To serve effective teaching and learning activities, leaders of secondary schools need to invest in developing synchronous physical facilities, modern teaching equipment, adequate learning tools and be ready to support flexible forms of teaching organization.

The timely encouragement and motivation as well as the fair and objective evaluation by the management and school leaders of the positivity of teachers who are not afraid of difficulties and hardships and have invested their efforts, intelligence, time and money to improve the effectiveness of teaching the subject of Decoration. This is one of the important factors affecting the quality of teaching Decoration in secondary schools.

The qualities and abilities of teachers greatly affect the quality of teaching and the effectiveness of pedagogical training. If teachers have good qualities and abilities, the teaching process will be favorable, which will motivate teachers to be aware of training and self-training in acquiring knowledge, improving pedagogical skills, and accumulating experience. If awareness is not good, teachers cannot easily overcome difficulties in teaching practice such as lack of facilities, low income or when teaching slow-progressing, individual students. To do that, each teacher must have the right attitude, motivation and love for the profession, must have a persistent will, meticulous perseverance to achieve success, always have the desire to improve themselves.

The capacity of a teacher of Decoration is demonstrated by a solid level of expertise (both theoretical and practical) and good pedagogical skills, good and attractive teaching methods (teaching methods, lecturing methods, speaking methods, writing on the board, illustrating methods, etc.). In October 2006, the People's Committee of Hung Yen province issued Decision No. 120/QD-UBND dated September 18, 2006 to establish the Hung Yen College of Culture and Arts.

* Functions and tasks of the school:

According to Decision No. 440/QD-UBND of Hung Yen Provincial People's Committee dated March 21, 2012 on renaming and adding functions to Hung Yen College of Culture, Arts and Tourism, the school has the following specific functions and tasks:

According to the Regulations on organization and operation of Hung Yen College of Culture, Arts and Tourism issued in 2012, the school is structured into:

- The Board of Directors consists of 01 Principal and 2 Vice Principals

- Functional departments: 03 departments (Department of Training and Scientific Research, Department of Organization - Administration - Accounting, Department of Student Affairs)

- Specialized faculties: 03 faculties (Faculty of Arts - Theater - Dance, Faculty of Culture and Tourism, Faculty of Music)

- 01 Center for Practice and Continuing Education

- Total number of staff and teachers is 70, including 15 teachers holding the positions of head and deputy head of departments, faculties and centers; 10 teachers specializing in environmental science.

The school has a system of theoretical classrooms, practice classrooms, drawing rooms, multi-function rooms, and a synchronous system of teaching facilities. Current Status of Students Interest and Passion for Learning Decoration Subject

The number of vocational secondary school students has increased gradually over the years. Particularly for the MT major, the number of students has increased rapidly. According to the Student Situation Report for the 2016-2017 school year kept at the Student Affairs Office of the school, the total number of students in MT courses currently studying is 75.

Regarding training results, according to the Report on the situation of students after graduation compiled annually by the Student Affairs Department of the school, after graduating, students of the school have promoted their professional capacity, contributing positively to the cultural and artistic career and tourism, Education and Training of Hung Yen province and some neighboring localities such as Ha Nam, Thai Binh, Hai Duong, Bac Ninh.... Most of the students have applied for jobs in the state payroll. Particularly, students majoring in MT trained by the school have been teaching MT at primary schools in the province. Some students after graduating from MT have chosen to become professional artists and have created many famous paintings in the art world. On the basis of MT knowledge trained at the school, students are capable of studying at higher levels after graduation.


1.2.2. Overview of the current situation survey

1.2.2.1. Purpose of surveying the current situation

The survey of the current situation of teaching Decoration at Hung Yen College of Culture, Arts and Tourism aims to evaluate the current situation of teaching this subject in the direction of developing students' capacity. The survey results will serve to propose the construction of new, more suitable and effective teaching methods, focusing on students, promoting creativity, initiative and positivity of students in the process of receiving Decoration knowledge and applying it in real life.

1.2.2.2. Content of current situation survey

With the scope and content of the research topic, we limit the survey to the following basic contents:

- Explore the learning interest and passion for creativity of students at Hung Yen College of Culture, Arts and Tourism in the subject of Decoration .

- Study the perception of teachers of decoration in the direction of developing students' capacity.

- Evaluate the quality and effectiveness of teaching and decoration in the direction of developing students' abilities.

- Identify the causes affecting the quality and effectiveness of teaching and decoration in the direction of developing students' abilities.

1.2.2.3. Survey scale and area

* Survey object

10 teachers of MT, 15 management staff (Board of Directors, Heads and Deputy Heads of departments, faculties and centers) and 75 intermediate MT students at Hung Yen College of Culture, Arts and Tourism.

* Survey area

The survey was conducted at Hung Yen College of Culture, Arts and Tourism with the participation of 100% of teachers and students majoring in Environment.


1.2.2.4. Methods of surveying the current situation

* Document analysis method

Comparing content and teaching methods of decoration in two directions: content-oriented curriculum and competency-oriented curriculum based on research of training plans, lesson plans, and visual aids of teachers.

* Survey method by referendum

To ensure objectivity and honesty in answering the questionnaire, we do not require survey participants to state their full names (Appendix 1).

* Interview method

Conduct interviews and conversations with teachers, administrators, and students to collect data to confirm research results. (Appendix 2)

* Pedagogical observation method

- Observe drawing activities during the Decoration class of students in the classroom.

- Observe the school's Decoration teaching hours of the school's MT teachers (monitor, take notes, and record some MT lessons)

- Research on student decoration exercises done in class.

- Researching teachers' lesson plans, researching the preparation of teaching aids, developing new teaching methods, evaluating the effectiveness of classroom decoration lessons.

When conducting a survey of students, we mainly studied their interests through Decoration lessons. Teachers used new teaching methods such as: designing Decoration groups by theme, applying information technology to teaching, building lessons on many themes, designing outdoor teaching programs, organizing students to decorate according to practical topics such as drawing advertisements, signs... The general survey results showed that: 100% of students were interested in new teaching methods. They had a correct understanding of the Decoration subject , and at the same time enjoyed the opportunity to directly experience and create according to their imagination and aesthetic creativity.

Through observation, we see that the Decoration class is always eagerly awaited by students because it is a class where they feel comfortable, active, free to create, and are completely proactive in planning and applying their own methods to complete a work. Most students are absorbed in the class and forget about time. In fact, Decoration classes do not have breaks because students are often busy drawing until they finish their homework.

1.2.3.2. Current awareness of teachers of the Environment on teaching Decoration in the direction of developing students' capacity

Through the analysis of questionnaires from teachers and school administrators, it is shown that teaching Decoration in the direction of developing students' capacity is the main orientation in building training plans and innovating school methods.
