3.3.7. Promoting the role of management entities in inspection, emulation and reward work
Emulation and reward are practical organizational measures, an active propaganda and education method to encourage the creative will, determination, and practical working capacity of cadres and people to successfully carry out tasks assigned by superiors .
Improve the quality of supervision, inspection and examination work . In the context of market mechanisms, cultural activities are increasingly complex and diverse.
The issue of supervision, inspection and examination has an increasingly important position and role and is of great significance in bringing cultural activities into order, discipline and order. Due to the characteristics of the management field, it is necessary to implement a two-way mechanism in supervision. State management agencies supervise cultural activities according to the functions and tasks assigned by the State. When there are signs of law violations, the management agency conducts administrative inspections and examinations. State management agencies of culture must be subject to the supervision of the people. People supervise state agencies on service attitudes and the actions of civil servants in performing their duties. When there are signs of law violations, signs of corruption and harassment, people have the right to denounce to competent authorities [24].
It is necessary to actively and proactively discover, cultivate and multiply advanced models in the emulation movement. Advanced models are vivid examples to educate and attract people to actively participate in emulation, the art of using the movement to direct the movement to develop into a strong climax. Through advanced model individuals and groups, we can draw out good initiatives, good experiences, and useful for motivating and promoting the emulation movement. Discovering advanced models is a very elaborate task, requiring the unit commander to go deep, closely follow the emulation movement, carefully study the experiences and achievements of each group and individual in the emulation movement. It is necessary to use the emulation movement to discover advanced models. When advanced models appear, even if they are new and small, we must quickly cultivate them to become more and more complete and perfect, becoming a model for the whole unit to learn from. Comprehensive training in all aspects, focusing on training in qualities, abilities, correct competitive motivation, sense of responsibility, knowing how to preserve and promote effectiveness at all times, having the spirit of mutual support and help, sense of organization and discipline in implementing the competitive movement, overcoming the mentality of satisfaction, stopping, and self-indulgence.
high, arrogant, meritorious and prestigious. Cultivate advanced models by many measures such as assigning tasks closely combined with encouragement, motivation, and setting high requirements for them to strive to practice. Avoid the phenomenon of imposition, subjectively trying to create models, being strict in building models or over-promoting counterproductive effects.
The State needs to implement a stronger decentralization and delegation mechanism in the inspection and examination of cultural activities. Promote the role of interdisciplinary inspection teams (culture, labor, police, market management, tax), specialized cultural inspection teams together with people's inspectors in inspection and examination activities. To make inspection and examination activities effective, it is necessary to pay attention to building a team of cadres with strong political will and professional qualifications, grasping the specific characteristics of cultural and artistic activities.
Strengthen inspection activities for homestays, mass art troupes, and annual activities in the village to inspect, reward, and criticize those who commit illegal acts or those who violate the law and state regulations with the aim of deterring people from seeing the role and importance of preserving and promoting national cultural values.
Regularly instruct the villagers to properly implement the regulations that have been set out, requiring all households doing tourism to wear traditional costumes 100% when receiving guests, and always maintain a good attitude to welcome and create friendly relationships with tourists. Regarding annual activities, they must be carried out strictly without skipping any steps to ensure that all villagers understand the content as well as the traditional activities of Lac village so that people can grasp and propagate to future generations to preserve and
promote the inherent culture of the Thai people in Lac village today.
Focus on discovering and nurturing cultural and artistic talents; consider proposals for conferring the title of Meritorious Artist, recognizing traditional craftsmen and folk culture artisans. Develop mechanisms and policies to attract and promote literary and artistic talents.
Continue to implement the Regulations on reward regime for collectives and individuals working in the field of culture and art who win prizes at regional festivals, performances, competitions and contests; propose to confer the title of People's Artist in a timely manner on those who have contributed to preserving and promoting the value of Thai ethnic folk cultural heritage in Lac village, Mai Chau.
Summary
In chapter 3, the author relies on the methodology, orientations, and directive documents issued by the Party, the State, and the Ministry on the basis of analyzing the current situation of cultural activity management. The author sets out the goals and management orientations. At the same time, the author boldly proposes solutions to improve and enhance the management and awareness of the people. First, to complete and supplement documents on cultural activity management; second, to encourage and facilitate the preservation and promotion of traditional arts; third, to propagate and introduce cultural activities; fourth, to socialize the organization of non-professional art activities; fifth, to strengthen the management of cultural and religious activities; sixth, to strengthen the management and diversification of cultural services associated with tourism development; seventh, to promote the role of inspection, emulation, and rewards. However, developing culture and building people is a long-term and difficult task that requires the perseverance and joint efforts of many units at all levels and sectors, each family and each individual. Therefore, in order to develop an advanced culture imbued with national identity, each person must be aware of protecting their own culture as well as that of their nation.
CONCLUDE
Thai culture in Lac village plays an extremely important role in contributing to the construction and preservation of unique cultural features with the aim of developing community tourism with the Thai cultural foundation as the root. Therefore, the work of cultural management, conservation and maintenance of villages and hamlets for community cultural tourism in the village is mostly well maintained and practiced by the villagers in their daily lives through the preservation, maintenance and promotion of their cultural values as well as tourism resources, aiming at developing community tourism.
Thai cultural activities play an important role in economic development in Lac village, so preserving cultural identity is increasingly important. Therefore, through the cultural activities in chapter 2, from the results achieved, it shows that cultural activities in the tourist area are still loose, activities in the tourist area are still sparse, although certain results have been achieved, there are still some issues that have not been thoroughly and strongly resolved. From there, leading to the unique cultural features gradually fading away, people focus on making money and do not care about their culture.
Cultural activities at the Lac village tourist area currently have many unique activities, not only arts and cuisine but also cultural activities of the Thai people in Lac village. The special thing about this tourist area is that the local cultural activities not only meet the spiritual needs of the people, but also meet the needs of tourists. It is also because of meeting the needs of tourists that the culture of the Thai people gradually becomes blurred and loses its traditional features in Lac village.
Cultural activities play an important role in the development of many community tourism areas in Ban Lac, and are no exception. To promote all cultural activities in Ban Lac tourist area, it is necessary to diversify cultural activities to attract tourists in chapter 3. To develop culture and build people is a long-term and difficult task that requires the perseverance and joint efforts of many units at all levels, sectors, each family and each person. Therefore, in order to develop an advanced culture imbued with national identity, each person must be aware of protecting their own culture as well as that of their nation.
It can be seen that cultural activities are not only annual activities but also activities that not only bring spiritual culture but also bring economic benefits to the locality. Therefore, Thai culture is known through cultural activities and associated with tourism. Therefore, in order for Mai Chau to become increasingly rich and developed, each of us, each individual, should always live and work scientifically and culturally, helping people's lives become more and more civilized and modern while still imbued with the cultural identity of our nation.
