2.3.2. Current status of planning to build national standard kindergartens

Pursuant to the Resolution of the 4th Dak Glong District Party Congress; Pursuant to the Report of the Dak Glong District People's Committee (2020) reporting on education and training development and state budget estimates for 2021 and the 5-year plan for 2021-2025 in Dak Glong District; Pursuant to Plan No. 06-KH/UBND, Plan for building national standard schools in Dak Glong District for the period 2021-2025 and vision to 2030, issued on December 22, 2020; Pursuant to Submission No. 41/TTr-UBND, submission on the approval of the medium-term public investment plan for the period 2021-2025 from the district budget. Issued on July 23, 2021.

Through the survey, the Department of Education and Training has conducted an investigation and survey of the actual situation of preschools and kindergartens in the whole district, comparing it with the 5 national standards for building schools as prescribed by the Ministry of Education and Training, from which:

- Develop a plan to manage the construction of national standard kindergartens for each school year and each specific stage according to prescribed standards; plan the network of schools and school systems to be distributed reasonably in the area; develop an educational plan to meet children's learning needs, in line with long-term population distribution, and meet the socio-economic development needs of localities.

- Have a key investment plan for facilities such as building classrooms, functional rooms, learning service blocks, dining rooms, administrative management rooms, gardens, clean water and sanitation facilities... ensuring compliance with standard requirements; fully equip tables and chairs, arrange equipment, utensils, and toys reasonably.

- Have a plan to train and improve the professional qualifications, educational management qualifications and political theory qualifications for managers and teachers of preschools and kindergartens in the district.

To study the current status of planning to build national standard kindergartens of the Department of Education and Training of Dak Glong district, Dak Nong province, the author conducted a survey to study and evaluate the actual planning to build national standard kindergartens with four levels: Well implemented, Fairly implemented; Average implemented; Poorly implemented.

Regarding the actual assessment of the implementation of the plan to build a national standard kindergarten, 24% assessed that it was well implemented; 46% assessed that it was fair; 27% assessed that it was only implemented at an average level and 3% assessed that it was poor.

The majority of managers and teachers believe that planning to build a national standard kindergarten is necessary. Through interviews with a number of managers and teachers, they all believe that planning to build a national standard kindergarten is necessary and that the plan's content is feasible, the implementation measures in the plan are suitable to the practical conditions of the school and the content.


The plan has specified the standards in building a national standard kindergarten. However, the content of expressing the long-term vision in the plan and the content of mobilizing forces inside and outside the school to participate in building the plan are still weak and have not been evaluated and given due attention. Therefore, when building the plan, these are also the contents that need to be focused on and implemented in the process of building and implementing the plan to build a national standard kindergarten in Dak Glong district in the coming time.

2.3.3. Current status of management and implementation of the plan to build national standard kindergartens

Regarding the content of organizing the implementation of building national standard kindergartens, the survey shows that the Department of Education has organized extensive propaganda within the Party Committee, the government and all relevant groups and individuals to unify the policy and, together with the education sector, invest in building national standard kindergartens.

There is a plan to coordinate with the Finance - Planning Department, the Natural Resources and Environment Department, the Economic - Infrastructure Department, and the Land Fund Development Center to plan for expanding the area and balance the budget to build a standard kindergarten.

The Department of Education and Training has advised the District People's Committee to establish a Steering Committee for the construction of national standard kindergartens at the district level; identify the tasks that need to be completed to achieve the goal of managing the construction of national standard kindergartens; assign specific tasks to members and departments in the Steering Committee to carry out the task of managing the construction of standard schools in a convenient and logical manner.

Organize a conference to deploy the plan to build national standard kindergartens for the period 2020-2025 and orientation to 2030 of the District People's Committee to the Principals, Vice Principals, and Chairmen of the Trade Unions of kindergartens and preschools. Assign tasks to the Principals of kindergartens and preschools to be responsible for investing in building schools that meet national standards.

The survey results in the table above show that the majority of managers and teachers have a fairly good assessment of the contents in the planning of the management of the construction of national standard kindergartens of the Department of Education and Training. In addition, there are still a number of managers and teachers who do not agree or underestimate the contents in the organization and implementation of the plan to build national standard kindergartens in the contents such as coordination mechanism, resource preparation and timely reward and handling of groups and individuals during implementation (with the rate of assessment of the level of failure to achieve respectively: 41%; 39%; 42%). Thus, in order to direct the implementation of the plan to build national standard kindergartens, the management entity, in addition to the implemented contents, needs to have a specific coordination mechanism between the school, the Department of Education and Training and other forces, prepare resources for implementation and motivate, reward and promptly handle groups and individuals during the implementation process.

2.3.4. Current status of directing the implementation of building national standard kindergartens

To find out the current situation of the Department of Education and Training's direction of implementing the plan to build national standard kindergartens for kindergartens in Dak Glong district, Dak Nong province, the author conducted a survey (appendix).

Table 2.6 summarizes the evaluation opinions of the management staff and teachers of preschools in Dak Glong district, Dak Nong province, on the current status of directing the implementation of the plan to build national standard preschools through the survey content in 5 evaluation criteria, showing that the Department of Education and Training has well implemented the content of directing schools to carry out the tasks of building national standard preschools. However, in the content of monitoring, supporting and directing emulation and reward work, the implementation is still not good, reaching only 12%. Therefore, in order to effectively direct the implementation of building national standard preschools, the management entity needs to support and supervise preschool units during the implementation process, and at the same time, need to pay more attention to emulation and reward work to achieve the set management goals.

2.3.5. Current status of management of school inspection work in building national standard kindergartens

Based on the set plan and goals, the Department of Education periodically establishes many survey teams to inspect the implementation of the self-assessment process.

From there, comments and assessments of the level of achievement and non-achievement according to each criterion and standard that the school has implemented. At the same time, the inspection team also provides advice to help the school complete more types of documents, evidence for the process of completing the self-assessment profile. In addition, through the assessment results of the achieved and unachieved standards, the inspection team also makes recommendations to local authorities, sectors and levels interested in creating conditions to help with human resources and materials for the school.

In order to assess the current status of management of inspection and evaluation of the construction of national standard kindergartens by the management staff and teachers of kindergartens in Dak Glong district, Dak Nong province, the author conducted a survey (appendix).

The results in Table 2.7 show that the majority of managers and teachers have a fairly good assessment of the current state of school inspection work in building national standard kindergartens by the Department of Education and Training. However, in the content of drawing experience for other units, there is still a large proportion of managers and teachers who have comments and assessments at an average or low level. Therefore, this issue needs to be considered and improved by the management entity in the management content to achieve the set goals.


2.3.6. Factors affecting the construction of national standard kindergartens

To study the current situation of factors affecting the construction of national standard kindergartens by the management staff and teachers of kindergartens in Dak Glong district, Dak Nong province, the author conducted a survey and through the survey results, the factors all greatly affect the construction of national standard kindergartens. Therefore, to achieve the goal, the management subject needs to have scientific management measures to impact the management object to achieve the management goal.

2.4. General assessment of the current status of management of construction of national standard kindergartens by the Department of Education and Training of Dak Glong district

From the above mentioned realities of managing the construction of national standard kindergartens, we can make a general assessment of the current situation of managing the construction of national standard kindergartens in Dak Glong district, Dak Nong province, showing the following advantages and limitations.

2.4.1. Advantages

From the above mentioned situations, we can summarize and generally evaluate the advantages in the management of building national standard kindergartens of the Department of Education and Training of Dak Glong district as follows:

- Actively advised the District Party Committee, People's Council, and District People's Committee to quickly issue Plans, Resolutions, and Decisions on building schools that meet national standards, creating a basis for directing schools to develop plans and organize implementation in the right direction.

- Regularly and actively guide schools in managing the construction of national standard kindergartens.

- There has been coordination with departments and units in managing and directing the construction of national standard kindergartens, and the assignment and division of tasks in planning and implementing the plan to build national standard kindergartens.


- Regularly and actively inspected to advise and promote schools in completing the construction of national standard preschools.

- Organize the planning of management staff for schools in the period 2016 - 2020 and the period 2021 - 2025, creating conditions for current management staff and teachers in the planning to participate in classes to improve their professional qualifications, educational management qualifications and political theory qualifications. At the same time, have a plan to train teachers on an annual basis, especially a plan to train teachers to increase the number of teachers who meet the training standards.

- Survey, plan to expand the area and consolidate schools, ensuring an average area of ​​8m2/child in urban areas and 12m2/child in rural areas for schools. At the same time, implement the overall site plan including items that need investment and construction to ensure compliance with standard requirements. Thereby, creating conditions for children to go to class and children to have boarding meals increasingly.

2.4.2. Limitations

Besides the advantages, in the management of building national standard kindergartens of Dak Glong district Department of Education and Training, there are still the following limitations:

- First of all, the construction of national standard kindergartens is much slower than other districts in Dak Nong province (2/13 schools).

- There are still shortcomings in the direction: some schools do not have long-term plans for building national standard kindergartens.

- In organizing the implementation of the plan to build a national standard kindergarten, there is still no coordination mechanism or resource preparation.

- Although the advisory work of the department is positive; However, due to the characteristics of a poor district, investment in facilities and equipment for the construction of national standard schools still faces many difficulties and limitations. Even schools that have been recognized as meeting national standards need to continue to complete items according to prescribed standards.
