In short , although in recent years, the implementation of the policy of human resource development in the Foreign Affairs sector has changed, it is still not enough to keep up with the times. The staff at all levels has grown and developed in many aspects, and the quality has been gradually improved to meet the requirements of the period of promoting industrialization, modernization of the country and comprehensive international integration.

Chapter 3 presents the current status of implementing the policy of developing human resources for the Diplomatic sector in our country according to the 5 steps of policy implementation and some results achieved from the policy implementation process. At the same time, the author discusses the causes of limitations, including direct causes in the policy implementation process and hidden causes in the entire policy cycle, mostly related to the implementation coordination process and some policy externalities arising beyond the initial anticipated goals.

4.1. Forecast of the context until 2030 and requirements for implementing human resource development policies in the Diplomatic sector

4.1.1. Context to 2030 and advantages and disadvantages
4.1.1.1. Situation forecast
In the coming time, the world situation will continue to have rapid and complex changes, increasing cooperation and intertwined strategic competition, deeply affecting the security and development environment of each country. Diplomacy plays an increasingly important role in helping countries strengthen the gathering of forces, exploit all external resources to enhance their strength and position in the regional and international situation.
Under the impact of major trends such as globalization, the 4th Industrial Revolution, or under the influence of non-traditional security issues, terrorism, climate change, natural disasters and epidemics, etc., the subjects, methods and fields of traditional interaction between countries in the world will continue to change, becoming objective requirements, and requiring self-updating and adjusting of diplomacy in most countries. Instead of being only associated with politics, conducted through direct meetings as before, diplomacy has now spread to almost all areas of social life, from economics, culture to sports, health, etc.; combining delegation exchanges, direct meetings and bilateral and multilateral online meetings. To best ensure national interests, world diplomacy in general will continue to rapidly transform towards a more modern and comprehensive direction on the basis of maximum application of digital technology, improving the quality of human resources and infrastructure, along with perfecting organizational culture and promoting the pioneering role, coordinating and unifying our country's foreign affairs activities.
In Vietnam, after more than 3 decades of implementing the Doi Moi process, especially after 10 years of implementing the Socio-Economic Development Strategy 2010-2020, the country has become stronger and more powerful than before with stable socio-politics, the scale and potential of the economy have made new progress. However, we are also continuing to face many challenges and difficulties from the domestic and international environment such as issues related to protecting territorial border sovereignty, water security, controlling the Covid-19 epidemic, restoring the domestic economy... Aiming at the goal of developing the country in the direction of socialism, domestically, our Party has always paid attention to building and rectifying the Party and the political system to be clean and strong; promoting industrialization and modernization; prioritizing the synchronous completion of development institutions, innovating national governance in the direction of modernization; developing human resources, especially high-quality human resources; Building a synchronous and modern infrastructure system in both economic and social aspects.
4.1.1.2. Opportunities and challenges
The international and domestic situation as forecasted above has posed some opportunities and challenges for the construction and development of the Diplomatic sector in general and the implementation of the Diplomatic Sector's human resource development policy in particular, notably:
The increasing demands for foreign affairs and the country's increasingly deep international integration require the Diplomatic sector to constantly grow to keep up with the requirements of the new situation, thereby forming a driving force for cooperation in building and developing the sector. From the end of the 20th century to the present, the trend of peaceful cooperation between countries in the world has been maintained, the free circulation of goods, investment capital and human resources will create intertwined interdependent relationships, break down political and social barriers and deepen understanding between countries and interest groups [67, p. 34]. The world is currently being shaped by a strong digital economic platform and breakthrough inventions of science and technology. The Asia-Pacific region continues to develop dynamically, becoming the economic center of the world.
In the ASEAN region, our country continues to play a leading role and is an important factor promoting regional cooperation.
In our country, after more than 3 decades of renovation, the country has achieved many remarkable achievements, the most important of which are political stability, rapid economic development, and increasingly enhanced international position. In the region, with nearly 100 million people, leading growth rate and open economic policy, our country has become an important economic partner. New position and strength are the most basic advantages for Vietnam today. The advantages for developing human resources in the diplomatic sector include: The support of the Party and State leaders and the political determination of the leaders of the Ministry of Foreign Affairs and the diplomatic sector; the unanimous support in the political system on the importance of foreign affairs activities and the role of human resources in the diplomatic sector in national development. In addition, it is necessary to mention the advantages of a team of increasingly young, dynamic, well-trained, well-practiced and skilled cadres with higher ability to meet integration requirements. The overall development of the Industry comes from the resonance of individual development values with the development of administrative agencies directly advising the Minister, the domestic public service units and the network of Vietnamese representative agencies abroad. In the use of human resources, the Ministry of Foreign Affairs has applied solutions to modernize the administrative system, actively put forward initiatives, proposals and applied information technology in all aspects of the Ministry's work; promptly deployed an information system to serve meetings and handle Government work (e-Cabinet); continued to digitize the monitoring and reminder work through the electronic statistical system on the implementation of tasks of units in the Ministry.
Regarding difficulties, the volatile international context, the Covid-19 pandemic causing many common consequences for the world and Vietnam, along with the internal difficulties of the Industry have become factors hindering the continuous and substantive policy implementation process, towards achieving policy goals.
The policy implementation process takes place over a very long period of time, with the participation of many different subjects, and in an unpredictable changing environment. Therefore, the major difficulties and challenges for the subject responsible for policy implementation are to ensure that the policy implementation process is carried out continuously, substantially, and towards achieving policy goals. Although the policies and state institutional system on the contingent of civil servants and public employees in the Foreign Affairs sector are gradually being perfected, there are still many limitations, shortcomings or inadequacies in implementation and organization. Legal documents guiding the management of civil servants and public employees in the Foreign Affairs sector are still slow to be issued, many regulations are overlapping, lacking synchronization and consistency between some documents in the specific conditions of the Ministry of Foreign Affairs in particular and the foreign affairs sector in general... In order to achieve the development goals of the sector and contribute to building a stable, internally strong, and sustainably developing economy, politics, and society in our country in the coming time, the development of the contingent of civil servants and public employees in the Foreign Affairs sector is facing many challenges.
4.1.2. New requirements in policy implementation
From the forecast of the context to 2030 with opportunities and challenges, our State has identified new requirements in the strategy for building and developing the Diplomatic sector to 2030 in general, and new requirements for implementing the policy of developing human resources in the Diplomatic sector in particular.
Resolution No. 26-NQ/TW dated May 19, 2018 of the 7th Central Conference, 12th tenure on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige to match the assigned tasks; the goal by 2025 is to build a contingent of cadres at all levels that meet the standards of job titles, job positions and competency frameworks according to regulations and structures, rearrange the contingent of cadres at all levels and sectors according to job positions and competency frameworks; ensure the right people, the right jobs, reduce the number, improve the quality, and make the structure reasonable; build
Synchronously and comprehensively build cadres at all levels; focus on improving the political capacity, professionalism, and spirit of serving the people of cadres, civil servants, and public employees. Directive No. 25-CT/TW dated August 8, 2018 of the Secretariat on promoting and raising the level of multilateral diplomacy by 2030 has set out the task of building a team of cadres doing multilateral diplomacy work to meet the requirements of the task. The Directive emphasizes the focus on promoting training and improving the capacity of cadres and experts doing multilateral diplomacy work in a professional manner, with strong political capacity, professional qualifications, and multilateral working skills in the digital age and globalization.
In view of the above general objectives of human resource development, the thesis synthesizes and selects 3 basic requirements to summarize the need to strengthen the implementation of the human resource development policy of the Diplomatic sector as follows: (i) promote ideological work, foster political capacity for human resources and raise awareness of the importance of multilateral diplomacy, (ii) expand the content and raise the level of initiatives associated with Vietnam's foreign policy priorities, (iii) prepare conditions in terms of quantity and quality of human resources to prepare human resources of the Diplomatic sector to run for positions, prioritizing management and operation positions of multilateral mechanisms/organizations in the region and internationally.
Firstly, promoting ideological work and raising awareness of the importance of multilateral diplomacy as a strategic orientation in Vietnam's socio-economic development and deep international integration. To meet this requirement, it is necessary to organize propaganda and dissemination widely among cadres, party members, and people of all walks of life, creating high consensus in the whole society on raising the level of multilateral diplomacy, what needs to be done to implement multilateral diplomacy synchronously in all fields and levels, following the mindset of proactively contributing, actively building and participating in shaping multilateral cooperation mechanisms; Proactively and effectively improving the quality of foreign information and propaganda work before, during and after multilateral foreign affairs activities. The
Specific measures include: (i) Strengthening the leadership of the Party and the management of the State in the process of promoting and improving the effectiveness of multilateral diplomacy: Promoting administrative reform, improving the efficiency and effectiveness of the State apparatus; continuing to innovate the organization and multilateral diplomacy activities of the Party, the National Assembly, unions and social organizations to meet new requirements. Enhancing the role of the National Steering Committee on International Integration in directing and implementing multilateral activities; perfecting and improving the effectiveness of inter-sectoral coordination mechanisms and methods on multilateral diplomacy. (ii) Review, supplement and improve the legal system and institutions in accordance with international laws, common standards and international commitments that Vietnam participates in: Promote information, widely disseminate implementation measures, improve the effectiveness of law enforcement, international commitments and international sanctions to protect the legitimate interests of the country, localities, businesses and people. Promote the process of harmonizing Vietnam's standards, technical regulations and norms with the region and the world, enhance competitiveness and international integration capacity. (iii) Proactively deploy measures to take advantage of opportunities and effectively respond to challenges when Vietnam participates deeply in multilateral activities: Seriously implement Resolution 06-NQ/TW of the 4th Conference of the 12th Party Central Committee on effectively implementing the international economic integration process, maintaining political and social stability in the context of Vietnam's participation in new-generation free trade agreements, and the Overall Strategy for International Integration to 2020, with a vision to 2030; develop a plan and fully implement the Master Plan for ASEAN Community Building 2025; Strengthen national defense, security, political and social stability, protect and promote national cultural values, promptly handle the economic, social and environmental consequences of the process of participating in multilateral activities.
(iv) Promote the participation and substantial contributions of localities, businesses and people of all walks of life in the process of policy making and implementation.
Implement multilateral cooperation: Strengthen close coordination between localities and central agencies in developing and implementing cooperation projects and programs; improve the capacity of localities and enterprises, promote public-private partnerships in the process of implementing regional and international commitments, criteria and standards; Create conditions for social organizations and civil society to participate more deeply and contribute to multilateral foreign affairs activities; Enhance the role and participation of localities, especially class I cities, in disseminating and raising awareness of multilateral foreign affairs to each department, enterprise and people; Increase information provision, consultation with enterprises and business associations on multilateral cooperation frameworks and new-generation multilateral trade agreements; Increase socialization of resources to participate in multilateral activities.
Second , expand the content and raise the level of initiatives associated with Vietnam's foreign policy priorities. Multilateral foreign affairs activities in the coming time will not only be limited to the framework of international cooperation to solve Vietnam's problems, but also must proactively reach out to the international community to solve regional and world issues. In particular: (i) Focus on promoting the content of sustainable development and responding to global challenges in multilateral activities, on the one hand practically serving the country's socio-economic development strategy, on the other hand helping to affirm Vietnam's role as a responsible and prestigious member of the international community; (ii) Regional cooperation, narrowing the development gap, development partners, sustainable growth, poverty reduction, gender equality, water security, maritime security and safety, food security, natural disasters, epidemics, climate change, etc. are areas in which Vietnam has a need for international cooperation and is capable of contributing. These are new multilateral connotations that can create new momentum for the country's development and position, and build Vietnam's multilateral foreign relations brand.
