Administrative reform from the practice of Que Son district, Quang Nam province - 11


Build a mechanism to mobilize the participation of socio-political organizations, unions, and people to increasingly participate and actively implement more in administrative reform work to further promote this work.

The District People's Committee has a general directing role, based on the Government's 2011-2020 Administrative Reform Program, assigning tasks to specific agencies, units, and localities as follows:

- Office of District People's Council & People's Committee:

+ Continue to study, research, and improve the quality of implementing the one-stop shop and inter-connected one-stop shop mechanisms; advise the District People's Committee on the Project to build a one-stop shop and inter-connected one-stop shop mechanism in a modern and professional direction, gradually expanding the scope of inter-connected administrative procedures.

+ Develop a plan to periodically review, evaluate, and inspect the implementation of the quality management process according to ISO 9001:2008 standards, and continue to research and perfect this system to ensure the most effective and feasible results.

- District Justice Department:

+ Develop a plan to promote institutional reform; advise the District People's Committee to effectively carry out the appraisal and promulgation of legal documents; monitor law enforcement.

+ Coordinate with the Office of the District People's Council & People's Committee to maintain good administrative procedure control work.

- District Finance and Planning Department: develop a plan to promote public financial reform; proactively and effectively implement financial mechanisms for the operations of agencies and units.

- District Department of Culture & Information:

+ Annually advise the District People's Committee to develop a plan to propagate administrative reform and regularly monitor and maintain effective implementation of this plan.


+ Coordinate with the Office of the People's Council and People's Committee to develop a plan to improve the application of information technology in the operations of state administrative agencies.

- People's Committees of communes and towns:

Actively direct the implementation and inspect the report on the implementation of the District's Administrative Reform Plan at their units. Urgently consolidate and perfect the organizational structure, arrange a department to receive documents and return results in accordance with regulations, publicly and fully post administrative procedures performed at the commune level in accordance with regulations.

- District Internal Affairs Department - Standing agency of district-level administrative reform:

+ Annually advise the District People's Committee to issue an Administrative Reform Plan, which clearly states tasks, products, responsibilities, implementation time and proposes necessary funding for implementation; solutions to strengthen direction and inspection of administrative reform implementation.

+ Responsible for guiding, inspecting, and urging agencies, units, and localities in the district to organize the implementation of the District's Administrative Reform Work Plan; periodically synthesizing reports on administrative reform work of agencies, departments, and localities to report to the District and Provincial People's Committees for monitoring and direction.

+ Develop a plan for regular and surprise inspections of administrative reform work and have appropriate sanctions to improve the quality and responsibility of local agencies and units in implementation.

+ Coordinate with provincial departments and branches to organize training for specialized officials and civil servants to carry out administrative reform work in agencies and units; People's Committees of communes and towns.


+ Preside and coordinate with relevant agencies to develop or appraise projects related to administrative reform work and submit them to the District People's Committee for approval.

+ Report and advise the Standing Committee of the District People's Committee to handle and remove difficulties, obstacles and proposals and recommendations from agencies, units; People's Committees of communes and towns.

Chapter 3 Conclusion

Through theoretical and practical research on administrative reform in Que Son district, the above are some highly feasible solutions for Que Son district to continue promoting administrative reform in the coming time. The solutions aim to perfect and improve the quality of the institutional system; promote administrative procedure reform, especially according to the one-stop and one-stop mechanism; streamline the organization of the state administrative apparatus to be streamlined and effective, reduce staff; focus on improving the quality of the staff, civil servants and public employees in terms of capacity, expertise and moral qualities of the staff.

In addition, proposals and recommendations to the National Assembly, the Government, the Central Ministries and Branches; to the authorities of Quang Nam province; to the District Party Committee and People's Committee of Que Son district were made with the aim of creating favorable conditions for the locality to effectively implement solutions to promote administrative reform; at the same time, creating synchronization and unity in administrative reform work in the whole province and the whole country. Particularly for Que Son district, these are proposed contents for the district leaders to recognize, consider, and give the most correct guidelines and policies so that the administrative reform work of the district can achieve the highest results, especially in the final stage of the Government's 2011-2020 administrative reform program.


CONCLUDE


Over the past years, from a poor, backward locality heavily devastated by war, Que Son district has risen up, overcome difficulties, promoted socio-economic development, and embarked on administrative reform. For Que Son district, administrative reform is a relatively new, difficult and challenging task. However, in recent years, the Party Committee

- The district government has determined to consider administrative reform as a key political task, together with the people of the whole district, determined to successfully complete the administrative reform task with the goal of successfully completing the Government's Administrative Reform Program for the period 2011-2020.

The Resolution of the 24th Que Son District Party Congress, term 2015-2020, set out the goal: “Socio-economic development must go hand in hand with promoting administrative reform; improving the effectiveness and efficiency of the government apparatus. Focus on building a clean, strong government (People's Council and People's Committee) that operates effectively and efficiently, associated with strengthening the leadership and inspection role of Party committees, supervision of the people, promoting the personal responsibility of the head and the advisory role of specialized agencies. Continue to promote administrative procedure reform and apply information technology to management and operation activities”

Determining that economic and social development must go hand in hand with administrative reform, therefore, administrative reform is an urgent task of Que Son district in the coming time. The goal of the district is to build a democratic, clean, strong, professional administration; a streamlined administrative apparatus that operates effectively and efficiently, creating a favorable environment for socio-economic development, ensuring national defense and security; building a team of cadres, civil servants, and public employees with sufficient moral qualities, qualifications, and capacity to perform tasks and public services; promoting simplification


administrative procedures; widely applying information technology in the operations of state administrative agencies to create favorable conditions to attract investment, promote economic growth, contributing to the successful implementation of important tasks for the socio-economic development of the district.

The thesis studies the theoretical basis of Administrative Reform in our country, on that basis, analyzes the current situation, limitations, difficulties, and inadequacies of administrative reform in Que Son district and proposes solutions and recommendations to continue promoting administrative reform in Que Son district. Due to the short research time, limited research conditions; information collection and processing also encountered many difficulties and limitations. Therefore, the author himself has tried his best to devote all resources to complete the thesis, the results are positive, but due to lack of experience, it is inevitable that there are certain shortcomings. The author of the thesis hopes to receive comments and additions from teachers, scientists; readers and leaders as well as colleagues in Que Son district, Quang Nam province so that the thesis can be more complete and feasible to apply to the actual conditions of Que Son district, Quang Nam province. Based on the solutions, proposals and recommendations of the thesis, the author respectfully hopes that the leaders of Que Son district will consider applying them so that administrative reform work in the district in the coming time will be promoted and better implemented.
