Thanks to new technical advances in breeding, feed production, veterinary medicine and new methods of organizing livestock production applied to production. Industrial and semi-industrial farming methods have been replacing traditional farming methods, both solving employment, increasing income, and actively shifting the structure of agriculture.
Livestock is considered the spearhead of the province, but with such a large number of livestock and poultry, its important position has not really been affirmed.
* Structure of forestry production value:
In recent years, the work of planting, tending, protecting and developing forests has had positive changes. Every year, effective forest planting models have been expanded and a project of planting 5 million hectares of new forests has been implemented. In the period of 2006 - 2010, the whole province planted about 8,000 hectares of new forests; protected and regenerated more than 3,000 hectares; well protected the existing forest area, bringing the forest cover to 22.55% in 2010. Since 2011, the work of planting and tending forests has continued to be implemented. However, the proportion of the production value of the forestry sector in the total production value of the agriculture, forestry and fishery sector in the period of 2006 - 2014 was very small, about less than 3.27%.

Timber and forest product exploitation is the main activity, contributing greatly to the production value of the forestry sector. The proportion of production value of this activity in the production value structure of the forestry sector accounts for over 65.92% and has increased gradually in the period from 2010 to present.
Forestry and afforestation activities account for a small proportion of the forestry sector's production value and have a decreasing trend. In 2006, this activity accounted for 11.4% but decreased to 5.02% in 2014.
Services and other forestry activities also account for a relative proportion in the production value structure of the forestry sector and the contribution of this activity has changed erratically from 2006 to present.
Thus, the production value structure of the forestry sector is not reasonable. Farming activities are still low and tend to decrease while exploitation activities are increasing. Therefore, there needs to be active intervention from policies as well as managers to have positive changes, in line with the trend of both economic development but also ensuring the maintenance and development of forest resources, increasing coverage, preventing erosion, and limiting storms and rains that affect the development of the economy.
* Structure of production value of the fisheries industry:
Aquaculture is also gradually becoming more intensive. Aquaculture is considered a breakthrough in the restructuring of the province's agricultural economy.
The structure of the production value of the fishery industry also had a strong shift in the period 2006-2014 towards increasing the proportion of aquaculture and reducing the proportion of exploitation. In the period 2006-2010, the value created by the fishery industry was much lower than that from 2011 to present. Many projects to improve low-lying areas were implemented and the results of the structure of the production value of the fishery industry are as follows:

The value created by the fisheries industry is increasing day by day and the increase is quite large. The process of changing the proportion of sub-sectors within the fisheries industry is taking place at a high speed.
In the fisheries sector, aquaculture plays a dominant role, the value created by this sector has increased over the years, its proportion accounts for more than 72.63%. Thus, aquaculture plays an important role in creating the production value of the sector. In 2006, aquaculture activities in Vinh Phuc province created 70,439 million VND and this number has increased rapidly over the years: 329,162 million VND in 2010 and 582,667
million VND in 2014, these figures demonstrate that the aquaculture industry in recent years has had positive changes and is increasingly making important contributions to the province's economy. At the same time, it affirms that in recent years the aquaculture industry has received attention and development. However, its proportion has decreased, giving way to the rapid increase of the aquaculture service sector.
Aquaculture services in Vinh Phuc have developed differently in each small period: in the period 2006 - 2010, the proportion of this sector in the industry increased significantly, in 2010 it only decreased slightly. However, from 2010 - 2014, its proportion decreased significantly (except in 2013, it increased sharply to 21.57%). This is because the value created by aquaculture activities that year decreased sharply and gave way).
Fisheries exploitation activities also create increasing production value but the proportion is still small, below 6.68%.
The above growth and structural transformation process affirms the correctness of the policy of increasing investment and development of the fisheries sector in recent times, aiming to fully and effectively exploit aquatic resources in the region, thereby enhancing the contribution of the sector according to the agricultural, forestry and fishery groups and to the economic development of each province in particular.
From the analysis of the economic restructuring process of the agriculture, forestry and fishery sector in the period 2006 - 2014, some general observations can be drawn as follows:
- In the structure of the agricultural, forestry and fishery sector, agriculture is the main sector, accounting for the largest proportion (over 90%). In recent times, the structure of the sector has shifted towards increasing the proportion of the fishery and forestry sectors. However, the development scale of these two sectors is still small.
- Agriculture is the main production sector but has slow growth and structural transformation. In cultivation, food production accounts for a high proportion. Industrial crops, fruit trees, and food crops are small in scale and develop slowly. In animal husbandry, the number of livestock has decreased, showing confusion in solving food security issues, rationally arranging crop structure and developing commodity production.
- In the structure of production value of the forestry sector, the reduced proportion of forest planting and conservation is not suitable with land potential and requirements for sustainable economic development.
- The aquaculture industry has a good growth rate, the structure of internal production value has shifted rapidly and positively towards the strong development of aquaculture and planting activities. This shifting trend is suitable for the conditions of Vinh Phuc. However, the current scale of aquaculture development is still small compared to its potential.
The above situation shows that in the coming time, there needs to be appropriate policies and solutions to promote the rapid and steady development and restructuring of the agriculture, forestry and fishery sectors.
Internal restructuring of industry and construction

We see that in the industry and construction sector, the contribution of each sector to GDP is quite different in quantity. However, its proportion in the sector has not changed much, just a slight shift and the change in quantity is not stable. The industry sector holds an important position and role in the whole sector, accounting for over 94%, slightly decreasing from 2012 to present. The construction sector only accounts for a very small proportion and in recent years has tended to increase. The average growth rate of the production value of the industry - construction sector in the period of 2011 - 2014 reached 10.3%/year, of which: industry increased by 9.9%/year, construction increased by 18.2%/year.
The structure of industrial production value by sector in Vinh Phuc in recent years has had significant changes, contributing greatly to the economy.
The province's economy. There is a positive shift within the industry and that shift is shown in the table below:

During the period 2006 - 2014, the production value of the industrial sector increased from 28,093,219 million VND in 2006 to 80,060,348 million VND in 2010 and 125,021,960 million VND in 2014. Among the provinces and cities with large industrial scale in 2014, Vinh Phuc was the province with the highest industrial production index in 2014 in the country, with an increase of 15.1%.
