Although significant progress has been made in poverty reduction, the province's poverty rate remains at 5.44%, and the income of the population is still low, especially in Nho Quan, Gia Vien, and Yen Mo districts. This is a difficult social problem in Ninh Binh, especially in the context of current inflation, and at the same time, the poverty line of the United Nations due to the appreciation of the US dollar, leading to an increase in the overall poverty rate of the country and the province, requiring the participation of the whole community. The tourism industry, with its high socialization characteristics, has the ability to create many jobs for workers, increase income for society, and tourism development will contribute significantly to poverty reduction for the people, creating a friendly and close environment to avoid inferiority complex of the poor and the community.

, developing human resources for Ninh Binh Tourism.
3.1.2.2. Direction for human resource development in Ninh Binh province's tourism industry in the coming time
Human resources are the most important capital, the initial basic factor for the development of a country, people can conquer nature, create the most advanced scientific and technological advances. Along with natural and social factors, people have a direction for planning social development, the quality of human resources plays a decisive role in the success or failure of the process of innovation and comprehensive development of the country's and the province's economy and society.
To have high quality human resources, capable of meeting the increasing demands of globalization and international economic integration. The direction of human resource development in Ninh Binh tourism industry in the coming time includes:
Firstly, improving the quality of human resources in the tourism industry needs to be placed in a priority position.
center and number one priority in the industry's overall development strategy.
This viewpoint comes from the practical requirements in the tourism development strategy of Vietnam. Our Party and State always identify tourism as a smokeless industry, consider tourism as one of the key economic sectors, develop tourism to meet the high demand for socio-economic development.
Nowadays, tourism is an industry that requires comprehensive high-quality human resources. Therefore, improving the quality of human resources to promote basic factors to help people grasp, understand, adapt, and meet the increasing demands of tourism service activities. This is an urgent requirement that needs to be given top priority in the tourism development strategy.
Second, improving the quality of training and effectively using human resources is a decisive factor for the rapid and sustainable development of the tourism industry in the process of international economic integration.
Improving the quality of human resources must be associated with the effective use of human resources. To be effective, there must be a reasonable arrangement of workers. Policy mechanisms must always be at the forefront so that workers and employers, along with managers, must share the same vision. Based on the requirements of socio-economic development, the industry must attach importance to human resources based on aspects such as: Expanding the scale of training, training facilities must be of real quality, not training according to the preferences of workers, training must be provided for workers to have jobs, employers need, improving the quality and efficiency of recruitment and use of human resources in all fields, overcoming the situation of highly qualified people without jobs and vice versa. To have high-quality human resources suitable for the requirements of rich and diverse tourism products, under the impact of the process of spreading the knowledge economy
It is necessary to carry out education and training combined with recruitment and reasonable use of human resources, not based on quantity but on quantity and quality and use.
Furthermore, to improve the quality of human resources, training and recruitment must be associated with the integration trend to meet both immediate and long-term needs. In this process, human resources must have both understanding and culture associated with education, the ability to accept new civilizations, thereby promoting traditional values as well as spirit. Therefore, the criteria for recruiting and using workers must always be put first, all must be for development, minimizing the situation of individuals in recruitment. On the other hand, improving the quality of human resources in the tourism industry must also go hand in hand with sustainable development and long-term stability. Considering the improvement of human resources quality as a long-term strategic investment in the general development strategy of the tourism industry. This is very important because it is the premise for the rapid and sustainable development of the tourism industry in the coming period, especially in the current conditions of competition and international economic integration.
Third, improving the quality of human resources in the tourism industry must ensure rapid structural change towards rapidly increasing the proportion of highly qualified human resources.
Improving the quality of human resources in the tourism industry, especially direct labor resources for key components such as state management officials in tourism and tourism professional workers, is an extremely important requirement in the current conditions. Improving the quality of human resources in the tourism industry must follow the trend of rapid structural change, creating a balanced and reasonable structure in the development of the industry.
According to the experience of some successful countries in tourism development, the reasonable ratio between human resources with university and college degrees compared to
The human resources with secondary vocational qualifications are 1/4/10. Meanwhile, this ratio in the country in general and in the tourism industry in particular is still unbalanced and unreasonable, causing a serious shortage of service workers, tour guides, managers and leading experts in tourism, and thus the tourism industry's human resources can hardly meet the requirements in the conditions of international economic integration.
Thus, improving the quality of human resources in the tourism industry must be a real breakthrough in the direction of democracy, discipline, and transparency for the development of the country. Therefore, it is necessary to create a balanced, reasonable, and synchronous human resource structure. Balance between the labor force with professional and cultural qualifications and between the types of labor in the tourism industry. End the current situation of excess people but lack of expertise.
Fourth, improving the quality of human resources in the tourism industry requires innovation and leadership.
International economic integration in the globalization trend today is becoming one of the characteristics that governs economic and social life at the macro and micro levels, national, regional and world, as well as local and business levels. International economic integration is a process that has been carried out for many years, with broad and complex content, directly related to all levels, sectors, and businesses in the process of operation and development, deeply affecting and influencing the management, business and service activities of the tourism industry.
Tourism is a key economic sector that must proactively take shortcuts in international economic integration, first of all, it must approach the knowledge economy, so Ninh Binh tourism industry will face many advantages, besides that the opportunities and challenges in the process of participating in this general trend are very high. Improving the quality of human resources in the tourism industry is also an inevitable trend.
above, so we need to pay primary attention to human resources, selecting people who have enough heart and ability to work scientifically and in accordance with the practical needs of society, selecting people who are wise and go first, and foolish and go later, then there will be development, especially choosing leaders.
Fifth, improving the quality of human resources must be inherited, continuous and absorb the experience of provinces and cities with strongly developed tourism industries.
Improving the quality of human resources in the tourism industry to meet the requirements in the context of integration is a strategic task of long-term nature, long-term investment and continuous development inheritance. This requires the Ninh Binh tourism industry to quickly renew its viewpoints, economic thinking, and business philosophy, on the basis of selectively absorbing the achievements of the world tourism industry; absorbing the achievements and experiences of provinces and cities, at the same time inheriting the ethical traditions, cultural values and experiences gained in the process of developing the Ninh Binh tourism industry, thereby building a roadmap and strategy for the industry that is long-term, specific and reasonable. Selecting people must have continuity and inheritance, must ensure that there are enough ages, pay attention to gender, especially those with high professional qualifications, practical ability in work of each worker, thereby serving as a basis for assigning tasks, regularly monitoring and evaluating comments on staff and workers through information channels, especially the satisfaction of tourists.
Sixth, improving the quality of human resources must be associated with education on traditional national culture.
In addition to improving the physical strength, intelligence and moral qualities of human resources, it is necessary to regularly pay attention to educating the cultural traditions of the nation and the industry, such as the traditional history and culture of a region or an ethnic group. Experiences of some countries and some provinces,
The city has developed strongly in tourism, clearly stated: Organizing training, scientific research to serve production and business, innovating training programs and contents, training methods must be in accordance with international standards, expanding exchanges with countries and economic groups in the world also helps improve the quality of human resources, creating conditions for human resources to have the opportunity to absorb cultural quintessence, acquire skills, industrial working style, from which the process of international economic integration becomes easier, more lively and effective. However, integration does not mean dissolution, so it is necessary to make workers aware and preserve the cultural identities, traditions and values of their ancestors, of the nation of the industry that has been built and constructed for thousands of years to have today for us to manage, use and promote. If we can do so, the quality of human resources of the tourism industry can meet the requirements of international economic integration.
3.1.3. Objectives
To gradually become an important economic sector, contributing increasingly positively to the socio-economic development of the province, the development goals of Ninh Binh tourism industry need to be identified as:
3.1.3.1. Economic goals
Developing tourism to improve the material and spiritual life of the people, contributing to the economic restructuring, striving to gradually make tourism an important economic sector in the socio-economic development strategy of the province and bringing Ninh Binh tourism to develop on par with other provinces.

of the islanders. Therefore, this indicator will be divided into two sub-indicators:
a1. Natural tourism attractiveness a2. Cultural tourism attractiveness
b. Tourist capacity
The two island communes in Quan Lan have different capacities to receive tourists. Minh Chau Commune is home to many standard hotels and resorts, attracting high-income domestic and international tourists. Meanwhile, Quan Lan Commune has many motels mainly built and operated by local people, so the scale and quality are not high, and will be suitable for ordinary tourists such as students.
c. Time of exploitation of Quan Lan Island Commune:
Quan Lan tourism is seasonal due to weather and climate conditions and festivals only take place on certain days of the year, specifically in spring. In Quan Lan commune, the period from April to June and from September to November is considered the best time to visit Quan Lan because the cultural tourism activities are mainly associated with festivals taking place during this time.
Minh Chau island commune:
Tourism exploitation time is all year round, because this is a place with a number of tourist attractions with diverse ecosystems such as Bai Tu Long National Park Research Center, Tram forest, Turtle Laying Beach, so besides coming to the beach for tourism and vacation in the summer, Minh Chau will attract research groups to come for tourism combined with research at other times of the year.
d. Sustainability
The sustainability of ecotourism sites in Quan Lan and Minh Chau communes depends on the sensitivity of the ecosystems to climate changes.
landscape. In general, these tourist destinations have a fairly high level of sustainability, because they are natural ecosystems, planned and protected. However, if a large number of tourists gather at certain times, it can exceed the carrying capacity and affect the sustainability of the environment (polluted beaches, damaged trees, animals moving away from their habitats, etc.), then the sustainability of the above ecosystems (natural ecosystems, human ecosystems) will also be affected and become less sustainable.
e. Location and accessibility
Both island communes have ports to take tourists to visit from Van Don wharf:
- Quan Lan – Van Don traffic route:
Phuc Thinh – Viet Anh high-speed boat and Quang Minh high-speed boat, depart at 8am and 2pm from Van Don to Quan Lan, and at 7am and 1pm from Quan Lan to Van Don. There are also wooden boats departing at 7am and 1pm.
- Van Don - Minh Chau traffic route:
Chung Huong high-speed train, Minh Chau train, morning 7:30 and afternoon 13:30 from Van Don to Minh Chau, morning 6:30 and afternoon 13:00 from Minh Chau to Van Don.
f. Infrastructure
Despite receiving investment attention, the issue of infrastructure and technical facilities for tourism on Quan Lan Island is still an issue that needs to be resolved because it has a direct impact on the implementation of ecotourism activities. The minimum conditions for serving tourists such as accommodation, electricity, water, communication, especially medical services, and security work need to be given top priority. Ecotourism spots in Minh Chau commune are assessed to have better infrastructure and technical facilities for tourism because there are quite complete and synchronous conditions for serving tourists, meeting many needs of domestic and foreign tourists.
3.2.1.4. Determine assessment levels and assessment scales
Corresponding to the levels of each criterion, the index is the score of those levels in the order of 4, 3, 2, 1 decreasing according to the standard of each level: very attractive (4), attractive (3), average (2), less attractive (1).
3.2.1.5. Determining the coefficients of the criteria
For the assessment of DLST in the two communes of Quan Lan and Minh Chau islands, the students added evaluation coefficients to show the importance of the criteria and indicators as follows:
Coefficient 3 with criteria: Attractiveness, Exploitation time. These are the 2 most important criteria for attracting tourists to tourism in general and eco-tourism in particular, so they have the highest coefficient.
Coefficient 2 with criteria: Capacity, Infrastructure, Location and accessibility . Because the assessment area is an island commune of Van Don district, the above criteria are selected by the author with appropriate coefficients at the average level.
Coefficient 1 with criteria: Sustainability. Quan Lan has natural and human-made ecotourism sites, with high biodiversity and little impact from local human factors. Most of the ecotourism sites are still wild, so they are highly sustainable.
3.2.1.6. Results of DLST assessment on Quan Lan island
a. Assessment of the potential for natural tourism development
For Minh Chau commune:
+ Natural tourism attractiveness is determined to be very attractive (4 points) and the most important coefficient (coefficient 3), so the score of the Attractiveness criterion is 4 x 3 = 12.
+ Capacity is determined as average (2 points) and the coefficient is quite important (coefficient 2), then the score of Capacity criterion is 2 x 2 = 4.
+ Exploitation time is long (4 points), the most important coefficient (coefficient 3) so the score of the Exploitation time criterion is 4 x 3 = 12.
+ Sustainability is determined as sustainable (4 points), the important coefficient is the average coefficient (coefficient 1), so the score of the Sustainability criterion is 4 x 1 = 4 points
+ Location and accessibility are determined to be quite favorable (2 points), the coefficient is quite important (coefficient 2), the criterion score is 2 x 2 = 4 points.
+ Infrastructure is assessed as good (3 points), the coefficient is quite important (coefficient 2), then the score of the Infrastructure criterion is 3 x 2 = 6 points.
The total score for evaluating DLST in Minh Chau commune according to 6 evaluation criteria is determined as: 12 + 4 + 12 + 4 + 4 + 6 = 42 points

b. Assessment of the potential for humanistic tourism development
For Quan Lan commune:
+ The attractiveness of human tourism is determined to be very attractive (4 points) and the most important coefficient (coefficient 3), so the score of the Attractiveness criterion is 4 x 3 = 12.
+ Capacity is determined to be large (3 points) and the coefficient is quite important (coefficient 2), then the score of the Capacity criterion is 3 x 2 = 6.
+ Mining time is average (3 points), the most important coefficient (coefficient 3) so the score of the Mining time criterion is 3 x 3 = 9.
+ Sustainability is determined as sustainable (4 points), the important coefficient is the average coefficient (coefficient 1), so the score of the Sustainability criterion is 4 x 1 = 4 points.
+ Location and accessibility are determined to be quite favorable (2 points), the coefficient is quite important (coefficient 2), the criterion score is 2 x 2 = 4 points.
+ Infrastructure is rated as average (2 points), the coefficient is quite important (coefficient 2), then the score of the Infrastructure criterion is 2 x 2 = 4 points.
The total score for evaluating DLST in Quan Lan commune according to 6 evaluation criteria is determined as: 12 + 6 + 6 + 4 + 4 + 4 = 36 points.

Basically, both Minh Chau and Quan Lan localities have quite favorable conditions for developing ecotourism. However, Quan Lan commune has more advantages to develop ecotourism in a humanistic direction, because this is an area with many famous historical relics such as Quan Lan Communal House, Quan Lan Pagoda, Temple worshiping the hero Tran Khanh Du, ... along with local festivals held annually such as the wind praying ceremony (March 15), Quan Lan festival (June 10-19); due to its location near the port and long exploitation time, the beaches in Quan Lan commune (especially Quan Lan beach) are no longer hygienic and clean to ensure the needs of tourists coming to relax and swim; this is also an area with many beautiful landscapes such as Got Beo wind pass, Ong Phong head, Voi Voi cave, but the ability to access these places is still very limited (dirt hill road, lots of gravel and rocks), especially during rainy and windy times; In addition, other natural resources such as mangrove forests and sea worms have not been really exploited for tourism purposes and ecotourism development. On the contrary, Minh Chau commune has more advantages in developing ecotourism in the direction of natural tourism, this is an area with diverse ecosystems such as at Rua De Beach, Bai Tu Long National Park Conservation Center...; Minh Chau beach is highly appreciated for its natural beauty and cleanliness, ranked in the top ten most beautiful beaches in Vietnam; Minh Chau commune is also home to Tram forest with a large area and a purity of up to 90%, suitable for building bridges through the forest (a very effective type of natural ecotourism currently applied by many countries) for tourists to sightsee, as well as for the purpose of studying and researching.

3.2.2. Using SWOT matrix to evaluate Quan Lan island tourism
General assessment of current tourism activities of Quan Lan island is shown through the following SWOT matrix:
Table 3.5: SWOT matrix evaluating tourism activities on Quan Lan island
Internal agent
Strengths- There is a lot of potential for tourism development, especially natural ecotourism and humanistic ecotourism.- The unskilled labor force is relatively abundant.- resource environmentunpolluted, still
Weaknesses- Poorly developed infrastructure, especially traffic routes to tourist destinations on the island.- The team of professional staff is still weak.- Tourism products in general
quite wild, originalintact
general and DLST in particularalone is monotonous.
External agents
Opportunity- Tourism is a key industry in the socio-economic development strategy of the province and Van Don economic zone.- Quan Lan was selected as a pilot area for eco-tourism development within the framework of the green growth project between Quang Ninh province and the Japanese organization JICA.- The flow of tourists and especially ecotourism in the world tends toincreasing
Challenge- Weather and climate change abnormally.- Competition in tourism products is increasingly fierce, especially with other localities in the province such as Ha Long, Mong Cai...- Awareness of tourists, especially domestic tourists, about ecotourism and nature conservation is not high.
Through summary analysis using SWOT matrix we see that:
To exploit strengths and take advantage of opportunities, it is necessary to:
- Diversify products and service types (build more tourism routes aimed at specific needs of tourists: experiential tourism immersed in nature, spiritual cultural tourism...)
- Effective exploitation of resources and differentiated products (natural resources and human resources)

3.1.3.2. Cultural and social goals
Tourism development aims to promote the values of folk culture, historical and cultural relics, and at the same time contribute to raising the intellectual level of the people, creating more jobs, contributing to improving the living standards of the people and reducing poverty; strengthening and expanding foreign relations and international cooperation, regularly exchanging culture and society to establish close and friendly relations with localities across the country. With such a goal, Ninh Binh tourism strives to achieve the following basic development targets by 2020:
- Labor and employment: By 2015, tourism labor reached 17,700 workers, of which direct labor reached 5,900 people; by 2020, it attracted
25,000 workers, including 8,700 direct workers.
- Regarding tourism technical facilities: Build new tourist accommodation facilities with 3,700 rooms by 2015; 5,900 rooms by 2020; invest in developing and completing about 10-15 tourist areas and entertainment areas in the province to create a new look in terms of landscape and environment...
The State budget strives to collect over 9,000 billion VND per year.
must balance central resources to provinces as at present.
3.1.3.3. Objective of sharing community benefits from tourism activities
Tourism development must pay attention to the interests of the local community, especially where there are tourism resources; create all conditions for them to participate in tourism activities; share the benefits with them. Only then will they truly become the owners of tourism resources and have the responsibility to protect and enhance those resources.
Tourism development must have the participation of the community. Developing community tourism will contribute to poverty reduction. In fact, in Ninh Binh, from the rich tourism resources such as historical and cultural relics, caves, lakes, vegetation... can all be invested in, opened to welcome visitors, contributing to creating jobs for the people. Travel businesses always complain about the poor tourism products, linking to develop community tourism in localities is also a way for us to diversify products and tourism routes in the future.
3.2. Solutions for developing human resources in the tourism industry of Ninh Binh province
3.2.1. First group of solutions: Strengthening state management of human resource development in the tourism industry
This is a very important solution, greatly affecting the development of human resources in the tourism industry. Basic solutions to implement this content include:
Firstly, the Department of Culture, Sports and Tourism is in charge of building a database system of businesses operating in the tourism sector, especially detailed information on human resources for the Ninh Binh tourism industry. This is an extremely necessary tool to help state management agencies, training institutions as well as businesses plan their business development.
