The teaching of physical education subjects in the current curriculum of the Faculty of Physical Education and the Department of Physical Education is basically carried out in accordance with the legal documents of the Ministry of Education and Training; However, it has not yet met the task of raising awareness and developing the physical fitness of students. On the other hand, the above results also show that students do not practice physical education regularly and do not practice according to physical training standards, as well as do not have a correct understanding of the position of the subject and the role of physical education for health. At the same time, the conditions for ensuring physical education of the school have not motivated and met the training requirements of students, lacking policies and organizations to guide students in practicing. Thus, from the above survey results, it can be pointed out that:

The level of awareness, understanding and learning results of physical education subjects of students at Thanh Hoa University of Culture, Sports and Tourism is not high. Students have not fully grasped the theoretical knowledge and practical skills required in sports subjects in the physical education program, which partly reflects the reality of the way the internal teaching process is organized, which has not attracted students' interest and enthusiasm for training.

The physical fitness level of students at Thanh Hoa University of Culture, Sports and Tourism according to physical training standards is still low. Although there is a general improvement in physical fitness level over the years of study, from year 1 to year 3, the improvement is still slow. Most of the students have developed in strength, but the number of students meeting the requirements for quickness, agility and endurance is relatively low, in which the percentage of male students meeting the requirements is lower than that of female students.


However, physical education at the University of Culture, Sports and Tourism still reveals some basic shortcomings, limiting the effectiveness in the process of educating students in general and in physical education in particular:

Not really linked to the needs of developing students' professional capacity, the program content and training organization form have not attracted and promoted their positivity and self-awareness in the learning and training process.

Basically, the content of the physical education subject in schools is not designed and built based on the health conditions, gender, strengths and physical fitness level of students; learners do not have many choices for sports and training forms suitable to their needs and conditions; assessment criteria are determined uniformly (except for the group with poor health), so for many students, the physical education subject becomes a "burden" in the learning process.

Thanh Hoa Tourism has basically met the physical education program of the Ministry of Education and Training in terms of the number of credits, the number of hours and the number of subjects as prescribed. Through analyzing the current situation of physical education at the school, it can be seen that the number of subjects, subject content, and teachers' policies have kept up with the general level and state regulations; the teaching staff has been increased each school year, and can handle teaching requirements; funding sources, playgrounds, equipment, and sports training tools have not met the school's training reality with many different types.


The physical condition of students of Thanh Hoa University of Culture, Sports and Tourism according to physical training standards shows that: second-year and third-year students have low physical development; first-year and second-year students and first-year and third-year students have high physical development, the percentage of students achieving good and excellent academic results is very low.

Through the assessment of the current status of the content of some Physical Education programs in and outside the country, it shows that: Physical Education Program of the Ministry of Education, Hanoi National University, Shanghai Jiaotong University, in general, the programs of the schools are divided into two compulsory and elective parts, but each school has an elective program that is suitable for the characteristics of the students and the facilities of the school.

3.2. Research on the content of Physical Education subject for students of Thanh Hoa University of Culture, Sports and Tourism.

3.2.1. Research on selecting teaching content for Physical Education subject for students of Thanh Hoa University of Culture, Sports and Tourism.

3.2.1.1. Legal bases and foundations for developing the content of Physical Education for students of Thanh Hoa University of Culture, Sports and Tourism.

Legal basis for building Physical Education content.

Complying with the framework program of the Ministry of Education and Training on university training in schools; the current content of the subject of Physical Education is issued according to:

Decision No. 06/VBHN-BGDĐT dated March 4, 2014, Decision promulgating regulations on standards for assessing the quality of university education [16].

The scope and authority of training institutions in developing and designing subject programs are stipulated in the Regulations on university and college training.


Regular level, issued under Decision No. 25/2006/QD - BGD and DT dated June 26, 2006 of the Ministry of Education and Training [11].

Circular No. 25/2015/TT-BGDDT dated October 14, 2015 of the Minister of Education and Training on the curriculum of Physical Education subjects in university training programs [17]. Regulations on the curriculum of Physical Education subjects in university training programs; Chapter II of the

4. The minimum amount of knowledge of the Civic Education subject program that students need to accumulate is 3 (three) credits. Higher education institutions specifically regulate the amount of knowledge of this subject in accordance with the requirements of each training sector.

The head of a higher education institution is responsible for directing the organization to compile or select and approve textbooks according to the content of the subject of physical education for use as teaching and learning materials; organizing the updating and evaluation of the content of the subject of physical education according to current regulations, in accordance with practical conditions and advances in specialized science; publicly announcing the content of the subject of physical education right from the beginning of the course so that learners can choose courses and register to study; arranging lecturers, ensuring facilities that meet the requirements of the content of the subject of physical education and physical exercise to improve health and develop physical strength for learners, ensuring the implementation of comprehensive educational goals.

Decision No. 1611/QD-BGDDT dated May 10, 2017 promulgating the implementation plan of Decision No. 1076/QD-TTg dated June 17, 2016 of the Prime Minister approving the Project "Overall development of physical education and school sports for the period 2016-2020, with a vision to 2015" of the Education sector [18].

Instruction No. 4108/BGDĐT-GDTC dated September 7, 2017 guiding the implementation of physical education tasks, sports activities and school health in the 2017-2018 school year [19].


3.2.1.2. Principles of building Physical Education content.

The principles of building a physical education program in universities need to closely follow the content of the physical education program and extracurricular sports activities, aiming to solve the following tasks: educating students about the role and effects of physical education through physical education and sports activities, the ability to attract and persuade students to actively participate in physical education and physical education activities; equipping them with knowledge and skills to practice some basic sports; knowledge and skills to organize, control and coordinate the assessment of physical education results of students; knowledge and skills to organize and operate physical education activities for students outside of school hours between faculties; knowledge and skills to coordinate the assessment of students' physical fitness; knowledge and skills to use physical education and sports activities as a means to improve educational activities.

In response to the needs of educational practice, the content of Physical Education in universities is built in the direction of integrating two goals: physical development and training in school sports skills for students in the same training activity.

Building the content of Civic Education does not mean eliminating or denying old content, but based on the existing content foundation, adjusting and supplementing it to suit the training goals at university level.

Legality

The content of Civic Education in university training is a type of program.


The program has a framework program prescribed by the Ministry of Education and Training on the following aspects: Training objectives: ensuring general and specific objectives.


Training duration: includes 150 periods with 5 modules (each module has 1 credit unit = 30 periods).

Training process: the program is conducted in 5 semesters and studies are from semester 2 to semester 6 of each course.

Assessment requirements: students are only recognized as graduates when they complete the GDTC subject program, meet RLTT standards, and are eligible for a certificate.

Therefore, in addition to the issue of integrating training-oriented goals, the content of the construction must strictly comply with the legal framework prescribed by the Ministry of Education and Training.

The selection of content for the Civic Education subject and the method of organizing and implementing the training plan must meet the following requirements:

The content is selected to suit the practical conditions of art schools, to suit the requirements of equipping knowledge and skills not only to serve the students' own professional practice activities, but also to suit the conditions of implementing the acquired knowledge and skills in practical vocational education in the field of art.

Appropriate to the knowledge and skills of sports that students have been equipped with, creating conditions for students to develop that potential in organizing physical education and sports activities. Appropriate to students' motor skills, effectively promoting positivity in the learning process.

3.2.1.3. Select detailed content of Physical Education subject.

From the results of theoretical research, through reading and analyzing reference documents, the topic conducted direct interviews with lecturers and managers of physical education and sports, including the framework of knowledge of the subject content for each sport. The content of the direct interview through questions and answers is very suitable, suitable, and not suitable for the knowledge needed to equip the subject that the topic has collected in step 1.
