The causes of the above limitations include both subjective and objective factors, but the main one is still due to human factors. Therefore, administrative reform work needs to be implemented more drastically, carried out synchronously and with close coordination at all levels and sectors.
From the general assessment of the implementation of administrative reform in Que Son district, Quang Nam province; the results achieved; the shortcomings, limitations and lessons learned, it can be seen that: The Party Committee - Government and people of Que Son district need to join hands to further promote administrative reform in the coming time to complete the goals of the overall program of administrative reform for the period 2011-2020; contribute to building a progressive, civilized and modern administration, bringing Que Son district to catch up with the outstandingly developed localities in the whole province and the whole country.

ORIENTATION AND SOLUTIONS TO CONTINUE PROMOTING ADMINISTRATIVE REFORM IN THE COMING TIME FROM PRACTICE IN QUE SON DISTRICT, QUANG NAM PROVINCE

3.1. Orientation for continuing administrative reform in the coming time from the practice of Que Son district, Quang Nam province
3.1.1. General objectives
To effectively implement the socio-economic development goals, build a modern, effective and efficient government apparatus, meeting the requirements and aspirations of the people. In the period of 2011-2020, Que Son district continues to promote CHCC in conjunction with enhancing the effectiveness of anti-corruption and anti-waste work, implementing democracy at the grassroots level, this is determined to be a key task, a breakthrough to create a driving force to promote socio-economic development of Que Son district.
The general goal is to effectively implement the overall program of state administrative reform for the 2011-2020 period issued under Resolution No. 30c/NQ-CP dated November 8, 2011 of the Government, aiming to build a professional administration that best serves the people and businesses in order to unleash the available potential to meet the requirements of economic development.
- The district's society in the integration period; create an equal, open, favorable, transparent business environment to minimize the time and financial costs of enterprises of all economic sectors in complying with administrative procedures. Build a team of cadres, civil servants, and public employees with sufficient qualities, capacity and qualifications to meet the requirements of serving the people and the development requirements of society with the sustainable development of the district. Build a system of administrative agencies of the district that is smooth, transparent
clean, strong, modern, ensuring democracy, operating effectively and efficiently; ensuring the practical implementation of people's democratic rights, protecting human rights, linking human rights with the rights and interests of the people and the country, well meeting the requirements of rapid and sustainable development of the country. 3.1.2. Specific objectives
The Administrative Reform Plan of Que Son district for the period 2016-2020 has set specific goals: [19]
Institutional reform:
Administrative institutions are guaranteed to be consistent with regulations of superiors and suitable to the practical conditions of the district.
Ensure that 100% of legal documents must be issued with correct legal basis, authority, content, order, procedures, format and presentation techniques.
Administrative procedure reform:
The administrative procedure system is simplified, publicized and the quality of settlement is improved in all areas, especially focusing on improving the business environment, enhancing competitiveness, stabilizing the social life of the people, both meeting the effectiveness and efficiency of state administrative management and facilitating organizations and citizens in reasonably saving costs of complying with administrative procedures. Develop an annual plan to inspect and review administrative procedures, ensuring that 100% of administrative procedures are clear, simple, public and transparent.
The one-stop mechanism continues to be maintained and the quality of service is improved; at the same time, the quantity and quality of the implementation of the one-stop mechanism connecting the settlement of administrative procedures related to the coordination authority of many state administrative agencies with each other is expanded. The level of satisfaction of citizens and organizations is used as a measure of the quality of public administrative services.
Reform of state apparatus:
The functions, tasks and authorities of administrative agencies and public service units are appropriately defined, avoiding overlaps, duplication, and transferring tasks that do not necessarily need to be performed by state agencies or are performed ineffectively to enterprises, social organizations and non-governmental organizations.
Review the implementation of assignment and decentralization in state management. Build and organize effective coordination between levels, sectors, agencies and units. Thoroughly decentralize state management areas that are closely related to organizations and citizens, with the commune level as the focus of decentralization. Focus on inspection and guidance after decentralization.
Implement well the socialization work in the fields of: Education and Training, Health, Culture, Sports, Science and Technology... to attract maximum resources for socio-economic development, reduce budget sources for the district.
Innovation and improvement of the quality of staff and civil servants:
By 2020, the district's staff will have a reasonable number and structure, meeting the standards of qualifications and capacity to perform public duties according to their positions. There will be a mechanism for arranging and using quality human resources; a mechanism for competitive promotion and appointment to leadership and management positions; a mechanism for paying income and rewards based on the results of completing tasks. At the same time, a mechanism will be developed to monitor and strictly handle illegal and unethical acts of staff.
Implement well the education work to enhance responsibility and professionalism; innovate and improve the quality of training, fostering and improving the professional qualifications, administrative skills, IT skills, foreign languages, etc. of the staff and civil servants. 100% of staff and civil servants know how to use and apply information technology. In particular, focus on managing, training and fostering to improve the qualifications of the staff and civil servants at the commune level.
Public finance reform:
Effectively implement the mechanisms of staffing and budget allocation in administrative agencies and public service units. Pilot new forms of budget allocation. Convert some public service units to professional operations.

Modernizing the administration:
At least 80% of official documents and papers exchanged between administrative agencies are done in electronic form; ensuring electronic data serves most activities in agencies;

3.1.3. Orientation to promote administrative reform in time comes from the practice of Que Son district
Each specific stage will develop a plan, project, and appropriate solution system. To effectively carry out administrative reform tasks in the coming stage, it is necessary to focus on the following basic solutions:
Focus on leadership and direction in implementing administrative reform tasks in all sectors and levels. Pay special attention to implementing the responsibilities of heads of State administrative agencies at all levels in administrative reform.
Build specific, detailed, quality planning programs
Administrative reform. In which, the content of the tasks must be closely implemented according to the requirements of administrative reform work, in accordance with reality.
Take care of training and fostering to improve administrative skills and professional expertise for staff and civil servants. Build a staff of civil servants with reasonable structure and quantity; innovate recruitment, use, promotion, appointment and discipline.
Strictly implement discipline, administrative discipline, inspection and examination mechanisms for public services. Strictly handle corrupt, corrupt and irresponsible civil servants.
Strengthen coordination between agencies in the system of state management agencies in the area in resolving related tasks. This must be specified by legal regulations or regulations on coordination in performing tasks.

Over the past years, administrative reform in Que Son district, Quang Nam province has achieved many encouraging results. However, administrative reform is a long-term and complicated task, especially for a district with many difficulties, so it is necessary to have the right orientations and solutions to continue promoting administrative reform in the coming time. Through theoretical and practical research on administrative reform in Que Son district, we would like to propose some solutions as follows:
First, continue to build and perfect the institutional system:
Continue to innovate processes, improve and enhance the effectiveness of the work of building and promulgating legal documents under the authority of the district to ensure necessity, rationality and legality. Fundamentally innovate the policy promulgation process in the direction of clarifying the responsibilities of each agency and unit when implementing administrative reform, improving the quality and consistency of policies.
Promote the building and completion of institutions directly serving administrative reform, especially institutions on organizational structure, civil servants, public services, decentralization, and public finance.
Focus on promoting the propaganda of administrative reform through mass media and many other forms and means; this is an important solution to raise the awareness fully and comprehensively of cadres, civil servants, public employees, organizations and citizens about the content and significance of administrative reform, the district's Administrative Reform Program for the period 2011-2020, thereby actively participating in the implementation of administrative reform tasks. In the past, the district has issued and implemented the Administrative Reform Propaganda Plans, however, the propaganda is still formal, it is necessary to classify the objects of propaganda with different contents, measures and methods. In particular, it is necessary to pay attention to learning from the experiences of models of units that have performed well in administrative reform. Timely and annually organize the commendation of typical collectives and individuals in administrative reform work and criticize irresponsible manifestations that affect the administrative reform index of agencies and units.
Regularly check and evaluate the results of implementing the quality management system according to TCVN ISO 9001: 2008 Standard developed and issued by the District People's Committee under Decision No. 593/QD-UBND dated May 27, 2015. This is considered a new management technology process in many fields, especially combined with the implementation of administrative procedures to eliminate cumbersome procedures, improve the efficiency and quality of operations of the administrative apparatus.
Second, continue to promote administrative procedure reform:
Continue to review, reduce and simplify administrative procedures in all fields according to Decision No. 30/QD-TTg, dated January 10, 2007 of the Prime Minister approving the Project on simplifying administrative procedures in State fields in the period 2007-2010. Eliminate cumbersome and troublesome administrative procedures that cause difficulties for organizations, businesses and citizens; thereby perfecting administrative procedures in the direction of timely, complete, accurate, simple and convenient updates for businesses and people; along with publicizing and announcing procedures, processes, time to handle work, fees and charges so that people and businesses know how to implement and monitor.
Arrange the staffing of relevant departments and offices reasonably to assign civil servants to receive and return documents according to the one-stop mechanism in all fields; civil servants assigned to positions of receiving and returning administrative procedure results need to be trained in depth in professional skills and information technology, and at the same time enjoy support and priority in working conditions because this is a stressful job.
Strictly regulate the implementation of issued administrative procedures from updating, checking and proposing to handle violations or self-issuance of administrative procedures that are not in accordance with legal regulations.
