Strengthen coordination with the Vietnam Fatherland Front and social organizations in disseminating, mobilizing, organizing implementation and participating in monitoring the contents of poverty reduction policies and programs.
Fifth, consolidate and improve the Steering Committee for Poverty Reduction at all levels, maintain the regular activities of the Steering Committee. Clearly define the functions, tasks of each member and responsibilities in organizing implementation. This is an extremely important task because it will indicate whether the policy is being implemented to the right target or not. For the monitoring activity to be truly of quality, it is necessary to have a social criticism function, to strengthen the inspection and evaluation of Party committees and authorities at all levels in the implementation of the Party, State and provincial policies on poverty reduction. To do a good job of inspection and evaluation of management according to policy objectives using indicators to serve as a basis for evaluating the results of the policy.

To ensure objective inspection and evaluation results, localities need to implement the following issues:
Firstly, publicize Programs and Projects, especially financial resources to implement policies. Publicity and transparency must be associated with accountability of implementing agencies, which is a premise for determining the authority and responsibility of agencies participating in the policy implementation process. At the same time, publicizing information about the policy process also creates conditions for people to have access to policy information to exercise the right to inspect, monitor and evaluate the activities of state agencies in policy implementation.
Second, in the process of implementing inspection and supervision, it is necessary to have the participation of representatives of local social work organizations, especially the participation of representatives of the people such as village elders, village chiefs or representatives of the poor and poor households. At the same time, the participation of mass organizations and policy subjects in the inspection and supervision process will help authorities at all levels to find measures and mechanisms to implement policies that are more suitable to the specific conditions of their locality and sector.
3.3. Recommendations and proposals

At the same time, it is necessary to limit short-term and small-scale policies, which cause resources to be dispersed, reduce poverty reduction efficiency, and attract little participation of people in policy implementation. In particular, it is necessary to increase capital support for production development, helping poor households in mountainous ethnic minority areas to have conditions to organize production and escape poverty.

By whom? Who benefits ?” We must “ bring life into the policy ”.
3.3.1. For local
Continue to specify the goals and solutions for implementing the GNBV policy for ethnic minorities in the province into the local socio-economic development program and thematic resolutions of the People's Council - People's Committee.
Before implementing the policy, it is necessary to strengthen propaganda activities on policies and regulations of the state related to cadres and people in accordance with the geographical conditions, culture, language and capacity of each region, thereby creating consensus among levels, sectors and people.
Party committees and authorities at all levels need to identify the implementation of poverty reduction policies as a top political task that must be carried out regularly and continuously. The implementation process must take the interests of the people as the highest benefit, thereby strengthening direction, focusing efforts and intelligence to implement, ensuring maximum effectiveness of the policy at the local level.
For each sector and level, there needs to be a systematic management mechanism, strengthening close connections between sectors and levels in the province to create connections, coordination, information sharing, and lessons learned.
It is necessary to pay attention to forecasting, planning, and synthesizing implementation results through preliminary and final meetings, and experience-sharing workshops on each topic, thereby promptly issuing directive documents and removing difficulties and obstacles of localities, establishments, and each implementing unit.
Promote investment in improving the quality of human resources in mountainous ethnic minority areas. Strengthen specific policies to attract young intellectuals to work in particularly difficult communes. Pay attention to training and fostering cadres working in ethnic minority areas at all levels, have plans to use young cadres from ethnic minorities, and train to improve the professional qualifications of cadres and civil servants working in poverty reduction, especially grassroots cadres and civil servants. The motto is that each cadre and civil servant working in poverty reduction, no matter how small or large, must pay attention, put all their heart into solving the work, and prioritize the people. Regularly organize inter-sectoral inspections and supervisions in districts and particularly difficult communes.
Reduce administrative procedures to facilitate people to enjoy policy benefits quickly and conveniently, avoiding unnecessary complicated procedures that cause difficulties for both policy implementers and beneficiaries.
To ensure sufficient funding for the organization and implementation of sustainable and effective poverty reduction policies in the coming years, management agencies at all levels need to proactively develop plans and mobilize various support sources in the province.
3.3.2. For local socio-political organizations
The Vietnam Fatherland Front and its member organizations at all levels continue to play a core role in mobilizing the participation of society and the community in implementing poverty reduction policies on the basis of coordination with the authorities at the same level. The participation of social work organizations in the policy implementation process must be carried out in all steps of the policy implementation process, including: coordination in developing a policy implementation plan, coordination in disseminating and propagating policies, coordination in assigning policy implementation tasks, coordination in monitoring, inspecting, urging and evaluating the implementation of GNBV policies for ethnic minorities in the province.
Social work organizations play an important role in building solidarity and sharing between the well-off and the disadvantaged in the spirit of " a piece when hungry is worth a package when full " with many donation activities, gradually people, businesses, and philanthropists trust and support funds to ensure social security. At the same time, social work organizations need to strengthen their understanding and grasp the needs of poor people so that the help is truly effective and realistic, avoiding the situation of not giving what is needed, giving what is not needed.
In the process of implementing poverty reduction policies, authorities at all levels must, together with social work organizations at their level, regularly monitor, inspect and urge the implementation of policies. Regular inspections help authorities and socio-political organizations grasp the implementation situation, thereby objectively assessing the strengths and weaknesses of the organization and implementation of poverty reduction policies for ethnic minorities in the province.
Social work organizations must always promote the pioneering spirit, on the basis of useful old things to explore and create new practical things to help many poor households. Based on the assessment of the advantages, limitations and pointing out the causes of the existing limitations in organizing the implementation of the GNBV policy for ethnic minorities in Dak Nong province, with the viewpoints in implementing the GNBV policy, the thesis has built a system of solutions suitable to the objective and subjective conditions to help organize the implementation of the GNBV policy for ethnic minorities in Dak Nong province.
With the goal of implementing the GNBV policy for ethnic minorities in the province, the thesis has researched and developed a system of solutions based on theory and practicality to improve the results of implementing policies for ethnic minorities in Dak Nong province. With two groups of solutions (general solutions and specific solutions), it has created the highest results and efficiency for the process of organizing the implementation of the GNBV policy for ethnic minorities in Dak Nong province, both suitable for the steps in the implementation process and suitable for the specific characteristics of the practical conditions of the province on the basis of aiming at the output results of the process of implementing the poverty reduction policy.
With the research topic, the author of the thesis also makes a number of recommendations to competent state agencies from the province to the grassroots and social work organizations on policy mechanisms such as: prioritizing policies for the most difficult areas, prioritizing the poor who are ethnic minorities, communes, villages, hamlets, and especially disadvantaged villages in Dak Nong province, ensuring resources to implement poverty reduction policies, strengthening state management, assigning and decentralizing specific responsibilities, and coordination mechanisms between the government and socio-political organizations.
CONCLUDE
Since the establishment of the province, Dak Nong has been focusing on poverty reduction, considering it one of the key tasks that all levels, sectors and the whole society must pay attention to. By synthesizing social resources through policies and projects on: credit, support for production land, residential land, housing and domestic water, healthcare, education; projects guiding how to do business, promoting agriculture and forestry; vocational training, projects to improve capacity and awareness for cadres and especially monitoring and evaluating programs and projects, the effectiveness of the poverty reduction program has initially achieved good results. The results achieved are due to the fact that the government and organizations have paid attention to the poor with practical actions. The coordination of organizations with all levels of government in bringing the Party's policies and resolutions on hunger eradication and poverty reduction to the people is extremely important. Because in reality, not all government policies are implemented thoroughly, not all policies are highly effective. Whether a policy is effective or not depends on many factors, including the important factor of how well organizers and managers implement it.
Assessing the effectiveness of poverty reduction for ethnic minorities in Dak Nong province in general, the author found that the path to poverty reduction in Dak Nong still has many difficulties. The main difficulty is to improve the level and awareness so that poor households can sustainably escape poverty. At the same time, to improve the level of knowledge and awareness of ethnic minorities in sustainable poverty reduction, propaganda and mobilization solutions are one of the most fundamental solutions of the state policy on sustainable poverty reduction for ethnic minorities in Dak Nong province. In order to effectively propagate and mobilize people to understand the Party's policies and guidelines, the State's laws and policies on sustainable poverty reduction, the work of grassroots poverty reduction cadres also needs to be focused on using a team of capable cadres who are ethnic minorities.
The thesis has clarified a number of issues on poverty reduction policy, namely:
First of all, it is a system of theoretical issues on implementing the GNBV policy for ethnic minorities in the province, focusing on analyzing the theoretical framework on the process of organizing and implementing poverty reduction policies. This is of great significance as a foundation for evaluating the process of implementing sustainable poverty reduction policies for ethnic minorities in Dak Nong province, period 2016-2020.
Second, through studying poverty reduction experiences of some provinces to draw lessons and recommendations for Dak Nong province in implementing the GNBV policy for ethnic minorities in the province.
Thirdly, through the results of investigations, surveys, interviews with people and managers at all levels, combined with secondary data to analyze and evaluate the current situation of organizing and implementing sustainable poverty reduction policies, from the stage of developing plans to organizing and implementing to the stage of checking and evaluating the process of implementing sustainable poverty reduction policies. Comparing the results achieved and the existing limitations is the premise for building a system of solutions to implement GNBV policies for ethnic minorities in the province.
Fourthly, from the generalization of characteristics, potentials, challenges, and poverty reduction trends for ethnic minorities in Dak Nong province, to propose viewpoints, orientations, requirements, and solutions to effectively implement poverty reduction policies, accelerate socio-economic development in Dak Nong, contributing to building a society of " rich people, strong country, democracy, fairness, and civilization ".
The results of the thesis will contribute to perfecting the state policy on sustainable poverty reduction for ethnic minorities, providing in-depth research materials on poverty... thereby supplementing the theoretical aspect in implementing and promulgating poverty reduction policies.
