Sam Son City needs to review its planning, especially the planning of tourism space and entertainment activities. First, it is necessary to re-plan and expand the traffic system, the landscape axes to ensure modernity and civilization, especially the axes connecting to Thanh Hoa City, the main urban axes such as National Highway 10, National Highway 47, Nam Song Ma Avenue, Vo Nguyen Giap Avenue, and the coastal road. Next, Sam Son needs to form a modern square, walking tourist streets specializing in high-end entertainment; build a number of centers such as: Thanh Xu Performing Arts Center; Royal Cultural Center, Children's Entertainment Center. Complete development of existing tourist spaces, including: hotel - service - eco-tourism area associated with Quang Cu golf course (FLC); Nam Sam Son coastal eco-tourism area; Truong Le mountain cultural - spiritual area and Truong Le mountain tourist service area; Do riverside eco-tourism area. Build urban parks, build thematic parks associated with commercial services in the center of wards and communes. Organize the space of two major roads, form a festival corridor associated with Sam Son Sea Square, form a walking street from the sea to the Do River including the functions of Sea Square, walking street, services, campus, seafood market and commercial area serving tourism.
(2). Modern development of Nghi Son urban port - industry - sea tourism

In order to develop the coastal area of Thanh Hoa province, the thesis proposes that the coastal area of Thanh Hoa province should focus on building Nghi Son Port - Industrial - Marine Tourism Urban Area, formed on the basis of combining Nghi Son Economic Zone, Tinh Gia town, Hai Hoa Marine Tourism Area and some neighboring communes and wards. Nghi Son Urban Area is expected to be designed in a modern style according to the functional areas of a coastal city with a port, industry, marine tourism and large-scale comprehensive services, and by 2035 with a population of about 250,000 people, by 2050 the population will be about 400,000-450,000 people.

Nghi Son urban area needs to take the lead in efficient use of electricity, activities should be highly automated and environmentally friendly; ecological urban area with good living facilities like Shenzhen city of China. Accordingly, in addition to the development of industry and ports as presented, Nghi Son urban area needs to further develop training and medical examination and treatment activities associated with tourism. Build a new education and training center in the western area of the central urban area, including a system of colleges and vocational training centers, research and application centers... to provide human resources for the urban area, Nghi Son Economic Zone and the North Central region. Develop a non-public health system including Hop Luc International General Hospital and other hospitals to gradually increase the scale of service to the urban area, Nghi Son Economic Zone and the entire southern region of the province. Complete the infrastructure for tourism on Me Island and Bien Son Island, implement the planning and construction of entertainment areas associated with the system of scenic lakes such as Hao Hao Lake, Khe Nhoi Lake, Khe Sanh Lake, shopping areas,
tourist streets and thematic park tourism complex. Attract investment in Am Cac relic site associated with developing spiritual tourism, reorganizing sea tourism areas, tourist ports in Hai Hoa, Hai Thanh and developing high-quality sea tourism products and services. (3). Modern development of Hai Tien coastal tourism urban area
Hai Tien tourist urban area is currently in the initial stages of development, therefore, it needs to be planned with a long-term vision and in a modern direction to ensure unified and sustainable development. Hai Tien coastal tourist urban area is located in Hoang Hoa district; has an area of about 590 hectares; a coastline of about 10 km; has beautiful beaches, natural landscapes that attract tourists, so there must be a plan and a reasonable function for this tourist area.

It is expected that Hai Tien coastal tourist urban area will have a population of about 100,000 people by 2030, an area of about 3,000 hectares; the layout of Hai Tien urban - tourist space is in the direction of:
a) High-end mountainside entertainment, resort, community tourism and general port area Hoang Truong: is a high-end resort, entertainment, community tourism and spiritual tourism and general port service area.
b) Coastal tourism service center: tourism service center includes: tourism services, resorts, coastal tourism activities, and entertainment on the sea.
c) Hai Tien South Tourist Urban Complex: Tourist Urban Complex (high-class coastal tourist resorts combined with sports activities, event and conference centers, service centers, entertainment, culture, etc.). In general, Hai Tien coastal tourist urban area is not large in area and has been assigned to Flamingo Group, a large unit with experience in investing in modern, environmentally friendly resorts and hotels. Therefore, in order to develop the Hai Tien urban area in a modern way, it is necessary to speed up support for Flamingo Group to complete the Hai Tien urban planning in a modern, environmentally friendly direction and create the most favorable conditions for the unit to implement the projects.

(4). Territorial coordination

Right now, it is necessary to study and build modern residential areas, avoiding fragmented, small-scale, unplanned development in rural coastal areas.
b). Combining Nghi Son Economic Zone, industrial parks with the coastal urban system to create mutual support in the process of operation and development.
c). Complete coastal tourist areas closely linked with Sam Son city and Nghi Son new urban area in the direction of modern development. Form high-tech agricultural zones and high-tech aquaculture zones associated with eco-tourism.
d). Coordinate the seaport - port industry - logistics complex with free trade zones and high-end resorts.
4.2.4.6. Modern development of state management of coastal areas
a). Perfecting the apparatus and modernizing the state management and administration methods for economic development in coastal areas.
- From theoretical research and analysis of the current situation, the thesis argues that in the coastal area of Thanh Hoa province, a specialized agency under the Provincial People's Committee should be formed to act as a focal point for advising on the implementation of coastal management tasks.
Thanh Hoa Provincial People's Committee needs to build a modern management model for coastal areas like a special economic sub-region, on the basis of combining information technology, using GIS software, MapInfo software and using Big data solutions. Thanh Hoa Provincial People's Committee needs to deploy a modern management method for coastal areas in the direction of three-dimensional space to combine well the development management according to industry and sector planning with space-network management to first of all well manage the system of construction works, technical infrastructure networks, industrial parks, hotel systems, restaurants, etc., to make quick and accurate decisions on management activities in coastal areas. Each coastal district, town and city in the province needs to have a corresponding specialized agency at the provincial level to advise the People's Committees of coastal districts, towns and cities on construction management, policy planning to attract investment and high-quality human resources. Each commune should have a natural resources and construction management board responsible for implementing natural resources and environmental protection. From the provincial level down to the district and commune levels, there should be a hotline for people and businesses to promptly report necessary information at the grassroots level to authorities at all levels to handle work quickly and effectively.
b). Decentralize state management between provincial, district and commune governments in an effective and efficient manner.
The provincial government has strongly decentralized to district and commune authorities in coastal areas in the fields of investment, construction, resources, population management, labor, social order, festival organization, natural disaster prevention and control, and comprehensive management of the coast.
c). Building urban government for coastal cities and e-government for districts, towns and communes
- For the two cities of Sam Son and Nghi Son urban complex, the urban government model should be implemented soon. The provincial government directs and guides the two cities to build urban governments based on the experience of countries with modern cities such as those in the East Asia region.
- Implement e-government based on the use of information technology and artificial intelligence in the fields of population management, labor, health, land, insurance and economic and environmental activities, striving to soon reach level 4 in most administrative procedures; at the same time, promote the construction of digital government in the spirit of Decision No. 749/QD-TTg dated June 3, 2020 on the Digital Transformation Program
national development plan to 2025, with a vision to 2030. The coastal area of Thanh Hoa province focuses on developing industry, seaports, maritime transport, logistics, tourism, medical examination and treatment, high-quality entertainment activities, etc., so it is necessary to be managed on a high-level digital technology and artificial intelligence platform.
d). Forming an electronic trading floor for tourism, industry, agriculture, and fisheries.
Build an electronic information page on tourism in general, especially on hotels, restaurants, entertainment venues, relic systems, natural landscapes, festivals, cuisine, weather and climate... Form an electronic trading floor combined with the development of markets, trade centers for agricultural products, aquatic products and production materials to introduce products and compete equally on price and quality of products with traceability, brands and geographical indications. Guide and encourage people and businesses to participate in e-commerce and not use cash in payment transactions in the direction of digital transformation and digital economic development as the State's policy in the coming years.
4.3. Assessment of the prospects for economic development in the coastal area of Thanh Hoa province towards modernization by 2030
To prove the correctness of the orientation of economic development of coastal areas of Thanh Hoa province in the direction of modernization as proposed, it is necessary to calculate the prospects of achieving the indicators reflecting modern, effective and sustainable development. Calculating according to the forecasted indicators, the indicators presented in chapter 2 and used analysis in chapter 3 shows that the results and effectiveness of economic development of coastal areas of Thanh Hoa province in the direction of modernization have achieved quite good levels.
If the orientation as proposed in the thesis is successfully implemented, the coastal area of Thanh Hoa province will have a fairly modern economic structure by 2030. The main product categories in the fields of mechanical engineering, electronics manufacturing, new material manufacturing (including metallurgy), hotels, restaurants, entertainment, banking, e-commerce, high-tech agriculture and aquaculture, etc. will develop rapidly, more than before and account for a larger proportion of GRDP; the proportion of non-agricultural sectors has reached about 96-97%; high-tech sectors will reach about 40% of GRDP by 2030. The economic structure has created a prerequisite for long-term growth; the speed of economic restructuring will also be faster and achieve the necessary sustainability.

Through the issues presented in Chapter II, we can come to some conclusions:
Based on the strengths of available tourism resources, the types of tourism in Tien Lang that need to be promoted in the coming time are sightseeing and resort tourism, discovery tourism, weekend tourism. To improve the quality and diversify tourism products, Tien Lang district needs to combine with local cultural tourism resources, at the same time combine with surrounding areas, build rich tourism products. The strengths of Tien Lang tourism are eco-tourism and cultural tourism, so developing Tien Lang tourism must always go hand in hand with restoring and preserving types of cultural tourism resources. Some necessary measures to support and improve the efficiency of exploiting tourism resources in Tien Lang are: strengthening the construction of technical facilities and labor force serving tourism, actively promoting and advertising tourism, and expanding forms of capital mobilization for tourism development.

1. Based on the results achieved within the framework of the thesis's needs, some basic conclusions can be drawn as follows:
Tien Lang is a locality with great potential for tourism development. The relatively abundant cultural tourism resources and ecological tourism resources have great appeal to tourists. Based on this potential, Tien Lang can build a unique tourism industry that is competitive enough with other localities within Hai Phong city and neighboring areas.
In recent years, the exploitation of the advantages of resources to develop tourism and build tourist routes in Tien Lang has not been commensurate with the available potential. In terms of quantity, many resource objects have not been brought into the purpose of tourism development. In terms of time, the regular service time has not been extended to attract more visitors. Infrastructure and technical facilities are still weak. The labor force is still thin and weak in terms of expertise. Tourism programs and routes have not been organized properly, the exploitation content is still monotonous, so it has not attracted many visitors. Although resources have not been mobilized much for tourism development, they are facing the risk of destruction and degradation.
2. Based on the results of investigation, analysis, synthesis, evaluation and selective absorption of research results of related topics, the thesis has proposed a number of necessary solutions to improve the efficiency of exploiting tourism resources in Tien Lang such as: promoting the restoration and conservation of tourism resources, focusing on investment and key exploitation of ecotourism resources, strengthening the construction of infrastructure and tourism workforce. Expanding forms of capital mobilization. In addition, the thesis has built a number of tourist routes of Hai Phong in which Tien Lang tourism resources play an important role.
Exploiting Tien Lang tourism resources for tourism development is currently facing many difficulties. The above measures, if applied synchronously, will likely bring new prospects for the local tourism industry, contributing to making Tien Lang tourism an important economic sector in the district's economic structure.

From the formulas for calculating quantitative indicators to evaluate the development of coastal economic areas in a modern direction, the author analyzes and evaluates the effectiveness of coastal economic development in Thanh Hoa province until 2030 according to the above forecasted indicators. Accordingly, the effectiveness of coastal development in Thanh Hoa province is achieved at a relatively high level; the socio-economic landscape has clearly changed in a progressive direction and the economic development in a modern direction has reached a significantly higher level, specifically:
(1). The proportion of high technology use accounts for about 38-42% of the total GRDP of coastal areas in 2030 (in value, about 6.6-7.6 times higher than in 2019).
(2). The contribution of the high-tech sector to the economic growth of coastal areas will reach about 38% in the 2020-2025 period; and about 47-54% in the 2025-2030 period.
(3). Labor productivity in 2030: about 180 million VND, 2010 price, 3.5 times higher than in 2019.
(4). GRDP/person reaches about 114-120 million VND, 2010 price; at current price, it is expected to reach about 185-195 million VND, equivalent to about 7,850-8,300 USD.
(5). Economic openness of coastal areas: reaching about 80-90% by 2030.
(6). The proportion of added value in total production value reached about 50% (an increase of about 6 percentage points).
(7). The concentration coefficient has reached a fairly high level, reaching about 1.96 in 2030 (1.7 times higher than in 2019).
4.4. Solutions to promote economic development in coastal areas of Thanh Hoa province towards modernization by 2030
To successfully implement the orientation of economic development in the coastal area of Thanh Hoa province in a modern direction, the thesis believes that it is necessary to synchronously implement a number of basic solutions below:
4.4.1. Solution No. 1: Improve the effectiveness of state management of economic development in coastal areas
This is a decisive solution; accordingly, authorities at all levels need to coordinate closely and effectively in state management of economic development in coastal areas, specifically as follows:
a). For the Provincial People's Committee
+ Review the master plan and development plan for coastal districts to ensure consistency with the policies and orientations of Resolution 58-NQ/TW dated August 5, 2020 on the construction and development of Thanh Hoa province to 2030, with a vision to 2045 of the Politburo. Accordingly, concretize the Master Plan for the development of Sam Son city and Nghi Son town in a modern direction; study, review and supplement the planning of Nghi Son Economic Zone in conjunction with the master plan for the development of Nghi Son port and airport in Nghi Son town according to the presented orientations.
+ Develop and promulgate new mechanisms and policies to create attractiveness and convenience for attracting investment in coastal areas, such as: policies to support site clearance and clean land allocation for large-scale investment projects; mechanisms and policies to encourage economic sectors to invest in infrastructure development in areas requiring large capital sources such as: transport infrastructure, urban areas, tourism, science and technology; infrastructure of economic zones, industrial parks, and industrial clusters. Thanh Hoa provincial authorities need to research and make a list of projects expected to attract investment in the province's coastal areas; at the same time, publicly commit to creating maximum convenience for investors when doing business in Thanh Hoa coastal areas within the framework of legal regulations so that large investors can feel secure in investing.
+ Urgently build e-government according to the requirements of digital transformation and digital economic development; strongly apply information technology in handling administrative procedures, increase the provision of online public services at levels 3 and 4 on the provincial public service portal and the websites of provincial departments and branches. Simplify processes and procedures, standardize document components, shorten the time to handle administrative procedures to ensure the most convenience for organizations, businesses and individuals when participating in investment and business in coastal localities.
+ Focus on directing the strong improvement of the business investment environment towards openness, transparency and attractiveness; improve the ranking of the Provincial Competitiveness Index (PCI), the Provincial Governance and Public Administration Performance Index.
