Along with those steps of improvement are the attention and investment in all aspects to create positive changes in the entire army towards building a cultural environment - a cultural environment in the grassroots units in the new situation. The bright, typical and advanced examples have been honored and replicated by leaders and commanders at all levels in the units. The signs of deviation have been fundamentally overcome. Therefore, the relationship between tradition and modernity in the development of military culture has been gradually realized in accordance with its regular requirements.

Second, it has promoted the role of the military cultural environment in developing the military culture of the current Vietnam People's Army.

On the basis of the orientations, policies, programs, and plans of leaders and commanders at all levels, the cultural environment and operating mechanism of the cultural institutional system at grassroots units have changed positively in recent years. These activities have great significance in raising awareness, knowledge; feelings, attitudes, motivations, beliefs, will and behaviors according to standard values, requirements of traditional - modern relationship in the development of military culture today. It is one of the important factors for realizing the content and requirements of traditional - modern relationship in the development of military culture of the Vietnam People's Army today.

The content of political and cultural education and propaganda is constantly scientific and has high persuasiveness and appeal. The content of education and propaganda has closely followed reality; has aroused the content and traditional cultural values ​​of the nation, the army, the unit, and even the traditions of each locality whose children perform military service. Units often organize for young people performing military service to participate in cultural exchanges, where they tell stories about their homeland's traditions to the whole unit, giving them a rich and vivid awareness of the tradition. On every occasion of the anniversary of the victory of the nation and the army, propaganda is widely disseminated and highly professional. All of these activities are scientific in nature, have become routines, and are important factors in the process of realizing the relationship between tradition and modernity in the development of military culture of the Vietnam People's Army in recent years.

Third, the capacity, positivity and self-awareness of soldiers are gradually promoted, creating favorable conditions for resolving the traditional - modern relationship in the development of military culture of the Vietnam People's Army today.

The traditional - modern relationship in the development of military culture is both the cause and the result of the subjects being cadres, officers, and soldiers;

In recent years, the selection of young people for military service has followed much stricter principles and requirements than in previous years. In this general trend, the classes of young people performing military service have also been raised to a fairly high level of education. Along with that, military work has been followed with much stricter criteria. In fact, the rate of completing high school has increased dramatically. Although the criterion is to graduate from high school, in reality, in previous years, it was still necessary to select a part of young people who had not finished school, especially children of ethnic minorities. In recent years, the rate of not completing high school has been fundamentally overcome.

Along with education, the cultural level of young people performing military service is also raised. They are born, grow up; study in the innovative program, knowledge of general sciences and issues of culture, tradition, and national history all have positive changes. Especially right from the time of preparing to join the army in localities with a widespread information system, propaganda and education on obligations, legal responsibilities and the spirit of following the example of their predecessors have been enthusiastic, motivating, and encouraging. Localities are all aiming to encourage their children to participate in military service. Cultural and moral public opinion in localities has a great effect in motivating and encouraging young people to happily go to perform military service.

When "integrating" culture into the military environment, they brought with them the strength of honor from their families to their localities and hometowns and operated in a new environment with superior humanitarian and military values. They inherited the achievements of previous generations who built a good cultural environment. They were educated and trained in a fundamental and comprehensive manner in all aspects of the qualities and abilities of a revolutionary soldier. For the subjects who are cadres and officers today, their educational and cultural levels have also been raised. Basically, the cadres and officers in the units are all trained in a fundamental and systematic manner. They have a good understanding of both tradition and modernity in developing military culture. The phenomena of militarism, factionalism, localism, especially the embezzlement of soldiers' standards have been basically prevented.

All of the above contents create a large, consensual, healthy and transparent area for soldiers to promote their positivity and self-awareness in carrying out the political tasks of the unit. These are the basic causes for realizing the traditional - modern relationship in the development of military culture of the Vietnam People's Army today. All of the achievements and advantages as explained in the above section originate from these causes.

3.1.2. Limitations and causes

Limit:

Firstly, some organizations and forces have not yet fully promoted their responsibilities in resolving the traditional-modern relationship in developing the military culture of the Vietnam People's Army today.

Through the results of a sociological survey on the content related to the issue of tradition in the development of military culture, 3.5% of the questions were answered by soldiers without leaking [Table 2, Appendix 3, Appendix 4]. Thus, compared


Compared with the criteria and requirements in terms of awareness, the above data shows that there are still soldiers who have not identified traditional issues related to the development of military culture. Regarding the same issue, considering each group of soldiers, for non-commissioned officers and soldiers, the rate is 3%; for officers and non-commissioned officers, the rate is 4.5% [Table 2, Appendix 3, Appendix 4]. Thus, through this data, it can be seen that between non-commissioned officers and soldiers and officers and non-commissioned officers, there are differences in awareness, but it can still be seen that soldiers still have incorrect awareness of the content of traditions related to the development of military culture today.

When surveying and evaluating the role of tradition in developing the culture of the Vietnam People's Army, the results were as follows: considering the total number of soldiers asked, in option 4, the normal role accounted for 2%; in option 5, no leakage accounted for 7.5% [Table 3, Appendix 3, Appendix 4]. Thus, considering the total number of people asked, the above data system shows that there are soldiers asked who have not yet determined the role of tradition.

Also on the same question, the survey results for officers, QNCN, option 4, normal role accounts for 6%; option 5, no leakage accounts for 4.5% [Table 3, Appendix 3]. For non-commissioned officers and soldiers, in option 4, normal role accounts for 0%; option 5, no leakage accounts for 9% [Table 3, Appendix 4]. With the grouping between soldiers and through the above data system, there are beginning to be differences, there are signs of unevenness in the assessment of the role of tradition between generations of soldiers. This result, together with the assessments in option 1 of officers, QNCN, thinking that it has a very important role, accounting for 53.5%, and of non-commissioned officers and soldiers, accounting for 35.5% of the soldiers surveyed, shows that officers, QNCN, rate the traditional role higher than non-commissioned officers and soldiers. This is a basis for affirming that officers and non-commissioned officers have a greater tendency to be traditional than non-commissioned officers and soldiers. That has a certain impact on other contents, but most focused on the relationship of unity between tradition and modernity in the development of military culture of the Vietnam People's Army.


The author surveyed the contents of the modern issue in the development of military culture of the Vietnam People's Army in terms of awareness and evaluation of the role of the subjects, and obtained the following results: in showing that the majority of soldiers have grasped the basic contents of modernity, no option has a rate of less than 50% of the soldiers asked to choose, compared to the understanding of tradition, the awareness of modernity has a higher rate. When processing information in each different subject class, the results obtained: for officers, QNCN in all options are lower than for non-commissioned officers and soldiers. Thus, although the majority of soldiers have grasped the contents of modernity, the group of non-commissioned officers and soldiers accounts for a higher percentage than officers and QNCN.

When surveying and evaluating the role of modernity in the development of military culture of the Vietnam People's Army, considering the total number of soldiers, in option 4, the role is normal 0%; in option 5, no leakage accounts for 0.5% [Table 5, Appendix 3, Appendix 4]. Thus, in the total number of soldiers asked, the above data system shows that there are still soldiers asked who do not leak about the role of modernity. The study compares the assessment between groups of soldiers, including officers, non-commissioned officers and soldiers, the results show that: for officers, non-commissioned officers think the role is normal 0%; no leakage accounts for 0.5% [Table 5, Appendix 3]. For non-commissioned officers and soldiers, the assessment is that the role is quite important 0%; the role is normal 0%; no leakage accounts for 0.5% [Table 5, Appendix 4]. With this result, there is no difference between officers, non-commissioned officers and soldiers. The only difference is that the assessment of the modern role in the development of military culture today of non-commissioned officers and soldiers is higher than that of officers and non-commissioned officers. This is a basis to affirm that non-commissioned officers and soldiers have a greater tendency to modernity than officers and non-commissioned officers.

Second, the existing military cultural environment has not yet met the requirements of resolving the traditional-modern relationship in the development of military culture of the Vietnam People's Army today.

The military cultural environment is both the result and the realistic basis for the traditional-modern relationship in the development of military culture.


The limitation of the cultural environment that ensures the realization of the traditional - modern relationship today is the unity; the systematic nature between the constituent elements is not really high.

The survey results show that: Regarding the cultural institutions in the unit , the evaluation level is not good, 20.66%; no leakage, 3.17% [Table 10, Appendix 3, Appendix 4]. If we consider each element of the cultural institutions in the unit, there are many advantages, but if we consider them as a whole and systematically, they have not created a comprehensive strength for the realization of traditional - modern relations in the development of military culture today. This result shows that this is the most prominent limitation compared to the factors of education and propaganda of traditional - modern relations in the unit, the level of poor promotion is 12.67%; no leakage, 5.33%; democratic relations in the unit : the level of poor promotion is 12.33%; no leakage, 6.33%; cultural and spiritual life in the unit: the level of poor promotion is 9.66%; No leakage: 5.5% [Table 10, Appendix 3, Appendix 4]. The survey results for officers and non-commissioned officers were: Regarding cultural institutions in the unit: the level of poor development was 20.5%; no leakage: 4%; Regarding democratic relations in the unit: the level of poor development was 12.0%; no leakage: 6.5% of respondents chose. Regarding cultural and spiritual life in the unit: the level of poor development was 11.5%; no leakage: 4.0% [Table 10, Appendix 3]. The opinions of non-commissioned officers and soldiers in this question were: Regarding cultural institutions in the unit: the level of poor development was 20.75%; no leakage: 2.75%. Regarding democratic relations in the unit: the level of poor development was 12.5%; no leakage: 6.25% of respondents chose. Regarding education and propaganda, the traditional-modern relationship in the development of military culture in the unit is normally promoted at 2.0%; the poor promotion level is 13.25%; and no leakage is 6.0%. Regarding cultural and spiritual life in the unit, the poor promotion level is 8.75%; and no leakage is 6.25% [Table 10, Appendix 4]. Thus, through the survey, it shows that the cultural institution is not yet really solid and this is a prominent limitation compared to other factors of the military cultural environment when solving the traditional-modern relationship in the development of military culture in the Vietnam People's Army today.


In addition, the survey results on the development of the infrastructure system on the total number of soldiers showed that 16.17% of the soldiers surveyed chose to have a shortage; 0.5% of those who did not have a leak chose to have a shortage [Table 10, Appendix 3, Appendix 4]. When studying each class of officers, non-commissioned officers and soldiers in this content, the results were: for officers and non-commissioned officers, 16.0% of the soldiers surveyed chose to have a shortage; 1.0% of those who did not have a leak chose to have a shortage [Table 10, Appendix 3]. As for non-commissioned officers and soldiers, 16.25% of the soldiers surveyed chose to have a shortage; 0.25% of those who did not have a leak chose to have a shortage [Table 10, Appendix 4].

Although the infrastructure system is assessed to be quite adequate, with good quality being the majority, it is not yet outstanding or outstanding. That is, a relatively large proportion of 21% still think that the quality is not good, 16.17% think that it is still lacking [Table 10, Appendix 3, Appendix 4]. This number of opinions is a minority, but it also has a certain negative impact. According to the understanding of the military personnel in choosing this option, the infrastructure and means to serve the creation of military cultural values ​​according to the requirements of traditional - modern relations have not fully exploited their potential. It dominates and has an impact that inhibits the process of realizing traditional - modern relations in the development of military culture of the Vietnam People's Army today. That limitation is concentrated in the operating mechanism of cultural institutions that is not really rhythmic, coherent, and synchronous. There are still many overlaps, making the impact of each constituent element on each soldier subject not highly consensual and synchronous. Although the activities of the traditional house and Ho Chi Minh room have a relatively scientific and reasonable program and plan, in reality, they have not yet promoted their positivity. Through visits and observations, it can be seen that the number of soldiers reading books and newspapers has not yet become an essential need.
