In 1995, the book “Fifty years of development of education and training (1945-1995)” published by the Ministry of Education and Training gave an overview of the picture of Vietnamese education from 1945 to 1995, including the general education sector in the period 1975-1995. The book provided readers with basic documents on guidelines, policies and general education development situation and assessments and comments on Vietnamese education during this period [24].

In 2004, the book "History of Vietnamese Education" by author Bui Minh Hien was published, outlining the history of Vietnamese education through the periods, including research on general education in our country from 1975 to 2000 [26].

In 2005, the book "Nguyen Van Huyen Complete Works - Vietnamese Culture and Education" by author Nguyen Van Huy was one of the valuable books, collecting and selecting the educational activities of Mr. Nguyen Van Huyen in nearly 30 years as Minister of National Education from the end of 1945 to 1975. In 2005, the thesis " General education in Thai Nguyen since the re-establishment of the province until now (1997-2005)" by author Nguyen Minh Tuan focused on researching the development and characteristics of general education in Thai Nguyen province from 1997 to 2005 [48].

In 2009, the thesis "Thai Nguyen Provincial Party Committee leads the education and training career from 1997 to 2005" by author Ly Trung Thanh systematically presented the leadership role of Thai Nguyen Provincial Party Committee in the education and training career in the period 1997-2005 [46].

The above research works show that, for many years, secondary education has received little attention and research from scholars. Most of the works focus on research on the management of educational activities; moral education of secondary school students, student morality at a school or a locality in Thai Nguyen province; There are also some research works that briefly mention the content of secondary education when studying general education, so they have not reproduced the overall picture of the construction and development of secondary education in Thai Nguyen province in general and Thai Nguyen city in particular. Therefore, the author chose to research on "Secondary education in Thai Nguyen city, Thai Nguyen province (2009-2017)" .

The research object of the topic is the secondary school education system of Thai Nguyen city, Thai Nguyen province 2009 - 2017.

3.2. Scope of research

Regarding space: The thesis limits the scope of research to junior high schools in Thai Nguyen city, Thai Nguyen province, managed by the Department of Education and Training of Thai Nguyen city.

About time: The thesis researches "Junior high school education in Thai Nguyen city, Thai Nguyen province from 2009 to 2017". The author chose 2009 because this is the time frame when the Education Sector implemented the amended and supplemented Law on Education (approved by the 12th National Assembly of the Socialist Republic of Vietnam, 6th session on November 25, 2009).

Regarding the content: Secondary education in Thai Nguyen city, Thai Nguyen province (school system, facilities, staff, teachers, students, educational activities and achievements)... in the period of 2009-2017. In addition, the author also studied secondary education in Thai Nguyen city from 1962 (according to Decision No. 114 dated October 19, 1962 of the Prime Minister's Office, Thai Nguyen town became Thai Nguyen city) to 2009 to see the development process of secondary education in Thai Nguyen city.

To carry out the topic, the author uses historical and logical methods as the main methods to study and systematize the process of birth and development of secondary education in Thai Nguyen city through the periods. OVERVIEW OF THAI NGUYEN CITY AND SECONDARY SCHOOL EDUCATION IN THE CITY BEFORE 2009

1.1. Overview of Thai Nguyen city, Thai Nguyen province

In 1962, the Prime Minister's Office issued Decision No. 114 dated October 19, 1962, recognizing Thai Nguyen town as Thai Nguyen city with a natural area of over 100 km2 and a population of about 60,000 people. The city has a favorable location, 80 km from Hanoi capital, bordering Dong Hy district and Phu Luong district to the north, Song Cong city to the east, Dai Tu district to the west, Phu Binh district and Pho Yen town to the south.

Thai Nguyen City has the general climate of the Northeast region of Vietnam, influenced by tropical and subtropical climates. There are two distinct seasons each year, with an average rainfall of 1,700 mm to 2,000 mm. The city's terrain is located in the midlands with low hills and mountains, with an average height of 30 m - 50 m, interspersed with narrow fields; with a gradual slope in the Northwest - Southeast direction. The soil is mainly gravel mixed with clay with neutral acidity. With such soil, terrain and climate, it is favorable for the development of agricultural and forestry crops with relatively high economic value, of which tea is typical. Since 1997, Bac Thai province has been divided into two provinces, Bac Kan and Thai Nguyen, Thai Nguyen city is an administrative unit under Thai Nguyen province. With its important position in the locality, Thai Nguyen city has been constantly expanded and developed.

In 2005, the city had an area of 173 km2 with a population of over 230,000 people; the city had 26 administrative units including 18 wards and 8 communes.

In 2010, the Prime Minister issued Decision No. 1615/QD-TTg recognizing Thai Nguyen city as a class I urban area under Thai Nguyen province. In general, compared to other localities in the province, Thai Nguyen city has more favorable conditions to develop a relatively comprehensive economy with the main economic development structure of the city being: Industry - trade - services - agriculture and forestry... specifically:
