the author originally intended. Therefore, this shortcoming will be the author's next research direction in the future with topics that delve deeper into bringing each resource and Khmer cultural tourism spot into the reality of tourism in Tra Vinh.


CONCLUDE

After the research process, the author realized that the topic "Research on the potential of Southern Khmer culture in Tra Vinh" is a new topic and more applicable than previous research topics. The topic focuses on assessing the potential and practical actions to bring Southern Khmer culture into tourism activities of Tra Vinh province, while other topics focus on studying an overview or an element of Khmer culture and the issue of preserving Khmer culture in the authors' place of residence.

The project was carried out using three main methods: field investigation at locations with Khmer cultural resources in Tra Vinh; reference and synthesis of documents on evaluation criteria and decisive factors for bringing Khmer cultural tourism into tourism exploitation in Tra Vinh. Especially and most importantly, the method of consulting experts on specific factors and actions to make Khmer cultural tourism a brand of Tra Vinh tourism in the direction of "socialization".

The author's research results reached over 80% of the original orientation, because experts have not yet been invited to come and experience the Khmer cultural tour in Tra Vinh. Due to financial conditions, the religious and ethnic nature of Khmer cultural tourism and the author's personal investment appeal. Therefore, piloting, evaluating tourists' satisfaction with the "Tra Vinh - green cultural tourism" experiential tour and implementing activities to promote Tra Vinh province's tourism products will be the author's next research direction in the near future.
