However, through chart 2.2, it can be seen that BIDV Tien Giang's profit is still increasing continuously, and its operating efficiency is currently leaking. This is a contribution of non-credit services, and this service segment will be increasingly focused on growth by BIDV Tien Giang to ensure the highest profit safety because credit activities have many potential risks. At the same time, focusing on developing non-credit services is consistent with one of the contents of restructuring the financial activities of credit institutions in the project "Restructuring the system of credit institutions in the period 2011-2015" approved by the Prime Minister in Decision No. 254/QD-TTg dated March 1, 2012 [14]: "Gradually shifting the business model of commercial banks towards reducing dependence on credit activities and increasing income from non-credit services".
2.2. Current status of non-credit service development at BIDV Tien Giang.
2.2.1. BIDV Tien Giang has deployed the development of non-credit services in recent times.
Along with the development of the Head Office, BIDV Tien Giang's products and services are constantly improved and deployed in a diverse manner to ensure provision for many different customer groups in the area: individual customers, corporate customers, and financial institutions. Typical services are as follows: Payment services, treasury services, guarantee services, card services, trade finance, other services: Western Union, insurance commissions, consulting services, foreign exchange derivatives trading, e-banking services,...
2.2.1.1. Payment services:
In accordance with the Prime Minister's Project to promote non-cash payments in Vietnam [15], banks in Tien Giang province have continuously developed payment services to reduce customers' cash usage habits through card services and electronic banking services such as: salary payment through accounts, focusing on developing card acceptance points, developing multi-purpose cards, paying social insurance by transfer, paying bills through banks, etc.

Along with the technological development of the entire system, BIDV Tien Giang has a payment system with a fairly stable transaction processing speed, bringing many conveniences to customers. The results of observing chart 2.3 show that the income from payment services that the Branch has achieved has grown over the years but the speed is not high and the products are not outstanding compared to other banks. Domestic payment products such as: Online bill payment, electricity bills, water bills, insurance premiums, cable TV bills, telecommunications fees, airline tickets, etc. bring many conveniences to customers. Regarding international payment, this is an indispensable activity for foreign economic activities, BIDV Tien Giang is providing international payment methods for small enterprises producing agriculture, aquatic food and seafood that have credit relationships with banks in industrial parks in Tien Giang province such as: money transfer, collection, L/C payment.
2.2.1.2. Treasury services:
BIDV Tien Giang always focuses on ensuring treasury safety and currency security, always complies with legal regulations, and minimizes risks in operations such as: counting and collecting money from customers, receiving and delivering internal transactions, collecting from the State Bank (SBV) or other credit institutions, receiving ATM funds, bundling money, etc. BIDV Tien Giang's treasury service management department is always fully equipped with modern machinery and equipment such as: money transport vehicles, fire prevention tools, money counters, money detectors, magnifying glasses, etc. to ensure absolute safety in treasury operations, immediately identifying real and fake money and other risks that may affect people and assets of the bank and customers. In addition, implementing regulation 2480/QC dated October 28, 2008 between the State Bank of Tien Giang province and the Provincial Police on coordination in the fight against counterfeit money, in the 3-year review of implementation, BIDV Tien Giang discovered, seized and submitted to the State Bank of Tien Giang province 475 banknotes of various denominations and was commended by the Provincial Police and the State Bank of Tien Giang province [17].

However, as shown in Figure 2.4, income from treasury operations is not high and fluctuates. Specifically, in the period 2011-2013, net income increased and increased most sharply in 2013, then in the period 2013-2015, there was a downward trend. This fluctuation is due to the fact that fees collected from treasury services are often very low and can even be waived to attract customers to use other services.

Through chart 2.5, we can see that BIDV Tien Giang's income from guarantee services and trade finance has grown over the years. The reason is: Among BIDV Tien Giang's corporate customers, the construction industry is the industry with the highest proportion of customers after the trading industry, this is a group of customers with potential to develop guarantee services. The second group of customers is corporate customers in the fields of agricultural production, livestock and seafood processing with high import and export turnover in the area.

2.2.1.4. Card and POS services:
As a service that BIDV Tien Giang has recently developed strongly, it can be said that this is a very potential market and has the ability to develop even more strongly in the future. Card services with outstanding advantages such as fast payment time, wide payment range, quite safe, effective and suitable for the integration trend and the Project to promote non-cash payments in Vietnam. Cards have become a modern and popular payment tool. BIDV Tien Giang early identified that developing card services is to expand the market to people in society, create capital mobilized from card-opened accounts, contribute to diversifying banking activities, enhance the image of the bank, bring the BIDV Tien Giang brand to people as quickly and easily as possible. BIDV Tien Giang is currently providing card types such as: credit cards (BIDV MasterCard Platinum, BIDV Visa Gold Precious, BIDV Visa Manchester United, BIDV Visa Classic), international debit cards (BIDV Ready Card, BIDV Manu Debit Card), domestic debit cards (BIDV Harmony Card, BIDV eTrans Card, BIDV Moving Card, BIDV-Lingo Co-branded Card, BIDV-Co.opmart Co-branded Card). These cards can be paid via POS/EDC or on the ATM system. In addition, with debit cards, customers can not only withdraw money via ATMs but also perform utilities such as mobile top-up, online payment, money transfer,... through electronic banking services.
In order to attract customers with card services, BIDV Tien Giang has continuously increased the installation of ATMs. As of December 31, 2015, BIDV Tien Giang has 23 ATMs combined with 7 ATMs in the same system of BIDV My Tho, so the number of ATMs is quite large, especially in the center of My Tho City, but is not yet fully present in the districts. Basic services on ATMs such as withdrawing money, checking balances, printing short statements,... BIDV ATMs accept cards from banks in the system.
Banknetvn and Smartlink, cards branded by international card organizations Union Pay (CUP), VISA, MasterCard and cards of banks in the Asian Payment Network. From here, cardholders can make bill payments for themselves or others at ATMs, by simply entering the subscriber number or customer code, booking code that service providers notify and make bill payments.

Through chart 2.6, it can be seen that BIDV Tien Giang's card service income is constantly growing because the Branch focuses on developing businesses operating in industrial parks, which are the source of customers for salary payment products, ATMs, BSMS. Specifically, there are companies such as Freeview, Quang Viet, Dai Thanh, which are businesses with a large number of card openings at the Branch, contributing to the increase in card service fees [25].

Through table 2.6, the author finds that the number of ATMs of BIDV Tien Giang is not much, ranking fourth after Agribank Tien Giang, Dong A Tien Giang, Sacombank Tien Giang. The number of POS machines of BIDV Tien Giang is very small, only higher than Dong A Tien Giang and BIDV My Tho in the initial stages of merging the BIDV system. Besides, BIDV Tien Giang has a high number of cards increasing over the years (table 2.7) but the cumulative number of cards issued up to December 31, 2015 is still relatively low compared to Agribank, Vietcombank, Dong A (table 2.6).

Through the multivariate regression results table above, we can see that, except for the attribute "Handling when the card is stolen", all the remaining attributes have sig coefficients < 0, so it can be concluded that their impact on the dependent variable is statistically significant. The level of impact of the attributes is shown through the coefficient B. The larger the coefficient B, the greater the impact. For example, the attribute with the largest coefficient B is "Accepted for payment in Vietnam" with B = 0.338. That shows that when the variable "Accepted for payment in Vietnam" increases by 1 unit, the variable "TTD assessment" increases by 0.338 units. However, with the variance inflation factor (VIF) of some variables > 2, multicollinearity may exist at a certain level. Theoretically, the VIF coefficient is compared with 10, if VIF > 10 then the conclusion is that there is multicollinearity (Hoang Trong and Chu Nguyen Mong Ngoc, 2005). However, in

This is an important premise for providing solutions and recommendations in the following chapter.
CHAPTER 5
SOLUTIONS AND RECOMMENDATIONS TO INCREASE THE INTENTION TO USE VIETINBANK'S TTD SERVICES IN HO CHI MINH CITY
5.1 Basis for solutions and recommendations
5.1.1 Advantages and disadvantages of TTD payment methods at Vietinbank currently

Firstly: The Vietnamese TTD market in recent years has witnessed remarkable growth in both the number of cards and transaction value. The development of TTD payments has helped banks, including Vietinbank, have more lending channels as well as effective capital mobilization. At the same time, it can develop other services to best serve its customers.
Second: To attract customers, banks have actively linked with businesses to bring the best incentives to customers. From discounts, refunds, interest-free installment purchases, etc. to points for gifts, VIP lounges at airports and other added values.
Third: Promote the issuance of co-branded cards to reach partners' customers and provide more incentives for customers.
Fourth: Focus on the safety of card usage for customers as well as banks when promoting the development of chip cards according to EMV standards with a higher level of security.
Fifth: The infrastructure for card payments is constantly being improved. The number of ATMs/POS is increasing rapidly, and a banking alliance system has also been established to make payments outside the system more convenient and faster. The Internet is becoming more and more popular and the speed is getting faster.
Sixth: The legal corridor continues to be improved to orient the card market to develop rapidly and sustainably. Strengthen coordination between ministries,

Disadvantages
Besides the achievements, the Vietnamese TTD market in general and Vietinbank in particular still have many shortcomings:
First: Although the number of cards and transactions is constantly increasing, it still accounts for a very small proportion of the total means of non-cash payment, not commensurate with the potential of an economy with nearly 100 million people.
Second: Although the card payment infrastructure has been continuously developed, it has not yet met the increasing demand. ATM/POS systems are mainly concentrated in large brands in big cities. The internet is sometimes unstable and the cost of use is still high.
Third: The management of card acceptance points is not closely monitored. Many card acceptance points, because they are afraid of high card payment fees, deliberately do not allow customers to pay by card even though they know that this behavior is a violation of the law.
Fourth: The work of ensuring card payment security is not good, there are still many cases of card information theft, causing harm to the interests of payment participants as well as losing people's trust, leading to fear of owning and paying with cards.
Fifth: The promotion of TTD has not been done well. Banks often only focus on developing international TTD for individuals, while domestic TTD or cards for businesses are known by very few people, while the development of society leads to an increasing demand for owning this type of card.
The existence of many limitations in the card market in Vietnam is due to many reasons, some of which can be mentioned as follows:
Firstly, the habit of using cash is still deeply ingrained in people’s minds. Most people use ATM cards to store and withdraw money when needed, not to make payments. This is a major barrier that must be overcome if the Vietnamese card market is to develop strongly in the future.
Besides, the banking system has not fulfilled its mission well. Banks have not created a clear economic difference to encourage people to use cards instead of cash. The payment system is often
There are problems that cause payment interruptions, customers cannot feel secure when spending money and only carry cards without carrying cash.
State agencies, especially the police, have not managed card crimes well. Fraud and theft of customer information still occur frequently, affecting the interests of payment participants while the police have not taken effective measures to prevent them.
In addition, the informal economy is also an important reason for the underdeveloped card market. With the characteristics of small-scale production and consumption, access to non-cash payment methods is quite difficult. At the same time, a large part of the informal economy is the underground economy related to smuggling, tax evasion, commercial fraud, etc. For these transactions, no one wants to use non-cash payment methods no matter how useful and convenient they are.
5.1.2 Summary of research model results
TTD ownership decision
Chi-square test shows that there are 3 factors affecting the decision to own TTD: age, average income and perception of debt. In which, the older the age, the lower the rate of TTD ownership and vice versa, people with higher income are more likely to own TTD, while those who think TTD debt is good mostly own cards while those who think TTD debt is bad often do not own cards.
The results of the Binary Logistic regression model to quantify the influence of factors on the decision to own TTD showed that 4 factors were included in the model including age, education level, average income and perception of debt with influence coefficients of -1.423, -0.883, 1.067 and 1.937 respectively. With the above regression model, we can derive a model to predict the probability of owning TTD for any customer as follows:

Decision to use the card
Frequency analysis revealed the 5 most popular TTD usage purposes among the 10 purposes included in the study, including: Using to buy and pay
Contribute goods and services; To receive discounts when paying; To use for online shopping; To get a loan from the bank and Avoid carrying cash when traveling. Of which, the first 2 purposes receive the most attention with rates of 27% and 20% respectively, the next 3 purposes have the lowest interest rate, reaching from 11% to 13%. Meanwhile, the remaining purposes have the highest interest rate not exceeding 5%.
Regarding the level of card usage, One way Anova analysis of variance showed that only the average income factor had an impact on customers' decision to use cards (enough evidence to show that there is a difference in the level of card usage between different average income groups).
Chi-square test shows that two factors, average income and number of cards owned, affect the turnover of TTD balance. In which, people with higher income and more TTD owning tend to maintain their card balance while the rest do not.
Assess the impact of card attributes on customer perceptions of TTD.
The mean test shows that all 8 attributes given affect customers' views on TTD (good or bad) arranged in order of decreasing concern as follows: Cost of using the card (interest rate); Security when using the card; Handling when the card is stolen; Convenience in payment; Card limit; Accepted for payment in Vietnam; Accepted for international payment and Minimum payment amount per period.
A multivariate regression model to quantify the influence of the above attributes on customers' evaluation of TTD was also conducted and the results showed that except for the attribute "Handling when the card is stolen" which was not suitable for inclusion in the model, the remaining attributes were accepted. The influence of the attributes was arranged in descending order through the influence coefficient as follows: "Accepted for payment in Vietnam (0.338)"; "Safety when using the card (0.259)"; "Card limit (0.215); "Accepted for international payment (0.196)"; "Convenience in payment (0.192)"; "Cost of using the card (interest rate) (0.147)" and "Minimum payment amount (0.115)".
The above are the results obtained after the quantitative analysis process. These results will contribute significantly to providing solutions and recommendations to promote the development of the Vietnamese TTD market in general and Vietinbank in particular in the future.
5.1.3 Development orientation of Vietnam's card market in the coming time

In developed countries, the trend of non-cash payments has emerged.
has been around for a long time. A cashless society with the use of bank cards is becoming a model that many developing countries are aiming for, including Vietnam. According to a MasterCard report, thanks to card transactions, countries save 1% of GDP compared to the costs incurred when transacting entirely in cash. However, this figure is only a part of the target because cashless payments can also limit the lack of transparency of cash payments. A cashless society is not only a trend in European countries but also a global trend (Vietnam Television Online Newspaper, 2017).
On August 8, 2018, the Government issued Decision 986/QD-TTg on the Strategy for the Development of the Vietnamese Banking Industry to 2025, with a vision to 2030. The Strategy clearly states the Government's view that the monetary and banking system and the operations of credit institutions are the lifeblood of the economy, continuing to play a key role in the overall financial system of Vietnam. Stabilizing the operations of the credit institution system plays a key role in monetary and financial stability, is a prerequisite for macroeconomic stability, sustainable growth and must be ensured by synchronous and effective coordination between monetary policy and fiscal policy and other macroeconomic policies, along with harmonious and balanced development between the banking, securities and insurance sectors... (SBV, 2019).
Through this strategy, the Government has also set out goals for non-cash payment methods, of which card payment is an important component, specifically as follows: Promote the development of non-cash payment, optimize the ATM and POS network. By the end of 2020, the proportion of cash in total means of payment will be below 10%; by the end of 2025, this figure will be reduced to 8%; Increase the number of businesses and people accessing financial and banking services provided by credit institutions. However, through chart 2.2, it can be seen that BIDV Tien Giangs profit is still increasing continuously, and its operating efficiency is currently leaking. This is a contribution of non-credit services, and this service segment will be increasingly focused on growth by BIDV Tien Giang to ensure the highest profit safety because credit activities have many potential risks. At the same time, focusing on developing non-credit services is consistent with one of the contents of restructuring the financial activities of credit institutions in the project Restructuring the system of credit institutions in the period 2011-2015 approved by the Prime Minister in Decision No. 254/QD-TTg dated March 1, 2012 [14]: Gradually shifting the business model of commercial banks towards reducing dependence on credit activities and increasing income from non-credit services.
2.2. Current status of non-credit service development at BIDV Tien Giang.
2.2.1. BIDV Tien Giang has deployed the development of non-credit services in recent times.
Along with the development of the Head Office, BIDV Tien Giangs products and services are constantly improved and deployed in a diverse manner to ensure provision for many different customer groups in the area: individual customers, corporate customers, and financial institutions. Typical services are as follows: Payment services, treasury services, guarantee services, card services, trade finance, other services: Western Union, insurance commissions, consulting services, foreign exchange derivatives trading, e-banking services,...
2.2.1.1. Payment services:
In accordance with the Prime Ministers Project to promote non-cash payments in Vietnam [15], banks in Tien Giang province have continuously developed payment services to reduce customers cash usage habits through card services and electronic banking services such as: salary payment through accounts, focusing on developing card acceptance points, developing multi-purpose cards, paying social insurance by transfer, paying bills through banks, etc.

Along with the technological development of the entire system, BIDV Tien Giang has a payment system with a fairly stable transaction processing speed, bringing many conveniences to customers. The results of observing chart 2.3 show that the income from payment services that the Branch has achieved has grown over the years but the speed is not high and the products are not outstanding compared to other banks. Domestic payment products such as: Online bill payment, electricity bills, water bills, insurance premiums, cable TV bills, telecommunications fees, airline tickets, etc. bring many conveniences to customers. Regarding international payment, this is an indispensable activity for foreign economic activities, BIDV Tien Giang is providing international payment methods for small enterprises producing agriculture, aquatic food and seafood that have credit relationships with banks in industrial parks in Tien Giang province such as: money transfer, collection, L/C payment.
2.2.1.2. Treasury services:
BIDV Tien Giang always focuses on ensuring treasury safety and currency security, always complies with legal regulations, and minimizes risks in operations such as: counting and collecting money from customers, receiving and delivering internal transactions, collecting from the State Bank (SBV) or other credit institutions, receiving ATM funds, bundling money, etc. BIDV Tien Giangs treasury service management department is always fully equipped with modern machinery and equipment such as: money transport vehicles, fire prevention tools, money counters, money detectors, magnifying glasses, etc. to ensure absolute safety in treasury operations, immediately identifying real and fake money and other risks that may affect people and assets of the bank and customers. In addition, implementing regulation 2480/QC dated October 28, 2008 between the State Bank of Tien Giang province and the Provincial Police on coordination in the fight against counterfeit money, in the 3-year review of implementation, BIDV Tien Giang discovered, seized and submitted to the State Bank of Tien Giang province 475 banknotes of various denominations and was commended by the Provincial Police and the State Bank of Tien Giang province [17].

However, as shown in Figure 2.4, income from treasury operations is not high and fluctuates. Specifically, in the period 2011-2013, net income increased and increased most sharply in 2013, then in the period 2013-2015, there was a downward trend. This fluctuation is due to the fact that fees collected from treasury services are often very low and can even be waived to attract customers to use other services.
2.2.1.3. Guarantee and trade finance services:
BIDV Tien Giang, thanks to the advantages of the province and the favorable location of the Branch, has continuously focused on developing income from guarantee services and trade finance.

Through chart 2.5, we can see that BIDV Tien Giangs income from guarantee services and trade finance has grown over the years. The reason is: Among BIDV Tien Giangs corporate customers, the construction industry is the industry with the highest proportion of customers after the trading industry, this is a group of customers with potential to develop guarantee services. The second group of customers is corporate customers in the fields of agricultural production, livestock and seafood processing with high import and export turnover in the area.

2.2.1.4. Card and POS services:
As a service that BIDV Tien Giang has recently developed strongly, it can be said that this is a very potential market and has the ability to develop even more strongly in the future. Card services with outstanding advantages such as fast payment time, wide payment range, quite safe, effective and suitable for the integration trend and the Project to promote non-cash payments in Vietnam. Cards have become a modern and popular payment tool. BIDV Tien Giang early identified that developing card services is to expand the market to people in society, create capital mobilized from card-opened accounts, contribute to diversifying banking activities, enhance the image of the bank, bring the BIDV Tien Giang brand to people as quickly and easily as possible. BIDV Tien Giang is currently providing card types such as: credit cards (BIDV MasterCard Platinum, BIDV Visa Gold Precious, BIDV Visa Manchester United, BIDV Visa Classic), international debit cards (BIDV Ready Card, BIDV Manu Debit Card), domestic debit cards (BIDV Harmony Card, BIDV eTrans Card, BIDV Moving Card, BIDV-Lingo Co-branded Card, BIDV-Co.opmart Co-branded Card). These cards can be paid via POS/EDC or on the ATM system. In addition, with debit cards, customers can not only withdraw money via ATMs but also perform utilities such as mobile top-up, online payment, money transfer,... through electronic banking services.
In order to attract customers with card services, BIDV Tien Giang has continuously increased the installation of ATMs. As of December 31, 2015, BIDV Tien Giang has 23 ATMs combined with 7 ATMs in the same system of BIDV My Tho, so the number of ATMs is quite large, especially in the center of My Tho City, but is not yet fully present in the districts. Basic services on ATMs such as withdrawing money, checking balances, printing short statements,... BIDV ATMs accept cards from banks in the system.
Banknetvn and Smartlink, cards branded by international card organizations Union Pay (CUP), VISA, MasterCard and cards of banks in the Asian Payment Network. From here, cardholders can make bill payments for themselves or others at ATMs, by simply entering the subscriber number or customer code, booking code that service providers notify and make bill payments.

Through chart 2.6, it can be seen that BIDV Tien Giangs card service income is constantly growing because the Branch focuses on developing businesses operating in industrial parks, which are the source of customers for salary payment products, ATMs, BSMS. Specifically, there are companies such as Freeview, Quang Viet, Dai Thanh, which are businesses with a large number of card openings at the Branch, contributing to the increase in card service fees [25].

Through table 2.6, the author finds that the number of ATMs of BIDV Tien Giang is not much, ranking fourth after Agribank Tien Giang, Dong A Tien Giang, Sacombank Tien Giang. The number of POS machines of BIDV Tien Giang is very small, only higher than Dong A Tien Giang and BIDV My Tho in the initial stages of merging the BIDV system. Besides, BIDV Tien Giang has a high number of cards increasing over the years (table 2.7) but the cumulative number of cards issued up to December 31, 2015 is still relatively low compared to Agribank, Vietcombank, Dong A (table 2.6).
