The center director must have a clear understanding of teaching management theory, boldly give directions for educational innovation, and be determined to direct teaching activities according to learners' learning abilities.

1.5.1.2. Professional qualifications, teaching capacity, and sense of responsibility of the teaching staff

The professional qualifications and pedagogical capacity of the teaching staff are one of the important factors determining the results of managing vocational teaching activities according to students' NLTH.

The teaching staff must ensure quantity, uniform structure, solid professional qualifications, good pedagogical skills, love the profession, grasp the goals, programs, and content of each profession, and actively implement innovation in teaching methods towards the approach of NLTH to improve the quality of vocational teaching.

1.5.1.3. Striving spirit and learning ability of students

Studying is the main activity of students. Only when students are conscious, interested, passionate, have a striving spirit, and have good learning methods will they have good learning results.

Learners with good learning awareness, striving spirit, good learning motivation, good receptive and perceptive ability will lead to the formation of good professional practice capacity.

1.5.2. Objective factors

1.5.2.1. Facilities and conditions for vocational training activities

The center director needs to have a correct understanding of the significance of teaching equipment and invest in and manage teaching equipment well. Organize the exploitation and use of equipment to serve vocational training effectively.

The center director needs to organize a review and inventory of all existing teaching equipment; allocate funds to repair and purchase additional equipment to fully meet the needs of teaching and learning.

1.5.2.2. Management and direction of educational management levels and local authorities

The Department of Education and Training is the governing body, directly managing the Continuing Education Center. The management and direction of the Department of Education and Training with specific goals and tasks on organizing educational activities, teaching, and educational quality... are important bases for the center to manage teaching and learning activities in the direction of approaching the students' performance capacity.

The management of local authorities in implementing local education and training goals, and the coordination of the Department of Education and Training also create policy mechanisms and conditions for implementing management of teaching and learning activities.

1.5.2.3. Help and support from students' families

The family has a direct influence on the needs, motivations, and attitudes of students and is the place that satisfies the material and spiritual conditions for their children's learning. If there is consensus, support, and active assistance from the students' families, the GDTX center will be able to organize and direct teaching and learning activities according to the students' ability.

1.5.2.4. Economic conditions, educational level, traditional culture; socialized education movement in the locality

Local economic conditions, whether developed or difficult, high or low level of education, local traditions and customs greatly affect the management of teaching activities of the center.

Socialization of education is the formation of a learning society that makes learners consciously interested in education, contributing to education. The center does a good job of socializing education to mobilize all resources for education, which is to create a positive impact on the management of teaching and learning activities to improve overall quality, contributing to building a learning society.

Chapter 1 Summary

Based on the study of theoretical issues on teaching management according to the competency-based approach, the author of the thesis presents the concepts of teaching activities, teaching activities, learning activities and the relationship between teaching activities and learning activities. Vocational training activities based on the competency-based approach are reflected in the objectives, program content, forms, methods, measures, and testing, examinations, and evaluation of students' learning outcomes.

Managing vocational training activities according to the competency-based approach is reflected in the content of managing and directing vocational training, managing students' learning activities, and managing the construction and use of equipment and facilities.

There are many factors affecting vocational training management according to the competency approach, divided into subjective factors and objective factors. These factors have a great influence on vocational training management.

The average GDP growth rate of the district in the 5 years from 2008 - 2015 is estimated at 7.9%, the total average income per capita is about 6.7 million VND/year. The economic structure of the district is agriculture - forestry - industry and services.

In recent years, the district has attached importance to the work of leading and directing the economic restructuring, applying scientific and technological advances to production, developing farm economy, high-income forest hills, and introducing high-yield and high-value crop and livestock varieties into production. Thanks to close and correct leadership, the district's economy has achieved many results, maintaining annual growth rates.

About culture, society, education:

As a mountainous district in the North of Phu Tho province, there are many ethnic groups living there, so the lifestyle and social psychology of ethnic minorities. Therefore, social awareness is still limited due to the cultural level and long-standing customs and practices, including the awareness of education such as the notion that after finishing school, you will only stay at home to work in the fields, so there is no need to study much.

In addition to the low awareness of parents about vocational training, students themselves have few opportunities to communicate widely with society, and are limited in common languages, which greatly affects the improvement of vocational training quality in mountainous, remote and isolated areas of Yen Lap district, Phu Tho province.

In recent years, Yen Lap district has gradually focused on exploiting the potential strengths of the locality by industry and region, creating a new and reasonable structure that is gradually creating stability, improving material and spiritual life, maintaining political security and social order and safety in the district.

2.1.2. Some features of the situation of Yen Lap Continuing Education Center

Yen Lap Continuing Education Center was established under Decision No. 1223/QD-VB (September 22, 1993) of the Chairman of the People's Committee of Vinh Phu province (now Phu Tho province). On the basis of converting the district-level education training model with the previous function of training professional expertise and pedagogical capacity, linking with universities and colleges in and outside the province to set up locations to train and train teachers of the district to meet and exceed standards, and at the same time organize BTVH classes to meet the requirements of planning and standardizing the staff of civil servants and students who do not have the conditions to study high school in public and private schools.

The annual graduation rate is 97%, 5% are good and excellent, the rate of promotion to the next grade is over 95%, of which 15% are good and excellent.

On vocational training tasks:

To fulfill its assigned functions and tasks of training qualified and skilled human resources to meet social needs, the Center cooperates with the College of Paper and Electromechanical Technology, Phu Tho College of Electromechanical Technology, Song Hong College of Economics and Humanities, Hung Vuong University, Hanoi Pedagogical College, etc. to open part-time university training courses - transfer courses, and regular secondary training courses to create conditions for students (mainly children of Yen Lap district) to study at higher levels. In addition, it continuously opens short-term training courses: to meet the needs of all vocational students and all levels of education.

The school has coordinated with the Department of Education to deploy general vocational training to secondary schools throughout the district. It has organized gardening training and certificate exams for 968 grade 12 students of supplementary high school in the past 7 years.

To facilitate students' access to IT updates, the Center has coordinated with Phu Tho Foreign Language and Information Technology Center to open 17 IT and foreign language classes = 1033 students (From 2007 to the end of 2015), completed the curriculum and organized exams to grant program A certificates.

In summary, the training work of the center in recent years has generally had stable and solid development steps, the number of training each year has increased higher than the previous year, the professions have been expanded and diversified. The vocational training activities of the center are a reliable address for the people of Yen Lap district.

Regarding the school's technical infrastructure system: Yen Lap Continuing Education Center is located in the center of Yen Lap Town, so the center's area does not meet the standards. Therefore, all the buildings are built high-rise, spacious and clean.

Headquarters building: is a 2-storey building with 10 rooms. Including:

03 Board of Directors rooms; 01 Union room; 01 Finance room; 01 Teacher's room; 01 conference room; 01 office room; 02 computer rooms.

Classroom area: includes 2 blocks with 12 classrooms and 2 large halls.

Official residence: includes 1 hall, 1 computer room, 1 equipment room and 6 fully furnished living rooms.

The school has enough equipment with full practice equipment. Number of computers: 44 (All computers are connected to LAN and Internet); Number of projectors: 14; Number of photocopiers: 02.

The equipment for teaching and learning at the Center is quite adequate to meet the teaching requirements according to the students' ability to perform.
