2.4.5.1. Selecting staff to participate in the training program;

2.4.6. Monitoring and evaluating the effectiveness of training activities

Training and fostering facilities have actively applied the set of documents issued by the Ministry of Home Affairs to train and foster commune-level cadres and civil servants. Lecturers have seriously studied the set of documents as a basis for compiling lesson plans, regularly updating new information and regulations for teaching, aiming to equip commune cadres and civil servants with the necessary knowledge, leadership skills, expertise and profession to use effectively in practical work.

Training and refresher courses are organized in the form of long-term concentrated courses of 5-7 days at the Provincial Political School such as: training for the positions of Secretary, Permanent Deputy Secretary of the Commune Party Committee, training for the positions of Chairman, Vice Chairman of the Commune People's Committee and People's Council, some shorter concentrated courses usually last from 3-5 days for the positions of commune professional civil servants and heads of mass organizations, depending on the training and refresher program of each class to determine a reasonable time, but it is recommended to organize about 2-3 days for each refresher course because cadres, civil servants and public employees who have just attended school still have to handle daily work at their agencies and units, so the number of students participating in the courses reaches 85-90%. During the learning process, students proactively acquire knowledge, actively express their ideas, exchange and present their concerns, questions and difficulties, and interact with lecturers and students in the class.

The content of the training and fostering classes for commune cadres and civil servants is basically suitable for the requirements, gradually improving knowledge, skills, administrative management capacity, economic and social management according to job title and position. The teaching staff of the Provincial Political School, and part-time lecturers from departments and branches have a lot of experience in teaching with new methods, deep knowledge of theory and practice to help students easily absorb and access the lesson content.

Agencies and units in the province have been proactive and active in developing training and development plans for the period 2010 - 2015 and concretizing them through organizing the implementation of annual plans; inspecting, monitoring and evaluating the quality of training and development. The number and quality of trained and developed cadres and civil servants in the commune have increased; especially the number of young and capable cadres and civil servants has been strengthened and supplemented, creating a source of additional cadres for key positions in the commune.

The Department of Home Affairs has strengthened the monitoring and evaluation of training quality through evaluation forms with students' opinions on training content, forms, teaching staff, documents, learning facilities and classroom management, and at the same time solicited opinions from agencies and units sending cadres, civil servants and public employees to attend the course to gain experience in all aspects for the next course.

The organization and management of each class has promoted responsibility, closely followed the class, grasped the number of students, and closely coordinated with the unit sending students to study to manage students. During the evaluation and certification process, students who are eligible for certification will be considered for certification to improve the responsibility of students and the quality of training and development.

2.4.7. Regimes and policies in training work

2.4.7.1. Create time conditions

Party committees at all levels always pay attention to improving the state management capacity of civil servants in general and key cadres in particular. When receiving a dispatch to attend professional training, the Party Committee arranges a suitable work schedule to reserve time for individual cadres to attend training, or arranges a replacement to handle the work in a timely manner to ensure the effectiveness of the assigned work. The training schedule of the provincial political school also takes into account the busy work of grassroots cadres, so the training schedule is divided into small intervals so that cadres can be present at their workplace and receive training on weekends, Saturdays and Sundays.

2.4.7.2. Create financial conditions and other regimes

On September 21, 2010, the Ministry of Finance issued Circular No. 139/2010/TT-BTC regulating the preparation of estimates, management and use of funds from the state budget for training and fostering of cadres and civil servants. Clause 3, Article 1 stipulates the principles for using funds from the state budget for training and fostering civil servants: “Funds for training and fostering civil servants are used to carry out the task of regular annual training and fostering for civil servants in knowledge of: State administrative management, expertise, profession, politics, foreign languages, information technology, international economic integration, ethnic languages, etc. (including organizing professional training and management training) for civil servants under the management of ministries, ministerial-level agencies, government agencies, and localities (including direct training at the facility and sending for training at other training facilities )”.[4, p5]

Decision No. 148/QD-BTC of the Ministry of Finance for civil servants sent to study, train and improve their skills outside the inner city, inner city of provinces and cities 15km or more away from the place where they are working. Accordingly, support a portion of the meal expenses for civil servants during the time they are sent to study, train and improve their skills; maximum 50,000 VND/day/person and must ensure the following principles: Support meal expenses for civil servants sent to study, train and improve their knowledge of political theory, State administrative management, training of cadres for leadership planning and training, training and improving their professional skills.

In recent years, the Department of Home Affairs has advised the Provincial Party Committee and the Provincial People's Committee to issue legal documents to create a legal corridor and allocate a part of the local budget to invest in training and fostering. Since then, cadres, civil servants and public employees have been trained and fostered conveniently and quickly and have preferential policies and incentives.

Cadres and civil servants actively study. Trainees participating in training and development are equipped with documents and textbooks for long-term study and use in their work, thereby contributing to improving the responsibility of learners.

Depending on each locality, the grassroots Party Committee shall develop internal spending regulations to allocate a portion of the budget for training and fostering civil servants;

- To achieve the above results, the training and fostering of administrative cadres and civil servants has always been of interest and focus to the province, district and commune on the basis of cadre planning and socio-economic development tasks. The number of cadres sent for training and fostering has increased every year. The quality of civil servants has improved over the years in terms of professional qualifications, political theory, state management knowledge, foreign languages, information technology, etc. However, in addition, the training and fostering work also has certain shortcomings and limitations due to subjective and objective reasons. Based on the assessment of the achieved results as well as the shortcomings, it is the basis for developing solutions to help effectively organize the training and fostering of civil servants in general and key cadres in particular for the following years.

3.1.2. Improve the self-training capacity of staff

For the administrative civil servants, training and education at school only aim to create a basic knowledge base to promote, facilitate and supplement self-study. In the development trend of the modern world, knowledge in all fields is supplemented and innovated rapidly. People do not regularly access new information and knowledge, are satisfied with general knowledge or the amount of basic knowledge learned in school will quickly become outdated compared to job requirements and the times. Therefore, self-training and education become the most important training method for cadres. Self-study has two basic forms, closely related to each other: through practical work and theoretical research. Both are important, without practical activities, theoretical awareness becomes scholastic, cannot be profound and vivid; without research, without theory, without updating knowledge, it is impossible to correctly perceive the practical situation, cannot solve practical problems. In today's reality, self-study of cadres becomes more meaningful than ever.
