There is a lot of news about the Thang Long festival, and newspapers and websites in some places around the world are also updating and reporting about Vietnam and Hanoi. Most recently, people have known that the French travel newspaper Le Figaro has reported about the beauty of Hanoi to celebrate the 1000th anniversary of Thang Long. 1000 years of Thang Long - This can be said to be a unique event in the history of Vietnam. The good news is that in the past few years, Vietnam has appeared on the world tourism map, since then the capital Hanoi has been voted by some prestigious magazines and travel guides in the world into the list of the most attractive tourist destinations in 2010. That is really something to be proud of and cherish for Hanoi, peaceful, sacred, ancient in the splendor of economic development as it is today. Nowadays, domestic and foreign tourists not only find Hanoi attractive because of its heroic historical beauty of the war years, but also see Hanoi with its modern beauty and potential to stimulate the curiosity of tourists to explore and conquer when coming here. Unlike some countries in the world today that are experiencing political and economic instability, tourists coming to Hanoi are not worried but completely assured by the peaceful and friendly atmosphere in Vietnam. All of these things can confirm that the occasion of the 1000th anniversary of Thang Long - Vietnam will welcome a large number of tourists to visit. According to the prediction and vote of Frommer's, a leading travel agency in the US with more than 300 global travel guides, voted the Top 12 most attractive tourist destinations in 2010 from 3,500 locations around the world, Hanoi (Vietnam) ranked 5th in that list and was also in the Top 10 Asian destinations in 2010. It can be considered a strength and also a big challenge for Vietnam in preparing to welcome and serve many visitors, including a large number of foreign tourists. In addition, recently, many major events have been successfully organized at some tourist destinations across the country and those events have or tend to have the theme of the 1000th anniversary of Thang Long - Hanoi, such as the event of organizing the Da Nang International Fireworks Competition, which was chosen by the Prime Minister as one of the biggest festivals.
The whole country is looking forward to the 1000th anniversary of Thang Long - Hanoi; the event of Quang Ninh organizing the Ha Long Carnival from April 29, 2010 to May 2, 2010 is estimated to have attracted more than 60,000 visitors. With the theme of the festival "Ha Long - towards Thang Long" and the rich program of activities all towards the 1000th anniversary of Thang Long - Hanoi, Ha Long has attracted a very large number of visitors, equivalent to about 8 - 10% of the total number of visitors to Quang Ninh within 1 year. This can be said to be a great opportunity to promote the important historical event of 1000 years of Thang Long - Hanoi so that domestic and foreign tourists know and pay more attention. In addition, the success of Ha Long Carnival has promised tourists that Vietnam tourism is increasingly changing, bringing tourists the image of Vietnam tourism as peaceful - friendly - colorful and thousands of years of culture.
The 1000th anniversary of Thang Long - Hanoi is a major event of the country, so it will be a grand and important program that will last from January to October 10, 2010 (will focus on the first 10 days of October 2010). Mr. Luong Duy Ngan, director of Newstar Tour International Travel Company, commented that the time of the National Tourism Year 2010 Announcement Ceremony and the time of the 1000th anniversary of Thang Long - Hanoi coincide with the peak season of overseas Vietnamese tourists to Hanoi, so during this time Hanoi can welcome a large number of foreign visitors. The above two events will be the highlight attracting the attention of a large number of overseas Vietnamese and domestic visitors.
It can be said that, never before has Hanoi in particular and Vietnam in general had such a great advantage in developing tourism as it does now when the whole country is looking forward to the once-in-a-thousand-years festival, and friends around the world are also very interested in this event of Vietnam, foreign press reports daily about this event of Vietnam, the internet is everywhere filled with images of Hanoi's thousand-year-old culture and activities preparing for the festival's anniversary... All of these things predict that Hanoi on this occasion will welcome many visitors and the first thing is to prepare to welcome them.
Receive them very thoughtfully. In addition to preparing for the program to celebrate the 1000th anniversary of Thang Long - Hanoi, building new and unique tourism products to serve foreign tourists to Hanoi is an indispensable thing.

of the islanders. Therefore, this indicator will be divided into two sub-indicators:
a1. Natural tourism attractiveness a2. Cultural tourism attractiveness
b. Tourist capacity
The two island communes in Quan Lan have different capacities to receive tourists. Minh Chau Commune is home to many standard hotels and resorts, attracting high-income domestic and international tourists. Meanwhile, Quan Lan Commune has many motels mainly built and operated by local people, so the scale and quality are not high, and will be suitable for ordinary tourists such as students.
c. Time of exploitation of Quan Lan Island Commune:
Quan Lan tourism is seasonal due to weather and climate conditions and festivals only take place on certain days of the year, specifically in spring. In Quan Lan commune, the period from April to June and from September to November is considered the best time to visit Quan Lan because the cultural tourism activities are mainly associated with festivals taking place during this time.
Minh Chau island commune:
Tourism exploitation time is all year round, because this is a place with a number of tourist attractions with diverse ecosystems such as Bai Tu Long National Park Research Center, Tram forest, Turtle Laying Beach, so besides coming to the beach for tourism and vacation in the summer, Minh Chau will attract research groups to come for tourism combined with research at other times of the year.
d. Sustainability
The sustainability of ecotourism sites in Quan Lan and Minh Chau communes depends on the sensitivity of the ecosystems to climate changes.
landscape. In general, these tourist destinations have a fairly high level of sustainability, because they are natural ecosystems, planned and protected. However, if a large number of tourists gather at certain times, it can exceed the carrying capacity and affect the sustainability of the environment (polluted beaches, damaged trees, animals moving away from their habitats, etc.), then the sustainability of the above ecosystems (natural ecosystems, human ecosystems) will also be affected and become less sustainable.
e. Location and accessibility
Both island communes have ports to take tourists to visit from Van Don wharf:
- Quan Lan – Van Don traffic route:
Phuc Thinh – Viet Anh high-speed boat and Quang Minh high-speed boat, depart at 8am and 2pm from Van Don to Quan Lan, and at 7am and 1pm from Quan Lan to Van Don. There are also wooden boats departing at 7am and 1pm.
- Van Don - Minh Chau traffic route:
Chung Huong high-speed train, Minh Chau train, morning 7:30 and afternoon 13:30 from Van Don to Minh Chau, morning 6:30 and afternoon 13:00 from Minh Chau to Van Don.
f. Infrastructure
Despite receiving investment attention, the issue of infrastructure and technical facilities for tourism on Quan Lan Island is still an issue that needs to be resolved because it has a direct impact on the implementation of ecotourism activities. The minimum conditions for serving tourists such as accommodation, electricity, water, communication, especially medical services, and security work need to be given top priority. Ecotourism spots in Minh Chau commune are assessed to have better infrastructure and technical facilities for tourism because there are quite complete and synchronous conditions for serving tourists, meeting many needs of domestic and foreign tourists.
3.2.1.4. Determine assessment levels and assessment scales
Corresponding to the levels of each criterion, the index is the score of those levels in the order of 4, 3, 2, 1 decreasing according to the standard of each level: very attractive (4), attractive (3), average (2), less attractive (1).
3.2.1.5. Determining the coefficients of the criteria
For the assessment of DLST in the two communes of Quan Lan and Minh Chau islands, the students added evaluation coefficients to show the importance of the criteria and indicators as follows:
Coefficient 3 with criteria: Attractiveness, Exploitation time. These are the 2 most important criteria for attracting tourists to tourism in general and eco-tourism in particular, so they have the highest coefficient.
Coefficient 2 with criteria: Capacity, Infrastructure, Location and accessibility . Because the assessment area is an island commune of Van Don district, the above criteria are selected by the author with appropriate coefficients at the average level.
Coefficient 1 with criteria: Sustainability. Quan Lan has natural and human-made ecotourism sites, with high biodiversity and little impact from local human factors. Most of the ecotourism sites are still wild, so they are highly sustainable.
3.2.1.6. Results of DLST assessment on Quan Lan island
a. Assessment of the potential for natural tourism development
For Minh Chau commune:
+ Natural tourism attractiveness is determined to be very attractive (4 points) and the most important coefficient (coefficient 3), so the score of the Attractiveness criterion is 4 x 3 = 12.
+ Capacity is determined as average (2 points) and the coefficient is quite important (coefficient 2), then the score of Capacity criterion is 2 x 2 = 4.
+ Exploitation time is long (4 points), the most important coefficient (coefficient 3) so the score of the Exploitation time criterion is 4 x 3 = 12.
+ Sustainability is determined as sustainable (4 points), the important coefficient is the average coefficient (coefficient 1), so the score of the Sustainability criterion is 4 x 1 = 4 points
+ Location and accessibility are determined to be quite favorable (2 points), the coefficient is quite important (coefficient 2), the criterion score is 2 x 2 = 4 points.
+ Infrastructure is assessed as good (3 points), the coefficient is quite important (coefficient 2), then the score of the Infrastructure criterion is 3 x 2 = 6 points.
The total score for evaluating DLST in Minh Chau commune according to 6 evaluation criteria is determined as: 12 + 4 + 12 + 4 + 4 + 6 = 42 points

Basically, both Minh Chau and Quan Lan localities have quite favorable conditions for developing ecotourism. However, Quan Lan commune has more advantages to develop ecotourism in a humanistic direction, because this is an area with many famous historical relics such as Quan Lan Communal House, Quan Lan Pagoda, Temple worshiping the hero Tran Khanh Du, ... along with local festivals held annually such as the wind praying ceremony (March 15), Quan Lan festival (June 10-19); due to its location near the port and long exploitation time, the beaches in Quan Lan commune (especially Quan Lan beach) are no longer hygienic and clean to ensure the needs of tourists coming to relax and swim; this is also an area with many beautiful landscapes such as Got Beo wind pass, Ong Phong head, Voi Voi cave, but the ability to access these places is still very limited (dirt hill road, lots of gravel and rocks), especially during rainy and windy times; In addition, other natural resources such as mangrove forests and sea worms have not been really exploited for tourism purposes and ecotourism development. On the contrary, Minh Chau commune has more advantages in developing ecotourism in the direction of natural tourism, this is an area with diverse ecosystems such as at Rua De Beach, Bai Tu Long National Park Conservation Center...; Minh Chau beach is highly appreciated for its natural beauty and cleanliness, ranked in the top ten most beautiful beaches in Vietnam; Minh Chau commune is also home to Tram forest with a large area and a purity of up to 90%, suitable for building bridges through the forest (a very effective type of natural ecotourism currently applied by many countries) for tourists to sightsee, as well as for the purpose of studying and researching.

3.2.2. Using SWOT matrix to evaluate Quan Lan island tourism
General assessment of current tourism activities of Quan Lan island is shown through the following SWOT matrix:
Table 3.5: SWOT matrix evaluating tourism activities on Quan Lan island
Internal agent
Strengths- There is a lot of potential for tourism development, especially natural ecotourism and humanistic ecotourism.- The unskilled labor force is relatively abundant.- resource environmentunpolluted, still
Weaknesses- Poorly developed infrastructure, especially traffic routes to tourist destinations on the island.- The team of professional staff is still weak.- Tourism products in general
quite wild, originalintact
general and DLST in particularalone is monotonous.
External agents
Opportunity- Tourism is a key industry in the socio-economic development strategy of the province and Van Don economic zone.- Quan Lan was selected as a pilot area for eco-tourism development within the framework of the green growth project between Quang Ninh province and the Japanese organization JICA.- The flow of tourists and especially ecotourism in the world tends toincreasing
Challenge- Weather and climate change abnormally.- Competition in tourism products is increasingly fierce, especially with other localities in the province such as Ha Long, Mong Cai...- Awareness of tourists, especially domestic tourists, about ecotourism and nature conservation is not high.
Through summary analysis using SWOT matrix we see that:
To exploit strengths and take advantage of opportunities, it is necessary to:
- Diversify products and service types (build more tourism routes aimed at specific needs of tourists: experiential tourism immersed in nature, spiritual cultural tourism...)
- Effective exploitation of resources and differentiated products (natural resources and human resources)

3.1.2. Customer characteristics
In the urgent atmosphere of preparing for the 1000th anniversary of Thang Long - Hanoi with many programs and activities that will be organized grandly, it promises to attract many domestic and foreign tourists to participate. With the special values of the 1000-year-old capital, the 1000th anniversary of Thang Long is not only the pride of the Vietnamese people but also attracts the attention of many countries around the world. Therefore, it can be predicted that the number of tourists coming to Hanoi during the 1000th anniversary of Thang Long will be very large and diverse. And what we are all very interested in is who are the guests attending the ceremony?

Because the event of Thang Long - Hanoi 1000 years old is an important historical event of national significance, it is considered by leaders at all levels to be a national festival. Therefore, the guests attending the grand ceremony to celebrate the 1000th anniversary of Thang Long - Hanoi are first of all people from all over Vietnam who will come to Hanoi to attend the grand ceremony. They are first of all leaders of all levels, departments, provinces, cities, towns, districts to attend the grand ceremony. The program's Organizing Committee has announced that the Capital will invite guests from 63 provinces and cities across the country, and each province and city will invite about 5 people. However, that is only the official guest list expected by the Organizing Committee for leaders in the provinces and cities. In addition, the number of independent tourists who are Vietnamese citizens from all over the country who will come to Hanoi on this occasion is unpredictable. However, during this time, Hanoitourist Travel Center has predicted that the number of customers they will serve during the period before and during the festival will increase 10 times compared to normal times, about 10,000 customers, of which domestic customers account for the majority. This is only the initial data of a travel agency in Hanoi, but the number is expected to reach 10,000 tourists. Currently, there is still no
It is possible to determine how many tourists will come to Hanoi through hundreds of other travel agencies in Hanoi and other provinces and cities across the country such as Hanoi and Ho Chi Minh City. However, at this time it can be affirmed that the number of domestic tourists coming to Hanoi on this occasion is very large with all ages and components such as students, civil servants, teachers, veterans... but all will have one thing in common: they are interested in the important historical event of the nation and will be ready to stay in Hanoi during the nights of the Great Festival.
In addition to the large number of domestic visitors expected to come to Hanoi during the 1000th anniversary of Thang Long, another special thing that everyone is very interested in is that the number of foreign visitors to Hanoi will increase significantly compared to other major events, including guests from many countries around the world and many tourists traveling on tours and independent travelers. Hanoi will have to be ready to welcome a large number of foreign visitors. Welcoming guests during the capital's celebration is considered one of the many important tasks of the Organizing Committee. Moreover, to ensure the success of the organization of the host city, this task needs to be prepared early.
According to the Organizing Committee, up to now, Hanoi has listed 132 invited international delegations including capitals, cities that have cooperative relations with Hanoi as well as a number of international organizations. Topping the list of invited guests from the Asia-Pacific region is the Chinese delegation with representatives from Beijing, Guangxi, Tianjin, Shanghai, Hong Kong, Guangdong, Hainan, Yunnan, and Taipei. Japan ranked second with delegations from Tokyo, Hiroshima, Yokohama, Fukoaka, and Nara. Laos has two invited cities: Vientiane.
– Chan and Luoongphrabang; Cambodia also has two cities, Phnom Penh and Sihanouk, on the invitation list.
In other continents such as Europe, America, etc., there are also dozens of capital cities or cities that have cooperated with Hanoi on the invitation list. For international organizations, the Organizing Committee has so far also made a guest list of about 24 organizations such as: United Nations Educational, Scientific and Cultural Organization
(UNESCO); United Nations Development Program (UNDP), World Bank (WB); World Health Organization (WHO); Food and Agriculture Organization of the United Nations (FAO)...
In addition, many other countries were also invited such as: Singapore, Myanmar, Thailand, Indonesia, Malaysia, Philippines, Brunei, Australia, New Zealand, India, Kazakhstan, Mongolia, South Korea, and the Democratic People's Republic of Korea. However, up to this point, the Organizing Committee has not yet finalized the guest list. Currently, there are more than 100 countries that have not only registered to attend but also brought many activities on this occasion.
A preliminary look at the above points shows that the composition of international guests attending the ceremony is equally diverse and complex with many countries, many religions, many living habits, different ages... making the preparation to welcome these international guests of the host city even more difficult and requiring much more carefulness. The concern is where they will eat, where they will sleep, how... that is completely reasonable because arranging food and accommodation for a large number of guests, including many high-ranking officials, requires a long time to prepare. Secondly, the hotels (assigned to take care of the guests' accommodation) also set strict requirements on the length of stay, number of guests, and prices for them to develop business plans. The expected number of domestic and international tourists flocking to Hanoi during the peak month (October) will put pressure on many high-end hotels. On March 12, 2010, the Hanoi People's Committee sent a document to the Chairman of the Board of Directors, General Director of Nghi Tam Village Tourism Development Company and General Director of Intercontinental Hotel as well as the directors of 3 Government guest houses. The document clearly stated that "... Hanoi City was assigned by the Government to organize the Great Anniversary from October 1 to 10, 2010..." in which Hanoi will welcome leaders of more than 70 countries, foreign diplomatic delegations, and leaders of capitals of various countries.
With the great value of the 1000-year-old capital, for international guests, this is an opportunity for them to enjoy the atmosphere of the 1000-year-old Hanoi, and at the same time be introduced to their unique cultural features, to open up
expand cultural exchanges and contribute to enriching the Great Festival. Countries will bring many activities such as art performances, culinary introductions, exhibitions and trade promotion activities... The above activities will inevitably have an impact on attracting more and more domestic and foreign tourists. In addition to international delegations from hundreds of countries officially on the guest list. Vietnam is currently also having policies to encourage entry for international visitors, making the number of international visitors from around the world coming to Hanoi certainly increase significantly and will also be very diverse in quantity and composition, from many different countries.
In addition, there is another significant group of visitors to Vietnam, which are international visitors of Vietnamese origin, overseas Vietnamese who will return in large numbers during the historical events of their homeland. Because recently the Vietnamese Government has had many policies to encourage them to return to their homeland and there have been many overseas Vietnamese tourists who have returned to visit Vietnam, the place where they were born. Moreover, this is a rare commemorative occasion of their homeland, with great historical and social significance, bringing people closer together, there is no reason for them to miss it or not want to attend.
3.1.3. Characteristics of activities during the 1000th anniversary of Thang Long
The 1000th anniversary of Thang Long - Hanoi is currently the pride of the entire Vietnamese people and is of interest to everyone across the country. It is considered an important historical milestone and a festival for the entire people that will welcome many domestic and foreign visitors. This is a rare opportunity to promote the image of Hanoi tourism, the face of Vietnam tourism to international friends. Therefore, since the beginning of 2010, the whole country has been bustling with activities in various fields to celebrate the 1000th anniversary of Thang Long. Hanoi promises to bring to the audience nationwide programs and activities that are truly grand, outstanding and imbued with cultural identity, history, and diverse images of the country and people of Vietnam in general. Hanoi in particular has risen above the national stature with the capital of a thousand years of civilization reaching out to the world.
The special thing is that not only the Vietnamese people are interested in preparing for this event, but friends around the world are also making their own preparations for cultural and artistic activities towards the occasion of the 1000th anniversary of Thang Long - Hanoi of Vietnam.
3.1.3.1. Some domestic activities
According to information from www.chinhphu.vn, with just over 100 days left until the 1000th Anniversary, the Government Standing Committee requested Hanoi city to focus on drastically implementing the work according to the proposed program, including the following contents and activities:
Spread the image of the thousand-year-old capital
The Government Standing Committee and Hanoi City have actively coordinated with the Central and local ministries, branches to focus on directing and implementing the work content of the Great Festival. Notably, the implementation of programs, opening of special pages, columns, and many news and articles on the 1000th anniversary of Thang Long - Hanoi. Thereby, introducing to the people of all walks of life and international friends the cultural traditions of Thang Long - Hanoi. UNESCO has also issued a resolution on the 1000th anniversary of Thang Long - Hanoi.
By the end of February 2010, there were nearly 400 valuable works in the following genres: songs, symphonies, poems, memoirs, statues, film scripts, vọng cổ, cải lương, articles, and compositions about Hanoi. In addition, after more than 3 months of mobilizing people in Hanoi not to litter on the streets, to remove garbage advertisements and classified ads, up to now, the situation of littering and waste on the streets has decreased significantly, some districts have removed more than 90% of classified ads.
In addition, Hanoi is also continuing to beautify the urban area, burying power lines on some streets, renovating flower gardens, parks, sidewalks, public places... creating a new look for main streets and major roads. Many works and projects registered by domestic and foreign organizations and individuals under the socialization method, with the state supporting part of the funding, have been and are being implemented such as the Saint Giong monument, "ceramic road along the Red River", documentary film
Science and art "Thang Long - City of flying dragon".
Create an exciting atmosphere towards the Great Festival
Hanoi is focusing on implementing the work according to the proposed program but must create an exciting and impressive atmosphere for this important historical moment by assessing, approving and organizing detailed script rehearsals for activities, especially large-scale activities such as the Opening Ceremony of the 1000th Anniversary of Thang Long - Hanoi (morning of October 1, 2010); Commemorative Rally (morning of October 10, 2010); Cultural and Artistic Night to celebrate 1000 years of Thang Long (evening of October 10, 2010) at My Dinh National Stadium.
In addition, pay attention to waste treatment planning and preserving the capital's landscape. All ministries, branches, units and agencies proactively clean and beautify their headquarters and agencies in the city to welcome the 1000th anniversary of Thang Long.
–Hanoi.
