2.5.2. Disadvantages

- Management work is mainly based on experience and management capacity, which still has many shortcomings; management and direction are not strict and effective, especially in directing teaching and learning in the direction of promoting learners' initiative.
- There is still a large number of teachers who have not really tried to innovate teaching methods. Many people are still interested in teaching by lecture method, teachers read, students copy, not proactive in exploiting the experience and life experience of learners in the teaching process, and not really interested in promoting learners' positivity in class.
- There is a shortage of teachers, few experienced teachers, and the quality of teachers is not consistent, which greatly affects the implementation of innovative teaching methods to suit the students at the Center.
- The financial source of the Center is mainly contributed by students. However, most of the students of the Center are in difficult circumstances, which affects the collection of tuition fees. On the other hand, the current tuition fees set by the State for Continuing Education Centers are no longer suitable, and the revenue is not enough to cover the Center's activities.
- Most of the students' academic ability is weak and poor but they have to absorb too heavy a program; the students' attitude and motivation to study are still limited, which are major obstacles in innovating teaching methods of teachers in the Center.
2.5.3. Opportunity
- The Party and the State have had many policies to develop continuing education. Importantly, the 2019 Education Law has recognized: Continuing education is a field of study that goes hand in hand with continuing education in the national education system. In particular, the Provincial Vocational Guidance and Continuing Education Center has always received the attention of departments, branches and leaders at all levels in the province for the education and training career of the Center.
- Teaching equipment in particular and facilities in general have been given attention by the Department of Education and Training in equipping and building like high schools to serve the work of renewing programs and teaching methods.

- In the GDTX sector, there is still the idea of "Achievement Disease", especially for older students who have incorrect motivation to study, are coping in their studies, are not self-disciplined, and have low positivity. A number of guest lecturers are not dedicated to GDTX subjects.
- The interest of the parents' association is still limited, and has not been effective in coordinating with the Center to educate students in all aspects.
- The issue of maintaining the training scale as well as the stable development of the Center is a big challenge, because in Kim Son district, the number of non-public schools is developing relatively strongly, the annual student rate does not increase, the universalization work has been completed, the competition in education is in a period of relatively strong development. This is also an issue affecting the implementation of innovation in teaching methods to improve quality, affirming the position of the Center in the education and training career.

CHAPTER 3: MEASURES TO MANAGE TEACHING ACTIVITIES AT THE VOCATIONAL EDUCATION CENTER - CONTINUING EDUCATION OF KIM SON DISTRICT IN THE CONTEXT OF EDUCATIONAL INNOVATION
3.1. Current context and principles for proposed management measures
3.1.1. Current context
The quality of teaching in schools has improved a lot, however, education in schools is still inadequate in terms of scale, especially quality and efficiency. The team of educational managers has limited capacity, has not been fully trained, so it cannot keep up with the diversity and complexity of educational activities in the process of innovation.
Innovation in school education management to improve teaching quality is necessary and urgent. The majority of teachers are enthusiastic about their profession but their quality is still weak, the working environment and conditions are still limited, teachers are trained in many types of schools and classes, so the quality is uneven. At the same time, being affected by the market mechanism, sometimes they cannot really meet the task of educational reform and the requirements of socio-economic innovation, and the requirements of industrialization and modernization of the country.
Educational administrators must realize the importance of improving the quality of teaching as a particularly important step to bring education up to the requirements of the new situation.
The Center for Continuing Education is a continuing education institution of the national education system. The main task of the center is to organize and implement educational programs that meet the needs of learners in the area, creating opportunities for everyone to study, study regularly, and learn for life.

This requirement comes from the nature of the management process, which focuses on planning, directing teachers' teaching activities, students' learning activities, managing teaching activities and other activities serving teaching activities in the Center.
