At the same time, pay attention to applying Ho Chi Minh's viewpoint on the content and method of teaching theoretical knowledge. That is, taking Marxism-Leninism as the root, but the materials and programs must be rearranged to suit the level of reception and perception of learners, which is uneven, at the basic level of the Center for Political Science and Education. 4.5. Group of solutions to apply Ho Chi Minh's thought in building a team of cadres and lecturers
4.5.1. Perfecting the organizational structure, innovating the mechanism and policies on remuneration for lecturers
District Party Committees need to do a good job of planning and perfecting the team of full-time and part-time lecturers in sufficient quantity to ensure teaching quality.
First of all, it is necessary to develop standards for lecturers teaching Political Theory at the Centers for Political Science and Law. Lecturers teaching Political Theory need to have strong political will and be exemplary in all aspects: ideology, ethics, working style, and the ability to research Political Theory.
Each center has at least 2-3 full-time lecturers out of the total number of staff of the center. Lecturers working at the center must pass the examination, selection or assessment council. To ensure the standards, lecturers participating in teaching must be party members; have advanced political theory qualifications, have a bachelor's degree in the field of social sciences and humanities, have a degree or certificate of pedagogical training course except for those who have graduated from pedagogy; have knowledge and practical experience.
The implementation of policies and regimes for cadres, lecturers, civil servants and workers at the Centers for Discipline Inspection must be determined according to the job positions held in the public service units under the district-level Party Committee. Accordingly, cadres, civil servants and workers receive salaries according to the Party's general salary scale. In addition to the prescribed salary regime, the center director is entitled to a concurrent-duty allowance according to the instructions of competent authorities. The center's deputy director is entitled to a leadership position allowance or a leadership position salary as a deputy head of the Party's committee at the district level. Full-time lecturers, in addition to the prescribed salary regime, are entitled to a teacher's allowance as lecturers of vocational secondary schools in the public education system. Lecturers must conduct field research, summarize basic practices, and perform tasks in the teaching process: prepare lessons, give lectures, prepare questions and answers, organize exams, tests, evaluate students' learning outcomes, participate in organizing and managing classes; Fully and qualitatively carry out scientific activities, research projects; attend courses, training, and update new knowledge according to regulations. Part-time lecturers are district Party Committees, heads and deputy heads of district-level sectors and organizations; are proposed by the center director and recognized by the district Party Committee; when implementing the teaching regime, they are entitled to remuneration according to regulations. The centers base on the training, training, and coaching plans approved by the district Party Committee.

Innovate and improve policies and mechanisms, create incentives to encourage political theory lecturers. 4.5.2. Promote training and fostering to improve the quality of political theory cadres and lecturers.
District Party Committees, Provincial and District Propaganda Departments need to have plans and pay attention to building a team of lecturers with in-depth knowledge, practical experience, appropriate teaching methods and dedication to the profession. The important thing that determines the quality of political education is to build and develop a team of teachers with intelligence and personality, love for the profession, enthusiasm, and exemplary in teaching, in research activities and in life. To do this, teachers must have solid professional qualifications, ensure that they meet the prescribed standards, have pedagogical ability, and especially must have extensive practical life experience; be able to attend advanced political education courses according to Decision No. 1853-QD/BTGTW dated March 4, 2010 of the Central Propaganda Department on promulgating the Teaching and Learning Regulations of Political Training Centers of districts, towns and cities under the province.
District Party Committees proactively detect, plan, arrange, assign, and build a team of leaders, managers, cadres, and lecturers that ensure standards and
professional qualifications and political theory according to regulations; annually review, select and evaluate cadres and lecturers, develop training and retraining plans, and foster a team of cadres and lecturers to gradually ensure requirements on qualifications and pedagogical skills.
Political training centers must proactively and actively innovate to improve the quality of professional training for cadres and lecturers; self-training, exchange and learning of experiences must continue to be strengthened; more attention should be paid to building a team of part-time lecturers to promote the strengths of local leaders and managers with rich practical experience, deep expertise and good skills in different fields of work to help trainees improve their practical knowledge.
Currently, there is a shortage of leading experts in teaching political theory. To overcome this problem, it is necessary to build a mechanism to attract excellent students to study political theory at universities, and those who are good at political theory to work at theoretical agencies of the Party and the State, and to work at the center. Party committees at all levels need to lead and direct the development of annual plans for training, fostering, and updating knowledge for cadres and party members, promptly review, select, and organize the training of a team of cadres to become leading experts in researching and teaching political theory in the future.
To enhance the practicality of lecturers teaching at the Centers for Political and Social Affairs, it is necessary to rotate cadres from Party committees and socio-political organizations to the center or transfer cadres from the center to work as specialists, deputy heads of specialized departments to advise and assist the district Party Committee, or departments under the government and vice versa. Proactively coordinate with political schools and universities in the area to open pedagogical training courses, or invite experts and scientists with in-depth knowledge of the subject.
LLCT education work to organize training and professional development for the teaching staff.
The Central Propaganda Department and Party committees at all levels need to guide and organize annually or periodically competitions and sports competitions for excellent military theory lecturers so that lecturers at the Military Theory Training Centers have the opportunity to exchange and learn from their colleagues' experiences in teaching military theory.
4.6. Group of solutions applying Ho Chi Minh's thought in ensuring conditions and facilities
In the context of the country's many difficulties and shortages, President Ho Chi Minh always paid attention to education work. He requested: "Aunties, uncles, and children must work together to organize and manage the material and spiritual life in schools to become better and better, and to strengthen the assurance of health and safety" [109, 507]. Following his teachings, the Secretariat needs to develop regulations on criteria and procedures for recognizing district-level political centers that meet national standards so that localities have plans, bases, and bases for implementation. District-level Party committees need to pay attention to increasing investment in facilities, teaching and learning equipment, and gradually modernizing facilities serving training and fostering work at the Centers for Political Education and Training.
The regulations on qualified centers must include criteria for building facilities for the center. Each center has its own facilities and campus to ensure adequate conditions for teaching and learning. Invest in rooms, classrooms and modern equipment, suitable for active teaching methods. Each center must have at least one hall with 70-120 seats to serve the organization of classes to study resolutions, report on current events; 2-3 classrooms with 30-70 seats for training, coaching and organizing discussions. The classrooms are fully equipped with equipment to ensure learning and teaching such as tables and chairs, sound systems, speakers, projectors, etc. Each center must have a library, where conditions permit, build an electronic library, with at least 5 computers connected to the network.
