CHAPTER 1 SUMMARY


In Chapter 1, based on accessing legal documents and research from a specialized perspective, the author has outlined the basic theoretical issues of civil servants and the work capacity of civil servants at the Quang Binh Branch of the State Bank of Vietnam; raised some criteria for assessing the work capacity of civil servants working at the Quang Binh Branch of the State Bank of Vietnam, pointing out the objective necessity of improving the work capacity of civil servants at the Quang Binh Branch of the State Bank of Vietnam in the current period.

CURRENT STATUS OF STAFF CAPACITY AT QUANG BINH DEVELOPMENT BANK BRANCH

2.1. Quang Binh Development Bank Branch

2.1.1. History of formation and development of NHPT Quang Binh Branch.

NHPT Quang Binh Branch is a unit under the Vietnam Development Bank, established under Decision No. 01/QD-TGĐ dated May 19, 2006 of the General Director of the Vietnam Development Bank.

In 2000, according to the Government's goal of separating the task of managing capital allocation for basic construction investment and state credit. The task of managing capital allocation for investment was transferred to the State Treasury system for management and the task of managing capital for development investment of the State was transferred to the Development Support Fund for reception.

The Development Support Fund was established on July 8, 1999 on the basis of the apparatus and human resources from the General Department of Development Investment. The Quang Binh Development Support Fund Branch is a unit under the Development Support Fund, established on January 1, 2000, on the basis of the apparatus and human resources from the Quang Binh Department of Development Investment, implementing the TDĐT policy, supporting key industries and projects, promoting economic development, export growth... in Quang Binh province.

From July 1, 2006, NHPT Quang Binh Branch was established and officially put into operation under Decision No. 03/QD-NHPT on the basis of rearranging and inheriting all obligations and rights of Quang Binh Development Support Fund Branch and is a unit under the Vietnam Development Bank to carry out new tasks at a new height of the period of regional and world economic integration. NHPT Quang Binh Branch is a member


in the system of Vietnam Development Bank, was established on the basis of receiving the management apparatus and human resources from the Quang Binh Development Support Fund Branch and continuing to implement the State's investment and export policies in Quang Binh province from 2006 to present.

2.1.2. Organization and structure of NHPT Quang Binh Branch

Currently, the organizational structure of the NHPT Quang Binh Branch includes the Board of Directors and 5 functional departments approved by the General Director in Decision No. 32/QD-NHPT dated January 23, 2013 on approving the organizational structure of the NHPT Quang Binh Branch.

The total number of current branch staff is 51 people, arranged as follows: Board of Directors: 3 people

Professional departments: Inspection Department: 5 people, General Department: 9 people, Credit Department: 13 people, Finance and Accounting Department: 12 people, Administration - Human Resources Management Department: 15 people (including 2 security guards and 1 janitor)

About quality:

- Professional qualifications: Master's degree: 8 people, University degree: 42 people, Intermediate degree: 1 person (driver)

- Political theory level: Advanced, bachelor of politics: 5 people, Intermediate politics: 10 people.

With the above quantity and quality of staff, the staff of NHPT Quang Binh Branch basically meet the requirements of the current job.

- The Branch is headed by the Director, who is authorized by the General Director to represent the Branch before the law and is responsible to the General Director for all activities of the Branch.

- After the Branch Director are the Deputy Branch Directors, who assist the Director in managing one or several areas of the Branch's operations as assigned by the Director and are responsible to the Director and before the law for the performance of assigned tasks.

- NHPT Quang Binh Branch currently has 5 functional departments, specifically as follows:

+ Credit Department: Has the function of advising the Branch Director to organize the implementation of tasks on credit work for investment and development (including: lending for development investment and export investment; post-investment support; credit guarantee), credit work


Short-term use of export support, management of re-lending of ODA trust capital.

+ General Department: Has the function of advising the Branch Director to organize the implementation of tasks related to capital mobilization, planning, presiding over appraisal and synthesis work.

+ Inspection Department: Has the function of directly participating in inspection before, during and after disbursement and completion of projects put into operation according to State regulations and professional procedures approved by the General Director of the NHPT.

+ Finance and Accounting Department: Has the function of advising the Branch Director in organizing the implementation of tasks related to payment with units, accounting, financial management, assets, and basic construction investment of the Branch.

+ Administration - Human Resources Management Department: has the function of advising the Branch Director to organize and carry out tasks related to organization, personnel, labor and salary, training, emulation and rewards, administration, and document and archive work.

2.1.3. Functions and tasks of NHPT Quang Binh Branch

- Mobilize and receive capital from domestic and foreign organizations to carry out development investment and export investment of the State according to Government regulations.

- Implement the State's development investment policy in Quang Binh province, including: development investment loans, post-investment support and investment investment guarantees.

- Implement the State's export credit policy in Quang Binh province, including: export loans, export credit guarantees, bid guarantees and export contract performance guarantees.

- Accepting the entrustment to manage ODA capital re-lent by the Government; accepting the entrustment, granting loans and debt recovery from domestic and foreign organizations through the Entrustment Contract.


- Entrust financial and credit institutions to carry out credit operations of the State Bank.

- Provide payment services to customers, participate in domestic and international payment systems.

- Carry out international cooperation tasks in the field of development and export of physical training.

2.1.4. Some operating results of NHPT Quang Binh Branch in 5 years (2012-2016)

Performing the task of managing the State's investment and export in Quang Binh province, the Quang Binh Development Bank Branch has appraised loans for medium and long-term projects, short-term export loans, supported post-investment interest rates, allocated entrusted capital and mobilized capital. 2.2.1. About level

In recent years, thanks to the policy of socializing education, many types of training have been opened, the number of candidates for high-level civil servants has increased; the work of training and improving the qualifications of civil servants has received more attention from leaders than before, civil servants themselves are also aware of the need to study to improve their professional qualifications to meet the increasingly high requirements of the work process, so in recent times, many officers and employees at the Quang Binh Branch of NHPT have completed many training programs to continuously supplement knowledge and improve qualifications to meet the requirements of work in the new context.
