INTRODUCTION


1. Urgency of the topic

Quang Nam is one of the early provinces to develop hydropower in the Central Highlands region. Many hydropower plants have been put into operation, supplementing the national electricity supply, contributing significantly to solving the increasing shortage of electricity nationwide, contributing to increasing the value of industrial production, creating a stable source of income for the local budget and will have additional revenue from the hydropower benefit sharing fund to invest in improving the lives of people in affected areas, contributing to promoting socio-economic development and creating a new look for the mountainous districts of Quang Nam province.

Vietnam Electricity Group (EVN) is investing in 19 hydropower projects and 8 thermal power projects. Although it has actively coordinated with consulting agencies and construction contractors to simultaneously implement projects, and construction units have made many efforts and proactively coordinated construction direction to complete the annual plan, there are still some projects that are not on schedule.

Specifically, the A Vuong hydropower project, which started in 2003, was expected to generate electricity for unit 1 at the end of 2007 and be completed in 2008, but in the flood season of 2006, the construction site suffered severe consequences from two storms No. 6 and No. 9 that hit Quang Nam and Da Nang, causing heavy rain and floods (exceeding the designed flood frequency), so some construction items could not withstand the flood, so this project may generate electricity for unit 1 in the fourth quarter of 2008. The Tuyen Quang hydropower project, which started in 2002, was expected to generate electricity for unit 1 at the end of 2006, but due to the EPC General Contractor signing the contract for the electromechanical equipment supply package late, the progress of generating electricity for unit 1 had to be delayed to August 2007.

Song Bung 4 Hydropower Project is the first hydropower project that the Asian Development Bank has facilitated to arrange funding for the project under the cooperation program between the Vietnamese Government and the Asian Development Bank. During the project implementation in general and the project progress management in particular,


In particular, some items of the project are also not beyond the possibility of this delay. Some of the biggest difficulties and obstacles come from the application of progress management techniques in planning, project supervision & control and the influence of project participants. In addition, the preparation and approval of the Technical Design and Total Estimate for some items of the project is slower than required; Domestic consulting capacity is still limited; Bidding and selection of construction contractors do not meet the schedule and are not synchronous; Some difficulties in compensation and site clearance work are due to people and local authorities having requirements on compensation standards and support policies higher than the standards approved by competent authorities; The construction force of contractors is thin in many projects, so there is a lack of human resources, materials and construction equipment as committed. Many contractors can only meet about 50% of the required construction force, many construction equipment are too old to ensure capacity, and are constantly broken down; The financial work of contractors often does not meet the requirements, so sometimes they do not provide enough materials for construction (cement, steel, etc.). In general, construction contractors specializing in power sources are currently overloaded due to taking on many projects at the same time, not to mention projects invested by themselves. The acceptance, payment, and disbursement of projects are slow because contractors do not meet the requirements for completion and acceptance procedures. In addition, due to harsh weather, erratic storms and floods, and irregularities, it has caused difficulties in construction at hydropower projects built in remote areas, where material and spiritual conditions are poor and travel is difficult. This is also one of the factors affecting the progress of project implementation.

From the above issues, I choose: " Improving progress management work "

Implement Song Bung 4 hydropower project as a master's thesis in economics.

2. Overview

Author Tran Dinh Nhan's thesis: "Model of organization and management of construction investment projects in the Vietnam Electricity industry". 3. Research purpose of the topic

Systematize the theoretical basis of project management and progress management of construction investment projects.

Correctly assess the current status of progress management of Song Bung 4 Hydropower Project and deeply analyze the monitoring and control of project implementation progress. Draw out the results, the issues that need to be solved and their causes.

Propose some solutions to improve the progress management of Song Bung 4 hydropower project based on the project implementation plan that has been and is being implemented.

4. Research object and scope

The research topic is about project implementation, focusing on researching and analyzing in depth the work of planning, progress management, monitoring & controlling project implementation progress and some other factors affecting the progress of Song Bung 4 hydropower project such as: bidding work, influence of parties participating in the project.

5. Research methods

In implementing the research topic, the author uses dialectical materialism, theories of project management and other sciences to perceive, analyze and evaluate issues scientifically and objectively. This is also the basis of the methodology to apply specialized methods accurately in the research process of the topic.

- Expert method: Interview and discuss with project management experts to obtain their experiences, comments and opinions on issues related to project implementation, especially project progress monitoring and evaluation, bidding and relationships with relevant parties involved in the project implementation process... in each specific situation at the Song Bung 4 Hydropower Project.

- Synthesis method: The topic synthesizes, analyzes and evaluates based on collected documents and information to give opinions on the implementation of the Song Bung 4 hydropower project, comments on the monitoring and control of the progress of the Song Bung 4 hydropower project; at the same time, proposes a number of solutions to improve the management of the progress of the Song Bung 4 hydropower project.

However, within a certain framework, the topic has provided general solutions for project implementation and specified proposals to improve the progress management of the Song Bung 4 hydropower project and from there, practical experiences from this project will be drawn to apply to other projects that are being and will be implemented in Quang Nam province in particular and the Central region in general.
