Chapter III Conclusion
Through the issues presented in Chapter II, we can come to some conclusions:
Based on the strengths of available tourism resources, the types of tourism in Tien Lang that need to be promoted in the coming time are sightseeing and resort tourism, discovery tourism, weekend tourism. To improve the quality and diversify tourism products, Tien Lang district needs to combine with local cultural tourism resources, at the same time combine with surrounding areas, build rich tourism products. The strengths of Tien Lang tourism are eco-tourism and cultural tourism, so developing Tien Lang tourism must always go hand in hand with restoring and preserving types of cultural tourism resources. Some necessary measures to support and improve the efficiency of exploiting tourism resources in Tien Lang are: strengthening the construction of technical facilities and labor force serving tourism, actively promoting and advertising tourism, and expanding forms of capital mobilization for tourism development.
CONCLUDE
I Conclusion
1. Based on the results achieved within the framework of the thesis's needs, some basic conclusions can be drawn as follows:
Tien Lang is a locality with great potential for tourism development. The relatively abundant cultural tourism resources and ecological tourism resources have great appeal to tourists. Based on this potential, Tien Lang can build a unique tourism industry that is competitive enough with other localities within Hai Phong city and neighboring areas.
In recent years, the exploitation of the advantages of resources to develop tourism and build tourist routes in Tien Lang has not been commensurate with the available potential. In terms of quantity, many resource objects have not been brought into the purpose of tourism development. In terms of time, the regular service time has not been extended to attract more visitors. Infrastructure and technical facilities are still weak. The labor force is still thin and weak in terms of expertise. Tourism programs and routes have not been organized properly, the exploitation content is still monotonous, so it has not attracted many visitors. Although resources have not been mobilized much for tourism development, they are facing the risk of destruction and degradation.
2. Based on the results of investigation, analysis, synthesis, evaluation and selective absorption of research results of related topics, the thesis has proposed a number of necessary solutions to improve the efficiency of exploiting tourism resources in Tien Lang such as: promoting the restoration and conservation of tourism resources, focusing on investment and key exploitation of ecotourism resources, strengthening the construction of infrastructure and tourism workforce. Expanding forms of capital mobilization. In addition, the thesis has built a number of tourist routes of Hai Phong in which Tien Lang tourism resources play an important role.
Exploiting Tien Lang tourism resources for tourism development is currently facing many difficulties. The above measures, if applied synchronously, will likely bring new prospects for the local tourism industry, contributing to making Tien Lang tourism an important economic sector in the district's economic structure.

Orientation and Solutions for Tourism Development in Ba Ria - Vung Tau to 2020 -
Viewpoints on Building Solutions for Tourism Development in Ba Ria - Vung Tau -
Xa Ma Procession Festival in Hoang Chau Commune, Cat Hai District - current exploitation status and development solutions to serve local tourism - 11 -
Situation of Tourism Development Based on Marine Culture in Cat Ba Island District
Regarding the number of tourists , attracting about 2.7 million tourists; of which there are about 1.0 million international tourists (striving for 2025, attracting about 3.7 million tourists; of which there are about 1.5 million international tourists; of which there are about 1.4 million international tourists). Although expected
Domestic tourism has grown rapidly in parallel with the growth rate of income and the increasing desire to travel of Vietnamese people, but according to estimates, the number of international tourists is still increasing faster than the number of domestic tourists.

Regarding the number of accommodation establishments , to meet the demand for the number of tourists coming to Cat Ba in 2022, which is 2.7 million tourists, Cat Ba needs a large number of accommodation establishments to meet the growth of this number of visitors in 2022. Based on the expected number of visitors and to meet this demand, it requires a significant increase in investment in the number of hotel rooms at each location. It is estimated that in 2022, about 7.8 rooms will be built in a diverse accommodation area, mainly concentrated in the Cat Ba - Cai Gia town area, to meet the needs of different markets (striving for 2025, reaching about 11. rooms and 2025, reaching about 32.6 rooms).
Regarding employment targets , along with the increase in tourists and accommodation facilities, the number of people working in the tourism sector in Cat Ba will also increase accordingly, forecasting that in 2022, it will create jobs for about 11.7 workers (striving for about 17.6 workers in 2025 and about 52.1 workers in 2025). Therefore, it is necessary to train additional human resources in all tourism sectors to meet development requirements. Training requires tourism human resources to be trained not only in quantity but also in quality, that is, to have knowledge, management and operation skills, professional skills, foreign languages, as well as appropriate professional qualities and attitudes.
In terms of total tourism revenue , in 2020, it will reach about 126 million USD (striving for 2025, reaching about 257.5 million USD and in 2025, reaching about 1.67 million USD). To achieve these goals, the new tourism strategy will help increase the number of tourists, especially from the target segments in the Western market, China and high-income high-end tourists. These tourist segments often have higher spending levels than other groups.
different and thus the average daily spending of tourists in Cat Ba will also increase, helping to increase revenue sharply. By attracting more high-spending and long-stay visitors, Cat Ba tourism will have the conditions to achieve the expected growth in tourism revenue.
4.4. Proposed solutions to improve Cat Ba tourism competitiveness
Based on the assessments of the limitations in Cat Ba tourism competitiveness in Chapter 3, to improve the competitiveness of Cat Ba tourism destination, the following solutions need to be implemented:
4.4.1. Group of solutions to overcome limitations in competitiveness of inherited resources
The inherited resources of Cat Ba used to assess the limited competitiveness that need to be overcome include: Natural and Cultural Heritage.
4.4.1.1. Solutions to overcome limitations in natural competitiveness
Because Cat Ba is facing the risk of marine and island environmental pollution, Cat Ba Island Marine Reserve is currently facing the risk of environmental pollution from unsustainable tourism development, so:
First, there is a need to raise awareness about climate change and its impacts on tourism.
Expanding information, guidance and support points for tourists; synchronously and extensively implementing the Code of Conduct for Civilized Tourism, contributing to building a secure, safe, friendly and civilized tourism environment.
Promote propaganda on natural resource and environmental protection; select meaningful messages for visual propaganda. Organize well communication activities on environmental events and competitions to learn about the environment and Cat Ba tourism resources. Research and incorporate environmental education programs and learning about the value of Cat Ba archipelago's natural resources into the extracurricular curriculum of students in high schools in the district. Experience in propaganda on natural resource and environmental protection
The most effective way to protect the environment is to educate children to create a ripple effect in the family and society.
Second, build Cat Ba island according to the ecological, smart island model, with no emissions from motor vehicles, to become a national tourist area.
Well implement the planning and investment of high-class eco-tourism and resort complexes, entertainment with many types, functional areas, modern entertainment and resort linked and exploited synchronously on Cat Ba island such as: aquarium, 6-star luxury hotel, golf course system and entertainment and recreation areas...
Encourage the development of environmentally friendly tourism products, especially eco-tourism.
Encourage the application, development and use of energy-saving, clean energy and environmentally friendly technologies in service and tourism establishments. Encourage the development of environmentally responsible tourism types and products, especially eco-tourism and green tourism.
Reduce and gradually replace CFC-using refrigeration equipment in tourist service facilities; limit CO2 emissions from tourist transport vehicles on the island and in the bay by implementing a roadmap to reduce the use of gasoline-using vehicles.
Encourage the application of the model of Waste Reduction - Reuse - Recycle (3R: Reduce - Reuse - Recycle) in Cat Ba tourism development activities.
4.4.1.2. Solutions to overcome limitations in cultural competitiveness
heritage
Because currently, Cat Ba does not have tours that promote its advantages.
In terms of history and culture, it creates a highlight to create a difference between Cat Ba and neighboring localities, so in the coming time, Cat Ba needs to have key plans to prioritize investment, development, promotion of relics and heritage and
It is necessary to develop historical tours, cultural tourism, heritage tourism, community tourism, festival tourism - religious tourism... Specifically:
- Hai Phong city and Cat Hai district need to develop a suitable cultural tourism development strategy, in which tourism products are selected based on promoting the value of cultural heritage; developing responsible tourism associated with community culture; respecting cultural diversity, promoting the role of indigenous culture; raising awareness, protecting the interests and promoting the role of local communities in developing cultural tourism.
- Organizing tours to visit historical and cultural relics, cultural works, art activities, to learn, interact, experience culture, festivals, local lifestyle, enjoy cuisine and unique products of Cat Ba.
- Orient tourism activities and other people's activities in the heritage in a sustainable manner; specify in detail the code of conduct with the heritage; what can be done, what cannot be done, what should be done, what should not be done; strictly control the impact on the capacity, types of activities and balance the rhythm of life of the ecosystem at the heritage; encourage local communities to proactively participate in heritage management, linking the interests of local communities with the conservation and promotion of heritage values.
- Strictly and thoroughly handle violations of heritage, along with the process of propaganda and education to raise awareness for businesses, people and tourists; encourage and honor volunteer tourism activities, voluntarily contribute resources and intelligence to the preservation and promotion of cultural heritage values.
4.4.2. Group of solutions to overcome the limitations of competitiveness in terms of additional resources
Additional resources of Cat Ba are used to assess the limited competitiveness that needs to be overcome, including: tourism infrastructure, entertainment activities, shopping, recreation, and festival events.
4.4.2.1. Solutions to overcome limitations in tourism infrastructure
Due to the weak tourism infrastructure and service system, Cat Ba's transportation, tourism support services have not met the needs of tourists, especially international tourists. Standards for information, restaurants, and entertainment facilities are still limited. At the same time, Cat Ba has not met the conditions for quality accommodation according to international standards, so the length of stay of tourists is relatively short. Therefore, in the coming time, Hai Phong city and Cat Hai district need to invest in infrastructure and entertainment areas to meet the needs of comprehensive entertainment. In particular, because Cat Ba is an island and the requirements of sustainable tourism development, it is necessary to prioritize the selection of strategic investors in the direction of building high-class eco-resorts and limited number of visitors to ensure sustainable development. Specifically:
- Investment capital sources : using the budget capital to focus on tasks such as: organizing general management of the tourist area, making general planning, projects calling for investment, investing in developing infrastructure outside the fence, general environmental infrastructure of the tourist area, preserving and embellishing relics...; calling for private investment capital for projects with the ability to directly recover capital; continuing to mobilize central capital according to Decision 439 QD-TTg dated 3129 of the Prime Minister to invest and put into use the freshwater reservoirs of Phu Long, Tran Chau, Xuan Dam and Viet Hai... to serve people's daily life and tourism.
- Investment segment : Implement infrastructure policy first. Focus on calling for investment in highly feasible projects. Other projects will be gradually invested in each phase depending on market demand. Specific projects will also be invested in each phase. Continue to prioritize investment in upgrading tourism infrastructure systems. Take advantage of capital support from the Central and the city to invest, upgrade, and expand technical infrastructure and traffic works such as: Cross-island roads, tourist wharfs, upgrading ferry routes.
Ben Got - Cai Vieng, Gia Luan - Tuan Chau. Encourage and create favorable conditions for investors to participate in tourism business investment in Cat Ba.
- Calling for investment capital : Prioritize attracting strategic investors to create a breakthrough. Pay attention to attracting investment participation (or professional management) of investors with expertise and experience in each specific field. Can consider issuing stocks and bonds to mobilize investment capital from society.
Build a mechanism to encourage and facilitate attracting foreign direct investment (FDI) into Cat Ba tourism, especially inviting prestigious tourism business corporations in the region and the world to learn management and operational experience and combine training of local human resources.
- Investment policy : tourism investment projects in Cat Ba archipelago must comply with the provisions of relevant laws such as: Law on Forest Protection and Development; Law on Biodiversity; Law on Environmental Protection, etc. Prioritize the implementation of breakthrough projects, promoting tourism development in Cat Ba archipelago; Prioritize the construction of resort centers, health care combined with tourism, commercial centers, etc.; Develop the tourist fleet in the direction of improving quality and service; Support investment in building standard restaurants to serve tourism .
4.4.2.2. Solutions to overcome limitations in organizing entertainment activities, shopping, recreation, and festival events
Cat Ba needs to diversify tourism products associated with entertainment, shopping, recreation and festival events. Entertainment activities that can be developed in Cat Ba include: water entertainment (sea, river, lake...); entertainment associated with nature; adventure entertainment; regular entertainment. Organizing shopping for tourists in Cat Ba also needs to have more diversity in shopping products and the quality of products for tourists to shop also needs to be improved with the increase in reputation of souvenir shops, markets, shopping centers,
Supermarkets... Entertainment activities and festivals need to be organized more diversely with community participation in events and festivals.
For high-end entertainment and resort tourism, with a series of large real estate enterprises choosing Cat Ba as the location to implement international-class resort projects such as SunGroup, Flamingo, ... with projects designed with separate resorts, including high-rise villas combined with resort rooms and a system of accompanying entertainment services and utilities, the potential for developing high-end entertainment and resort tourism products in Cat Ba is huge. This is also a factor that helps improve the competitiveness of Cat Ba tourism. However, to ensure sustainable development of Cat Ba tourism, the development of high-end resorts needs to pay special attention to selecting strategic investors using clean technologies and development options that have little impact on the environment.
4.4.3. Group of solutions to overcome limitations in competitiveness of supporting resources
Cat Ba's supporting resources used to assess its limited competitiveness need solutions to overcome, including: Overall infrastructure, service quality, transportation, tourist friendliness, and market relations.
4.4.3.1. Solutions to overcome the limitations of overall infrastructure competitiveness
- Increase investment from the state budget to develop transport infrastructure, connect and optimize the advantages of Cat Bi International Airport and Hai Phong International Gateway Port. Urgently upgrade inland waterway ports.
