3.7.3. Stone Sword Temple
At an altitude of over 900m, on the slope of Mo Qua mountain, across village 2 Sang. While building a tourist road around Tam Dao resort, people found a sword-shaped stone and set up an altar. The temple is deteriorating and needs to be restored.
3.7.4. Mother Temple
On the way to Tam Dao town, near the turn to Rung Rinh. Nang Thi Tieu Temple. In 1946 it was destroyed to make a post office, now it has been rebuilt.
3.7.5. Temple of Saint Tran
Near village 2 at an altitude of 800m. The temple is 6-7m high, with a curved roof and many trees and ornamental plants planted around it. This temple worships the spirit of Saint Tran at Kiep Bac temple. The temple was built in 1938, and its death anniversary is on the 20th of the 8th lunar month.
3.7.6. Tay Thien Scenic Area
Tay Thien scenic area is located in the valley of Tam Dao mountain range in Dai Dinh commune - Tam Dao district. The altitude is from 54 - 1100m above sea level, within a length of 11km, width of 1km.
In the Tay Thien complex there are: Thong Temple, Chan Suoi Temple, Dau Temple, Ca Temple, Cau Temple, Co Temple, Dong Co Pagoda and Thuong Tay Thien Temple (at an altitude of over 600m).
In the temples and mountains of Tay Thien, there are still many ancient cultural artifacts, ancient architecture, ancient tombs, ... discovered and not yet discovered to serve the practice of religion, so Tay Thien is also considered a very old pilgrimage site of Buddhism. This place is sacred, almost holy land for Buddhists.
The road to Tay Thien passes through many streams and mountain slopes. From Thong Temple up, visitors walk. The road from Thong Temple to Bac Waterfall, although still very bumpy, is not too steep, passing through Chan Suoi Temple, Dau Temple, Ca Temple, and Cau Temple.
Coming to Thac Bac - a 40m high waterfall pouring down from above, white as silver. The landscape here is majestic and poetic. From here, going up to Tay Thien, the mountain slopes are steeper, more difficult to go, with many dense forests and deep ravines. Folklore says that if you reach Tay Thien, you will overcome all obstacles in life. 500m from Tay Thien near Thac Bac is Dong Sach Hoa, which is said to be the residence of the cave owner Nang Thi Tieu, with Ong Nhat's hut - a secret base of the Party during the Resistance period. Going about 1km to the Northwest, there is Dong Co Pagoda, in which there are 2 bronze statues.
3.8. Current policy mechanism for ecotourism development.
In recent years, ecotourism has received attention from all levels and sectors, focusing on development in conservation areas and national parks. At the same time, legal documents to implement ecotourism development in conservation areas and national parks have been increasingly revised and improved to be more specific and clear.
Some legal documents such as:
- Law on Forest Protection and Development 2004.
- Tourism Law 2006
- Decree No. 23/2006/ND-CP of the Government on the implementation of the Law on Forest Protection and Development.
- Decision No. 186/2006/QD-TTg of the Prime Minister promulgating regulations on forest management.
- Decision No. 104/2007/QD-BNN of the Ministry of Agriculture and Rural Development on promulgating regulations on management of ecotourism activities in national parks and nature reserves.
Current legal documents have been revised to suit the promotion of ecotourism development in National Parks and nature reserves such as: "Forest owners are allowed to organize or lease forests and forest environment to organizations, households, and individuals for landscape, resort, and ecotourism business.
in the forest... " . Thus, according to the law, national parks and conservation areas are allowed to develop ecotourism and environmental services, but they must be consistent with conservation goals. All tourism activities in national parks and conservation areas must not have a negative impact on biodiversity conservation, environmental protection and ecosystems. Decree of the Government on the implementation of the Law on Forest Protection and Development (Article 55) and Decision No. 186/2006/QD-TTg dated August 14, 2006 of the Prime Minister on promulgating the Forest Management Regulations (Article 22) [3]. Ecotourism activities must not pollute the environment and natural ecosystems in special-use forests.
In addition, in Decision No. 104/2007/QD-BNN, regulations on ecotourism development in national parks and nature reserves are clearly promulgated.[2]
In Decision No. 601-NN.TCCB/QD of the Ministry of Agriculture and Rural Development dated May 15, 1996 on the establishment of Tam Dao National Park under the Ministry, with the following main tasks:[20]
- Protect the intact forest ecosystem on Tam Dao mountain.
- Protect the genetic resources of rare animals and plants, especially endemic animals and plants and the natural landscape of Tam Dao.
- Serving scientific research, study tours of domestic and international scientists and students.
- Organize propaganda and education work to popularize love of nature and awareness of forest protection among people.
- Play the role of regulating water in the upstream area, contributing to improving the environment for the Northern Midlands and River Delta and Hanoi Capital.
- Participate in organizing tours and vacations.
- Contribute to stabilizing and improving people's lives in the buffer zone.
3.9. The necessity of proposing the development of ecotourism in Tam Dao National Park.
Nowadays, people are living in a period of industrialization, modernization, urbanization, ... which has made our living environment increasingly polluted, the gaps are increasingly narrowed, people are living in a cramped, noisy society, busy with daily work, which makes us feel tired, uncomfortable, so going to nature to relax is an activity that people are aiming for. Through the study and survey of natural resources at Tam Dao National Park, we see that Tam Dao National Park is a great destination for domestic and foreign tourists to come not only to relax, sightsee, rest, but also a great place to study and research. On that basis, we affirm that the development of ecotourism is necessary, suitable for the development needs of society, at the same time contributing to the cause of environmental protection, biodiversity conservation, creating a sustainable development society. We can see this issue more clearly through SWOT analysis.

In the current situation, biodiversity is increasingly seriously degraded in national parks and nature reserves in the country as well as internationally, promoting ecotourism, along with environmental education to raise awareness for the community in general and people in the buffer zone of Tam Dao National Park in particular about the value of biodiversity, thereby creating awareness and correct actions of the community towards biodiversity, contributing significantly to the sustainable development strategy of society.
Tam Dao National Park is assessed by scientists as a place with high biodiversity, a treasure trove of rare genetic resources for the world and the country, of special economic and political importance for the country in general, for the Northern midland region in particular, so it is necessary to strictly preserve and protect Tam Dao National Park, in which it is necessary to promote ecotourism to contribute to preserving the biodiversity of Tam Dao National Park.
Currently, some cultural features and traditional crafts of ethnic groups living in the buffer zone of Tam Dao National Park have been gradually lost and eroded. Therefore, developing ecotourism will stimulate people to restore, gradually develop and maintain the unique cultural features and traditional crafts of the villages for generations.
As we have learned, ecotourism has truly superior characteristics, which are a type of tourism with high environmental education, contributing to the conservation and development of the local economy. It will be a development model that balances the interests of the local community and conservation. Because of these requirements, the development of ecotourism needs to have the right orientation from the beginning and proposing solutions is absolutely necessary.

PROPOSED ORIENTATION FOR ECO-TOURISM DEVELOPMENT IN TAM DAO NATIONAL PARK
4.1. General principles of ecotourism development in Tam Dao National Park
As we know, ecotourism is a type of tourism based on nature and indigenous culture, so this tourism activity is very sensitive. If the organization operates well and scientifically, it will bring great benefits to both conservation work and local communities. However, to organize ecotourism properly is not a simple matter, if the organization does not operate well, it will sometimes have negative effects. Because ecotourism activities take place in very fragile and sensitive ecological areas.
Tam Dao National Park has great potential and advantages for ecotourism development. However, in recent years, due to the difficult and complicated situation of forest protection, Tam Dao National Park has mainly focused on protecting and patrolling the forest at the root without having the conditions to focus on developing ecotourism, so the potential for ecotourism has not been exploited and developed to the level of what it has.
At the same time, organizing ecotourism and environmental education is one of the tasks of the National Park assigned by the Ministry of Agriculture and Rural Development since its establishment. Therefore, the author has boldly researched and proposed an orientation for ecotourism development in Tam Dao National Park, with the goal of surveying and evaluating the tourism potential here to contribute to the implementation of the task of developing ecotourism in Tam Dao National Park.
These studies and orientations for developing ecotourism are presented by the author based on the theoretical basis of ecotourism, experiences learned from national parks in the world and Vietnam, the most important basis is based on the actual survey of the ecotourism potential of Tam Dao National Park.
